Abstract: China′s ecological and environmental supervision system is experiencing a transformation when the old mode is replaced by the new. It is the premise and foundation for a successful reform to choose an appropriate and effective allocation mode of powers and responsibilities. Conflicts and overlaps now exist in the division of powers in this reform, such as government agencies′ over-reliance on local government; a vague division in responsibilities between the central and local governments; lasting empirical problems like "campaign-style governance". The crux of the problems lies in the inherent deficiency of power allocation under the logic of "bureaucracy", which ignores the particularity of the provincial government in the structure, suspends the environmental supervision problem across administrative regions, and gives rise to such irrational law in environmental protection as "one size fits all". Therefore, an adjustment is being made to the ecological and environmental supervision system in order to break the trend of authority homogenization between "central and local" and play the dual functions of "management" and "supervision" of provincial governments. To meet the future needs of ecological and environmental supervision system reform, it is necessary to further optimize the logic of power allocation, and realize a flexible switch between "bureaucratization" and "de-bureaucracy" logic in vertical power allocation. In terms of horizontal allocation of authority, the logic of "functional division" and "functional cohesion" should be coordinated. We also need to give full consideration to the allocation of powers and responsibilities of the main functional areas as special areas of supervision, that is, to realize the joint support of institutional supply and coordination.

Abstract: Although there are structural similarities between the procedure of civil suit collateral to criminal proceedings and that of environmental public interest civil suit collateral to criminal proceedings, the nature and the purpose of the two are different. Therefore, the former′s trial model cannot be completely applied without any adjustments to the latter. The procedure of environmental public interest civil suit collateral to criminal proceedings should not only investigate the criminal responsibility of infringements of environmental public interest, but also implement relief to the damaged environmental public interest, so that the public interest of the infringed environment can be restored. Considering the direct and prioritized characteristics of civil liability, we prefer to apply the "civlian first, criminal second" model for hearing the procedure of environmental public interest civil suit collateral to criminal proceedings, and the "criminal first, civlian second" model as the supplement to the treatment. On this basis, the application conditions and scope of the two models are supposed to be clarified through the change of ideas and the construction of rules. Then the relative independence of the attached environmental civil public interest litigation can be maintained within this framework. We should clarify the thinking of trial, improve the litigation procedure, regulate the mediation activities, distinguish the application of evidence rules and improve the sentencing rules, thus the cases can be handled properly and the environmental public interests can be safeguarded.

Abstract: When the existing order cannot offer a solution, the solution to climate crisis must come from the radical left, and this is precisely why Karl Marx′s idea of ecosocialism is more important than ever. In this context, it is worth revisiting not only the legacy of István Mészáros′s theory of "social metabolism" and that of his successors: who can be categorized as comprising the "metabolic rift school", which includes John Bellamy Foster, Paul Burkett, and Brett Clark, but also Karl Marx′s own theory of metabolism. In order to highlight the contemporary importance of Marx′s theory of metabolism after its long suppression in the twentieth century, this paper aims at classifying the three different levels of Marx′s concept of "metabolic rift", which also entails clarifying three different levels of "metabolic shift" as the theoretical foundation for updating Marx′s theory of post capitalism in the age of global ecological crisis.

Abstract: China′s environmental governance performance has been significantly improved, and the environmental quality has changed from "partial improvement and overall deterioration" to "overall improvement and partial deterioration". The turning change is driven by the holistic potential energy of environmental governance. At present, there are still multiple structural contradictions, including discrepancy between comprehensive governance and imbalance in regional governance, conflict between long-term governance and emergency governance, inconsistency between multi-governing advocacy and imbalance of governance subject, deviation between policy implementation and goal setting. The situation of environmental problems in China is still grim, and there is still a long way to go to achieve the target of "fundamental improvement". Therefore, it is necessary to further improve the performance evaluation and incentive mechanism of environmental policy implementation, continuously optimize the modern environmental governance system, and accelerate the improvement of environmental governance efficiency.

Abstract: With the rapid development of China′s economy, the dynamic balance between human society and the natural environment is broken. The frequency of environmental conflicts is increasing day by day, the social science attributes of environmental research is revalued and reexplored. After analyzing the research directions and development trend of China′s environmental social sciences in the past 10 years, it is found that environmental social science pays more attention to environmental conflicts in the early stage, which can be roughly classified into macro and micro perspectives. The macro perspective mainly focuses on the social background and external structural motivation of the environmental conflicts, the micro perspective mainly focuses on the psychological analysis and risk cognition, culture and gender, emotional effects, social network relationship and other factors of the individuals or groups involved in the outbreak of environmental conflicts. As China began to pay more attention to the environmental issues,the environmental problems have been solved to some extent. The focus of the environmental social science research began to turn to environmental governance. Environmental politics, environmental sociology, environmental law, environmental management and other related disciplines have contributed their wisdom to environmental governance, which promotes the in-depth development of environmental social science.

Abstract: The improvement of rural residential environment is an important foundation for the construction of beautiful countryside. In the process of rural residential environment renovation, some areas are faced with problems such as unclear green development orientation, insufficient breadth and depth of mechanism innovation, lack of systematicness and villagers′ participation. By examining rural residential environment renovation in the practice of beautiful countryside construction in Jiangsu and Zhejiang Province, we found that it is necessary to clarify the green development of rural areas in the process of building beautiful villages. We should guide and deal with the relationship between the systematic planning of characteristic development and differential ecological protection, innovate the renovation methods of rural residential environment, carry out special environmental remediation planning and systematic layout according to the village policies, and adhere to the "people oriented" principle.

Abstract: Based on the panel data of 31 cities in the Yangtze River Delta region, this paper uses the super-efficiency SBM model to calculate the ecological efficiency of the Yangtze River Delta. Dynamic Panel Model and Dynamic Panel Threshold Model are used to explore the relationship between the development of strategic emerging industries and ecological efficiency in the Yangtze River Delta. The study finds that the total factor productivity of strategic emerging industries and the ecological efficiency have a negative linear relationship; the development scale of strategic emerging industries and the ecological efficiency have a non-linear U-shaped relationship. Based on this, it is suggested that the development of strategic emerging industries in the Yangtze River Delta should be supported by the increase of total factor productivity and large-scale agglomeration of strategic emerging industries in cities. In this way, the coordinated development of strategic emerging industries, regional economic growth and ecological environment can be realized.

Abstract: Under the background of carbon emission becoming the focus in China and green credit being vigorously developed in the financial industry, carbon information disclosure has become an important factor in creditors′ credit decision-making. We use balanced panel data to test the impact of carbon information disclosure on debt financing cost and the moderating effect of environmental regulatory pressure by taking Chinese A-share listed firms of high-carbon industries from 2013 to 2018 as the research sample. The results show that there is a significant inverted U-shaped relationship between carbon information disclosure and debt financing cost, and this nonlinear relationship exists significantly in the social responsibility index companies, but not in the non-social responsibility index companies. Environmental regulatory pressure significantly weakens the impact of carbon information disclosure on debt financing cost of social responsibility index companies, but has no significant moderating effect on non-social responsibility index companies.

Abstract: Urban innovation embodies the soft power of urban competitiveness. With the deepening of regional integration in the Yangtze River Delta, the rapid development of the Yangtze River Delta city group, its innovation power has also undergone significant changes. By using factor analysis, this paper analyzes the influencing factors and development level of innovation power of 27 sample cities in the Yangtze River Delta from 2016 to 2019, and studies the composition of important connotation factors of urban innovation power and the differences in the development of the city group. It is found that urban innovation power, innovation strength, environmental support, resource allocation and structural efficiency are thevital factors reflecting urban innovation. This city group has formed an innovative network with Shanghai as the centre, Suzhou, Hangzhou, Nanjing and Hefei as the sub centers, and other cities as the third and fourth tier.
