2024年，是中华人民共和国成立75周年，是实现“十四五”规划目标任务的关键一年，也是山东发展史上极不平凡的一年。这一年，习近平总书记再次亲临视察，为新征程上山东发展擘画蓝图、指引方向，全省上下备受鼓舞、倍感振奋、倍增信心。我们牢记嘱托、感恩奋进，坚定扛牢“走在前、挑大梁”的使命担当，以进一步全面深化改革为动力，纵深推进“三个十大”行动，着力塑造“十个新优势”，加快建设绿色低碳高质量发展先行区，打造高水平对外开放新高地，奋力谱写中国式现代化山东篇章，现代化强省建设迈出新的坚实步伐。

踏着坚实步伐，我们在稳中求进中争创发展实绩。聚焦高质量发展首要任务，统筹扩需求、优供给、强预期、塑优势，强化经济运行精准调度和服务保障，推动经济稳健向好、进中提质。预计地区生产总值接近10万亿元，粮食总产达1142亿斤，新能源和可再生能源装机突破1.1亿千瓦，高铁营运里程突破3000公里、居全国第一。山东高质量发展态势稳健、动能充沛、潜力巨大，齐鲁大地日新月异、前景广阔、未来可期。

踏着坚实步伐，我们在创新引领中推动产业升级。强化科技创新和产业创新深度融合，因地制宜发展新质生产力，加快构建现代化产业体系。全社会研发投入2386亿元、同比增长9.4%，12英寸碳化硅衬底全球首发，全球运力最强固体火箭“引力一号”成功发射，全球最大直径智能盾构机“山河号”投用；国家级和省级领军人才超过8700人，高新技术企业突破3.5万家，国家制造业单项冠军超过230家，青岛国际通信业务出入口局获批建设，齐鲁大地处处涌动着创新创造的澎湃热潮。

踏着坚实步伐，我们在勇立潮头中深化改革开放。习近平总书记勉励山东“在进一步全面深化改革、推进高水平对外开放上勇争先”。我们坚持以改革增动力，扎实推进要素市场化配置等十大牵引性集成改革，深入实施营商环境创新提升行动，纵深推进“高效办成一件事”，健全政企常态化沟通交流机制，推动惠企政策“免申即享、直达快享”。我们坚持以开放拓空间，深度融入共建“一带一路”，积极构建国际物流大通道，做强上合示范区、济南新旧动能转换起步区、自贸试验区等高能级平台，规划建设中新济南未来产业城，成功举办上合组织国家绿色发展论坛、海洋合作发展论坛、跨国公司领导人青岛峰会、港澳山东周、新加坡山东周等重大活动，中欧班列累计开行超过1.1万列，开放的齐鲁大地蓬勃葳蕤、活力无限。

踏着坚实步伐，我们在战略牵引中促进协调发展。深入落实黄河重大国家战略，加强与黄河流域省份战略协同，扎实推进济南、青岛两大都市圈建设，山东半岛城市群龙头作用进一步彰显。扎实推进乡村全面振兴，大力发展优势特色农业，规上农产品加工企业突破1.1万家，蔬菜、肉蛋奶、水产品产量居全国前列。加力发展海洋经济，现代海洋产业体系加快构建，世界级海洋港口群提速建设，沿海港口货物吞吐量突破20亿吨、稳居全国首位。齐鲁大地呈现出区域协调、城乡融合、陆海统筹的美好新图景。

踏着坚实步伐，我们在坚定自信中勇担文化使命。深入践行文化“两创”，大力弘扬沂蒙精神，在推动文化繁荣、建设中华民族现代文明上积极作为，“文明探源”“文物活化”“山东文脉”等工程扎实推进，国际孔子文化节儒风雅韵、金声玉振，尼山世界文明论坛美美与共、交流互鉴，小戏小剧创演、全民阅读等文化惠民活动让群众尽享“文化大餐”“精神盛宴”。文旅深度融合发展，“好客山东好品山东”品牌持续擦亮，全年接待游客超9亿人次、旅游收入破万亿元，越来越多的海内外朋友奔赴山东、畅游齐鲁，尽享文化之韵、山川之美、物华之丰、待客之诚。

踏着坚实步伐，我们在枝叶关情中增进民生福祉。坚定践行以人民为中心的发展思想，把群众“心上事”当成“上心事”，扎实办好20项重点民生实事。民生支出占比保持在80%左右，城镇新增就业120万人以上；累计建成县域医疗服务次中心209家、社区医院488家、中心卫生室6334家，改造提升村卫生室1万余个；基层普通门诊报销比例提高到65%，异地就医直接结算率达到90%以上；生态环境质量持续改善，齐鲁大地天更蓝、山更绿、水更清、环境更优美，人民群众生活更加殷实。

惟其磨砺，始得玉成。回首过去一年，每一点进步，都饱含着拼搏与艰辛；每一份收获，都浸润着心血和汗水。成绩得来殊为不易，根本在于习近平总书记掌舵领航，在于习近平新时代中国特色社会主义思想科学指引，是党中央、国务院科学决策、正确领导的结果，是省委团结带领全省人民苦干实干的结果，也离不开海内外朋友和社会各界人士的关心支持。在此，谨向大家表示衷心感谢！
