Beyond the Pseudo-Concrete World of Modernity: Reinterpreting the Connotation of "China's Concrete Reality" in the Perspective of "Two Combinations"

Abstract:In the perspective of Marxist critique of modernity, the century of change implies the possibility of the breakup of Western-dominated modernity. Socialism with Chinese Characteristics in the New Era constructs the Marxist worldview and methodology based on the "two combinations" in order to welcome the new form of human civilization after Western modernity. How to understand "China's concrete reality" has become the core of understanding the critical significance of the "two combinations" of modernity. China's concrete reality is not an all-encompassing academic system or conflicting empiricism, and adhering to the starting point of China's concrete reality implies breaking down the "two combinations" created by Western modernity. Adherence to the Chinese concrete reality means dispelling the myth of the "pseudo concrete world" created by Western modernity, and what drives the reality of the "two combinations" is the spiritual impetus of the excellent traditional Chinese culture and its high degree of compatibility with Marxism and socialism.

Common Wealth in the Digital Economy: Opportunities, Challenges and Responses

Abstract:Digital economy and common wealth go in the same direction. On the one hand, the digital economy expands economic increment and employment space, enhances total factor productivity through efficiency enhancement and empowerment, optimizes the economic stock, lays a more abundant material foundation for common prosperity, and provides more diversified channels for income distribution; on the other hand, the promotional effect of the digital economy on common prosperity is constrained by the level of digital technology and digital governance, and the development of the digital economy is still unbalanced and insufficient. At the same time it is creating new income inequality and exposing the vast number of low-skilled laborers to the risk of structural unemployment. In order to accelerate the historical process of common wealth in the era of digital economy, we should focus on overcoming the core digital technology, comprehensively promote digital industrialization and digital transformation of industries; regulate the development of digital economy, and improve the digital governance system in accordance with the practical requirements of common wealth; and strengthen digital education in all aspects to enhance the digital literacy of the whole population, accelerate the bridging of the digital skills gap, and comprehensively release the digital dividend.

How Digital Transformation Drives the Modernization of Chinese Style Industrial Chain-Based on the Perspective of Industrial Structure Upgrading

Abstract:Digital transformation is a key initiative to enhance the resilience of industrial chain modernization and boost the development of industrial chain modernization. Based on the panel data of 30 provinces from 2012 to 2021, the entropy method is used to measure the composite indices of digital transformation, Chinese-style industrial chain modernization and industrial structure upgrading, and the mediating effect model is introduced to analyze the conduction path of industrial structure upgrading between digital transformation and Chinese-style industrial chain modernization. The results of the study show that, firstly, digital transformation can promote the development of Chinese-style industrial chain modernization, and industrial structure upgrading plays an intermediary effect in the relationship between the two. Second, the promotion effect of digital transformation on the modernization of the Chinese industrial chain is heterogeneous according to regional location and industrial scale. Compared with the central and western regions and small-scale industries, the promotion effect of digital transformation on the modernization of the Chinese industrial chain is more obvious in the eastern and large-scale industrial regions. In this regard, it is proposed to accelerate and deepen the digital transformation to empower the modernization of the industrial chain; continue to promote the upgrading of the industrial structure and advance the industrial "intellectual change and digital transformation"; and implement regional differentiated development initiatives to realize the collaborative development of the industrial chain.

Global Civilization Initiative: Theoretical Connotation, Logic of Generation and International Significance

Abstract:The Global Civilization Initiative (GCI) is an international public product proposed by China to the international community in the new era, providing a historic answer to the question "What's wrong with the world and what should we do about it?". The GCI is the latest achievement of Xi Jinping's thought on diplomacy. The GCI has a comprehensive system with rich connotation, of which the “Four advocacy” flow seamlessly with each other, forming a logical and precise theoretical system. It is a wisdom that originates from the Marxist concept of civilization and the Chinese concept of civilization, while draws critically on the experiences in the history of world civilisation exchanges. GCI, latest expression of Chinese civilization, build a community with shared future by promoting the exploration of diversified modernisation paths for human society, cleaning up the development myths of human civilization. GCI demonstrates the sense of responsibility of a big party and a big country, and points out the direction for further promoting the exchanges and mutual understanding among human civilisations, and prospering the world's civilization.

Imperial "Knowledge Colonisation": A New Perspective on Tsarist Russia's Spatial Order Construction in Central Asia in the Nineteenth Century

Abstract:The topic of “Imperial turn” attracts domestic scholars of historical sociology and sociology of knowledge. Researchers try to study the history of empire-colony relations from the perspective of spatial order, which also affects the study of Central Asian history. The article argues that, compared to other colonial empires, one of the most important qualities of the 19th-century Tsarist Empire was the new shaping of geospatial perceptions of the colonised regions, which led to the transformation of the spatial order of the region. This spatial order was shaped by the rise of modern cities such as Vilnai, Tashkent, and Bishkek to identify new centres of Central Asia, by the construction of a railway network in the region to replace the traditional camel caravan routes, and by replacing the traditional map of Central Asia that lack modern scientific elements to restructure cognition. Therefore, the significance of the initiative of "building a community with a shared future between China and Central Asia" can be better understood only if there is a full and systematic historical and intellectual reflection on the process of the Tsarist Russia's construction of the Central Asian order by means of "colonial modernity".

Government Environmental Responsibility and Its Realization Mechanism in the Market Entry of Collective Operational Construction Land

Abstract:The government's environmental responsibility in the market entry of collectively operated construction land has a specific object, goal and realization conditions. The theory of public trust provides theoretical support for the government to undertake the environmental responsibility in the market entry. At present, the government's lack of ecological protection concepts in the market entry reform, unreasonable land use planning, legal norms concerning ecological environmental protection in the market entry legislation. And the imperfections of the environmental regulatory system in the market entry have resulted in the adverse consequences of rural environmental pollution and agricultural ecological damage. Therefore, it is necessary to reconstruct the government's environmental responsibility in the market entry of collective operating construction land, including the government's responsibility for environmental decision-making, environmental law enforcement and the environmental protection. Based on this, in the realization path, the concept of ecological protection should be practiced in the market entry of collectively operated construction land. The government should strengthening the planning of ecological protection in the market, improving the ability of ecological protection legislation, and the ecological environment supervision system; in the realization mechanism, the government should establishes the mechanism of environmental risk assessment , environmental risk early warning, emergency response of environmental emergencies, and the environmental accountability.

The Interpretive Argumentation of Online Platforms' Duty of Copyright Examination and Its Boundaries

Abstract:The online platform's copyright examination obligation breeds and derives from the duty of care. Although China's law does not explicitly stipulate the copyright examination obligation of online platforms, there exists the possibility of its interpretation in the norms. For example, Article 1195 of the Civil Code contains the obligation of the platform to examine the prima facie evidence i the notification, and Article 1197 contains the obligation of the platform to examine the specific content in the "should know". In order to clarify the reasonable boundaries of online platform's copyright examination obligation, it is appropriate for our country to construct the online platform's ex ante examination obligation based on notification based on the position of interpretation theory and from the idea of typology determination, and at the same time, dynamically improve the subjective scope of its ex post examination obligation, the object of examination and the degree of examination under the principle of proportionality.

Modern Inheritance of Traditional Folklore: A Cultural Study Based on Film and Television Folklore

Abstract:Film and television folklore is a kind of cultural pattern that transforms and reshapes the "source folklore" and transcends the limitations of time and space through a series of links such as prototype borrowing, imitation and modification, and belongs to the research category of applied folklore and technical folklore. The article argues that as a media pattern of "cultural reproduction", film and television folklore is the result of the joint action of cultural development policies, art producers and art audiences, and that cultural inheritance can be realised through the construction of interactive mechanisms, the promotion of transmission of the matrix, and the promotion of living development. Focucing on the emerging folklore forms, the survival patterns of traditional folklore and its evolution phenomenon under the modern perspective can provide not only the modern inheritance paths and methods of traditional folklore that can be learnt from, but assistance for the study of folklore in the new era to integrate into the modern society, as well as the impetus of socio-cultural innovation and development.

Review of the Global Digital Divide and China's Solution in the 21st Century

Abstract:Digital divide mainly refers to the polarization such as information gap, knowledge segregation, and the wealth gap due to the different degrees of possessing and applying digital information and network communication technologies in the process of digital economic globalisation. The digital divide is the inevitable result of digital hegemony, generated in the context of the era of digital capitalism and spreading in neoliberal policies. Examining from a multi-dimensional perspective would help to clarify the classification, generation logic and governance dilemma of the digital divide. The "Digital Silk Road", as a Chinese solution, aims to gradually narrow the digital gap and promote the construction of a community with a shared future in the digital era.
