On June 1, the Foreign Affairs Office of the Chongqing Municipal People’s Government and Chongqing Municipal Commission of Commerce jointly held @Chongqing @The World Dialogue with Consulates-General &Overseas Agencies and Businesses Seminar on International Business Environment in Chongqing.The attendees included representatives of 13 Consulates-General in Chongqing and Chengdu from Italy, the Philippines, Japan, Myanmar, Canada,Uruguay, the Netherlands, the United Kingdom, Hungary, South Korea, Belarus, Australia and Austria, representatives from seven foreign chambers of commerce including the Ministry of Industry and Trade of Vietnam Trade Promotion Office in Chongqing,representatives of Jardine Matheson and Carlsberg, and foreign experts.The Dialogue with Consulates-General & Overseas Agencies and Businesses Seminar on International Business Environment in Chongqing was held to optimize the international business environment in Chongqing and improve the convenience of work and life for foreign friends in Chongqing.

6月1日，市政府外办、市商务委联合举办@重庆@世界·外国领馆、涉外机构及企业代表对话重庆国际化营商环境活动，邀请意大利、菲律宾、日本、缅甸、加拿大、乌拉圭、荷兰、英国、匈牙利、韩国、白俄罗斯、澳大利亚、奥地利等13国驻渝蓉总领事馆代表，越南工贸部驻重庆贸易促进办公室等7家外国商协会代表，英国怡和、丹麦嘉士伯等外资企业代表，以及外籍专家代表参加，召开了外国领馆、涉外机构及企业代表对话重庆国际化营商环境座谈会，着力优化重庆国际化营商环境，提升外籍人士在渝工作生活便捷度、舒适度。

Zhang Guozhi, Vice Mayor of the Chongqing Municipal Government, attended and addressed the seminar.Li Yongli,Chief Justice of Chongqing High People’s Court attended part of the activities.Other attendees included Wang Kuiwan,Deputy Secretary-General of the Chongqing Municipal Government, Wang Wen, Director-General of Chongqing FAO, Li Mingquan, Deputy Director-General of Chongqing FAO, Ye Lina, Deputy Director-General of Chongqing Municipal Commission of Commerce and representatives from Chongqing Municipal Education Commission and Chongqing Municipal Bureau of Science and Technology.

Zhang Guozhi introduced the overall development of Chongqing and its opening-up endeavors.She noted that Chongqing enjoys remarkable advantages in open corridors,open platforms, open economy and open environment.Highlevel opening-up has become an important leverage to promote the construction of new Chongqing.At present, Chongqing is accelerating the construction of the Chengdu-Chongqing Twin-Hub Mega-Region.Chongqing is growing into a pacesetter of inland opening-up on the basis of the New International Land-Sea Trade Corridor.Chongqing is also leveraging digitalization to open up new prospects for a new and modernized Chongqing.It is hoped that this seminar will help optimize work measures and solve various problems in the business environment and foreign-related services.Consulates-General and Overseas Agencies from different countries will give full play to their resource and channel advantages, and promote exchanges and cooperation between countries and regions and Chongqing for win-win development.

Representatives from Chongqing FAO and Chongqing Municipal Commission of Commerce respectively introduced the regular dialogue and consultation mechanism between Chongqing and overseas agencies in Chongqing and Chengdu,and the measures to further improve the international business environment.They also shared Chongqing’s experience and strategies in terms of serving consulates, business people and talents, and creating a convenient living environment.

Consular officials from different countries in Chongqing and Chengdu, and representatives from the EUCCC Southwest Chapter, Jardine Matheson, and Carlsberg shared their opinions on optimizing the business environment, enhancing internationalization, improving work and life for diplomats and foreign business people in Chongqing, integrating into the Chengdu-Chongqing Twin-Hub Mega-Region and turning Chongqing into the Center for International Exchanges in Central and Western China.This has provided guidance for Chongqing to create a world-class international business environment.Representatives from municipal relevant departments responded actively and in detail to these valuable opinions, and the two sides fully exchanged their views.

市政府副市长张国智出席座谈会并讲话，市高法院院长李永利参加部分活动，市政府副秘书长汪夔万，市政府外办主任王雯，市政府外办副主任李明全，市商务委副主任叶力娜，以及市教委、市科技局等单位有关负责人参加座谈会。

张国智介绍了当前重庆发展总体思路和全市对外开放情况。她表示，重庆在开放通道、开放平台、开放经济、开放环境等方面具有显著优势，高水平对外开放已成为新重庆建设的重要抓手。当前，重庆正加快推进成渝地区双城经济圈建设，以西部陆海新通道为牵引打造内陆开放高地，以数字化为引领开创现代化新重庆建设新局面。希望以此次座谈会为契机，不断优化工作举措，解决营商环境及涉外服务中的各方面问题，同时也希望各国领馆、涉外机构进一步发挥本机构资源优势、渠道优势，推动各国、各地区与重庆交往合作不断迈上新台阶，实现共同发展。

市政府外办、市商务委有关负责人分别就重庆市建立与驻渝蓉涉外机构定期会谈协商机制情况，以及进一步改善国际化营商环境的举措作介绍，并从服务领馆、服务客商、服务人才，以及营造便利化生活环境等方面分享了重庆的经验做法和工作思路。

各国驻渝蓉领事官员，中国欧盟商会西南分会、怡和集团、嘉士伯等涉外机构企业代表，就优化重庆营商环境、提升国际化水平，提升外交官及外商在渝工作生活便捷度，融入成渝地区双城经济圈以及中西部国际交往中心建设等主题建言献策，为我市打造一流的国际化营商环境提供了重要参考。市级相关部门负责人就大家提出的宝贵意见建议作出积极详尽回应，双方充分交流。

Guido Bilancini, Consul-General of Italy in Chongqing noted that Chongqing should step up efforts in gaining more global publicity and currently more care and supporting measures for foreign MSMEs in Chongqing are needed.Joselito Sia, Acting Consul-General of Canada in Chongqing said the Consulate-General of Canada in Chongqing was set up in 1997, marking the establishment of the first foreign consulate in Chongqing.The past 25 years has seen rapid development of Chongqing, but foreign friends working and living here still have difficulty in language communication and other problems.Therefore,English-speaking workers in public service places are urgently needed to further facilitate their work and life here.

According to Zhong Jingyu, chief representative of the Yangtze River Economic Belt Department of Jardine Matheson (China) Co, her company has taken roots in Chengdu and Chongqing for more than 20 years with an annual revenue of over RMB50 billion.She also expressed her thanks to the relevant government departments in Chongqing for their support to Jardine Matheson’s development and hoped that Chongqing can build a one-stop online and offline platform which integrates the functions of relevant government departments, regulatory authorities, and enterprises to establish a regular communication channel with enterprises, thus better responding to their demands.

Wang Wen, Director-General of the Foreign Affairs Office of the Chongqing Municipal Government introduced Chongqing’s measures for further facilitating the work and life of Consulates-General, overseas agencies and foreigners in Chongqing.She also said that for the next step, Chongqing will focus on the goal of building itself as the Center for International Exchanges in Central and Western China and establish mechanisms for regular talks and consultations with overseas agencies in Chongqing and Chengdu.Besides, Chongqing will better play its role to communicate and coordinate with relevant departments so as to make continuous progress, striving to build a fair and equitable legal environment, a high-quality and efficient investment environment, and a livable and pleasant pleasant living environment according to the opinions and suggestions given at the seminar.

意大利驻重庆总领事毕岚祺表示，重庆在扩大城市国际影响力方面还应该加强，对外国来渝发展的中小微企业关注和帮助的措施还不够。加拿大驻重庆代总领事谢和安表示，1997年加拿大驻重庆领事馆成立，这是重庆的第一个外国领事馆。25年来重庆发展日新月异，但是对外国人来说，在渝工作生活还面临语言沟通障碍、外语信息获取难等方面的问题，迫切需要在公共服务场所配备懂英语的工作人员，进一步提升外籍人士的工作和生活品质。

怡和（中国）有限公司长江经济带首席代表钟井渝介绍，怡和在成渝地区扎根20多年，已形成年营收超过500亿元的规模。非常感谢重庆相关政府部门对怡和发展的支持，也希望重庆能够搭建起一个相关政府职能部门、监管部门和企业的一站式线上线下平台，建立与企业的常态化沟通渠道，回应企业的诉求。

市政府外办主任王雯介绍了重庆市进一步提升外国领馆、涉外机构及外国人士工作生活便利化的举措，并表示，下一步，重庆将聚焦建设中西部国际交往中心目标，建立与驻渝蓉涉外机构定期会谈协商机制，将根据此次座谈会上大家提出的意见和建议，积极发挥职能作用，与有关单位沟通协调，持续改进提升，着力打造公平公正的法治环境、优质高效的投资环境、宜居宜游的生活环境。

During the event, Consulates-General, overseas agencies and business representatives visited Chongqing Pilot Free Trade Zone People’s Court to learn about the vehicle-mounted mobile courts,litigation service center and digital courts and learn about Chongqing’s rule of law as well as the measures Chongqing conducted for a law-based business environment.They also visited the “Belt and Road”Commodity Exhibition & Trading Center, China (Chongqing) Pilot Free Trade Zone Exhibition Center, the Exit-Entry Administration Division of Chongqing Public Security Bureau Immigration Service Center, Chongqing Window of International Culture and Tourism, and other foreign-related platforms, knowing more of them and seeing the remarkable achievements of Chongqing in continuously improving its internationalized legal environment, government services,and people’s living environment.
