航运安全一直是人们非常关注的问题，而船舶安全是航运安全中最为重要的组成部分之一。航运安全除了受人为、船舶、环境等传统因素影响外，近年又新增威胁。各种“不安”因素一次次触碰着航运业安全管理人士的神经，航运安全形势不容乐观。面对“威胁”，国内外一系列举措、办法纷纷出台。
