Abstract: Governance digital formalism has become an important issue in the process of government digital transformation. However, most studies only continue the ruling party's criticism of formalism, simply listing the deep-rooted causes as technical, institutional, pre-modernity and style problems, focusing on static sketches of problems and phenomena, and obscuring the complex and dynamic situation in which digital formalism occurred, and it is difficult to reveal its practical logic. This research takes administrative ecology as the basis for further conceptualization of digital formalism and exploration of causal mechanism and refines the "structure-function" analytical framework, thus revealing the generation and internal mechanism of digital formalism in the process of government digital transformation. The research points out that digital formalism is a new formalism, which is qualitatively different from the political situation in which the ruling party regards formalism as the opposite of the party's ideals, beliefs, and lines. Digital formalism belongs to the field of public administration and is a question of validity subject to normative constraints, that is, how can digital administrative forms be effective in the process of government digital transformation? To answer the question of how digital administrative form can exert its effectiveness, it is necessary to understand the administrative ecological relationship between digital administrative form and effective administration.

Abstract:As a key element of the study of local government digital transformation, attention allocation reflects the development direction and policy tendency of local government in a specific period, and the practical logic behind it must be paid attention to and analyzed to accelerate the digital transformation of local government in China. From the perspective of attention allocation, this paper uses Nvivo12 qualitative analysis software to sort out 300 government digital transformation policy texts released at the local level from 2018 to 2022. By constructing a three-dimensional integrated model of "tool type-application field-content effectiveness" and analyzing the attention allocation structure of local governments with reference to the space-time dimension, this paper tries to explore the practical logic of promoting digital transformation of local governments in China. It is found that there are some problems in the attention allocation of government digital transformation, such as unbalanced use of policy tools, unbalanced field application, and insufficient content effectiveness. This reveals the practical logic of the government's digital transformation, that is, attention allocation initially leads the digital transformation, attention competition internally drives the digital transformation, and attention reconstruction promotes the digital transformation in depth. This paper also tries to put forward feasible ways to promote the continuous innovation of policy system and the increasing optimization of policy structure, so as to comprehensively boost the digital transformation of local governments in China.

Abstract:At present, the key county project system of small-scale farmland water conservancy project is the national management system of small-scale farmland water conservancy project in China. In the operation practice of the key county project system of small-scale farmland water conservancy project, there often appear such practical problems as “the difficulty of administrative contracting at the administrative level”, “the limitation of government purchase in project entering the village” and “the alienation of technical governance in the hierarchical operation”. The root cause of these governance problems mainly stems from the administrative integrated governance logic and mechanism contained in the project system from the national perspective. Therefore, the key way to promote the future reform of project-based governance of rural public goods is to continuously strengthen the autonomy of villages and enhance the subjectivity of farmers, form a project governance pattern of co-construction, co-governance and sharing, and construct a project governance system of collaborative cooperation between the government, villages and farmers.

Abstract: Strong agriculture province is an organic part of strong agriculture country, the local government's promotion of the strategy of strong agriculture is an important segment in the construction of strong agriculture. The policy system of strong agriculture mainly consists of three major elements: policy background, policy means and policy goal. Among them, the policy background as the starting point, respectively from the institutional space, economic space, social space to depict the reality of the picture. Each province implements the strategy of strong agriculture by building a security system, an industrial system, a support system, and an innovation system, and outlines a distinct focus of construction of strong agriculture. The policy goal is the destination of the policy system, and the precise matching of central and local policies reflects the thought of collaborative governance. In the practice of constructing a strong agriculture, provincial governments should make overall plans and give full play to the role of different systems, to build a flexible construction system of strong agriculture with characteristics, coordinate the relationship between central and local governance, and realize the coordinated development of central and local governments.

Abstract:Moving down the focus of governance and strengthening the grassroots is an important content of the reform of grassroots governance. Among them, the key is to remodel the relationship between sections and blocks and improve the efficiency of grassroots governance. At present, problems such as the imbalance of power and responsibility structure, the imbalance of governance resources, and the lack of coordination and tension between sections and blocks have become hindering factors affecting the improvement of grassroots governance efficiency. To this end, the reform of grassroots governance needs to start from three relationships of the shift of focus and division of labor, resource allocation and distribution of rights and responsibilities, division of responsibility and overall coordination, through the reform of the mutual embedding of structure, resource and process, relying on the governance forms of the block system and the block management to achieve the cooperation of the block in grassroots governance, and improve the overall quality and efficiency of grassroots governance. Based on fully considering the grassroots governance environment and institutional environment, Baoan District of Shenzhen makes differentiated and systematic adjustments to the relationship between the blocks in the grassroots governance and realizes the collaboration and integration of the blocks in the grassroots governance. The reform experience and unfinished matters of Baoan District of Shenzhen provide valuable practical analysis samples for the in-depth promotion of the grassroots governance reform in China.

Abstract:Common prosperity is the essential requirement of socialism. In the new development stage, General Secretary Xi Jinping has repeatedly stressed the need to “promote common prosperity in high-quality development”. As an important support to leverage the development of the west, the integration of Chengdu-Chongqing region also shoulders the important mission of becoming the growth pole of high-quality development in the west and driving the common prosperity of the region. Therefore, based on the center-periphery theory, this paper intends to describe and analyze the economic development situation in the process of integration of Chengdu-Chongqing region, deeply explore the actual situation and evolution logic of income, wealth, public service level and their equalization degree in the process, fully explore the problems existing in common prosperity and possible policy focus points, and finally put forward targeted policy suggestions to provide support for building a demonstration zone of high-quality development in western China to promote common prosperity and promote the construction of Chengdu-Chongqing economic circle.
