以色列看好重庆发展潜力
——专访以色列驻华大使安泰毅

“百闻不如一见，到以色列来吧！”这是以色列大使安泰毅先生向重庆市民发出的邀请，一句中国古语从一位年过六旬的以色列人口中说出，的确让记者吃了一惊。受四川外语学院国际关系学院和中以犹太研究所邀请，10月11日，以色列驻华大使安泰毅先生以及驻华大使馆新闻与公关主任柯楷仪一行来到重庆，访问四川外语学院。

在川外的咖啡厅里，安泰毅大使一副和蔼的面容，带着微笑坐下，向本刊记者深情地阐述着他对中国人民的友好感情；侃侃而谈中以经济文化技术交流，与重庆的大学之间的合作。

这已经是安泰毅大使第三次来到重庆，对这座城市自然有一种亲切感。“在过去的三年里，我游览了中国的许多地方，看到了中国的发展，我可能比一些中国人去过的城市还要多”，言谈之间，安泰毅大使不禁流露出一种自豪之情。同时，他也告诉我们，此次来到川外主要是加强以色列与重庆的学校之间的纽带，“中国有许多大学生都对以色列大学有很大的兴趣，我们有很好的高科技技术专业。在重庆，我们看到这些大学的发展可能性，我们很高兴可以将我们的好的，优秀的知识技术传播出去。”

以色列愿意为重庆的经济发展做出贡献

记者：对重庆这座城市的印象是怎样的？

安泰毅：我来自一个小国家，而重庆是一座大城市，我是抱着一种尊敬的心态来这里的。重庆正在发展，工业、通讯、交通等发展越来越快，以色列也有很多很好的资源，我们希望可以在双方之间寻求更多的合作机会。

举个例子，中国的水资源比较贫乏，而以色列在对水的循环利用上有很强的技术优势，如海水脱盐技术等，在我们国家有75%的水都会被再利用。我们将先进的滴灌技术带到了中国的西部，希望帮助这里的农民节约50%的灌溉用水。

在农业方面我们也可以分享一些高新的技术。像种子培育。我们会在植物的根部放上一个感应器，它会搜集这颗种子的相关数据，水和化肥的用量等，它会将精确的数据通过电脑传递给人们，这样也会保证水的合理用量。虽然以色列人口只有重庆的1/4，国土的一半是沙漠，没有什么自然资源，但以色列人与中国人民一样拥有取得成功的决心和勇气，现在我们都是世界上最发达的经济体之一。如今重庆的农村城市化进程正在加快，这对重庆的农业来说是一个大的挑战，城市建设及交通方面都会产生压力。以色列在各个方面具备综合的优势，我们愿意为重庆的经济发展作出贡献。

教育合作 学生是最好的沟通平台

记者：此次受邀来到四川外语学院，川外是一所办校历史悠久的大学，这次参观这所校园有什么感觉？你认为一所以传授语言为主的外语学院对两个国家，两种文化的交流有什么意义？

安泰毅：这是我第一次来川外，非常激动。你知道吗，四川外语学院的简称“SISU”在希伯来语里的意思是“高兴”的意思，来到这个名为‘高兴’的地方，我也非常非常开心。我来中国已经有3年时间，每到一个地方，都喜欢和同学们对话，因为我认为学生是这个国家的未来，我希望通过学生这个平台让中国学生更多的了解以色列，彼此交流学习，重庆是一个重要的城市，我们希望双方之间有更多的学校进行交流。

作为一个语言性的学校，交流是最重要的。前不久我们在以色列观看了一场非常漂亮的中国国庆表演，展示了非常古老的近2000多年前的中国文化，让我们印象深刻。我们也在北京播出了一系列的关于以色列的节目、展览等，这都让我们更加了解彼此的文化。

四川外语学院是一所学习外语的大学，相对于其他人群而言，学生更容易接受异国语言，接受异国的文化，这也是增进双方交流和了解的最好方式。

记者：如今去以色列的中国留学生和在中国留学的以色列学生的情况是怎样的？

安泰毅：中国人到以色列留学的并不多，主要原因是语言障碍，以色列许多大学使用希伯来语，但以色列正在试图改变。

在以色列，连小学都开设了中文课。10年前就有一些以色列学校在教授中文课。现在，越来越多的学校都设有中文课程。在大学里，学生们对中文课有很强的需求，希望开设中文课程。他们希望更多地了解中国，他们知道中国正在成为全世界最重要的国家之一。他们希望了解更多的中国文化和当代中国的现代化生活。所以，在以色列学校里，中文课非常受欢迎。以色列最好的巴依兰大学刚开设了中文系，准备和四川外语学院互派老师和留学生。

来中国学习的以色列留学生增长速度非常快。他们来到中国的大学里学习中文，了解中国，在以色列有很多很好的中文教师和教授。这些留学生来中国大多是为了学习中文，同时更深的了解中国。

以色列很舍得为留学生花大价钱，去年我们在北京的学校选了8名留学生，其中4名有全额奖学金，学费和生活费全免，另4名则免交学费。今年我们计划增加留学生的数量。中国学生过去后，可以学习比较先进的医学等专业。我们希望更多的以色列学生来中国学习，光是在以色列学习中文是不够的，他们还需要去亲身经历这个国家的一切，而我们也希望更多的中国的学生到以色列去体验那里的生活。

看好重庆 共创良好的投资环境

记者：是否考虑与重庆的大学有更多的教育合作，将更多的重庆留学生带到以色列？

安泰毅：当然，我们接受重庆的大学的想法，同时会将这个信息向以色列的大学传递并推荐，加强双方学校之间的联系，因为我们看到这其中的重要性。我们与川外已经有了联接，也会向他们强烈推荐与像川外这样优秀的院校合作的。

记者：中国与以色列的交往历史悠久，但与重庆的交往还不多，大使未来将如何加强双方之间的合作交流？

安泰毅：以色列是一个能力很强的国家，来到中国，和中国进行相关合作交流，我们也会先确定自己的优先权。我们在很早以前就很看好重庆，它的发展潜力是无穷的，这也要看重庆方面的意愿。我们设定了目标，但是离实现这一目标还需要花很多时间去施行。

记者：目前，已经有国际化的IT企业进驻重庆，市长黄奇帆也表示到2015年高科技产业将成为重庆的支柱产业，产能达万亿。以色列是一个以科技立国的国家，高科技产业发展非常成熟，大使是否会考虑将以色列的高科技企业介绍到重庆？

安泰毅：以色列目前和中国合作较紧密的项目主要有农业和建筑业，另外还有水利工程和IT行业等等。我印象最深的还是中国的建筑。目前，以色列的许多大项目都是由中国人在做，其中有不少商机。以色列是一个很小但是很有名的国家，我们也有很强的投资能力，很多以色列公司都希望在重庆找到好的投资入口，当然这也要取决于重庆方面的看法，我们对这座城市的发展建设有很多的建议，愿意与重庆一起创造一个友好及良好的投资环境。

We hope tha t m o re studen ts com e to China to stud y, lea rning Chinese in Israe l is no t enough, they a lso need to expe rience in the coun try, and we a lso hope tha t m o re Chinese studen ts to expe rience the life in Israe l.
