Mature civilizations fall into different forms. Each distinguishes themselves for their uniqueness of connotations and values. President Xi stated the China has created a new form of human civilization at the ceremony marking the CPC centenary. This people-centred civilization is committed to the common prosperity for all people and a full development of human nature. It is the coordinated development of its elements such as the relationship between man and man, man and society, and man and nature, and the relationship between tradition and modernity. The Chinese people create this new form peacefully because they rely mainly on themselves, and more important, share their development opportunities with the world. This new form of human civilization learns from others, which shows the law of human civilization development-constant exchange and communication among societies.

This paper firstly applies the non-radial weighted Russell directional distance function and Global Luenberger productivity index, then measures and analyzes the two-wheel innovation index of China’s industrial green development from 2008 through 2017, and finally explores the interactive mechanism and conditions of two-wheel innovation driven industrial green development by means of the threshold model. The results show that: (1) the intensity of technological innovation has a significant nonlinear impact on the efficiency of China’s industrial green development, which is constrained by the institutional innovation intensity, and presents a significant double threshold effect; (2) with the gradual optimization of institutional environment, the impact of technological innovation intensity on China’s industrial green development efficiency has gradually changed from inhibition to promotion; (3) temporally, the sustained and efficient institutional innovation is the prerequisite for the full play of technological innovation ; (4) spatially, the institutional progress in the eastern region lags behind its sustained and rapid technological progress, and the two factors in the central region are relatively matched; (5) the two factors develop slowly in the western region: the sluggish institutional progress hinders the positive role of technological progress, showing that technological progress strongly inhibits the promotion of industrial green productivity.

The diversification of export markets is an important way to minimize the external risks and guarantee the stable growth of trade. This paper evaluates the causal effect of human capital accumulation on the export market diversification of China’s manufacturing firms and its underlying mechanism by using “increased enrolment in universities” as a quasi-natural experiment and employing the differences-in-differences method. We have the following results. (1) The accumulation of human capital has significantly promoted the increase in the number of export markets for manufacturing firms, which, on average, can be explained by a 14.97% increase in the number of export destinations from 2000 through 2006. (2) The promotion effect of human capital accumulation on the number of export market of these firms is derived from the improvement of their production efficiency by high-quality labor force, which makes possible for those firms the lower market entry costs, thus achieving an export market expansion through the “cost effect”. Besides, it is derived from the improvement of firms’ R&D by high-quality labor force. The “innovation effect” helps upgrade products to meet consumer preferences and accordingly enhances the competitiveness of these firms in the target market. (3) Human capital accumulation contributes more prominently to the export expansion of private firms and firms in high marketized areas. In addition, human capital accumulation mainly promotes the export expansion of manufacturing firms in developing countries, but has no strong effect in developed countries. Our findings provide strong empirical evidence for manufacturing firms to explore new export markets.

The target responsibility system, an important institution in China’s air pollution control, plays a vital role in combating pollution. This paper studies how to reduce the uncertainties in air pollution control as it is known that the process demands hard effort. Based on the mechanism design of the target responsibility system, it firstly introduces the influence of external factors and then explores the interaction between central government and local governments in air pollution management through evolutionary game. The results show that external factors significantly influence the strategy of local governments. For regions with favorable external factors, moderate incentives can help local governments work out efficient strategies, while for regions without, it is a better choice to make more regulations,offer more incentives and reduce penalties.

Much controversy surrounds the classification of legal facts in the theory of China’s civil law. Based on the constitutive theory of legal norms, it is reasonable to distinguish the acts in legal facts into lawful acts and unlawful acts, and classify the juristic acts into the former. However, classifying juristic acts as lawful acts has defects. To correct them, from the perspective of “civil law’s attitude towards relevant acts”, the dichotomy of “lawful/permissible acts-unlawful/impermissible acts” can be transformed into a series of types such as “act permitted/advocated by civil law”, “act neither advocated nor prohibited by civil law” and “act completely prohibited by civil law”, which is expected to solve the aforementioned problems.

Supervisory accountability together with administrative internal accountability constitutes a “hierarchical” administrative accountability model with Chinese characteristics. However, in practice, this model suffers from institutional deficiency, incoordination and overuse. In this regard, we should establish the rule of law for administrative accountability by accelerating the formulation of the Administrative Accountability Law, distinguishing between external accountability and internal accountability, and mark the boundaries among administrative accountability, administrative discipline and inner-party accountability. In order to develop an independent administrative accountability system, we should speed up the legislation of the administrative accountability by making specific provisions on the objects, subjects, causes of accountability and the model of responsibility.

Usingthe data of China Household Financial Survey (CHFS) in 2015 and 2017, this paper firstly analyzes the the underlying reasons for the differences in the financial literacy of residents of different age brackets and then explores in depth the penetration and extension of the digital divide in financial literacy against the background of information technology changes. The empirical study finds that: (1) there are significant differences among residents of the young generation, middle-aged generation and older generation, and that of the older generation is significantly lower; (2) the level of online participation and the channel of acquiring financial knowledge can partially explain the generational differences in financial literacy levels; (3) using a chain multiple mediation model, it is found that residents with higher levels of online participation are more likely to gain financial information and knowledge online, which partially explains the generational differences in financial literacy levels. This study provides empirical evidence for the influence of the inter-generational digital divide on the financial sector, and is expected to provides a policy reference for the development of financial inclusion in China.

Based on the data of China Household Finance Survey (CHFS) in 2017, this paper examines the effects of family members’ financial work experience and financial literacy on the participation degree of family venture capital investment. The study finds that family members’ financial work experience encourages their family in investment, which works by means of their subjective financial literacy. Both subjective and objective financial literacy can promote the participation, but subjective factor is more significant. In the quantile regression of investment weight, the effect of subjective financial literacy remains stable, but the effect of objective factor is significant only among households with lower investment weight. This reveals the heterogeneous effect of subjective and objective financial literacy on the risky investment of different social strata.

Cinematographic representation distinguishes itself in art in that it is a process where films transform abstract concepts or imagery into spatial forms by means of audiovisual art means. Although the current research has discussed the spatialized representation, it neglects the mechanism for it. This paper argues that the spatialized transliteration in film is based on the spatial cognitive schema of the human brain, which operates on a principle similar to that of cognitive maps. The paper firstly points out the isomorphic relationship between film production process as a whole and the modal mapping mechanism of the brain’s nervous system, and then explains how montage, story line, scene scheduling and other cinematographic devices map the invisible world of the mind in a way that constructs a cognitive map. Finally, in response to the issue of “overlooking perspective ” in film narrative, it argues that this perspective is the logical representation of omniscient cognition through the Christian tradition of Western maps. With the help of expression of experience and emotions in ancient Chinese maps, the paper explains how the inner world can be shown through the overlooking lens.

In the late Qing Dynasty and the early period of the Republic of China, traditional ethical historiography suffered a serious crisis. Marked by Liang Qichao’s historiographical revolution, modern Chinese historiography took a turn in epistemology. The positivism-based “new historiography” held firm belief in some modern Western concepts such as “science” and “evolution”, and was dedicated to expelling morality from the field of history. After World War I, however, historians at home began to re-examine the issue of “historical morality”. Amid the controversy, Liu Yizheng and the Southeast school of thought believed in “the past” and, on the basis of Zhang Xuecheng’s and Liang Qichao’s views of historical morality, stated that history and morality are closely linked. After the 9/18 Incident, the cultural conservatism and cultural nationalism began to merge and then developed the theory of historical pragmatism. The Southeast school reinterpreted the relationship between history and morality and tried to reduce the tendency of “learning for the sake of learning”, which was an important milestone in the modern Chinese academic history.

President Guo Bingwen and his colleagues were credited with helping make National Southeast University a highly prestigious university in the South in the 1920s. They were renowned for their view of school management: a public university funded by the government and private sponsors. This idea, developed in the early Republic of China, contributed to the rise of the University after it was materialized in its founding, governance of the board of trustees, social services, and infrastructure. The enduring legacy of this pioneering effort includes: intangibly, this idea as the first attempt of its kind in modern China has a far-reaching influence in the history of higher education; tangibly, the unique blend of eastern and western influences in the classical buildings on campus prepared physical infrastructure for the present Southeast.

ParadiseintheSeaofSorrow:OurMinamataDiseaseis a masterpiece by Japanese writer Ridoko Ishimou. Minamata disease, one of the four public nuisance diseases in Japan, is the first disease in human history caused by the entrance of environmental pollutants into the food chain. Based on the true story, the book is an account of the disaster that the “strange disease” brought to Minamata and the local residents. More importantly, the writer is concerned with the socially vulnerable groups. By means of “Michikoben”(a writing style invented by herself), she expresses her feminist ideas, creates an ecological identity from a civilian perspective, and heightens the sense of agency of the Minamata Disease patients, thus voicing for the voiceless in this ecological disaster. This book is an important source of reference for our critique of Japan’s discharge of nuclear waste water into the sea.

Reiterating that liberal arts disciplines are important and indispensable, U.S. higher education researchers propose forming consortia and marketization as viable solutions to the liberal arts predicaments.
