以与时俱进的精神做好十九大报告的英文翻译（三）

与时俱进，摈弃过时或错误译法

1.干部

原译cadre，受苏联时代英文影响，全部改译为of fi cial。

全民行动、干部带头

encourage extensive public involvement, making our of fi cials taking the lead

2.群众

原译masses，该词含义不够确切，均改为people或public。

团结动员群众

uniting and mobilizing the people

深刻认识党面临的精神懈怠危险、能力不足危险、脱离群众危险、消极腐败危险的尖锐性和严峻性。

We must also fully recognize the intensity and severity of the dangers of a lack of drive, incompetence, disengagement from the people, inaction, and corruption.

党群关系明显改善。

Our engagement with the people has been greatly improved.

但“群众路线”属于历史名词，不予改动。

把党的群众路线贯彻到治国理政全部活动之中

put into practice the Party’s mass line in all aspects of governance（报告译文中只此一处保留mass的译法）

3.基层

过去译为grassroots，属于错译，实际是草根、无政府状态之意，现根据语境译为community level或primary level。

把基层党组织建设成为宣传党的主张、贯彻党的决定、领导基层治理、团结动员群众、推动改革发展的坚强战斗堡垒。

We will work to ensure that primary-level Party organizations play a key role in communicating the Party’s propositions, carrying out the Party’s decisions,overseeing community-level social governance, uniting and mobilizing the people, and promoting reform and development.（“宣传党的主张”译为communicating the Party’s propositions，“宣传”未用 publicize）

加强基层医疗卫生服务体系和全科医生队伍

improve community-level healthcare services, and strengthen the ranks of general practitioners（general practitioner也译“家庭医生”，英文缩写GP，发达国家非常熟悉的概念）

大力发现储备年轻干部，注重在基层一线和困难艰苦的地方培养锻炼年轻干部

We will work harder to identify promising young officials and get them well prepared for future jobs. We will focus on their practical training in local communities, and in work on the frontline.

4.宣传

原译propaganda，其含义极为负面；publicity则是忽悠之意。 此次改为communicate。

宣传党的主张 communicating the Party’s propositions

5.形式主义

“形式主义”原译为formalism，该词指文学艺术、科技等领域中注重形式的一种风格，属中性，无贬义。“反对formalism”的说法不准确。

严厉整治形式主义、官僚主义、享乐主义和奢靡之风

“春恨秋悲皆自惹，花容月貌为谁妍。”自从曹雪芹这位旷古绝今的“护花使者”在《红楼梦》中呕心沥血地为“闺阁昭传”之后，400多年的文学史上，以女性为中心的文学作品层出不穷，而时下就有一部网络小说《甄嬛传》被翻拍成电视剧。这两部作品有一个显而易见的共同点——都是以描写女性人物的悲欢离合、爱恨情仇为中心的小说。作为一个新时代的女性，笔者特别想把两部作品放在一起品评玩味一番，以期厘清自己和整个女性群体的前世与今生、反抗与命定、痴迷与彻悟。

6.个人主义、自由主义

“反对个人主义”多年来译为oppose individualism，但该词英文中性偏褒义。马克思主义也主张人的全面发展。十九大报告也强调以人民为中心的理念。

深入贯彻以人民为中心的发展思想。

Our vision of making development people-centered has been acted on.

“自由主义”多年来译为liberalism，但liberalism为西方普世价值核心理念，而我们语境中自由主义是指不听指挥、不守纪律之意，将“反对自由主义”译成oppose liberalism是风马牛不相及，此次借十九大文件翻译彻底解决了这个误译问题。

We must guard against and oppose self-centered behavior, decentralism,behavior in disregard of the rules, a silo mentality, unprincipled nice-guyism, and sectarianism, factionalism, and patronage.

7.人民当家作主

“人民当家作主”以前译为“The people are the masters of their own house.”。此语境中masters不太好。此次译为the people running the country。另一较好的译法是：The people are masters of their own country/destiny. □
