Building a Peaceful,Stable and Cooperative Asia

Although showing great potential and vigour for development,Asia still faces both old and new security issues,including increases in non-traditional security threats and weak security mechanisms.In order to respond to these challenges,there is a need to develop a new security concept that aims to strengthen the base for development and adhere to principles of equality,mutual trust and cooperation.As an active advocate and practitioner for a new security concept for Asia,China stands ready to work together with regional countries for a regional security environment that is conducive to peace,development and mutually beneficial cooperation in Asia.

The Ukraine Crisis:A Multidimensional Analysis

The Ukraine crisis is a significant event in the Eurasian regional transformation and the evolution of the European security system since the collapse of the Soviet Union.It reflects many domestic contradictions in Ukraine,but also changes in the international strategic pattern and the relations between major powers in the post-financial crisis era.From the perspective of institutional transformation,Ukraine is an important case of the failure of politics leading to social disorders.The upheaval of more than 20 years of social transformation exacerbated the existing historical,religious and cultural divisions in Ukraine,leading to a crisis of national identity accompanying the difficulties in economic development and the democratic political crisis.From a geopolitical perspective, Russia, the United States and the European Union each have their respective objectives in Ukraine.The great game between them risks leading Europe to repeat the mistakes of the Twenty Years’ Crisis after the First World War.However, despite Russia’s powerful means to obtain Crimea,it cannot reverse the current international order.Due to the Western dominance in the current international system,Russia would suffer losses under sanctions from the United States and the European Union.From the perspective of imperial studies,the sequela of the col-lapse of the Soviet Union has not healed,and the security and development of Eurasia still faces many challenges.The key to the success of the integration of Eurasia depends on whether Russia’s developmental model is attractive, for instance, whether it could provide members with public goods such as capital, technology, market and development space.

The WPNS and Its implication for the Asia-Pacific Multilateral Maritime Security Cooperation

The Western Pacific Naval Symposium(WPNS)is the only multilateral maritime security mechanism in the Asia-Pacific region for promoting professional cooperation.After years of development,WPNS has become an important part of regional maritime security architecture by providing a stable channel for countries to clarify strategic intention and enhance mutual trust,leading to naval professional cooperation and the development of maritime action rules,which have increasingly become platforms for navies to display their soft power.Based on an objective assessment on the role of WPNS, China, as a founding member state, should act to further strengthen cooperation within the framework of the WPNS,accelerate the process of gearing to international standards, and ultimately create good conditions for the Chinese Navy’s construction, development and action.

Building a Comprehensive Cooperative Mechanism Between China and Latin America: Opportunities, Challenges and Ideas

With the acceleration of the Latin American integration process and continuing intensification of Chinese-Latin American relations,the basic elements for a comprehensive cooperation mechanism have been put in place.It is on this background that the China-Latin America Forum has been initiated.However,the building of a comprehensive cooperation mechanism faces challenges,and there is a clear need for proper handling of the internal contradictions and external interference factors.The foundation of the China-Latin America Forum mechanism demands innovative thinking to build a new mode of cooperation.
