The National Identity Foundation ofChina’s Modernization
Abstract:China’s transition from a traditional agricultural society to a modern industrial society through modernization depends on the commitment and participation of all the people.However,the passive social actors shaped by the identity of subjects are incompatible with modernization,and only the autonomous social actors shaped by the identity of nationals can provide the foundational support for modernization.After the Xinhai Revolution overthrew the last dynasty and established a nation-state,a process of population nationalization transformed the subject identity of social population into the national identity developed,gradually turning passive actors into autonomous actors,thereby providing the basic conditions for China’s modernization.After the reform and opening up,the situation where national identity was constrained by the planned economic system and squeezed by heterogeneous secondary identities gradually changed,and national identity was restored and shaped active nationals,injecting tremendous vitality into modernization and becoming a fundamental force for its rapid advancement.The comprehensive advancement of China’s modernization still needs the support of national identity,and the further nationalization of the population to shape active nationals is a choice that must be made based on the underlying logic of China’s modernization.

The Advantages of Countries with Large Populationin Modernization and the PotentialPaths of Development
Abstract:Chinese-style modernization involves the modernization of a densely populated nation.Recognizing the economic advantages and forging a path for progress are vital prerequisites for advancing this agenda.There have been two theoretical turns in economists’ theorization of the relationship between population:from the notion of a population crisis to that of optimal population,and further to the concept of investing in human capital.With the progress of modernization,the influence of population dynamics on economic development reveals distinct stages and a U-shaped pattern.Generally,population dynamics and economic growth are positively correlated.By dissecting how a densely populated nation fosters economic advantages through the lens of population and market resources,it becomes evident that it primarily excels in the abundance and structure of its human capital,the potential for human resource enhancement,as well as its substantial consumer demand,need for public infrastructure,and demand for technological innovation.In the present stage when China is seeking for high-quality economic development,it is imperative to uphold a balanced population size and structure,elevate the employment rate and income levels among the appropriate age groups,dismantle institutional obstacles impeding population mobility,actively foster higher education and vocational training,thereby solidifying modern advantages in labor resources,market dynamics,efficient factor allocation,and human capital excellence.

Abstract:In the context of a new wave of technological revolution and industrial transformation,the development of new-quality productivity serves as an important catalyst for enhancing national competitiveness,and achieving Chinese-style modernization as well as high-quality development.Anchored by a technological breakthrough,the development of new-quality productivity encompasses four aspects:technological innovation,factor system transformation,organizational reform,and industrial revitalization.As the most revolutionary general-purpose technology,digital technology serves as the primary source of new-quality productivity by propelling a quantum leap in scientific research paradigm,reshaping the production factor system,instigating innovative allocation of production factors and organizational changes of enterprises,stimulating product and service innovation,business model innovation,and driving the profound transformation and upgrading of industries.Meanwhile,The super large-scale market in China is a pivotal incubator for revolutionary technologies like digital technology,as it serves to provide rich application scenarios on the demand side,amplify innovation returns,and promote demand-induced innovation.Combined with pro-innovative factors on the supply-side,including sufficient supply of production factors,well-developed infrastructure,and a complete industrial system,they help to form the unique Flywheel Effect,which has accelerated the iterative upgrading of digital technology and injected strong momentum into the development of new-quality productivity,a phenomenon which is only possible for super-large digital economies like China.To fully utilize the innovative advantages of the super large-scale market and the flywheel effect,it is necessary to analyze and solve the deep-seated problems obstructing the development of new-quality productivity in China,from the perspective of the relations among technologies,production elements,organization,and industries,and propose on this basis an optimized path to leverage the advantages of the super large-scale market to stimulate and form new-quality productivity.

The Traits of Community Orientation in Marx’sView of Common Prosperity
Abstract:Holding a materialist conception of history,Marx regarded the life and interest relationships of real people as the core ties for the formation and development of the community.Consequently,community has become an unchanging domain and unique perspective in his study of common prosperity.For him,all members of human society are the idealistic subjects of common prosperity,the universal realization of everyone’s material interests and the free and comprehensive development of individuals are ultimate goals of common prosperity,and the way to achieve them is the transmutation of the nature of the community.The community orientation of Marx’s view of common prosperity are manifested as follows:firstly,the community serves as the fundamental entity for the existence of the subject of common prosperity,therefore,an inevitable vehicle for its attainment;secondly,the goal of common prosperity must be unfolded within the community,as it provides the essential prerequisites for its realization;lastly,the nature of the community is shaped by the productive forces and social institutions,ultimately determining the extent to which common prosperity can be achieved.These ideas are of guiding significance for establishing the value goal of common prosperity of socialism with Chinese characteristics and the practice of building the Chinese nation community.

Vulnerability Exploitation in Digital Economyand Criminal Law Regulation
Abstract:In a broad sense,digital manipulation includes the narrow sense of digital manipulation and deception.The former takes advantage of the existing vulnerabilities of others in the beginning,while the latter creates the temporary vulnerabilities of others and then exploits them.The harm of digital manipulation lies in its undermining of the core economic assumption that consumers make genuine choices.Digital economy actors can get in the way of consumers’ decisions more easily,and people lack robust measures to ensure that they do not act against them.Consumers become more vulnerable in digital economy because the market-based safeguards and criminal offenses against manipulation are no longer effective,and the regulatory safeguards against deception are also difficult to function effectively.Therefore,new regulation of criminal law are required to prevent the social harmfulness of digital manipulation.In the short term,the judicial organ can utilize the Crime of Refusing to Fulfill Network Security Management Obligations to combat these behaviors indirectly.In the long term,specialized charges could be added to the Crime of Disrupting Market Order to directly regulate the exploitation of vulnerabilities in the digital economy.Alternatively,charges of algorithm abuse or illegal provision of algorithmic services could be introduced to indirectly regulate such behavior by overseeing the technology utilized.

The Cultural Concept of Cherishing Harmony inShangshu
Abstract:As one of the Five Classics of China,Shangshu (The Book of Documents)contains rich ideas of harmony,which profoundly embodies the cultural philosophy of cherishing harmony (Shanghehe)in Chinese civilization.The ideological system of cherishing harmony inShangshuis reflected in three aspects — the relationship between Tian and humanity,state governance,as well as individual cultivation.It constructs a theory of the relationship between Tian and humanity by using the concepts of Hesheng (harmonious coexistence) and Hede (unified ethics) respectively to describe the relationship between humanity and the natural and transcendent Tian.It establishes a theory of governance with harmony in all government affairs as the ideal,by advocating a monarch-subject relationship based on harmony and consistency (weiheweiyi),a social disciplinary method based on the exemplifying behavioral codes of harmony to the people,and a governance ideal characterized by peace and harmony throughout the land.It also develops the theory of self-culture with the unity of body and mind as the goal,by advocating the consistency inner cultivation and outer behavior and by emphasizing the importance of acquiring a moral consciousness which encompasses both the body and mind,as well as knowledge and action.These ideas of cherishing harmony provide insights not only for the development of contemporary culture,but also the construction of a community with a shared future for mankind.

Abstract:In the traditional Chinese ethics and morality,loyalty is a very important virtue.A careful examination of the contents ofZhouyireals that it is rich in the idea of loyalty as a virtue.It theorizes loyalty as the attitude held by the subordinate to the superior out of the principles of balance and harmony.Its ideas of upholding the heavenly way of cherishing balance and harmony and the concept of heaven-earth hierarchy provide strong theoretical support for traditional virtue of loyalty.In addition,the multiple connotations of loyalty,as a moral norm practiced by all individuals,are also fully reflected in the book including the loyalty of the superiors in their respect of Tian and protection of the people,the loyalty of the inferiors in their meekness,humbleness,and respectfulness,and the loyalty of the equals who treat each other with sincerity and trust.In the moral system constructed in the book,loyalty,as an important component of moral cultivation and professional development,holds a crucial position.

Abstract:As a special way of Chinese literary criticism and creation,the appreciation of character is a distinct feature the study of Ci poetry.Kuang Zhouyi,who was known for unique and precise evaluation,was especially adept at this,which is reflected in all aspects of his Ci-poetry criticism,whether in terms of language,thinking,taste or content.Though adhering to the tradition of expressing aspirations and emotions by depicting landscapes and things,he always ascribed specific characters to landscapes and things,and personified and ethicized them.His Ci poems related to his life experiences and spiritual life also involve the evaluation of his own personality and conduct.Thus,the characteristics and aesthetic concepts of his Ci poetry can be understood through ths studies of his appreciation of character,the appreciation of landscape and things,and his self-evaluation of personality.

The Withdrawn Sentiment and Aesthetics of the Ciand Fu Poetry about Mt.Taishan
Abstract:In pre-modern China,literature is the best spiritual realm for scholars to soothe their hearts,while withdrawal is their ideal habitat for the body and soul.A survey of the Ci and Fu poetry related to Mt.Taishan shows that throughout ancient China,though not being mainstream,the subtle and delicate withdrawn sentiment constitute an significant aspect these works.The representation of Mt.Taishan with the withdrawn sentiment originated from the Six Dynasties.By the Tang and Song Dynasties,the mountain had become an ideal place for literates to ease their sorrow and boredom.Expressions like “Climbing the mountain”,“Treading the peaks”,“Taking the shade under white clouds” and “Listening to the tinkling water” were the externalization of their inner feelings.During the Yuan,Ming,and Qing dynasties,the sentiment of withdrawal was intermittently revealed in the grand narratives of imperial politics.Fu poets often took advantage of imageries,mainly pines and cypresses,to convey their longing for a withdrawn lifestyle characterize by unswerving commitments,purity,uncorruptness,seclusion,and leisureliness.Qin-pines in Mt.Taishan in the works of Pu Songling was a typic aesthetic image represent this specific type of character.

Salt Industry,Water Transport,and Water Conservancy atLower Huaihe River Region in the Ming Dynasty
Abstract:By sorting out the relationship between salt industry and the water conservancy projects of the Yellow River,Huaihe River,and Huaiyang Canal,it can be found that the development of the salt industry in the early Ming Dynasty benefits from easy water transport and the dredging of the Huaiyang Canal,while,in return,the salt industry provides services for water transportation,and plays functions similar to water transportation.The salt administration authorities also need to regularly maintain the river channels used for transporting salt from the area east of the Huaiyang Canal to the vicinity of coastal salt production sites.But in most cases,these water conservancy projects require donations from salt merchants and local elites to carry out.Therefore,the water conservancy near the coastal salt farms also relies on the Yellow-Huaihe River and canal water conservancy to bring convenience to themselves,and is very sensitive to changes in the water conservancy policies.In the mid to late Ming Dynasty,as the issue of Yellow River governance became increasingly prominent,salt industry had to provid more and more river engineering funds,which increased the burden on salt merchants and catalyzed the decline of the salt industry.Meanwhile,the interests of salt administration are increasingly being entangled in the technical policy disputes of water management bureaucrats.As an important source of national finance,salt administration itself also utilizes its power to seek its own interests in the technical policy disputes.The interests of salt policy have also become an important reason for the establishment and sustainability of the Pan Jixun faction’s technology policy,making the country have to be cautious about salt related issues when making technological policy decisions.In the end,the salt policy in the late Ming Dynasty also declined further with the abandonment of Pan Jixun’s technology policy.

The Community Cohesion Policy in the UK:Background,Description,and Inspiration
Abstract:The long-term practice of multiculturalism in the UK has led to difficulties in immigrant integration,centrifugal minority political units,and right-wing populism among the main ethnic groups.To address these issues,the UK has launched a community cohesion policy to replace the existing multiculturalism policy.After years of improvement,the policy has become increasingly clear in its demands for diverse integration and a common vision,forming four main demands:a common value vision,civic responsibility concerns,diverse mutual learning and respect,and fairness,transparency and equality.The policy pays attention to the guiding role of the government at the political level,emphasizes the regulation of political elites and the political absorption and embedding of diverse identities,attaches importance to organizing diverse dialogue,exchange and consultation,and citizen citizenship activities.At the social affairs level,the living environment and mechanism are greatly improved,with community organization construction promoted,technical language and skill training emphasized,and diversified integration in the field of education promoted.Its shortcomings include negligence of issues other than immigration affairs,exacerbating the problem of ethnic minority political unit centrifugation,and ineffectual in responding to the strengthening of ethnic identity by religion.

The Influence of European Integration on theNational Separatist Movement
Abstract:In recent years,a new trend has emerged within the national separatist movement in Europe,known as “independence in Europe”.From Scotland and Catalonia to Flanders,nationalist parties representing these regions are renowned for their pro-European stance,rallying under the banner of “independence in Europe”.The following are some of the reasons behind this trend.Firstly,the process of European integration has contributed to the return of a new round of national consciousness.Secondly,European integration has addressed the challenges of “fragility”,“dependence”,and “marginalization” faced by small countries in Europe.It offers territorial and economic security,as well as promising prospects for broad economic development to these nations.Thirdly,the political platform and decision-making mechanisms of the European Union (EU),as a supranational actor,empower small countries to exert influence beyond their own size.Fourthly,the rapid development experienced by small countries within the European Union,notably Ireland,after joining European integration,serves as an example for ethnic groups aspiring to establish their own independent nations.In the foreseeable future,the national separatist movement will remain an unavoidable problem in the process of European integration.The promoting effect of such “integration” on “separatism” indicates that a state’s endeavor against separatism not only needs to carefully consider and address its internal factors but also needs to pay full attention to the influence of regional and even international external factors.This aspect is worthy of attention not only from the European theoretical and practical community but also from international peers studying community theory and practice.
