Research on the division of central and local financial powers and expenditure responsibility——Taking public education as an example

In order to scientifically define the financial power and expenditure responsibility between the central and local governments in the field of public education，this paper starts with the meaning of“financial power”and“expenditure responsibility”，and introduces the concepts of“paying money”and“spending money”to clarify the logic among the two concepts and“financial power”and“financial resources”．Then，the paper summarizes the current division of financial power and expenditure responsibility between central and local governments in the field of public education and attempts to quantify it．Finally，the paper points out that，in addition to the inadequate financial authority of central education，the central government has delegated excessive expenditure responsibility to the local government through transfer payments，resulting in the incompatibility between fiscal power and expenditure responsibility．Therefore，in the process of constructing an intergovernmental fiscal relationship with clear powers and responsibilities，it is necessary not only to moderately strengthen the educational and financial power of the central government，but also to take up the responsibility for its own expenditure，which should be the focus of recent reforms．

CEO’s confidence level，nature of property rights and the performance of corporate social responsibility

Taking Shanghai and Shenzhen listed companies as research objects，this paper explores the impact of CEO’s confidence level on corporate social responsibility based on the data from 2013 to 2017．The CEO’s confidence level was measured from the view of CEO’s demographic characteristics，investment behavior，corporate governance，and competency．The factor analysis method was used to construct the CEOconfidence evaluation system，to obtain the comprehensive score of CEO’s confidence level，which was used as a measurement index of the CEO’s confidence level in the paper．The empirical results based on relevant data indicate that the CEO’s confidence level has a U－shaped relationship with corporate social responsibility．Further analysis shows that the confidence level of CEOs of different property rights has different influences on social responsibility．Compared with those of state－owned enterprises，the confidence level of CEOs of non state－owned enterprise has a greater impact on social responsibility．The nature of state－owned property rights weakens the U－shaped relationship between the two，which makes the CEO’s confidence level be positively related to social responsibility．

Jiang Guangci was the first revolutionary writer to advocate and practice“proletarian literature”．His novels，based on his own life experience，truly recorded the social turmoil and the ups and downs of the period from the“May 4th”Movement to the Great Revolution with a strong sense of reality and the times．As an intellectual who entered the center of the Chinese revolutionary movement from the bottom of rural society，Jiang Guangci’s short life was lonely and contradictory．He was often in a state of painful struggle in the revolutionary process which revealing the rich soul conflicts of the pioneers in the revolutionary era．Jiang Guangci’s creation inevitably has the limitations and defects of conceptualization and profiling in the primary stage of revolutionary literature．His“failure”in his creation represents the“tendency of a group”in the left－wing literature，and it is also a valuable lesson for the“all－in－one”of the left－wing literary world．

Unearthed documents and historical narrative

The historical records written in the unearthed bamboo and silk documents are very rich．These precious historical materials that had slept for more than two thousand years under the earth were discovered one after another in the 1970s and provided researchers with a lot of solid historical facts．From the perspective of historical compilation，unearthed documents like Chunqiu Shiyu and Xi’nian are obviously invaluable．By mutually testifying the unearthed documents and the handed－down documents，we can promote researches on the stylistic characteristics and historical narrative styles of the history books in pre－Qin period and the tradition that ancient Chinese attach great importance to historical writing and raise many new research topics．It is an urgent need for scholars in the history of historiography，literature and other disciplines to make unremitting efforts．

The global governance crisis in today’s world is mainly reflected in the outbreak of the drawbacks of capitalled globalization while the wave of anti－globalization(or de－globalization)exacerbates the difficulty of global governance to a certain extent．Amartya Sen and Martha Nussbaum，aiming at human prosperity，strive to transcend the dualistic opposition between cosmopolitanism and nationalism，seek a“capacity path”that includes human life with dignity，and make important theoretical contributions to solving the global governance problems．However，as their program does not involve the core issues of global economy，power and so on，it also has some shortcomings．In order to achieve lasting peace and overall prosperity of human society，the paradigm of the community with a shared future for mankind takes Marx’s philosophy of“quasi－existence”as its theoretical foothold，transcends the inherent contradictions and barriers of the“capacity path”of global governance and other schemes，seeks mutual benefit and win－win，dialogue and consultation on the basis of pluralism．
