Held from May 17 to 18 in Chongqing, the Belt and Road Forum for Interconnected Land-Sea Development 2023 attracted dignitaries, think tank experts, and business representatives from the participating countries of the Belt and Road Initiative (BRI) to facilitate future cooperation for mutual development.
This is the second time for Chongqing to hold the Belt and Road Forum for Interconnected Land-Sea Development.
5月17日至18日,2023“一带一路”陆海联动发展论坛在重庆举行。来自“一带一路”合作伙伴国家的政党政要、智库学者、工商界人士,跨越山海齐聚重庆,共商发展大计,共话合作发展蓝图。
这是重庆举办的第二届“一带一路”陆海联动发展论坛。

The first edition was in June 2019.Back then, the Chongqing Municipal Government and the Silk Road Think Tank Association jointly launchedChongqing Proposal on the Belt and Road Forum for Interconnected Land-Sea Developmentand established the Chongqing International Exchanges Think Tank.Thematic international symposiums,matchmaking events for Chinese and foreign entrepreneurs,and field visits created numerous cooperation opportunities for all parties.
This year’s forum also yielded fruitful results, including 1) the joint establishment of the New International Land-Sea Trade Corridor (ILSTC) Think Tank Association; 2) the unveiling of ILSTC International Exchanges and Cooperation Center; 3) the signing of three cooperation framework agreements between three universities in Chongqing and international think tanks; 4) the signing of the cooperation framework agreement on the mutual learning and exchanges of rural revitalization between five international think tanks and the Pengshui Autonomous County; 5) the organizing of a series of field visits and seminars to facilitate the implementation of the consensus reached in the Forum.
During the Forum, experts from Chinese and international think tanks have put forward precious advice and plans on regional connectivity, inter-connected land-sea development, and cooperation and investment opportunities in emerging industries.
Xu Erming, Chairman of Siam Think Tank of Thailand,noted that Chongqing could learn from the cooperation between relevant countries and Chinese provinces and cities to sign a “mini version”of the free trade agreement with Thailand, fully exerting Chongqing’s soft power to provide high-quality financial and data services, to improve warehousing and logistics services, and to work with Thailand to develop a logistics hub for China-bound exports jointly.
Danijel Nikolic, Chairman of the Council of Belt and Road Research Center in Serbia and Assistant Secretary-General of the Government of Serbia, proposed to host and organize similar forums in Serbia, being a good host just like Chongqing.
2019年6月,重庆举办首届论坛,重庆市政府和“一带一路”智库合作联盟共同发布了《“一带一路”陆海联动发展论坛重庆倡议》,成立了重庆国际交往智库。同时,举办专题国际研讨、中外企业家对接会、实地考察交流活动等,为各方创造更多合作机会。
本届论坛,硕果累累:联合发起成立“西部陆海新通道智库联盟”,揭牌成立“陆海新通道国际合作交流中心”,三所市内高校与国外智库分别签署中外智库友好合作协议,五个国际智库和彭水自治县共同签署乡村振兴建设交流互鉴友好合作框架协议,一系列参观考察和座谈交流活动扎实推动论坛共识落实落地。
论坛期间,与会中外智库专家围绕国家和地区间的互联互通、陆海联动发展、新兴产业合作和投资机遇等,提出了极具价值的建议和方案。
泰国暹罗智库主席徐二明表示,重庆可以借鉴有关国家和中国国内相关省市合作经验,与泰国签订具有地域特色的“迷你版”自由贸易协定,充分发挥重庆软实力,做好金融和数据服务,提升仓储物流服务水平,与泰国有关方面共同打造对华出口物流集散地。
塞尔维亚“一带一路”研究中心理事会主席、塞尔维亚政府副秘书长达尼耶尔·尼科利奇提议,在塞尔维亚主办、组织类似论坛活动,像重庆一样当好东道主。

Wen Hao, Senior Economist and the Head of the Innovation and Development Center for BRI from the Financial Research Institute of China Development Bank proposed to establish an ILSTC international bank with Chongqing as the headquarter, introducing large-scale domestic financial institutions, Singapore and ASEAN financial institutions, and strategic investors.This bank could set up branches in the western provinces of China as well as countries and regions along the BRI, setting a joint ILSTC international investment fund to provide high-quality financial services for interconnected land-sea regional exchanges.
Huang Renwei, Executive Vice Director of the Fudan Institute of Belt and Road & Global Governance,pointed out that, facing geopolitical barriers and geoeconomic competition, the China-Europe corridor should be strategically developed into three routes, including southern, northern, and central corridors.These corridors should be explored in multiple directions with the accelerated development of the China-Pakistan Economic Corridor, the China-Mongolia-Russia Economic Corridor,and the Balkan Corridor.He also expressed his hope for Chongqing to further open up its financial sector, serve as BRI’s financing center, and play a leading role in emerging technology.
Chinese and foreign guests spoke highly of the results achieved through this forum and looked forward to further strengthening the cooperation in the future.
国家开发银行规划研究院“一带一路”创新中心办公室处长、正高级经济师温灏提出,可组建以重庆为总部的陆海新通道国际银行,引入国内大型金融机构、新加坡及东盟地区的金融机构、战略投资人等,在中国西部省区以及沿线国家和地区设立分支机构,并联合设立陆海新通道国际投资基金,为陆海联动区域互动提供高质量的金融服务。
复旦大学“一带一路”及全球治理研究院常务副院长黄仁伟就陆海通道面临的地缘政治障碍和地缘经济竞争等提出,从战略角度把中欧大通道建成南、北、中三条线,从不同的方向打通这条通道,加快建设中巴走廊、中蒙俄走廊、巴尔干走廊等,并希望重庆进一步扩大金融开放,打造“一带一路”融资中心,持续在新兴技术领域发挥龙头作用。
论坛期间,中外嘉宾对论坛取得的成果给予高度评价,同时也对未来进一步加强合作充满期待。
“Relying on ILSTC, China can utilize the China-Laos Railway and the China-Thailand Railway to boost economic development.Meanwhile, Thailand can also realize development, which is a great opportunity,”Xu Erming said, adding that Thailand has been seeking opportunities to export produce including fruits to China.Chongqing has now opened the door to regional cooperation.Thailand also participates in this actively with the hope that this door of opening up could be more significant and broader to facilitate in-depth cooperation in logistics and finance between the two places.
“The achievements as the leader of opening up in inland China are progressing with each passing day, and the interconnected land-sea development is advancing by leaps and bounds, showcasing Chongqing’s great verve,”said Professor Sun Junjian, Vice President of Henan University and Head of the Academy of International and Regional Studies.During his multiple visits to Chongqing, the positioning and gesture of Chongqing to develop ILSTC impressed him the most.He added that ILSTC connects land with rivers and seas, making Chongqing’s position as the hub of ILSTC more prominent.With the gathering of new development momentum of trade, logistics, and emerging industries, he hoped that Chongqing would continue to play a leading role and provide more efficient initiatives in actively engaging in the joint contribution of the BRI and achieving high-quality development.
“At present, ILSTC is facing some challenges,including legal and regulatory issues and ethnic and cultural differences.ILSTC Think Tank Association can carry out in-depth exchanges and researches on these challenges as a platform, providing intellectual support for the development of ILSTC through joint efforts,”said Dong Hongchuan,Secretary-General of ILSTC Think Tank Association and President of Sichuan International Studies University.He added that the secretariat of ILSTC Think Tank Association would fulfill its responsibilities of providing sound support.He called on the integration of think tanks from different countries to be connected with the world and realize winwin outcomes.

“依托西部陆海新通道,中国可以利用中老铁路和中泰铁路进一步刺激经济发展,同时,泰国也反向获得发展,这是很好的机遇。”徐二明表示,泰国一直在为农产品、水果进入中国寻求途径,重庆开放了区域合作的大门,泰国也积极加入,希望这扇门打开得更大一些、更宽一些,能够推动两地在物流、金融等方面更深入地合作。
“内陆高地建设成就日新月异,陆海联动发展突飞猛进,展现了重庆的大气魄。”河南大学副校长、区域与国别研究院院长、教授孙君健曾多次来渝,让其印象最深刻的是,重庆打造了西部陆海新通道的站位和格局。他说,西部陆海新通道实现了通江达海,重庆在西部陆海新通道的中心枢纽地位愈发凸显,正在汇聚贸易、物流和新兴产业发展新动能,希望重庆不断发挥龙头作用,在积极服务融入共建“一带一路”、实现高质量发展中,提供更多更高效的举措方案。
“当前,西部陆海新通道面临一些挑战,如法律规章问题、民族文化差异等,智库联盟作为一个平台,可就此开展深入交流研究,通过联合攻关为陆海新通道进一步发展提供智力支持。”西部陆海新通道智库联盟秘书长、四川外国语大学校长董洪川表示,智库联盟秘书处将担好职责,做好服务性工作,呼吁并力争把不同国家的智库整合起来形成合力,达到连接世界、合作共赢的效果。
