It is with great pleasure that I communicate with you several days before the opening of the Belt and Road Forum, a pivotal international event of cardinal importance for our two countries and people and for the whole world.

很高兴在“一带一路”国际合作高峰论坛举行前夕与大家进行交流。这对于希中两国和世界人民来说，是一次有重大意义的国际盛会。

Over the last years, our bilateral relations, political, economic and cultural, are advancing fast and are becoming stronger and deeper to the benefit of both our nations.

过去的几年间，双边关系在政治、经济和文化等诸多领域飞速发展，随着双边关系不断加强和深化，不断惠及两国。

Greece, a beacon of stability and prosperity in South - Eastern Europe, has eagerly embraced China's Belt and Road initiative, advancing connectivity not just through trade and investment, but also by promoting people-to-people exchanges and cultural dialogue, along the Modern Silk Roads linking China to Europe. Greece has recognized the comprehensive and cultural value of this endeavor as well as its potential role in favor of peace and stability, and is eager to work with China in building a community of shared future for all humankind.

希腊，正像东南欧一座坚定而繁荣的灯塔，热烈地拥抱中国的“一带一路”倡议。不仅通过加强贸易和投资的手段，还通过促进两国人民之间的交往和文化交流，希腊在现代丝绸之路沿线上连接起中国和欧洲，并不断促进互联互通。我们认识到，这一倡议不仅具有广泛性和文化价值认同，也具有维护和平与稳定的潜在作用。希腊愿意与中国合作，共同构建全人类共享未来的共同体。

The Belt and Road initiative is a long-term strategic, open-ended endeavor, launched by the Chinese government and President Xi Jinping, and subsequently supported by numerous nations, involving more than 70 countries, and 4 billion people, accounting for about 1/3 of the world's total GDP.

“一带一路”倡议是由中国政府和习近平主席发起的一个长期、开放的发展战略，得到众多国家的支持，涉及70多个国家/国际组织、40亿人口，GDP总量约占世界的1/3。

It is based on synergy, inclusiveness, win-win strategies, equality, collective effort and decision making; in short, a visionary, holistic and ground breaking effort which purports to build not a new empire but a flexible network of equal partners, aiming at boosting growth and sustainable development.

“一带一路”倡议以协同、包容、共赢、平等、共建、共商等为基础。这是一个富有远见的战略，完整且具有开创性，不是要建立一个新的“帝国”，而是要建立一个平等合作、共同繁荣和可持续发展的机制。

Greece as one of the core participants of the Belt and Road initiative, especially along the new Maritime Silk Roads (as evidenced by our successful cooperation with COSCO in the Port of Piraeus and beyond) is committed in the success of this initiative.

希腊是“一带一路”倡议的核心参与者之一，特别体现在新的海上丝绸之路合作上（中远海运集团与希腊比雷埃夫斯港的合作就是个例证），是对这一倡议获得成功的印证。

The BRF summit, coincides with two important events that will mark our bilateral relations this year:

本次“一带一路”峰会恰逢可能成为两国关系中两件重要的标志性事件：

First, the opening of the Ancient Civilizations Forum on April 24th in Athens, a Greek initiative actively supported by China and involving 10 countries, with the aim of serving as a platform where all participants can communicate and learn from each other so as to achieve common prosperity and development. As Foreign Minister Wang Yi said in Athens, "The Ancient Civilization Forum and the Road and Belt Initiative can be essentially traced to the same origin". The forum has provided dynamism in both thought and culture for the Belt and Road initiative.

其一，由希腊发起，中国支持的“文明古国论坛”4月24日在雅典开幕，得到包括中国在内的十个国家的积极响应，旨在搭建一个国家间相互交流、相互学习的平台，大家相互交流与学习，进而实现共同繁荣与发展。正如中国的外交部长王毅在雅典所说：“‘文明古国论坛’和‘一带一路’倡议本质上有着相同的起源。”“文明古国论坛”可为共建“一带一路”倡议提供思想和文化助力。

Second, the official inauguration of the Greece-China Cultural Exchanges and Cultural Industry Cooperation Year in Athens last week, in the presence of the Greek Minister of Culture Ms. Koniordou and the head of the Publicity Department of the Communist Party of China, Mr Liu Qibao, underscoring the pivotal role played by cultural links in our bilateral strategic cooperation in many other fields, such as economy, trade and tourism.

其二，4月底，希腊-中国文化交流与文化产业合作年在希腊文化体育部部长科妮奥尔都和中国中宣部部长刘奇葆见证下正式启动，进一步体现出双边在经济、贸易和旅游等领域的战略合作中，文化所起到的关键作用。

In Hungary we seriously believe that mutual trust and respect on both sides, as well as supporting each other's core interests and taking into consideration each other's major concerns provide the essential basis of fruitful bilateral relations with China, which we have successfully built together during the 68 years, since our diplomatic relations were established.

匈牙利和中国建交68年以来，双边关系硕果累累。我们一直坚信，互信互敬、支持彼此核心利益、考虑对方主要关切，是匈中关系的坚实基础。

Besides the excellent political ties between Hungary and China, statistics show that economic relations are also advancing consistently. China has become Hungary's largest trading partner outside the European Union. Over the last few years, we have created one of Europe’s most competitive investment environment in Hungary, which has significantly contributed to becoming the top destination country of Chinese investments in Central Eastern Europe, as well as becoming a regional financial hub.

匈中政治关系良好，而且数据显示，经济关系不断加深。中国已经成为匈牙利在欧盟外最大的贸易伙伴。过去的几年里，作为拥有欧洲最具竞争力投资环境的国家之一，匈牙利成为中国在中东欧地区的最佳投资目的地，并跃升为该地区的金融枢纽。

Hungary considers the ‘Belt and Road’ initiative as a grand civilization project and has a similar view as China, namely that the concept is a common aspiration to all countries along the routes.

匈牙利认为“一带一路”倡议是一项宏大的文明工程，是沿线所有国家的共同心愿。在这一点上，匈牙利和中国的看法不谋而合。

Hungary is pleased and eager to move forward in the direction of practical cooperation. This commitment has already resulted in becoming the first ‘Belt and Road’ country in Europe by signing the MoU with China on “Jointly Building The Silk Road Economic Belt And The 21st Century Maritime Silk Road” in 2015, and also becoming the first – among more than a 100 countries and international organizations in the world that actively participate and support the "Belt and Road" initiative – to establish and launch the "Belt and Road" working group mechanism with China in 2016.

匈牙利欣慰并迫切地想在实际合作方面更进一步。作为实践，匈牙利于2015年成为欧洲第一个和中国签订共建“丝绸之路经济带”和“21世纪海上丝绸之路”谅解备忘录的国家，并于2016年同中国设立并启动“一带一路”工作小组机制，成为百余国家和国际组织中第一个积极参与支持“一带一路”倡议的国家。

Based on the frequent high-level political and business visits, which providethe foundation of political and economic relations, we aim for sustained high level growth in the fields of trade, investment and tourism. We also strive to further develop cooperation with China in the priority areas of the recent re-industrialisation program of Hungary, which are the fields of vehicle manufacturing, manufacturing of specialized machinery and equipment, health industry and health tourism, food industry, green economy and info-communication industry.

双边频繁地高层间政治和商务互访，为政治和经济关系提供了坚实基础。在此基础上，我们力求贸易、投资和旅游领域的持续蓬勃发展。同时，在匈牙利近期推行的再工业化计划中涵盖的优先领域，我们将努力与中国开展进一步的合作。这些领域包括汽车制造业、专业机械设备制造业、健康产业和健康旅游业、食品业、绿色经济和信息通讯业。

The participation of Poland’s Prime Minister Madam Beata Szydło in the Belt and Road Forum for International Cooperation is a clear sign that Poland is following China’s global initiatives very closely. It is also an expression of our desire to find the best model of cooperation that would benefit both Poland, one of Europe’s most dynamic economies, and China, the world’s second largest economy. We believe that through an honest and open discussion we will be able to identify areas in which we can create synergies and find complementarities between China’s initiatives and our own development strategies, such as the Responsible Development Plan announced by the Polish government last year.

It is with great pleasure that I write this message for Chinese Foreign Trade Magazine's special issue on the Belt and Road International Forum.

我很高兴为《中国对外贸易》杂志“一带一路”国际合作高峰论坛专刊撰写贺词。

The ancient Maritime Silk Road connected China and Sri Lanka more than two thousand years ago, enabling trade and the exchange of art and culture. Recently, on a visit to Hepu Han Dynasty Museum in China, which exhibits artifacts related to ancient trade on the maritime route, H.E. President Xi Jinping, who put forward the initiative of jointly building the 21st century Silk Road Economic Belt and Road, has seen artifacts related to the ancient routes to India and Sri Lanka. Among these had been Sri Lankan precious gems, namely Blue Sapphires and Red Rubies, which were the first export items from Sri Lanka to China.

2000多年前，古代海上丝绸之路将中国和斯里兰卡连接起来，促进了两国之间的贸易和文化艺术交流。中国国家主席习近平提出共同建设“丝绸之路经济带”和“21世纪海上丝绸之路”倡议，近日，他参观了合浦汉代文化博物馆，这里陈列着中国与印度、斯里兰卡等丝路沿线国家贸易往来的文物。在这些文物中，蓝宝石、红宝石等珍宝都是当年由斯里兰卡首次引入中国。

Sri Lankan gems were accorded high value in ancient China. In the 13th century, when Marco Polo was returning from China to his native Italy via the maritime silk route, he stopped in Sri Lanka, where he recorded the availability of sapphires, rubies, topazes, amethysts and garnets in the island. He stated that “the king of Sri Lanka possesses the most beautiful ruby that can be seen, has ever been seen or is likely to be seen in the whole world” and that the Emperor of China had sent envoys to purchase this ruby, offering to pay the value of a city in return.

古时的中国，普遍认为斯里兰卡的宝石具有很高价值。在13世纪，马可波罗穿越海上丝绸之路，从中国返回意大利时，途经斯里兰卡，记录下当地红宝石、蓝宝石、水晶、紫水晶和石榴石的巨大价值。他说：“斯里兰卡国王拥有世界上最无与伦比的红宝石，曾有中国皇帝派遣使节来此，愿意以一座城池进行交换。”

This is only one of many examples that history has recorded of the ancient relationship between China and Sri Lanka. Another can be found in the 5th century rock paintings at the UNESCO World Heritage site of Sigiriyain Sri Lanka. The dresses worn by the women depicted in its famous Fresco paintings are said to be made of Chinese silks, which makes the latter one of the first items exported from China to Sri Lanka many centuries ago.

中国与斯里兰卡之间的交往古已有之，这只是沧海一粟。斯里兰卡世界文化遗产——始于公元5世纪的锡吉里亚古宫的壁画中，妇女们所穿的服装都是来自中国的丝绸，这也是最先从中国引入到斯里兰卡的物品。

Yet another instance of the two countries' close relations are the visits made to Sri Lanka by celebrated navigator Zheng He. He erected a trilingual stone tablet at a religious site in the Southern Province of Sri Lanka and appealed for Buddhist, Hindu and Islamic blessings, making offerings of gold, silver and Chinese Silk. These were no doubt items of trade at the time.

不仅如此，著名航海家郑和对斯里兰卡的访问也见证了两国的密切联系。他在斯里兰卡南部竖立了一块同时刻有三种文字的石碑，颂扬了佛教、印度教和伊斯兰教，并供奉着金银和中国丝绸。这无疑是双边贸易的见证。

When we fast forward to modern times, we find the newly independent modern nations of Sri Lanka and China signing the historical Rubber-Rice Trade Agreement in 1952. Current trade volumes between our two countries exceeds US$ 4 billion. I believe that there will be even more opportunities for relations between the two nations with the implementation of the consensus of leaders at their roundtable deliberations during the Belt and Road International Forum.

到了现代，斯里兰卡与中国在1952年签署了具有历史意义的《米胶贸易协议》。目前，两国之间的贸易额超过了40亿美元。我相信，随着两国领导人在“一带一路”国际合作高峰论坛中进一步共识的达成，双边关系将迎来更多的发展机遇。

Coincidentally, this year China and Sri Lanka celebrate their 65th Anniversary of Trade Relations in the modern era, in addition to their 60th Anniversary of Diplomatic Relations. Sri Lanka's joining of the Belt and Road Forum for International Cooperation is an apt way to celebrate this historical moment.

恰逢今年是斯中建交60周年，也是两国建立现代贸易关系65周年。斯里兰卡参加此次国际合作高峰论坛，是庆祝这一历史时刻的最好方式。

This is a unique platform for relevant countries along the Belt and Road to address the infrastructure gap in Asia, further improve connectivity, and facilitate trade relations and peopleto-people contacts.

近年来，随着越中两党、两国关系的良好发展，两国经贸合作已取得了突出成就，成为两国关系的亮点。2006年越中双边贸易额仅为99亿美元，到2016年已经达到720亿美元（根据中方的统计已达980亿美元）。中国连续13年成为越南最大贸易伙伴。2016年越南成为中国与东盟国家中最大贸易伙伴。2016年中国对越南投资额达18亿美元，2017年第一季度投资额已接近10亿美元。两国经贸合作不断深入、务实地发展，给两国人民带来实实在在的利益。在两党、两国高层领导所达成的共识的基础上，将在双边和区域的合作机制、“两廊一圈”与“一带一路”等两国发展战略的对接两国上更加务实、高效的合作，为推动越南中国全面战略合作伙伴关系稳定、健康地发展、为本地区乃至世界的和平、稳定和发展做出应有贡献。

中国电力建设集团有限公司（简称：中国电建）是经国务院批准，于2011年年底在中国水利水电建设集团公司、中国水电工程顾问集团公司和国家电网公司、中国南方电网有限责任公司所属的14个省（市、区）电力勘测设计、工程、装备制造企业基础上组建的国有独资公司。中国电建是提供水利电力工程及基础设施投融资、规划设计、工程施工、装备制造、运营管理为一体的综合性建设集团，主营业务为建筑工程（含勘测、规划、设计和工程承包），电力、水利（水务）及其他资源开发与经营，房地产开发与经营，相关装备制造与租赁。此外，受国家有关部委委托，承担了国家水电、风电、太阳能等清洁能源和新能源的规划、审查等职能。

公司位居2016年《财富》世界500强企业第200位、2016年中国企业500强第43位、2016年中国跨国公司100大企业第22位；2016年ENR最大250家全球承包商排名第6位、2016年度ENR全球工程设计公司150强第2位。截至2016年底，中国电建共获得：中国建筑工程鲁班奖82项、国家优质工程金奖36项、国家优质工程奖127项、中国土木工程詹天佑奖20项、全国优秀工程勘察设计行业奖140项。目前,中国电建在全球102个国家设有243个驻外机构，在116个国家执行勘测设计咨询、工程承包、装备与贸易供货等合同2156项，海外业务以亚洲、非洲为主，辐射美洲、大洋洲和东欧，形成了以水利、电力建设为核心，涉及公路和轨道交通、市政、房建、水处理等领域综合发展的“大土木、大建筑”多元化市场结构。

中国电建“走出去”及参与“一带一路”的情况

中国电建坚定不移贯彻落实党中央“走出去”战略，在推动“一带一路”建设、深化国际产能合作、带动中国装备制造和相关产业“走出去”方面发挥了积极作用，已成为中国企业“走出去”的重要力量和电力建设行业“走出去”的领军企业，成为践行国家“一带一路”战略的排头兵。

印度嘉佳2x66万千瓦火电站—获印度“杰出基础设施奖”

工程承包领域

截止2016年3月底，中国电建集团在65个“一带一路”国别中的28个国别承担在建工程项目共计329个，合同总额约230亿美元，合同存量131亿美元。（其中：东盟9个国别228个项目，合同总额约121亿美元；南亚5个国别62个项目，合同总额约50亿美元；西亚3个国别20个项目，合同总额约31美元；东亚、中亚、中东欧及独联体11个国别19个项目，合同总额约29亿美元）。重点国别经营情况汇报如下：

巴基斯坦,是中国电建在“一带一路”战略沿线的重点市场，中国电建紧跟国家战略部署，积极参与中巴经济走廊建设。截止到2016年3月底，中国电建在巴基斯坦正在执行的合同73份，合同总额约45亿美元，集团派驻巴基斯坦的中方人员约2200人。中国电建和卡塔尔王室共同投资开发的巴基斯坦卡西姆燃煤电站投资项目是中巴两国构建中巴经济走廊按市场机制重点推进的能源开发项目，也是2013年5月李克强总理访巴期间提出建设中巴经济走廊战略构想后的首个电力合作项目。对提升中国电建在巴基斯坦的品牌影响意义重大。中国电建在巴基斯坦的新能源建设市场扮演着积极的角色，在建的风力发电场项目有5个，总装机容量为230MW，形成了中国电建在巴基斯坦的风电项目群。通过风电项目群良好的项目履约表现，中国电建在当地竖立了良好的新能源品牌形象，确立了在当地新能源市场领头羊的地位。

马来西亚,作为“一带一路”国别重要国家之一，中国电建自1996年进入马来西亚市场，即开始深耕细作。先后承建了沙捞越州的克拉隆水坝工程和有东南亚“三峡”之称的巴贡水电站。巴贡水电站的建成，扩大了中国水电品牌在东南亚国家的影响力，稳固了中国电建在马来西亚基建市场的地位，也为后续市场开发奠定了良好基础。目前我公司在马来西亚的在建项目涉及水电、燃煤和燃气电站、输变电线路、轨道交通、水务资源、房地产等行业领域，营业额达数十亿美元。中国电建以雄厚的资金和技术实力，精益求精的施工精神，遵约守诺的商业信誉，在马来西亚大型工程建筑市场树立了良好的形象和口碑。

“我们是无坚不摧的团队”—中巴友谊万岁

孟加拉国，集团中标了中国企业迄今为止最大的海外河道疏浚项目帕德玛大桥河道整治工程，该项目也是目前世界上最大的河道整治项目之一，合同金额11.13亿美元。目前项目整体执行情况良好，该项目的执行使公司海外疏浚项目建设迈上了一个新的台阶。同时，公司还承建了孟加拉达卡污水处理厂项目，该项目规模巨大，建成后每天可处理50万吨污水，高峰期达60万吨，污泥焚烧能力达到每天500吨，单体污水处理能力处于世界前列，是目前东南亚区域规模最大的污水处理项目，也是中国进出口银行融资的第一个“双优”水务项目，该项目的顺利实施将有效改善孟加拉国当地民生和环境，显著提升中国电建在世界水务建设领域的影响力。海外投资领域

目前,中国电建正在海外投资领域持续发力，在“一带一路”沿线国家的投资运作已取得不俗的成绩: 在柬埔寨，中国电建投资的甘再水电站（193MW）已投产运行；在老挝，中国电建投资的南俄5水电站、甘蒙塔克水泥厂、万象钾盐矿等项目均已投产，老挝南欧江流域梯级水电站正在开发建设；在巴基斯坦，中国电建与国际资本联合以BOO模式投资的卡西姆燃煤电站（1320MW）已开工建设，由中国电建投资建设的大沃风电项目（50MW）将在2016年7月实现并网发电；在缅甸，中国电建已成功锁定了两个水电站的开发权，分别为丹伦江纳沃葩、楠马河满通水电项目（1425MW）；在泰国，中国电建已与合作伙伴签署了500MW海上风电项目的合作开发协议；另外，中国电建还成功收购了哈萨克斯坦水利设计院，为俄语区的市场开发和项目运作提供了较好的支撑，收购澳大利亚设计咨询公司的各项工作也在积极推进，此项收购业务将为中国电建在英联邦市场和英语区国家的市场开拓提供重要支持。

沿着“一带一路”走出去，是未来中国电建发展的“新常态”。当前，在国家“一带一路”战略指引下，中国电建集团将以一座座典型的项目丰碑为“中国建设”国际形象建设添砖加瓦，作出更大的贡献。
