〔Abstract〕The modern transformation of Chinese culture is a historical necessity for the development of Chinese culture and an internal requirement for promoting the Chinese path to modernization. This transformation is driven by the need for a modern culture in contemporary China. In terms of direction, the development of a socialist modern culture that preserves Chinese national characteristics is increasingly clear, addressing the contradictions in cultural development. The transformation process involves redefining the traditional cultural forms in light of modernization, often involving a critical reassessment of historical cultural elements. The transformation method involves ‘two combinations, particularly the ‘second combination, which demonstrates the CPCs deep understanding of the dialectical unity of opposites in cultural transformation. From a principle standpoint, maintaining and strengthening the subjectivity of Chinese culture and avoiding extremes in cultural transformation are key, reflecting a commitment to moderation. Analyzing these aspects through the lens of dialectical materialism offers a scientific approach for a profound understanding of the modern transformation of Chinese culture.

This philosophy provides essential scientific guidance for accelerating the development of a socialist culture with Chinese characteristics and constructing a modern Chinese civilization for the new era. Adhering to dialectical and historical materialism, these thoughts delve into the profound implications of cultural heritage from the perspectives of social relations, transformation, and development. They critically analyze the core elements of cultural heritage, exploring the dynamic interplay between “essence” and “dross”, as well as the conflicts and synergies between inheritance and development. Furthermore, this body of thought outlines the future direction for cultural heritage, emphasizing its potential to transcend capitalist culture, reinterpret the communist ethos from existing cultural assets, and pursue the ultimate goal of human liberation.

〔Abstract〕Currently, the influence of digital populism in China is growing, and it has given rise to several new trends and directions that warrant close attention. The impact of digital populism on the internet ecology has intensified, significantly damaging the online ecological environment. Furthermore, it has strengthened the dominance of internet public opinion, which can easily trigger sudden surges in online sentiment; increased the influence of internet discourse, posing a profound threat to mainstream ideology; and led to emotional confrontations between social groups, undermining social stability and harmony. It is essential to enhance the governance of the internet ecosystem and digital domains, fostering a clean and upright online environment; effectively address sudden shifts in internet public opinion to prevent them from escalating into large-scale online incidents; fully recognize the importance of internet discourse, and bolster the presence of mainstream ideology within it; and cultivate citizens with a genuine understanding of equality and democracy, thereby improving the political acumen of netizens.

〔Abstract〕The widespread use of algorithmic technologies across various social domains has profoundly transformed contemporary social structures and governmental organizations, significantly affecting the relationship between the state and society and the basic patterns of social governance. This paper systematically explores the impacts and transformations induced by algorithms on social structures and governmental organizations through the lens of the state-society dichotomy, and further discusses the characteristics of social governance in the era of algorithms. In terms of social structures, algorithmic biases have modified traditional methods of information gathering and interpersonal communication, leading to a reordering of citizenship rights and reshaping the dynamics of production and power relations among citizens, markets, and the state. For governmental organizations, algorithms facilitate an efficiency-driven decision-making approach, influence operational processes, and organizational structures concerning data control, and redefine the discretionary powers of bureaucratic officials. These changes profoundly influence the consensus foundation, introduce doubly ordinalized value decisions, and shape biased and transparent accountability mechanisms in traditional social governance models, thereby providing a technological basis for the trajectory of Chinese-style modernization in the information age.

〔Abstract〕The introduction of the theory of new quality productive forces has broadened Marxist political economy, providing fresh guidance for high-quality economic and social development in this new stage. As humanity has transitioned into the digital age, characteristics of new quality productive forces have emerged in labor, labor materials, labor objects, and their optimal combinations. Numerous successful cases have demonstrated the integration of the digital and real economies to develop new quality productive forces, yet practical challenges remain. These include difficulties related to cognition, action, trust, and value. A theoretical analysis of the causes of these challenges identifies digital literacy, technological innovation, data elements, and the ‘integration of the digital and real economies as key determinants. Consequently, this paper proposes taking the ‘integration of the digital and real economies as a foundational concept, with a primary focus on enhancing the digital literacy of the entire population, boosting technological innovation capabilities, unlocking the potential of data elements, and leveraging the benefits of digital-real integration. This approach aims to define an ‘action roadmap for the development of new quality productive forces.

〔Abstract〕Counties, encompassing cities, towns, and villages, serve as natural connectors between urban and rural areas. The integrated development of these areas within counties is a crucial requirement and pathway for achieving Chinese-style modernization. This development aims to dismantle the urban-rural divide, enhance rural agency, and foster new urbanization through the synergistic interaction between urban and rural areas. The driving force behind using county-level urban-rural integration to propel Chinese modernization lies in its capacity to address the challenges of large population sizes, facilitate industrial relocation, merge traditional local culture with modern urban values, and promote the coordinated advancement of both material and spiritual civilization. Additionally, it supports the harmonious coexistence of humans and nature by transforming production and lifestyle patterns. To further this integrated development and better realize Chinese-style modernization, it is essential to refine the institutional frameworks governing county development, optimize the urban-rural industrial division, fortify the preservation of county heritage and culture, and address ecological shortfalls.

〔Abstract〕The concept of ‘quality of Party building is central and highly significant within the Marxist discourse on party construction, representing a term that underscores the consciousness of Marxist party building. Lenins exploration of this concept occurred alongside the practical development of the Bolshevik Party as it sought to understand its own construction laws, reflecting three theoretical dimensions: descriptive, structural, and evaluative. This exploration also unfolded within three historical contexts: the transformation of the partys role, the challenges of the civil war, and the implementation of the New Economic Policy. Analyzing Lenins pioneering expositions and original interpretations of ‘the quality of Party building from the perspective of conceptual history offers valuable insights for precisely grasping the nuances and implications of this concept and for continuously enhancing the construction quality of the Communist Party of China.

〔Abstract〕Strategic communication has played a crucial role in showcasing Chinas climate policies, commitments, and achievements to the international community, serving as a vital mechanism for enhancing Chinas global influence in climate governance and shaping its image in governance. Utilizing diverse strategies, including organizational, interpersonal, and media communication, China has effectively presented its policies, positions, and governance strategies in the field of global climate governance. This communication not only conveys Chinas comprehensive approach to climate governance, emphasizing harmony between humanity and nature, but also actively shapes the global climate governance agenda. For instance, the strategic communication of the green ‘Belt and Road initiative not only underscores Chinas leadership in global climate governance and sustainable development but also highlights its efforts in international cooperation, public involvement, and addressing global challenges. Practical experience suggests that Chinas approach to climate governance and strategic communication can assist developing countries in more effectively addressing the challenges of climate change, while also enabling them to assert their voices in the global climate governance process.

〔Abstract〕The Global Civilization Initiative represents the latest advancement in major-country diplomacy with Chinese characteristics for the new era. It offers a new type of public good to the international community and provides a scientific response to the historical question of the future direction of human civilization. Centering around the concept of ‘commonality, the Initiatives advocacy of ‘four shared values furnishes theoretical guidance for global civilization exchanges, addressing the basic premises, fundamental principles, internal motivations, and specific paths. It showcases distinctive features such as affirming the value of popular sovereignty, balancing domestic and international priorities, addressing challenges posed by Western civilization theories, responding to key questions of civilization development, and highlighting the unique attributes of Chinese civilization. To effectively implement the Global Civilization Initiative, it is crucial to enhance international communication capabilities, enrich the content of cultural exchanges, expand cultural cooperation channels, and establish a network for civilized dialogue. These efforts aim to contribute Chinese wisdom, Chinese solutions, and Chinese strength to the construction of a community with a shared future for humanity, the shaping of a new form of human civilization, and the promotion of human civilization progress.

The Implementation of Coordinative Machenisms in Municipal Social Governance through Digital Platforms: A Case Study of the ‘One Centre, Four Platforms Model in Kaifeng CityZHAO Chen ZHANG Xiang 102

〔Abstract〕As the fundamental structural entities of Chinas vertical administration and key actors in municipal social governance, functional departments require moderate correction rather than elimination. This thesis examines the operational mechanism of the ‘one center, four platforms model in Kaifeng city and concludes that digital platforms can effectively coordinate functional departments, addressing issues of unclear powers and responsibilities or buck-passing. More specifically, by establishing a vertical governance structure with a ‘five-layer through pattern and a horizontal organizational structure characterized by multi-network, multi-departmental, and multi-operator frameworks, supplemented by a ‘time-bound supervision and handling appraisal mechanism, the ‘one center, four platforms model achieves a closed-loop workflow of ‘one port in, one port out. The internal operation mechanism can be summarized by the following: the authoritative element of reshaping functional departments through political empowerment, the prerequisite of renegotiating and confirming powers for reshaping departmental relationships, the core value of flexibility in reshaping functional departments on the platform, the reduction of systemic costs of block synergy through technological empowerment, and the construction of a comprehensive supervisory system as the safeguard mechanism for synergizing departments on the platform. Compared with existing research, this thesis expands the role of digital technology in departmental integration from an ‘instrumental value to a ‘participating subject, moving beyond traditional dichotomies of ‘either departments or the system, thus paving a new research pathway for technology-enabled integration of functional departments.

Transformations in National Governance, Overload at the Municipal Level, and the Behavioral Paradox of Local OfficialsWANG Xiang-Yang 113

〔Abstract〕In recent years, grassroots cadres in various regions have become increasingly busy, and the tendency to shirk responsibility is becoming more prevalent, marking a negative trend in governance that is an undeniable reality. Both individual and structural perspectives have struggled to fully explain the ‘behavioral paradox of positive actions coupled with a negative mindset among grassroots cadres since the 18th CPC National Congress. By adopting the lens of ‘national governance transformation and examining local grassroots governance practices, this research reveals that the transformation is evident in the comprehensive enhancement of governance objectives, deeper integration of governance activities, and more standardized processes. However, at the grassroots level—positioned at the bottom of the bureaucratic hierarchy—there is a clear mismatch between power and responsibility, significant cadre differentiation, and a notable issue of overload. To facilitate various tasks, ‘promotion by the Discipline Inspection Commission has increasingly become a method to encourage standard operations. Moderate task promotion can effectively engage grassroots cadres enthusiasm; however, the frequent overgeneralization of this mechanism, including accountability measures by the discipline commission, has substantially undermined the autonomy of grassroots cadres, hindered task execution, and fostered the persistence of negative behaviors. There is an urgent need to establish and refine systems for grassroots governance that balance powers and responsibilities, accurately define work content and forms, and implement precise accountability mechanisms for grassroots cadres.
