ConstructingAssistanceMechanismsforLow-IncomePopulationaftertheTransitionalPeriod:ExperiencefromPovertyAlleviationandInsightsforTargetedAssistancetoLow-IncomePopulation

(By WANG Sangui,ZHOU Shikai)

Abstract:The comprehensive victory in the battle against poverty has successfully lifted the impoverished population out of absolute poverty. However, the key issue for achieving common prosperity is how to establish a targeted assistance mechanism for low-income population during the transitional period after poverty alleviation. The work of assisting low-income population will be a long-term task in the development of rural revitalization strategy, which requires close integration with practical circumstances and the adoption of more scientific and targeted measures to ensure their sustained income growth and stable living standards. Drawing on the experience of the poverty alleviation campaign in terms of organizational systems, policy measures, and stimulating the endogenous development of the impoverished population, this article suggests constructing a post-transition assistance mechanism for low-income population from the perspectives of extending and optimizing the organizational system, continuing to adhere to precise assistance strategies, and cultivating the endogenous development potential of low-income population.

EmpoweringPovertyRiskGovernanceUsingDigitalTechnology:AnExploratoryAnalyticalFrameworkandPolicyImplications

(By YANG Long,LI Meng)

Abstract:The analysis of empowering poverty risk governance using digital technology is important to consolidate achievements in poverty eradication. Based on the analysis of poverty risk,we developed an analytical framework of empowering poverty risk governance using digital technology. At the stage of poverty return risk exposure, digital technology can empower the construction of poverty risk warning mechanisms by identifying risk sources, assessing risk levels and determining warnings. Moreover,in the stage of poverty return risk response, digital technology empowers the government, vulnerable people, communities, enterprises and public organizations to form collaborative relationships. Furthermore,in the stage of resilience enhancement, digital technology empowers individual and organizational resilience. In order to improve the effectiveness of empowering poverty risk governance,it is necessary to establish standards for poverty risk data, break down information barriers, focus on the synergy between grassroots management and digital empowerment, improve the automation of data collection, and improve digital literacy and skills.

ConsolidateandExpandtheConnectionbetweenPovertyAlleviationAchievementsandRuralRevitalization,QualityandEfficiencyandOptimizationPath——Take50KeyCountiesforRuralRevitalizationasExamples

(By YANG Hao,ZHUANG Tianhui)

Abstract:Deeply promoting and consolidating the achievements of poverty alleviation and effectively linking up with rural revitalization is an important task that China must first complete in promoting agricultural and rural modernization during the “Fourteenth Five-Year Plan” period. Based on the policy review, taking 50 key counties for rural revitalization as samples,we designed the measurement index system of the quality and efficiency of the link from the perspective of consolidation and expansion. In terms of connection quality,it is found that the counties with good connection quality account for 42% of the total,so there is still room for improvement. From the perspective of connection quality, the weak point lies in the industry and talent level. In terms of convergence efficiency:from the perspective of scale efficiency,at least 42 counties have not reached the optimal efficiency state, and can continue to expand the scale of investment. From the perspective of technical efficiency, there is no obvious redundancy in the counties with superior scale, while there is obvious redundancy in the counties with inferior scale. Some counties have “failure at both ends”. One is that the existing scale is insufficient, and the input needs to be increased. The other is that there is obvious redundancy, and the input utilization needs to be improved. This indicates that there may be a problem of matching the supply and demand of resources. In addition, the connection quality is high in counties, and the overall efficiency is high. Based on this, this paper proposes the upgrading path of promoting the cascade, complementing the weaknesses, promoting the high-quality connection, activating resources, adjusting the scale, and promoting the efficient connection.

TheChildrenNutritionEffectofWomanLocalEmployment:EvidencefromUnderdevelopedAreas

(By LI Fei,TANG Junyang,WANG Sangui)

Abstract:The nutritional health status during childhood is crucial to individual growth, family development, and regional human capital accumulation. Using a quasi-experimental design of women’s local employment in poverty alleviation workshops, this study empirically analyzes the impact and mechanism of women’s (mothers’)local employment on children’s nutritional intake within the framework of cooperative bargaining between couples in determining child nutrition, based on micro-level survey data from Hunan,Hebei, and Guangxi Provinces. The findings of this research are as follows:First, women’s local employment has a significant positive impact on children’s daily calorie and protein intake, with a greater impact observed in enhancing the calorie intake. Second, women’s local employment has a stronger impact on enhancing children’s calorie intake during early childhood and protein intake during primary school, with no significant gender disparity in the effect of nutritional improvement. Third, shedding light on the mechanism, women’s income demonstrates a significant positive mediating effect on children’s calorie and protein intake, whereas the bargaining power within the family solely exhibits a significant positive mediating effect on children’s protein intake, and the mediating effect of caregiving time is not found to be significant. Finally, this paper offers policy recommendations regarding rural women’s labor force employment and industrial project selection, the establishment of a sound women’s employment market in the context of new urbanization, and the enhancement of women’s capacity and feasibility to participate in local employment,so as to improve the positive external influence of women’s local employment and promote family capacity building from the perspective of women’s employment support.

TheImpactofLandExpropriationPriceDistortiononCommonProsperityforAll

(By HU Lian,JI Luhan,YAO Shaoqun,SHENG Di)

Abstract:Common prosperity is the essential requirement of socialism, but the gap between urban and rural regional development and income distribution is still large. This paper uses the ratio of the average compensation standard of land expropriation and the average land transfer price collected by hand to measure the distortion of land expropriation price in each province, and investigates the impact of land expropriation price distortion on China’s common prosperity. The results show that :(1)the adjustment of compensation standard of land expropriation is slow, which is the main reason for the distortion of land expropriation price. (2)The distortion of land expropriation price will increase the urban-rural income ratio. If the distortion of land expropriation price decreases by 1%,the urban-rural income ratio will decrease by 0.616%. (3)The distortion of land acquisition price will inhibit the level of rural entrepreneurship, resulting in inadequate rural development;(4)The distortion of land expropriation price will worsen the structure of urban income distribution and is not conducive to expanding the middle-income group. The distortion of land expropriation price ultimately affects common prosperity by influencing the income gap between urban and rural areas, the inadequacy of rural development and the income gap within cities and towns. It is the policy suggestion of this paper that establishing a reasonable compensation mechanism for land acquisition, promoting the market entry of rural collective business construction land, increasing the share of farmers' land value-added income, adjusting the direction of fiscal policy, increasing the supply of low-cost public rental housing and subsidized housing in a timely manner, and strengthening policy publicity and legal protection of farmers' land rights are the policy recommendations of this paper. This study has important implications for the effective implementation of rural revitalization and the substantive progress of promoting common prosperity.

TheEraMissionofVocationalEducationTalentTrainingundertheBackgroundofDigitalEconomy

(By ZHU Dequan,CAO Dufan)

Abstract:The digital economy has a profound impact on the reform of the employment market, and has forced the demand of the working world and society for technical talents to change. This change is manifested in the fact that the unemployment risk borne by workers has changed from “job unemployment” to “technical unemployment”,the employment status of workers has gradually changed from “hired workers” to “migrant workers”,and the working mode of workers is gradually changed from “factory mode” to “digital mode”. This series of changes put forward new ability requirements for technical and skilled talents, specifically including innovation and entrepreneurship ability, cross post employment ability, digital application ability, emotion adjustment ability, universal adaptability, lifelong development ability, etc. Faced with the challenges of the digital economy on the job market, and the new requirements of the job market for technically skilled personnel. Vocational education,as a key field for training technical talents, should comply with the changing trend of the employment market under the background of the digital economy and shoulder the new mission of talent training, and transform the talent cultivation mode by enhancing uncertain curriculum knowledge, constructing a lifelong learning teaching mode, and promoting the professional construction of digital clusters,in order to achieve the coordinated development of technical and skilled talents and the digital economy era.

ThePracticeandEnlightenmentofHigherIntegratedVocationalEducationinRussiafromthePerspectiveofEcosystemTheory

(By GUO Wenbin,WEN Deyan)

Abstract:Higher integrated vocational education is the inevitable development trend of vocational education for the disabled in the future. It shoulders the responsibility of training high-level talents and is related to the high-quality development of the entire education cause for the disabled. After years of exploration,Russia’s higher integrated vocational education has formed a unique practice path:first,at the macro leve, multiple measures should be taken to improve the development environment of higher integrated vocational education;second,at the meo leve, construct resource center for the disabled to integrate regional resources;third,at the micro level, provide in-school support to break through learning disabilities. On the basis of the above measures,Russia has formed a characteristic mode of higher integrated vocational education, among which BMSTU education model,Southern Federal University modular education model and CSU education model are prominent. In the future, the development of higher integration vocational education for disabled people should be based on the needs of disabled people’s education to improve the top-level design;based on the legal system to achieve the integration of multiple environments;use digitalization as a means to facilitate the cooperation of multiple subjects;take life-long as the pursuit to promote the connection of multiple stages.

MoralEducation:HowtoRebuildMoralSpace

(By SONG Ye,LIU Bowen)

Abstract:As a kind of sub-space,moral space is not only a man-made space, but also a human space, which includes the two-way dimensions of individual moral space and social ethical space. In the context of moral space, moral education is the process of construction, cohesion and flow of moral space. It is the backbone of clarifying the boundaries of individual moral space, condensing the consensus of social ethical space, and strengthening the two-way flow of individual moral space and social ethical space. However,in the current moral education, the dislocation of individual moral space, the dismemberment of social ethical space and the static suspension of individual moral space and social ethical space and other moral space crises are frequent, resulting in its construction being blocked, cohesion restricted and flow blocked. Moral education should respond to this, and rebuild the moral space where the mind and action go by taking care of life integrity, building a trust society and shaping the realization path of public morality.

TheDifferenceJusticeApproachtotheHigh-QualityDevelopmentofRuralEducationfromthePerspectiveofUrban-RuralHigh-QualityBalance

(By FANG Gang,YANG Jianchao)

Abstract:Although Rawls' principle of uniform allocation justice plays a significant role in the development of rural education,it is limited to the just distribution of material resources due to its limited theoretical vision. Although the material conditions for the development of rural education are significantly available, the level of development thinking,as opposed to material development, needs to be systematically reflected on,in terms of development model, philosophy, culture and talent support. If we want to truly realize the beautiful rural education,we need to introduce new justice theory and think about the ideal picture and realization path of the development of rural education from the perspective of differential justice, that is,we need to get rid of the unjust state of urban rural education such as “oppression”,“exploitation”,marginalization, powerlessness and cultural imperialism, look for the unique value of rural education, and “harmony but difference” between urban and rural areas. “Beauty and sharing” is the basic pursuit to realize the high-quality and balanced development of rural education.

Chinese-StyleModernizationNarrativeBasedonthePerspectiveofWorldHistory

(By ZHANG Yonggang,YU Zhirong)

Abstract:To grasp the theoretical implication and practical direction of Chinese-Style modernization as a whole,we must put the particularity of “ Chinese-Style ” on the basis of the universality of “ modernization ” from the perspective of world history, and unify the significance of Chinese narrative and world history. From the perspective of generative narrative,Chinese-Style modernization is an exploration of “ individual practice ” based on the “ overall process ” of world history, and forms the “ self ” scheme and its discourse expression in the process of reflecting on the “ other ” modernization. From the perspective of connotation narrative,Chinese-Style modernization realizes the overall presentation of the universal significance of world history by following the “ particularity ” narrative of the “ universal regularity ” of world modernization, getting rid of the “ realistic constructive ” narrative of the “ transcendental presupposition ” of world history, and replacing the “ modernization of things ” with the “ modernization of people. ” From the perspective of development narrative, the future development of Chinese-Style modernization aims to provide methodological guidance for the development of world history in modernization construction, provide a new form of civilization for human society, and provide a new discourse construction for human civilization narrative in the transformation from civilization confrontation to civilization exchange.

HowtoRealizeSocialIntegration——OnHabermas’ThoughtofSocialIntegration

(By HUANG Xiaofeng)

Abstract:Social integration is an important issue arising from the development of capitalist society since the Enlightenment. This issue has attracted great attention of western academic circles. Scholars analyze the above problems from different dimensions. On this basis,Habermas put forward an idea of Communicative action theory, trying to combine the normative factors and factual factors in the process of social integration by using the theory of Communicative behavior,so as to solve the “Hobbes problem” of the post “metaphysical society”. He advocated replacing practical rationality with communicative rationality, making overall use of two ways of system integration and social integration, guiding and controlling social integration with legal norms with normative and factual elements, and realizing the internal consistency between social integration action and the construction of a democratic and rule of law country. This urges us to re-examine the rational basis and practical mechanism of social integration from the perspective of the unity of facts and norms. However,Habermas’s social integration theory overemphasizes the power of culture such as language, and there are inevitably Utopian elements.

TheArtisticInterpretationandAestheticExpansionofZhuangzi’sTheoryof“TravelingintheHeartofThings”

(By GUO Shouyun,YAO Lan)

Abstract:Zhuang Zi,as one of the originators of Taoist theory, put forward a series of propositions and categories with classical significance and philosophical value, thus laying the theoretical foundation of Taoist philosophy and aesthetics. He took “free and unfettering” as the highest form of Taoist aesthetics, took “virtual self to travel to the world” as the specific way of personality cultivation, and took “taking things to travel to the mind” as the aesthetic subject to the state of aesthetic clarity, and finally reached the highest state of “free and unfettering” of “royal objects” and “body way”. Zhuangzi pushed Taoism aesthetics to the first theoretical peak of Chinese classical aesthetics, and also laid a solid artistic theoretical foundation for Chinese excellent classical culture.

TakingOthersasAncestors:OntheStandardStylesConstructionofHanFuwithTheBookofSongs

(By TANG Dingkun)

Abstract:Fu flourished afterTheBookofSongsand became entangled with it. It is often difficult for later generations to grasp its essence. WANG Qisun's theory of “other sons as ancestors” from the patriarchal system can best reveal the dynamic process of Fu's attachment toTheBookofSongs. This theory links the role and position of Xunzi,Quyuan and Songyu in the evolution fromTheBookofSongsto Fu from the primary and secondary intimacy, points out the expansion characteristics of Fu after it is different fromTheBookofSongsas the “ancestor”,and implies the fact that Fu scholars in the Han Dynasty attached to the study ofTheBookofSongsbecause of the pursuit of style dignity. The concept construction ofTheBookofSongsand the origin of Fu embodied by the Han people with Fu attached toTheBookofSongs,as well as the requirement of “irony” and “eulogy” of Fu style similar toTheBookofSongsin terms of functionality, which affected the transformation of the structure and style of the text of Fu in the two Han Dynasty, and echoed the characteristics of the language ofTheBookofSongs. This historical process of “respecting style” and “variation” of the attached sutra reveals the general concept of “attaching high to inferiority” in stylistics, reveals the internal requirements and development path of the new style when it was born, and is beneficial to the understanding of the generation of the new style later.

MimickingtheSage:IdentityandAutobiographicalNarrativeinTheBiographyofYANGXionginHanshu

(By SHEN Xianghui)

Abstract:ThebiographyofYANGXionginHanshuwas compiled by Ban Gu by transcribing YANG Xiong’sSelf-Preface(自序),which is basically the original text of theSelf-Prefacebefore the sentence “雄之自序云尔”.The textSelf-Prefaceis essentially an autobiography rather than a preface to a book, and YANG Xiong’s aim is to avoid the annihilation of his reputation in future generations. Since YANG Xiong was aware at the time of writing that the essay would later be collected by the imperial court, the text shows a clear tendency toward self-fashioning and self-protection.YANG Xiong imitates the experience of Confucius to arrange the narrative structure of theSelf-Preface, which prominently reflects his psychology of sainthood. In terms of narrative techniques,he inherits the narrative techniques of historical biographies and uses the third person narrative, trying to make the text both authentic and objective. The use of negative narrative opens up the space for interpretation of the text and makes the reader unconsciously participate in the process of creating the text while reading.
