进展与方法：大学治理和自治的国外研究

大学自治是一个经典而现代的命题，是世界各国学者共同关注的焦点。以下三个分析维度有助于建立大学自治研究分析框架：国外大学自治研究的期刊和专著；大学自治研究的视界和问题域；大学自治研究的方法和策略。专家学者采用不同视界对高等教育中的大学自治进行研究，基于自身立场和变化了的背景，呈现不同的取向，关注不同的问题。这些研究集中探讨了大学自治的理念及发展，各国大学治理状况以及改革、调整、优化甚至重构等方面问题，剖析各国大学自治的共性和个性，探索大学与政府、社会的相互关系，以确定各方的权责边界。

大学自治是一个经典而现代的命题，历久弥新，也是世界各国高等教育共同关注的焦点，从欧美澳到亚非拉。20世纪六七十年代以来，随着高等教育大众化进程的加快，大学的功能日益扩展，从社会边缘走向社会轴心，大学自治受到世界范围的关注。理论界掀起了研究大学治理结构的热潮。如今，国外每年有关大学自治研究的著作和论文不断涌现，出版物与日俱增。

运用国际比较的方法，观察和分析国外大学自治的最新动向，系统梳理大学自治研究的进展和方法，探讨世界各国大学自治的共性和个性，有利于我们深化认识大学的内在属性和外在要求，理顺大学与政府、社会的相互关系，确定各方的权责边界，从而建立起科学、合理、规范的现代大学治理结构。爱因斯坦指出：“知识不能单从经验中得出，而只能从理智的发明同观察到的事实两者的比较中得出”。比较研究的本质在于：从事物的相互联系和差异的比较中观察事物、认识事物，从而探索规律。［1］224本文在比较研究的基础上进行定性分析和定量分析，放眼国外，欧美大学在追求卓越的同时也是问题不断，有的国家还在进行大幅度的改革，各国的大学体制都处在不断的探索和完善之中。运用比较研究的方法，借鉴国外先进理论，解决我国现实问题，是一条促进我国高等教育健康发展的捷径。通过“同中求异”、“异中求同”的分析比较，以更好地把握大学自治的多元性与统一性。本文提出一个分析大学自治研究现状的框架，三个分析维度分别是：1．国外大学自治研究的期刊和专著；2．大学自治研究的视界和问题域；3．大学自治研究的方法和策略。

一、大学自治研究的期刊和专著

每年，世界上都会出版不少高等教育研究的英文专业期刊，数量多达上百种，其中，不少期刊比较关注大学自治这个主题，它们囊括了当代大学自治研究的核心问题。笔者通过谷歌和 Springer、Eric、JSTOR等多种方式查阅，力求系统而完整。经过归纳和整理，可以发现，以下期刊比较关注大学自治这个主题，刊载大学自治的有关论文在 2篇及2篇以上。

二、大学自治研究的视界与问题域

视界，是指人们眼睛固定注视一点时 （或通过仪器）所能看见的空间范围。研究过程中，学者们往往需用不同视界对高等教育中的大学自治进行研究，基于自身立场和变化了的背景，他们采取不同的视角，呈现不同的取向，关注不同的问题。通过查阅与分析 1990年 1月至20112年 3月间发表在国际期刊上的论文和专著的相关部分，从中选取质量比较高、影响比较大的 50篇论文和专著进行分析，笔者整理了每篇论文的主题和问题域，并概括出若干关键词，排序之后将相似的关键词合并为一组，并根据其所观察的视野进行归类，这种分组方法是符合逻辑和有效的。借助于对已出版著作的分析，可重新检测这种分类的合理性。［2］7-14最终，笔者归纳整理出如下方面的问题域，即大学自治研究的视界与主题：

三、大学自治研究的方法和策略

自治是高深学问最有悠久的传统之一，赫钦斯认为，失去了自治，高等教育就失去了精华。［3］31当前，西方学者仍然十分关注大学自治，有关大学自治的研究成果层出不穷，研究方法多种多样，但是，其所选择的方法和策略却是有章可循。笔者从方法和方法论的角度，对前面选取的每一篇论文进行了分析，在此基础上再对它们进行分类。这种分类具有一定难度，因为某些论文所采用的研究方法可能不止一种，然而，即便如此，还是可以分辨出其中主要的研究方法。经过仔细阅读和推敲，可以归纳出这些研究方法。

University autonomy is a classic and modern proposition，which is the focus of common concern among researchers in the world．Analysis of three dimensions can contribute to establish the research framework of university autonomy：foreign research journals and monographs on university autonomy；the domain problem on university autonomy；themethods and strategies of research on university autonomy．Experts and scholars study University autonomy with different views，and they present differentorientation and pay attention to the different problems，based on their own position and the changing background．These studies focus on the concept and development of university autonomy，reform and developmentof University Governance in each country，analyzes the commonness and individuality of national university autonomy，explore the relations between University and government，and identify the responsibility boundary of the parties．
