中译英策略与方法（三十）

一词多义在任何语言中都是一个现象，但就两种语言进行比较的话，词汇做到各个层面完全对应是很少的，通常是一个层面对应，而其他层面不一定一致。词汇翻译出现问题，主要的原因是对各个层面的意思没有充分的理解，简单地采用表层对应的方式处理，造成意思的偏移或者是表述的僵硬。中文是母语的译者，尤其要重视对母语的理解。实际上，对中文的理解，只要养成习惯，多思考一下，多查查字典，应该不难解决。比较有挑战的还是英文译文的确定，需要考虑用词的适当性，包括词汇的准确性、在目标语中使用的频率、是否常用、语级和语域如何掌握等等。这一期我们继续对一些常用词汇的翻译进行探讨。

1. 政策

“政策”是中文语境下使用频率相当高的一个名词，一般都翻译为policy。 这两个词对应程度还是很高的，将“政策”翻译为policy一般没有什么问题，但是这两个词在各自的语言中使用的范围并不完全一致。如果看看中文对“政策”的定义，好像与英文policy的用法有一个非常明显的区别。《现代汉语词典》（第7版）对“政策”的定义是：“国家或政党为实现一定历史时期的路线而制定的行动准则”，也就是说，政策的制订是国家或者政党的行为，有一个明确的范围限定。字典虽然有这样的定义，但“政策”一词在具体的使用中可能还是超出了词典定义的范围，例如我们经常可以看到“公司的人事政策” “产品退货政策”这样的说法。这种用法显然是不符合中文词典定义的，但却与英文的policy十分对应，例如HR policy、return policy、insurance policy等等，都是英文中常用的表达方法。这也是policy与“政策”不一样的地方。英文的policy可以表示“具体的规定”，而制订者可以是任何机构，不限于政府或者政党。因此在这些语境下，policy翻译为“规章制度或规定”好像更为合适，例如“公司人事制度” “退货规定”等。但英译中直接将policy翻译为“政策”的情况还是很常见的。下面看看“政策”一词在不同的语境下的翻译。

1978年开始实行的改革开放政策，给中国带来了翻天覆地的变化。

The reform and opening-up policy that started in 1978 has brought tremendous changes to China.

有人提出，通过货币贬值来促进出口的尝试是以邻为壑的政策。

Some argue that resorting to currency depreciation as a means to stimulate export is a beggar-thy-neighbor policy.

实施全面两孩政策是实现人口长期均衡发展的重大举措。

The policy that allows all couples to have two children is a key step towards balanced population growth in the long run.

市政府出台了一系列促进投资和创新的政策措施。

The municipal government has put in place a number of policy measures to encourage investment and innovation.

这几个例句中，对“政策”都采取对应的方法翻译为policy，语义一致，用法也是适当的。最后一句的“政策措施”是一个非常常见的短语，翻译为policy measures没有问题，但如果简单地译为policies，也是完全可以的。policy可以表示具体的规定、措施，因此这样翻译，也能表达出“措施”的意思，在意义上并没有缺斤短两。再看看下面几句：

什么事情都要按照政策办事，不能以权谋私。

It is important to follow the rules and regulations in all our actions， and never abuse power for personal gain.

有效的价格监督工作要讲政策、讲方法、讲效率。

To maintain effective price oversight， it is essential to follow proper rules， develop sound plans， and act promptly when needed.

我们的募捐政策执行效果不佳，主要原因是募捐意识不强，“守株待兔”思想严重。

We haven’t made much headway with our fundraising efforts， mainly because we didn’t really understand the concept of fundraising and tend to wait for donations to come in without taking proactive actions.

学校提出精简系科的政策将对学校未来的发展产生重大影响。

The school’s decision to reduce the number of departments and programs may have significant implications on its future development.

这几个例句中，“政策”的翻译采用了比较灵活的方法，也算是根据不同的语境尝试不同的译法。

反过来，再来看英文policy的用法：

Per school policy， students are allowed to use dictionaries during the final exams.

学校有规定，学生期末考试可以使用字典。

According to the company’s latest policy， male employees are eligible for paternity leave.

按照公司最新的规定，男性职工可享受产假。

The company has in place specific policies on working hours and annual holidays.

对于工作时间以及每年的节假日，公司都有具体规定。

The store has a generous return policy that allows customers to return most items within 30 days of purchase.

这家店的退货规定很宽松，大多数商品在购买后30天内都可退货。

The new teacher was having trouble making her students adhere to her strict homework policy.

新老师对作业要求比较严格，要让学生接受还是很不容易的。

He wisely followed his father’s policy with regard to his after-school activities.

他父亲对他的课外活动提出了一些要求，他很聪明，都一一照办。

从这几个例句中可以看出英文policy使用的范围是超过中文的“政策”的，可以指“规定”“规章”，甚至“要求”，而且这方面的使用频率也比较高。

2. 措施

“措施”是一个常用名词，汉英翻译中最常使用的对应词是measure，但实际上在不同的语境下，“措施”的翻译是相当灵活的。

市中心区域实行交通管制措施，缓解交通拥堵，改善市民出行体验。

Traffic control measures are being implemented in the downtown area to alleviate traffic congestion and improve the commuting experience for citizens.

学校采取严厉的措施打击作弊行为。

The school is taking tough actions to crack down on exam cheating.

世界各国政府正采取措施减少温室气体排放，以应对气候变化。

In order to combat climate change， governments around the world are taking steps to reduce greenhouse gas emissions.

他们为这本书采取了各种宣传措施，包括广告投放、签名售书等等。

They are pulling out all the stops to promote this book， including advertising and book signing.

为了提高港口的安全性，港口安全部门采取了安全检查措施，加强对进出港船只和人员的检查。

To enhance port security， port authorities have implemented tougher inspections on vessels and personnel entering and exiting the port.

政府推出减税降费措施，为中小企业减轻负担，促进经济发展。

The government has introduced tax cuts and fee reductions to alleviate burdens on small and medium-sized enterprises， in an effort to promote economic development.

这几个例句显示，除了measure之外，steps、actions、move等其他单词都可以表示“措施”的意思。另外，有些短语如“安全检查措施” “减税降费措施”等，“措施”前面的修饰语与“措施”形成同位关系，如“安全检查”本身是一个措施，“减税降费”本身也是一个措施，这种情况下也可以直接叙述动作，不一定必须将“措施”翻译出来。

3. 举措

“举措”经常被翻译为initiative，似乎成为一个惯例。但是查查《现代汉语词典》（第7版）的解释，“举措”的意思是“举动；措施”。也就是说，“举措”在很多情况下的意思就是“措施”。当然，使用“举措”而不是“措施”，有时是为了表示积极主动的意思，但也有时候两者含义等同。根据这个释义，“举措”可以翻译为initiative，当然也可以采用其他的方法处理。看看下面几个例句：

国际市场开创新局面要有新的思路，新的举措。

Breaking new ground in the international market would need fresh ideas and new initiatives.

推出改革举措，促进民营经济发展。

Reforms have been introduced to boost the growth of the private economy.

气候变化是个全球性问题，需要全球性的举措。

Climate change is a global issue that needs a global response.

近十年来，节能、减排和适应气候变化等各方面举措成绩斐然。

Successful actions have been implemented over the last decade in areas of energy conservation， emissions reduction and climate change adaptation.

市场一致认为央行的下一步举措将是降低利率。

Market consensus is that the central bank’s next move is to cut the interest rate.

他在这次紧急公关事件的处理中举措失当，被公司解雇了。

He was fired by the company for mishandling the PR crisis.

“改革举措”翻译为reform initiatives或者reforms都应该是可以的。但是央行降低利率的“举措”如果翻译为initiative，似乎就不太合适，因为利率是央行经常使用的一个工具，提利率或降利率是其正常工作的一部分，并非是一个initiative。

4. 方法

“方法”也是一个常用名词，经常看到的对应词是method。与前面几个词一样，“方法”的翻译也是比较灵活的。

凡事都要有个方法，不然会一事无成，也会变得很痛苦。

There is a method to everything. Without one， you will struggle to get things done and often end up frustrated.

这种制造方法是经过多次试验形成的。

This manufacturing process was developed through numerous trials.

职场实习是一个有效的理论与实践相结合的学习方法。

Internships are an effective way to apply theoretical knowledge in practical settings.

农村工作有其特殊性， 虽然也要讲原则， 但很多事的处理方法不能完全循规蹈矩按照常理出牌。

Working in rural areas is different. While principles still matter， many situations cannot be handled in a strictly regimented or conventional manner.

我们要很快学习和掌握新时代经济工作的科学方法。

We must quickly learn and develop informed approaches in economic affairs in the new era.

为了治疗她的病，医生使用了各种方法。

The doctors exhausted all available treatments in their attempt to cure her illness.

这个问题很复杂，我们需要找一个有效的方法。

We need to come up with an effective plan for this very complicated issue.

最后一句中的“方法”翻译为plan，与原文似乎相去甚远，但是根据Cambridge 英语词典的释义，“（a plan is） a method for doing or achieving something”，还是能表达原文的意思的。

词汇的高度对应性通常反映在语义范围比较狭窄的词汇上，例如专有名词，专业术语等。例如International Monetary Fund、World Health Organization、International Telecommunications Union这样的专有名词，无论是中文还是英文，只有一个意思，两种语言中内涵也是一致的。但是两种语言中又有大量的常用名词或者动词，语义比较宽泛，用法比较灵活。在翻译时，至少要做到心中有数，既知道词汇的表层意思，也了解词汇各个层面的意思，能够判断词汇在不同语境下确切的含义。避免表层意义的定式和对应翻译，不仅是为了更准确地表述，很多情况下也是增加词汇表述的灵活性和语言的多样性。
