Theoretical Model and Logical Approach for Mitigating Online Ideological Risks through Machine Learning TechniquesQIN Bo XU Hao-Ming 4
〔Abstract〕In the era of new media, the rapid development of the internet presents significant challenges to China’s ideological security and governance. Modern machine learning techniques, particularly those based on deep neural networks, have the ability to extract meaning from vast amounts of unstructured textual data. Their applications have expanded from simple image recognition to complex video content analysis, providing deeper insights into understanding and predicting public behavior and underlying ideologies. Given that predicting network dissemination paths relies on forecasting information forwarding, which reflects individual user behavior differences, we propose a behavioral dissemination model for identifying online ideological risks based on machine learning. This system consists of an information collection layer, a data analysis layer, and an early warning layer. It enhances real-time awareness of the development and evolution of online ideologies, enabling relevant stakeholders to promptly assess and make decisions regarding ideological risks. This advances the intelligent management of online ideological risks.

〔Abstract〕Generative AI is deeply intertwined with ideology. From a technological perspective, the inherent reasoning behind its ideological risks includes shifts in ideological propagation patterns, the complexity of ideological regulation, and the technology’s potential to dilute the class attributes of ideology. In terms of content generation, Generative AI poses a risk of deviating from the mainstream ideological system. Technologically, it undermines the authority of established ideological institutions. Additionally, its dissemination scope is reduced, which is a significant characteristic of its ideological risks. To counter these risks, we must leverage the unique advantages of Marxist ideology’s leadership role in the ideological domain, fortify institutional safeguards, enhance theoretical guidance for key groups, accelerate research and development of core technologies related to ideology, refine industry development standards, and continuously improve measures to prevent and control the ideological risks stemming from Generative AI technology.

〔Abstract〕New quality productive forces constitute a complex system involving laborers, labor tools, and labor objects, characterized by innovations in digitalization and the use of intelligent tools. Data, as an emerging labor object, plays a crucial role in the production process. This system possesses self-organization, self-coordination, and self-action capabilities, enabling it to respond flexibly to the changes and demands of the times. Digital technology has driven the rise of industrial digitization and personalized solutions, thereby enhancing production efficiency and resource utilization. The system of new quality productive forces emphasizes the selection of environmentally friendly materials and the optimization of production processes towards green and efficient practices, fostering industrial innovation and the emergence of new industries. To promote the development of new quality productive forces, efforts should focus on facilitating open cooperation and international exchanges, improving digital economy governance systems, developing emerging and green intelligent industries, and reshaping new types of production relationships. New quality productive forces represent a stage in the development of modern productivity, with organizational principles including the reinforcement of social integration and collective cooperation, the embodiment of distribution diversity, and the promotion of a shift in production relations towards a focus on knowledge capital and human capital.

〔Abstract〕New quality productive forces represent a new form of productivity guided by innovation and driven by digital intelligence. This aligns with the concepts of significant material and spiritual wealth growth, and the co-creation and sharing of wealth by all people, which are essential for achieving common prosperity. Leveraging new quality productive forces to promote common prosperity aids in achieving breakthroughs in productivity regarding scale, quality, and allocation. Firstly, new quality productive forces facilitate the material accumulation mechanism essential for common prosperity. Secondly, they enhance the spiritual civilization leading mechanism for common prosperity. Thirdly, they advance the inclusive sharing mechanism crucial for common prosperity. Moving forward, it is necessary to further improve the macro-control mechanism, strengthen the supporting system for technical talents, accelerate industrial transformation, and enhance institutional guarantees. By understanding the theoretical implications of these special challenges, it is evident that Whole-Process People’s Democracy and Full And Strict Governance Over The Party are practical reflections of the “two answers” to break out of this cycle. Full And Strict Governance Over The Party is ideologically grounded in the principles of being strict to respect virtue, appointing the virtuous, prospering the people, and protecting the state through democracy. It is characterized by comprehensiveness, strictness, and effective governance. Whole-Process People’s Democracy provides a practical benchmark for Full And Strict Governance Over The Party, which in turn supports and ensures the development of Whole-Process People’s Democracy. In the future, it is essential to develop effective institutional mechanisms to safeguard the Party’s overall leadership, explore effective methods to organically combine people’s supervision with internal Party supervision, and broaden effective channels of “relying on the people” to govern the Party strictly in a comprehensive manner. “The Highest Politics”: The Political Logic of the Chinese Path to ModernizationYU Chong-Sheng 61
〔Abstract〕In December 2023, the Central Economic Work Conference proposed that “promoting the Chinese path to modernization must be regarded as the highest politics.” This represents a significant theoretical and practical innovation in the relationship between modernization and politics, following Deng Xiaoping’s proposition that “the Four Modernizations are the highest politics.” The transition from the proposition of “the Four Modernizations are the highest politics” to the directive of “regarding the Chinese path to modernization as the highest politics” forms a relatively complete modern political logic chain centered on “the highest politics”. This chain exhibits both universal characteristics of modern politics and distinct Chinese features, with the three most important logics being economic politics, overall situation politics, and people’s politics. From the proposal to the deployment of “the highest politics,” it reflects the Communist Party of China’s grasp of the relationship between economics and politics, greatly enriching the basic connotations of socialist politics with Chinese characteristics, and constituting the basic form of socialist politics with Chinese characteristics. This is a new political system centered on economic construction, aimed at the rejuvenation of the Chinese nation, and fundamentally oriented towards the interests of the people. The various contents and elements of this system intersect and overlap, being both interdependent and mutually supportive, collectively presenting the distinctive characteristics of socialist politics with Chinese characteristics, and enriching and developing new forms of human political civilization.

“Production Attribute”:A New Dimension of Public Service Attribute ResearchLIN Li YU Jun-Bo 79
〔Abstract〕The attributes of public service can be divided into common attributes and differential attributes. The former distinguishes public services from private services, while the latter identifies the differences between various public services. Among these, publicity is a common attribute, whereas “consumption attribute” and “transaction attribute” are differential attributes. Existing research has not addressed the attributes of public service in the “production” link. Therefore, this paper introduces the “production attribute” of public service based on Ostrom’s perspective that “production and provision can be separated.” This attribute encompasses the cooperation and economies of scale in public services under normal conditions, and the emergency of public services under abnormal conditions. Compared to other attributes, the “production attribute” focuses on the characteristics of public services in the initial production phase, making it a more suitable logical starting point for analyzing the selection of public service supply mechanisms.

Policy Innovation Diffusion Based on Application Scenario Transitions: A New Perspective
— A Case Study of the Evolution of the “River Chief System”LI Hui HU Bin CAO Xian-Qiang 91
〔Abstract〕From a practical standpoint, the diffusion of policy innovation occurs not only across different jurisdictions but also across various policy fields and application scenarios. This paper introduces the concept of policy innovation diffusion based on application scenario transitions. It systematically explores the trajectory of public policy diffusion across different scenarios and its characteristics in terms of time, space, and scenario dimensions. This exploration is conducted through a longitudinal analysis of the evolution of the River Chief System. Additionally, the paper examines the impact of higher-level endorsement on policy innovation diffusion across scenarios and on innovation itself. Key findings include: (1) Scenario diffusion experiences four stages: early exploration in the originating scenario, sporadic transitions in adjacent scenarios, concentrated diffusion in diverse scenarios, and individual follow-ups in other scenarios. In the time dimension, this mirrors an S-curve pattern similar to that of spatial policy innovation diffusion. (2) In the spatial dimension, cross-scenario diffusion is generally more likely to occur and be more innovative in different jurisdictions than in the same jurisdiction, often leading to breakthrough reinventions of the original policy system and new growth points for innovation. (3) In the terms of scenario dimension, policy innovations are more likely to diffuse across similar scenarios before expanding to more distant ones. (4) Policy endorsements from higher authorities tend to trigger more frequent diffusion across various application scenarios. The concepts and viewpoints presented in this paper not only extend the existing theoretical framework of policy innovation diffusion but also represent a new exploration of policy innovation diffusion practices unique to China.

The“Fengqiao Experience”and the Construction of Urban Grassroots Dispute Governance Community—A Case Study of District D in ShanghaiZHENG Yan-Jin REN Yong 106
〔Abstract〕Based on the integration of the “Fengqiao Experience” in the new era with the construction of social governance communities, this study examines District D of Shanghai as a case study to explore the pathways and internal logic of implementing the “Fengqiao Experience” in building urban grassroots dispute governance communities. In practicing the “Fengqiao Experience” in the new era, District D has addressed multiple facets of urban grassroots dispute governance and has initially formed a governance community characterized by platformization and the rule of law. This has been achieved by clarifying authority and responsibility boundaries through the coordination of three institutions and party leadership, constructing a network of co-governance through mass line and people-oriented approaches, strengthening action capacity through legal frameworks and multiple linkages, and enhancing governance effectiveness through technological empowerment and scenario adaptation. The organizational unification mechanism led by party-building provides institutional guarantees for constructing the community of interest. The people-oriented value activation mechanism solidifies the internal foundation for generating a value community. The functional integration mechanism of mediation-first supports the construction of the community of action. The target-driven efficiency enhancement mechanism anchors the goal direction for the operation of the community of practice. Therefore, the integration of organizational, value, functional, and goal dimensions should be adapted to effectively respond to the needs of dispute governance in different contexts, thereby generating a more adaptable governance community.

A Study on the Consistency and Adaptability of Rural Grassroots Organization Reform and Strengthening the Collective Economy: The Case of Township Administrative Division and Village-Level Institution Reforms in ChengduCHEN Yi 116
〔Abstract〕The adjustment and reform of township administrative divisions and village-level organizational structures are conducive to breaking down regional barriers to resource flow, promoting the optimization of rural industrial layouts, and reducing costs while increasing efficiency in rural governance. This is of great significance for accelerating the growth of the collective economy. As a typical example of these reforms in Sichuan Province, Chengdu’s optimization and reform of grassroots organizational structures have significantly accelerated the growth of the collective economy. However, these reforms have also exposed new problems and contradictions in practice, such as the insufficient transmission of spatial optimization scale effects, imprecise operation mechanisms of rural organizations, and inaccurate activation of collective assets. To continuously develop and strengthen the rural collective economy in the future, it is necessary to leverage the achievements of rural grassroots organization reform, adopt innovative development models for the collective economy, improve the operation and income distribution mechanisms of rural organizations, and gradually realize the reform effects of quantity reduction, layout optimization, and cost reduction. This approach aims to reshape rural grassroots governance and collective economic growth.
