Abstract:The New-Type System of Nationwide Mobilization is an important new concept. It represents the practical determination of the political leadership to achieve their goal to reform governance.However, the system is still being formed. The implications of the concept could be more significant than currently imagined. Hence, scholars should advance the discussion beyond the policy interpretation stage and begin theorizing. Using historical experience, this article generalizes the core characteristics of a “system of nationwide mobilization”. Using this empirical evidence, this article proves the New-Type System of Nationwide Mobilization is the task system by which China's political leadership will accomplish the transformation of the nation’s current critical stage of development.

“Mountain-Sea Cooperation”: A Chinese-style System of Regional Coordinated DevelopmentQiu Yi and Gong Yu(15)

Abstract:The system of “mountain-sea cooperation” began in Fujian Province, was further developed in Zhejiang Province, and was then expanded throughout the whole country. It is also part of China's long-term historical practice of rebalancing regional economic and social development. There are three stages in the development of “mountain-sea cooperation”: local policy exploration, regional overall implementation, and national institutionalization. These have the characteristics of focalization, systematicness, and integrity, respectively. Although China's “mountain-sea cooperation” system is different from the western intergovernmental cooperation, it includes a mechanism arrangement of goal-embedding, content-symbiosis, and multi role collaboration that is the foundation for intergovernmental integration with Chinese characteristics. The system of “mountain-sea cooperation” eliminates the “Matthew effect” of regional development under the market mechanism and delivers resilience and vitality. In the future, the system of “mountain-sea cooperation” needs further innovation based on the actual situation in the nation’s regions, pay more attention to the changes in the connotation of “mountain-sea” and the new needs of the digital age, and deepen theoretical research.

From Pluralism to Multi-dimensionalism: A Shift of Public Governance Paradigm in the Digital EraYu Jianxing and Zhou Xingyu(26)

Abstract:The multi-dimensional transformation of the governance system is a new characteristic of public governance in the digital era. The digitalization of public governance not only enhances efficiency, but also gives rise to a new digital paradigm driven by data and algorithms. The differences in signal transmission modes within the digital space are expected to shape a new paradigm for governance. Specifically, ICT reconstructs the fundamental composition of the public governance system across three levels: space, subject, and resource. It promotes the formation of a “physical-social-digital” tridimensional space, an “individual-organization-algorithm” multi-dimensional subject, and a “data-algorithm-computing power” resource system. The multi-dimensional governance system will lead to the reform of the governance paradigm. This will transform the highly correlated governance process across different affairs, time periods, and regions. And it will further drive the hierarchical division of governance functions and the dynamic change of the organizational structure. The multi-dimensional development of public governance is not only an observable phenomenon but also reveals potential forms for future governance.

Scenario Construction and Technology Embedding: Research on the Realisation Mechanism of High-Quality Development of Government Services——A Case Study of Real Estate Registration Reform in City ALuo Qiangqiang and Shi Xianghe(39)

Abstract:Under the background of digital government construction, the transformation of government service delivery is a general trend, but at the same time, there are two difficulties. It is difficult to embed and interact with technology and organisations, and it is difficult to seamlessly connect offline and online. Solving these two problems is the key to realising the high-quality development of government services. The case of real estate registration reform in City A shows that in the process of digital government construction, scene construction, and technology embedding, there are important realisation mechanisms for the high-quality development of government services. The value rationality of people-centredness, the realistic choice of gradual strategy, and the organisational foundation of sectional guarantee have contributed to the construction of scenarios for the provision of government services. This creates conditions for the embedded interaction between technology and organization. The embedding of technology plays a role in the organisational change of the enabling scenarios, empowers the value of multi-dimensional interaction of the scenarios, and lays the foundation for the optimisation of synergy between on-line and off-line.

Advancing Comprehensive Age-Friendly Governance in the Context of an Aging SocietyYuan Xin and Fan Wenqing(51)

Abstract:The intersection and mutual reinforcement of population decline and aging will continue throughout the 21st century, with an aged society becoming China’s fundamental social form. The existing economic and social systems are increasingly struggling to adapt to this growing reality. Multidimensional, deep-seated, long-term, and comprehensive elderly-oriented governance is sorely needed. Compared to other countries, China's model of modernized, elderly-oriented governance faces challenges rooted in demographic fundamentals. These include the massive scale of the elderly population, labor force aging, and mismatches in human resources. Structural challenges include institutional development, policy formulation, and practical funding support. And there are risk prevention challenges related to elderly care for the elderly, digital social governance, and ethical considerations in artificial intelligence. Elderly-oriented?reform?readiness requires the establishment of mainstream concepts regarding aging society. Aging governance must be integrated into the framework of national strategic systems to advance the modernization of governance systems and governance capabilities across various levels. The goal are ideological readiness for aging, simultaneous hardware and software transformations, and the promotion of comprehensive coverage.

High-Quality Development of Rural Population in the Context of Chinese-Style ModernizationYang Juhua(66)

Abstract:Chinese society is at the intersection of urban population increase and rural population decline; “rural China” is becoming an “urban-rural China.” To build a modernized socialist country, the most arduous and burdensome task still lies in rural areas. This paper systematically discusses the intrinsic relationship between the modernization of the rural population and Chinese-style modernization, analyzes the achievements and challenges of the high-quality development of the rural population, and explores the paths and mechanisms for promoting the high-quality development of the rural population. The high-quality development of the rural population and Chinese-style modernization complement and reinforce each other. The characteristics of the declining total population—the young (female) population and the rapidly increasing numbers of the elderly and those males who remain unmarried unwillingly—and the lower levels of education and life expectancy, are both unprecedented demographic changes. These are challenges that must be faced. To promote the high-quality development of the rural population and Chinese-style modernization, the focus should be on the connections between the “demographic dividend and talent dividend”, between “rural and urban areas”, and between the “family and society.” It is also necessary to place the rural population in a situation beyond rural space. This requires considering the importance of high-quality development of the rural population for modern civilization, the value of rural society for urbanization and modernization, and the vitality of the traditional agricultural culture in the context of modern civilization and the integrated development of urban and rural areas.

Abstract:Governance rights and interests refer to a kind of actual rights and interests that can be achieved through effective governance actions. These are the rights and interests stipulated by the system that are settled into practice through cooperative governance and can be enjoyed by the subjects of these rights and interests. A community public benefit is not only a common “legal right”, but also a “governance right” as a development right. Research shows that the realization of community public benefits faces many practical difficulties, such as cognitive intolerance, weak organization, and low coordination efficiency. All of which lead to a low realization rate of community residents' rights and interests that are associated with complex order inefficiency and even disorder. Therefore, it is important to construct the activist thinking paradigm of cooperative action network and break through “governance fragmentation” and “practical cynicism.” Progress requires clarifying the nature and use of community public income “asset management rights and interests of common property rights”according to law. It is also necessary to strengthen the construction of the rule of law industry committee and the democratic consultation and governance of the community as well as empower the realization of community public income through the system. Innovative governance methods and methods should be used when available , and the process of community public income management through cooperation networks must be expanded.

Abstract:The city is an organism that constantly enhances the vitality of the city and promotes the modernization of the city through urban renewal. The essence of urban renewal is the reconstruction of urban space and the optimization of governance. Although its motivations are complex and diverse, the theories of urban renewal, whether related to economics, society, ecology, governance, humanism, or organic renewal, reflect the pursuits of specific values and preferences. These theories guide the practice of urban renewal together. This paper reflects on the development dilemmas of urban renewal in China systematically in the aspects of renewal values, connotations, subjects, systems, and operation mechanisms. This study examines the promotion of the sustainable development and effective governance of China's urban renewal through an integrated urban renewal model. Integrated urban renewal can be systematically promoted by establishing a concept of people-centered urban renewal, constructing an inclusive urban renewal model, improving coordinated urban renewal systems, establishing an operation mechanism of urban renewal according to local conditions, and building technology-driven future cities and smart communities. Integrated urban renewal emphasizes the integration and coordination, systematicness, efficiency, and organic development of objectives, subjects, resources, technologies, methods and effects, pursuing the deep integration of urban development and governance. Integrated urban renewal promotes the sustainable development, overall governance, the optimization of national spatial layout, and the modernization of urban governance.

The Practical Function and Promotion Path of Consultative Supervision by Local CPPCC—— Taking the Work of Appointed Democratic Supervisors As an Example in WenlingDong Ming and Xu Qin(128)

Abstract:The CPPCC’s democratic supervision function now includes consultative supervision which is an important value in China's socialist supervision system. Research shows that the operative mode of the democratic supervisors appointed by the CPPCC in Zhejiang Province’s Wenling City was consultative supervision which featured sincere communication and mutual cooperation between the subject and object of supervision. This played a unique role in ensuring and improving the quality of public policy implementation. The unique advantages of the breadth, inclusiveness, objectivity, and connectivity of the CPPCC constitute important conditions for the procedural and practical function of consultative supervision. However, due to factors such as unclear positioning of actionable functions and a lack of systematic institutional construction and collaboration among diverse entities, there are still several development problems in practice. At the very least, we need to start improving the mechanisms of publicity, communication, and feedback to further activate the CPPCC’s consultative supervision.

New Challenges and Countermeasures of False Information Governance in Generative Artificial Intelligence——Based on the Agile Governance PerspectiveHe Yuhua and Li Xia(142)

Abstract:The basic data sources of generative artificial intelligence are complex and extensive, and the authenticity and legitimacy of the data are greatly uncertain. False information is inevitable and subject to infinite reproduction in the technical logic. It is propagated instantly but it is also concealed and complex and capable of uncontrollable consequences. The multi-center synergy theory, dual governance structure theory and hierarchical governance theory suggest governance strategies from different perspectives. But theyfocus too much on collaborative cooperation and ignore the collaborative abilities and response efficiencies of the governance subjects. They also rely on the complementarity of government and the market to explain their common inclination to become slack in the face of new technologies. A blind trust in hierarchical governance easily leads to the dilemma of technocracy. We should turn instead to a new governance idea under agile governance. We should strengthen collaborative efficiency among multiple subjects under the government’s leadership, improve the adaptability of governance structure through organizational flexibility, and break down hierarchical barriers through penetrating governance. If legalization and technicalization of false information governance are the basic direction, then the principle requirements of the system and the synergy of the value of technical tools are maintained; the false information grade evaluation system is implemented; and, the efficient cooperation mechanism, quick response mechanism, and fault tolerance and error correction mechanism of the governance bodies will be constructed. Ultimately, this will lead to the construction of the basic framework of a new model of agile governance of false information in generating artificial intelligence.
