潍坊仲裁营造“四零”服务

潍坊仲裁委员会在优化营商环境中，为企业创造“零障碍”“零风险”“零距离”“零缝隙”服务，使大批企业放开手脚，闯全国，走世界，拼经济。

“法治是最好的营商环境”，优化营商环境需要发挥法治固根本、稳预期、利长远的保障作用。近年来，潍坊仲裁贯彻落实潍坊市委、市政府关于优化营商环境的各项工作部署要求，主动融入全市优化营商环境工作大局，推出系列便民惠企创新服务举措，不断拓展服务领域覆盖面，有效提升工作质效和服务水平。

“制度”促企“零障碍”

专门出台优化营商环境十条措施，推动优化营商环境系列决策部署在仲裁落地落实，展现营商环境建设的仲裁担当，为“拼经济”提供强有力仲裁服务和保障，全面助力新时代社会主义现代化强市建设。

“合作”护企“零风险”

与潍坊市中级人民法院建立诉调对接、资源共享、交流研讨机制，合力推动矛盾纠纷多元化解。与县市区基层法院建立协作机制，积极发挥仲裁在预防和化解矛盾纠纷中的优势作用。与市市场监督管理局构建知识产权仲裁协同保护，健全知识产权纠纷调解结果仲裁确认机制。

“高效”便企“零距离”

深化仲裁服务供给侧创新，自我加压升级360全时空仲裁服务，实现除春节外全年无休，只要当事人有预约，就有立案、办案等服务，周末开庭已成常态，利用周末或下班时间为340名当事人提供现场立案、开庭服务。扩大24小时即立快审办案模式、快速程序适用范围，新增金融等类型案件，实现快立快裁快结案，已办理200起，帮助企业快速回笼资金。“360+24”仲裁服务模式作为典型被纳入全市“高效办成一件事”十项重点任务之一，全力助力企业发展。

“全面”助企“零缝隙”

组织50名法律、经济专家组建5支大服务队，集中开展仲裁普法“七进”行动、“十百千万”工程，上门提供事前事中事后全流程“保姆式”仲裁法律服务，以培训会、宣讲会、座谈会等形式，搭建仲裁与企业之间的互动交流平台。为百余家企业及小微商户提供培训与服务，发放仲裁宣传资料，积极为企业提供法治保障。

优化法治化营商环境没有完成时，只有进行时。继续紧扣优化营商环境建设这一主线，聚焦企业仲裁法律需求，靠前一步、主动担当、积极作为，充分发挥仲裁在优化营商环境中的助推器作用，为打造市场化法治化国际化一流营商环境注入强大的动能，释放更多仲裁制度红利惠及广大市场主体和人民群众，为企业高质量发展保驾护航。
