“在济南，只要有志向就有机会，只要有本事就有舞台。”在2023届济南大学生毕业典礼上，中共山东省委常委、济南市委书记刘强对青年人才说的话掷地有声。

天下英才，聚而用之。当下的济南，确实有广阔的发展舞台。数字经济、生命健康、智能制造……布局未来产业的济南，再一次抛出橄榄枝，向全球人才提供机会、展示诚意。

重点项目驱动，成就人才未来

重点项目是推动高质量发展的“强引擎”。城市综合实力不断攀升，为人才提供了更广阔的平台和更美好的前景。

从“项目突破年”到“项目深化年”，济南无论是在基础设施建设上还是在产业发展上，都取得了令人瞩目的成就。例如，济南国际机场的改扩建项目提升了济南与世界的连接，为人才的往来提供了更多可能性；在产业方面，电子信息、智能制造、空天信息、生物医药等一批高端产业项目加快集聚；工业互联网和人工智能发展水平均居全国第八位；大数据与新一代信息技术产业在济南具备优先发展优势，到2025年，济南将打造先进制造业和数字经济两个万亿级产业高地，助力工业营业收入突破万亿元。

2023年，济南凭借高能级平台和创新载体的不断发展，着力构建“1+3+N”的科技创新平台，即：一个中科院济南科创城；国家、省、市三级实验室体系；众多新型研发机构、技术创新中心、院士专家工作站等创新载体。作为重点打造的中科院济南科创城集聚了全国“最强大脑”，先后引进13家“中科系”科研院所，孵化或引进注册企业超过100家，把周边创新集聚区的科创资源“聚链成群”，助力科创资源精准匹配、精准对接、精准落地，加速打通科技成果产业化通道。国家、省、市三级实验室体系重点聚焦国家重大科研任务，进一步整合创新资源，增强人才承载能力。济南前瞻布局一批有潜力的新型研发机构，备案省级新型研发机构总数达到75家，位居山东省首位。

在济南，平台机会越来越多。华为、百度等知名企业在济南设立总部，比亚迪全面布局产业链，一批全国头部企业齐聚济南；中国重汽、二机床、浪潮、齐鲁制药、华熙生物等在各自领域内具有世界级竞争力的企业，将为人才发展提供更多新的机遇与无限发展空间。

建强引才链条，汇聚海外智力

海外人才作为建设高水平人才高地的重要支柱，是济南实施人才强市战略的关键一环。为夯实创业基石，济南不断优化创新环境，积极打造以侨梦苑和欧美同学会海归小镇（济南·人工智能）为核心的海外人才聚集平台。

侨梦苑作为国务院侨办与地方政府合作的典范，已成为侨商产业和华侨华人创新创业的集聚地。截至2023年底，济南侨梦苑成功吸引900多位海内外高层次人才，推动创立160余家高新技术企业，并促成总投资额高达435亿元的240余个重大项目签约落地。

同时，海归小镇作为吸引海归人才创新创业的重要平台，对地方经济社会发展起到了积极的推动作用。特别是欧美同学会海归小镇（济南·人工智能），致力于构建集先进计算、核心研发、场景应用、人才培养、生态服务及国际交流于一体的创新高地，旨在成为海归人才、新兴产业、核心技术研发及产城融合的示范标杆。

基于此，高层次人才争相聚集、大中小企业融通发展、生态环境绿色宜居的海外人才创新创业生态圈正加速形成，助力济南市加快培育和发展新质生产力注入强劲动力，成为推动城市高质量发展的新引擎。

市校融合发展，推动双向赋能

高校作为科技、人才、创新的交汇点，在推动产业创新中发挥着举足轻重的作用。济南，拥有52所驻济高校和近80万在校师生，其高校资源丰富，位列全国主要城市第14位。济南深知高校对省会高质量发展的重要性，因此，依托人才政策“双30条”构建了一套全方位、系统化的市校融合发展政策体系。

城市与高校的最佳关系是相互支撑、共同成长。济南通过实施市校融合发展战略工程，在与驻济高校的双向赋能和互动中，探索出一条符合城市发展定位、契合城市发展方向的校地融合之路。近3年来，济南市累计支持市校融合项目220个，校企共建实训基地1161个，并有多个产教融合项目入选教育部典型案例，多家企业被评为省级产教融合型企业，形成校地企融合、产学研互促的良好循環。

不仅如此，自去年以来，济南在推进市校融合方面连续打出“组合拳”。制定《济南市科技副总选聘管理办法》《济南市产业教授（导师）选聘管理办法》，促进校地人才双向交流。出台《济南市支持新时代校友经济发展措施20条》，深度聚合校友资源，打造“高校+校友+资金+产业+城市”共赢发展新模式。聚焦全市“项目深化年”，制定《济南市“项目深化年”人才要素保障十条措施》，提出将加大对知名高校、科研院所的支持力度，鼓励学术界与产业界紧密结合，促进科技创新与产业发展的融合。

校地融合发展的这场双向奔赴，济南诚意满满，写好城与校的大文章，济南人才集聚效应将加速显现。

不拘一格纳才，凝聚发展合力

随着《济南市新就业形态高层次人才认定办法（试行）》《济南市哲学社会科学、文化艺术和体育高层次人才认定办法（试行）》的出台，在济南，“人人皆可成才、人人皆可出彩”不再是一句空话。

“三百六十行，行行出状元。”快递小哥、社区工作者、网络作家、电商主播、非遗传承人……不分行业、不唯学历，只基于实际能力与贡献的人才评价标准，让越来越多的各行业各领域优秀人才脱颖而出，获得更多社会认可。济南用不拘一格“评”人才、打破常规“用”人才的开放理念、实际行动，彰显了识才爱才容才敬才的满满诚意，展现了万千人才和一座城市之间的彼此成就。

In the context of the "Year of Project Breakthrough" and the "Year of Project Deepening，" Jinan has made noteworthy progress in both infrastructure construction and industrial development. In 2023， Jinan concentrated on establishing a "1+3+N" science and technology innovation platform through the continuous development of high-capacity platforms and innovation carriers.

Jinan is witnessing a surge in opportunities and platforms. Huawei， Baidu， and other renowned enterprises have established their headquarters in Jinan. BYD has implemented a comprehensive industrial chain layout， and a multitude of national head enterprises have congregated in Jinan. Enterprises with world-class competitiveness in their respective fields， such as SINOTRUK， Jier Machine Tool Group， Inspur， Qilu Pharmaceutical， and Bloomage Biotech， will provide more new opportunities and unlimited development space for talent.

Cultivating a robust talent pool， gathering overseas intelligence

In order to reinforce the foundation of entrepreneurship， Jinan has been striving to enhance the innovation environment and has been actively developing platforms for overseas talents， such as the Overseas Chinese Investment Industrial Zone and Overseas Returnee Town.

The Overseas Chinese Investment Industrial Zone， as a model of cooperation between the Overseas Chinese Affairs Office of the State Council and local governments， has become a focal point for overseas Chinese business and innovation. The Overseas Returnee Town is dedicated to the establishment of an innovation hub， which will integrate advanced computing， core research and development， scenario application， talent cultivation， ecological services and international exchanges.

Universities occupy a pivotal position in the intersection of science and technology， talent and innovation， and play a crucial role in the promotion of industrial innovation. Jinan is keenly aware of the vital role that colleges and universities play in the citys high-quality development. In light of this， the city has put in place an all-round and systematic policy system for the integration and development of the citys colleges and universities in accordance with the "Double 30 Articles" of Talent Policy.

The implementation of the city-school integration development strategy has facilitated the establishment of a collaborative relationship between Jinan and the colleges and universities within its territory， in alignment with the citys strategic development objectives.

The talent evaluation standard， which is based solely on the actual ability and contribution of personnel， regardless of industrial or academic qualifications， has facilitated the identification and recognition of a greater number of outstanding talents in various fields. Jinan adopts a very unconventional approach to talent evaluation and resource allocation. This approach is designed to recognize， respect and care for talents， and to encourage each other to succeed.
