重点项目是推动高质量发展的“强引擎”。城市综合实力不断攀升,为人才提供了更广阔的平台和更美好的前景。
从“项目突破年”到“项目深化年”,济南无论是在基础设施建设上还是在产业发展上,都取得了令人瞩目的成就。例如,济南国际机场的改扩建项目提升了济南与世界的连接,为人才的往来提供了更多可能性;在产业方面,电子信息、智能制造、空天信息、生物医药等一批高端产业项目加快集聚;工业互联网和人工智能发展水平均居全国第八位;大数据与新一代信息技术产业在济南具备优先发展优势,到2025年,济南将打造先进制造业和数字经济两个万亿级产业高地,助力工业营业收入突破万亿元。
2023年,济南凭借高能级平台和创新载体的不断发展,着力构建“1+3+N”的科技创新平台,即:一个中科院济南科创城;国家、省、市三级实验室体系;众多新型研发机构、技术创新中心、院士专家工作站等创新载体。作为重点打造的中科院济南科创城集聚了全国“最强大脑”,先后引进13家“中科系”科研院所,孵化或引进注册企业超过100家,把周边创新集聚区的科创资源“聚链成群”,助力科创资源精准匹配、精准对接、精准落地,加速打通科技成果产业化通道。国家、省、市三级实验室体系重点聚焦国家重大科研任务,进一步整合创新资源,增强人才承载能力。济南前瞻布局一批有潜力的新型研发机构,备案省级新型研发机构总数达到75家,位居山东省首位。
在济南,平台机会越来越多。华为、百度等知名企业在济南设立总部,比亚迪全面布局产业链,一批全国头部企业齐聚济南;中国重汽、二机床、浪潮、齐鲁制药、华熙生物等在各自领域内具有世界级竞争力的企业,将为人才发展提供更多新的机遇与无限发展空间。
海外人才作为建设高水平人才高地的重要支柱,是济南实施人才强市战略的关键一环。为夯实创业基石,济南不断优化创新环境,积极打造以侨梦苑和欧美同学会海归小镇(济南·人工智能)为核心的海外人才聚集平台。
侨梦苑作为国务院侨办与地方政府合作的典范,已成为侨商产业和华侨华人创新创业的集聚地。截至2023年底,济南侨梦苑成功吸引900多位海内外高层次人才,推动创立160余家高新技术企业,并促成总投资额高达435亿元的240余个重大项目签约落地。
同时,海归小镇作为吸引海归人才创新创业的重要平台,对地方经济社会发展起到了积极的推动作用。特别是欧美同学会海归小镇(济南·人工智能),致力于构建集先进计算、核心研发、场景应用、人才培养、生态服务及国际交流于一体的创新高地,旨在成为海归人才、新兴产业、核心技术研发及产城融合的示范标杆。
基于此,高层次人才争相聚集、大中小企业融通发展、生态环境绿色宜居的海外人才创新创业生态圈正加速形成,助力济南市加快培育和发展新质生产力注入强劲动力,成为推动城市高质量发展的新引擎。
高校作为科技、人才、创新的交汇点,在推动产业创新中发挥着举足轻重的作用。济南,拥有52所驻济高校和近80万在校师生,其高校资源丰富,位列全国主要城市第14位。济南深知高校对省会高质量发展的重要性,因此,依托人才政策“双30条”构建了一套全方位、系统化的市校融合发展政策体系。
城市与高校的最佳关系是相互支撑、共同成长。济南通过实施市校融合发展战略工程,在与驻济高校的双向赋能和互动中,探索出一条符合城市发展定位、契合城市发展方向的校地融合之路。近3年来,济南市累计支持市校融合项目220个,校企共建实训基地1161个,并有多个产教融合项目入选教育部典型案例,多家企业被评为省级产教融合型企业,形成校地企融合、产学研互促的良好循環。
不仅如此,自去年以来,济南在推进市校融合方面连续打出“组合拳”。制定《济南市科技副总选聘管理办法》《济南市产业教授(导师)选聘管理办法》,促进校地人才双向交流。出台《济南市支持新时代校友经济发展措施20条》,深度聚合校友资源,打造“高校+校友+资金+产业+城市”共赢发展新模式。聚焦全市“项目深化年”,制定《济南市“项目深化年”人才要素保障十条措施》,提出将加大对知名高校、科研院所的支持力度,鼓励学术界与产业界紧密结合,促进科技创新与产业发展的融合。
校地融合发展的这场双向奔赴,济南诚意满满,写好城与校的大文章,济南人才集聚效应将加速显现。
随着《济南市新就业形态高层次人才认定办法(试行)》《济南市哲学社会科学、文化艺术和体育高层次人才认定办法(试行)》的出台,在济南,“人人皆可成才、人人皆可出彩”不再是一句空话。

Cultivating a robust talent pool, gathering overseas intelligence
