A Century of Evolution and Mission of Development of Higher Financial Education

Abstract: At the historic crossroad of the “Two Centenary Goals”, in order to better assume missions in the era, it is necessary for higher financial education to draw wisdom and power from the history of the Party, the fine traditional Chinese culture and its own development history. This paper summarizes experience and analyzes development patterns from the history of higher education and higher financial education in the magnificent chapter of the history of the Party, clarifies the mission and responsibility of higher financial education for the new centenary journey based on the new requirements and trends in the era, and then discusses strategies and actions of higher financial education at the historic crossroad of the “Two Centenary Goal”. Through these three aspects of analysis, the paper aims to summarize the historical experience of higher education and higher financial education over the past century, clarify the educational responsibility and development mission for the new centenary journey, and contribute to the realization of the Second Centenary Goal through the strategic practice in higher financial colleges and universities.

The Exploration of New Discipline of Law Construction Based on the Academy System——Cultivation of Excellent Legal Talents Under the Background of New Liberal Arts

Abstract: The construction of “new discipline of law”, with the core task of cultivating excellent legal talents in the new era, is an important foundation and necessary link of socialist rule of law with Chinese characteristics. The concept of the construction of “New Liberal Arts” provides a new idea for the cultivation of excellent legal talents. As a university of law which takes the lead in implementing the academy system, exploring and practicing the construction of “new discipline of law”, East China University of Political Science and Law aims to build a platform for cultivating comprehensive quality of law school students based on the academy system and four aspects of value-led, needs-responsive, collaborative education and all-round development.And it has provided an innovative plan for the construction of “new discipline of law” with its core concept of integration and innovation.

Thoughts on Cultivating High-quality Humanities Talents Under the Background of New Technological Revolution

Abstract: Understanding and dealing with the relationship between technology and humanities is an important issue in national and social development as well as academic discipline construction. Whether from the perspective of the logical outcome of the evolution of theory, discipline, or history, scientific and technological progress affects the development of humanities and social sciences in an all-round way. The deep integration of a new generation of information technology into education and teaching has brought comprehensive challenges to the training of talents of humanities and social sciences, as well as the education and teaching of humanities talents in terms of talent demand, knowledge production mode, academic research paradigm, teaching and education scenarios, etc. To fit into the new environment and cope with new challenges, we should combine humanities and social sciences with new technologies, focus on knowledge acquisition and adjust the concept of talent training; optimizing the discipline and specialty system with the goal of interdisciplinary integration; taking digital intelligence as the starting point to improve the knowledge system of talent training and build a highquality textbook system based on integrity and innovation.

The Evolution of Chinese Education Legislation in the Past 100 Years——The Dual Variation of Educational Sovereignty and the Right to Education as the Main Line

Abstract: Legislation on education under the Communist Party of China went through three stages. Before 1949, educational sovereignty was gradually established, and legislation was enacted to protect the right to education. Besides, a preliminary educational legal system has taken shape with the right to education being established as a constitutional right, and the government providing compulsory education. Education laws highlight the state will and features public law. From 1949 to 1976, the state experienced a comprehensive takeover, restructuring of faculties and departments, transformation of education content, and fully recovered education sovereignty, the law provided for the state to supply material, teachers and other basic resources to guarantee the citizens’ right to education. Education laws were first established and abolished then. The policyled education governance embodies the characteristics of public power supremacy and serving politics, and the dual power degree awarding system of state and school was established after 1977, and the law gave more freedom of choice of educational contents and forms to the learners, with a more comprehensive legal system for education equality being constructed. The education legislation features the dominance of public power and the combination of private law, and serves the national strategy as a whole. In the context of globalization of education, educational sovereignty shall be appropriately conceded and the protection of the right to education be deepened. And it has always been one of the themes to preserve the country’s traditional culture and educational sovereignty in the context of active participation in the international governance of education.

The Functional System and the Path to Codification of the Right to Education

Abstract: The establishing of a functional theoretical system based on the fundamental attributes of the right to education has not only had a strong influence on the development of education jurisprudence, but also had important directional significance for the codification of education. Referring to the German theory of fundamental rights and combining with China’s constitutional functions and practices, we can adopt an objective interpretation and pivotal application of the objective value order function of the right to education and reconstruct the functional system on this basis. In this system, the function of institutional safeguards occupies a fundamental position, which is mainly manifested in the shaping of the respective educational system through legislation, and the codification of education is of seminal importance in strengthening this function. At the same time, organizational and procedural safeguards complemented by institutional safeguards to systematically integrate relevant regulations is also one of the important tasks in codification of education. Finally, the theory of third-party effect, which has radiated into the private sphere, plays a crucial role in improving the functional system of objective value order of the right to education, and is also necessarily created in the process of codification of education.

Re-regulation of the Self-regulation of Education System: Procedural Rule of Law in “Double Reduction” Policy from the Perspective of Social Theory

Abstract: In the implementation of the “double reduction” policy, many problems arise. For example,the subject-based off-campus tutoring manages to survive and the educational equity encounters challenges.The reason lies in that in the modern society whose operation depends on formal rationality and the code system, the education system operates in accordance with the index of students’ enrollment into a school of higher grade, leading to the chaos of exam-oriented education. So the operation of the education system fails to automatically comply with the requirements of the “double reduction” policy. In order to implement the goal of quality education pursued by the “double reduction” policy in a rule-based way, the country should practice the procedural rule of law in the education system during the legislative process and endow the colleges with the right of autonomy, allowing the education system to self-regulate on the enrollment of students and replacing the sole standard of college entrance examination results with diverse standards of the quality education. On the other hand, the education system should be re-regulated and allocated with corresponding rules of supervision,disclosure and remedy so that multiple representatives of the society can participate in the formulation of selfgovernance norms of colleges and the process of making relevant decisions.

Standardization of Relationship Between State and Family in the Order of Education Law——From the Perspective ofLaw of the People's Republic of China On Family Education Promotion

Abstract: The formulation and implementation of the Law of the People’s Republic of China on Family Education Promotion is a manifestation of the trend of adjustment of relationship between state and family in the field of education law. During the legislation process, due to the influence of the concept of “family autonomy/state intervention”, the name of the law and the kind of responsibility were adjusted. This reflects that the general public and legislators still potentially perceive and handle the relationship between the family and the state from a contrasting perspective. The standardization of the family-state relationship seems to have fallen short of the ideal, which requires further reflection in terms of theory. From the perspective of social changes, although the family and the state have undergone the transfer of social functions, they still form an non-interchangeble structural constraint. As a result, the ideal family-state relations is that the family’s four statuses of obedience,initiative, passiveness and activeness are fully realized. Taking this as a standard to examine the formation process and current educational law order, it is found that: although the obedience and active status of the family has been established, the level of realization is low; the family has functional redundancy and alienation in its negative status; the family’s positive status is not suf ficiently realized. In this regard, legislators should take the codification of the education law as an opportunity to enhance the standardization of family-state relations in the field of education law, in line with the ideal requirements of family-state relations in education law.

A Research on the Construction of New Liberal Arts Under the Perspective of the Generalized Variation

Abstract: Under the background of new liberal arts, it is time to break down and remove the barriers in disciplines and majors, deepen the integration of majors within the liberal arts, and cross-fertilize the liberal arts with science, technology, agriculture and medicine. It is an inevitable choice for the establishment of the new liberal arts, and it is also a problem that needs to be solved urgently. So, how to promote theoretical innovation and development of the discipline, make its internal logic united and reasonable is the key of the construction of new arts. Based on the theory of literary variation, and the clue of change and variation, this paper systematically explores the natural sciences, life sciences and three related variations in the field of social culture phenomenon and its theory. It is found that variation is a common problem in many disciplines, and has certain inherent consistency, at least it can serve as one of Planck’s so-called “continuity” chain, running through each independent disciplines, and compiling a knowledge chain of intrinsic unity and mutation, called “generalized variation theory”.

The Probe of Modern Academic Starting Point of the Construction of New Liberal Arts and Its Enlightenment——Take Liang Qichao andChinese Academic History of Recent 300 Yearsas an Example

Abstract: The beginning is the source and the starting point of the development of things, it determines the future development direction of things. At present, the construction of “the New Liberal” in our country aims at creating a new Chinese modernity, which is an essential component of the direction of the world modernity, and the academic education of Chinese modernity is the key element that influences the developmental direction of China’s own educational modernity. From the background of the late Ming and early Qing dynasties, we explore the writing of Liang Qichao, who is a typical example of the beginning academic construction activities of modern Chinese education, the purpose of this study is to explore Liao Qichao’s pursuit of writing and teaching Chinese Academic History of Recent 300 Years and its implications for the construction of the “new liberal arts”in China, which includes the following three points. The first point is to form our modern time concept in the face of the West, so as to re-understand the characteristics and spirit of ancient Chinese liberal arts in the collision with modern western scientific and technological civilization. The second is to deepen how to absorb and learn from western modern scientific and technological civilization while supplementing it with Chinese liberal arts. The third is to trace the modern academic starting point of our “new liberal arts” construction, that is, how the modern academic path of education, led by Liang Qichao and others, can be inherited and carried forward at present.
