Abstract: Economic modernization is the economic foundation of Chinese-style modernization and an critical part of Chinese-style modernization. China′s economic modernization has made significant progress, prominently manifested as: China′s economic strength has leapt to the forefront of the world, with China′s per capita GDP and labor productivity reaching the world average;China′s economic structure has been continuously optimized, forming a service-oriented economic employment pattern;China has entered the rank of the world′s innovative countries, having built the world′s largest modern cities, modern infrastructure, accelerated the construction of domestic and international cycles, and achieved the goal of full employment in the world′s largest labor force country. The income and living standards of its 1.4 billion people have reached a fairly competing level in the world; China has entered the center of the world economic stage, creating socialist market economy system, which becomes the most important landmark event of Chinese-style economic modernization and has been recorded in the history of contemporary China and world economic modernization.

Abstract: Environmental protection interview is a new measure for China′s environmental governance in recent years. With the continuous deepening of China′s ecological civilization construction, the environmental protection interview system has evolved in the environmental legislation and has become an important working mode of environmental protection inspection. Due to the high similarity of the implementation subjects and procedures of the two systems in law and inspection interview in practice, the legal nature of the two interview measures is less distinguished in system construction, resulting in the mixing of different interview measures. According to different approaches to the inspection interview in the documents regulating interviews in legal system, there presents three modes: single line, integration and connection. However, administrative interview and inspection interview belong to the system of laws and the system of intra-Party regulations respectively, the two systems should be both connected and independent. This paper suggested that the normative documents regulating administrative interviews should be constructed in a cohesive mode. While connecting with the inspection interviews, the space for the intra-Party disciplines to regulate the inspection interview system should be reserved to achieve an organic unity of the two.

Abstract: The central environmental protection inspection, as a vertical intervention mechanism, has become a key force in promoting local green governance. However, there is no clear explanation of how it empowers local green governance. This paper regards the empowerment as a process of capability construction and establishes an analytical framework from three dimensions: authority, resources and discursive legitimacy. Studies on three typical cases show that the central environmental protection inspection mainly promote the green transformation of local governance through three paths: The First is extending the formal authority in environmental governance by reconstructing the responsibilities of local party and government; The second is achieving the integration of governance resources with the redistribution of policy attentions; The third is constructing discursive legitimacy with strategic communication and communication practices. The implementation of the central environmental protection inspection highlights the key role of the party′s leadership in the transformation of environmental governance and promotes the intention of the public to participate in environmental governance. Finally, it will help to promote the formation of the governance pattern of" comprehensive environmental protection". Thus, it is not a simple campaign-style governance, but an institutionalized reconstruction of traditional environmental governance system. The local rectifications under the empowerment of central environmental protection inspection provide good scenarios for exploring green transformation and development with Chinese characteristics.

Abstract: The Tort Liability section of theCivilCodehas brought the tort liability with preventive effect: "cessation of infringement", "removal of obstruction", "elimination of danger". The tort liability section of theCivilCodedistinguishes the defensive liability from the compensation liability by mentioning them as separate articles in the general provisions of Chapter 1. At the same time, due to the irreversibility of environmental damage, preventive legal remedy is more meaningful. However, in environmental judicial practice, the application of defensive claims is relatively rare and faces difficulties. Clarifying the scope of application and the elements is the key. In view of the importance of defensive liability and the steady development of preventive public interest litigation, Article 1167 of theCivilCodeshould be interpreted expansively through the green clause to cover environmental civil public interest litigation. In the application of defensive liability in environmental civil litigation, the elements of tort, nuisance, and the causal relationship between the act and the nuisance should be considered, with emphasis on the role of interest balancing in determining the form of relief.

Abstract: Environmental governance capability is an important dimension of the local government′s governance system and modernization of its governance capability. Under the guidance of the new development concept, this paper takes Jiangsu Province as an example, uses the entropy method to build an evaluation system of Jiangsu′s environmental governance capacity, applies the cluster analysis method to the environmental governance statistics of Jiangsu from 2017 to 2019, and comprehensively evaluates the local government′s environmental governance capacity. The data analysis shows that: First, in terms of weight, the three subsystems of environmental governance innovation capability, environmental governance coordination capacity, and social achievement sharing level of environmental protection account for the same proportion. Second, the environmental governance index of Jiangsu has risen steadily, but there are large differences among regions in the province. Third, the cluster analysis results are basically consistent with the traditional division of the three major economic regions, namely South Jiangsu, North Jiangsu and Central Jiangsu, which calls for targeted policies tailored to local conditions. Based on the analysis, to improve the environmental governance capacity of local governments, it is necessary to strengthen coordination, find motivation from governance, adhere to the centrality of the people, promote the sharing of environmental governance achievements, and constantly enhance the innovation capacity of by taking advantage of environmental protection actions.

Abstract: The development of "green" journals of liberal arts in colleges and universities is an innovative attempt in the times when China is striving to promote ecological civilization and colleges and universities are calling for professional and characteristic journals of liberal arts. After years of development, the "green" journals of liberal arts despite some achievements, we are still facing difficulties such as insufficient supply of high-quality manuscript sources, insufficient competitiveness in topic planning, and "compression" from journals of specified disciplines. With the practical experience sum up from the development of "green" journals of liberal arts in colleges and universities, we need to take multiple measures to expand the supply channel of high-quality contribution to journals; multi-disciplinary argument need to be carried out to sharpen the competitive edge of journal topic planning; to promote through multiple channels and expand the academic influence of journals, so as to truly realize the high-quality development of "green" journals of liberal arts in colleges and universities.

Abstract: Under the background of continuous promotion of rural revitalization, it is vital to realize the benign interaction between county urbanization and rural industry revitalization, and to promote the coordinated development of county-level rural industry revitalization and urbanization. With an analysis to the case of Taoyuan Demonstration Area, this paper constructs a coordination mechanism of county urbanization and rural industry revitalization based on factor integration and industrial agglomeration, and explores the conditions for its stable operation. The results show that, under the premise of focusing on "agriculture, rural areas and farmers" and taking urban and rural integration as the starting point, it is an important approach to realizing the benign interaction and coordinated development of county urbanization and rural industry revitalization by eliminating the inherent contradiction between the two through the integration of land, population, capital and other elements, and injecting impetus into the coordination of the two by promoting industrial agglomeration.

Abstract: Promoting the income increase of small farmers is not only the goal of implementing the rural vitalization strategy, but also the basic requirement of realizing common prosperity. From the perspective of urban and rural economic cycle, relying on agricultural socialized services, small farmers can not only connect urban modern agricultural production factors and resources, improve agricultural production efficiency, achieve cost reduction and efficiency increase; but also accurately match the demand of urban agricultural product, drive the optimization of planting and breeding structure, so as to promote income growth. The obstacles that restrict agricultural socialized services mainly lie in three dimensions: value driven, spatial development and micro carrier, which are specifically manifested in the low income of urban factors in the agricultural field, weak development of county economy, and the new type of agricultural socialized service subject is still in need of improvement. These obstacles hindered the agricultural socialized services from driving small farmers′ income increase. Therefore, we should further extend the service chain, boost the diversification of service functions, business entities and service modes; promote agricultural socialized services to drive small farmers to embed into the urban and rural economic cycle and achieve income growth through the three-dimensional synergy path of "value synergy-regional synergy-organizational synergy", in order to achieve common prosperity.
