擦亮“海右人才节”，再现“济南名士多”！办一次节 聚一批才 兴一座城

（一）位于泰山与黄河之间的泉城大地，最近写下了人才史上一段难忘记忆。

2023年6月12日至30日，济南以“天下泉城聚天下英才——梦响海右赢在济南”为主题，举办首届“海右人才节”，组织206场活动，以整座城市的名义和专属节日的方式，向人才致以最高礼遇，展示了“天下泉城聚天下英才”的雄心壮志。

这次人才盛会，成为全国瞩目的大事件。其间，相关话题全网传播量超过3亿次，被人民日报、新华社、光明日报等中央和省、市级媒体广泛报道，各类新媒体刊发评论230余篇，海外平台推文300余篇。

“济南市将以最大诚意、尽最大努力，为各类人才来济发展创造最好条件、提供最大便利、营造最优环境。”中共山东省委常委、济南市委书记刘强郑重表态。短短一句话，城市主政者用了“五个最”，字里行间诚意满满。

“办一次节、聚一批才、兴一座城”。热情的六月，济南让杜甫1200多年前“济南名士多”的感叹变成当下的真实写照。首届“海右人才节”所创造的一切，将成为天下英才、成为千年古城的一笔宝贵财富。

（二）首届“海右人才节”是近年来济南市举办的规模最大、层次最高、辐射最广的人才盛会。

这是一届用人才出彩赢得城市精彩的盛会，众多“首次”“首办”将城市对人才的渴求提升到新的高度——

首次举办由41名院士集中参加的高规格座谈会，参会院士全部受聘首批“海右伯乐”；

首次发布《济南人才发展蓝皮书》；

首次推出简明易懂、便于携带、易于传播的《济南市人才政策“双30条”微词典》；

首次举办线上线下中国（济南）新动能创新创业大赛落地项目成果展；

首次推出面向全国大学生的“吃、住、行、游、娱”系列优惠政策；

首次启动全国第一个以人才为主题的电视连续剧《人才公寓》摄制工作，讲述新时代泉城青年创新创业的故事，以点带面展现济南市人才政策的力度和决心；

首次推出以人才为主题的原创主题曲《梦响海右》及宣传片、吉祥物、文化衫、伴手礼等系列文创产品；

首次举办以青年人才为主的濟南大学生马拉松赛事；

首次举办致敬人才的大型文艺汇演；

首次举办“点亮一座城、向人才致敬”主题灯光秀。

“我们将以更加开放的格局、更加包容的胸怀、更加贴心的服务，诚邀各类人才选择济南、共创未来。”中共济南市委副书记、市长于海田在开幕式上表示。

这是一届创新引才留才机制，实现产业留人、事业留人、环境留人、感情留人的盛会，人才和城市相融共生——

打响“院士牌”，集聚新资源。注重院士等顶尖人才头雁效应，以最大诚意邀请41名院士参会，并聘为首批“海右伯乐”。

打好“产业牌”，奏响奋进曲。聚焦济南四大主导产业，组织开展产业人才供需对接会、产业论坛、园区调研等35场专题活动，为进一步深化合作奠定了坚实基础。

善打“感情牌”，吸引“凤还巢”。充分发挥乡情、亲情、校友情等资源的优势，邀请各类人才回济，让大家充分感受家乡变化，回乡发展奉献。

巧打“海外牌”，引才走出去。充分发挥台港澳办、科协、侨联等单位密切联系海外人才资源的优势，持续拓宽海外引才渠道。

升级“政策牌”，激活一座城。利用各种节会活动、新媒体及公交、地铁、出租车、旅游景点等重点场所做好政策推介，确保人才政策应知尽知、应享尽享。

这也是一届城市方方面面共同参与的集体行动，城市凝聚力得以彰显——

“为了人才这件事，济南全城在行动。”诚如自媒体大V所言，“海右人才节”不仅是人才部门的事，更是全市的大事。济南“举全市之力，汇全城之智”，形成强大合力。主动上门加强对接驻济高校院所平台，邀请他们深度参与100余场活动，让“人才的节日”变成“城市的节日”。同时，坚持省会大人才观，全面梳理、系统整合各人才品牌，推出以“海右人才”为引领的全市人才工作品牌，在原创主题曲、宣传片、节日logo、吉祥物、伴手礼等方面统一包装策划，提升品牌标识度。

此次“海右人才节”，是济南争创济青国家级吸引和集聚人才平台、加快打造黄河流域人才集聚高地的一项创新举措，是在全省“2+N”人才雁阵格局中当好引领示范的一次具体实践，是推进“强新优富美高”新时代社会主义现代化强省会建设的一次积极探索。

“济南人才服务工作始终有一股敢于‘吃螃蟹、敢啃‘硬骨头的硬朗劲儿，敢于从传统思维定式、条条框框限制、狭隘地域局限中跳出来，做了很多人想都不敢想的探索创新。正是这种超前思维和勇于创新的精神，让不同历史时期的济南人才工作始终有‘佳作。”有人这样评价济南人才工作，“海右人才节”无疑是其中最具代表性的“佳作”。

（三）“首届‘海右人才节内容丰富、形式新颖、气氛热烈，在全国一举打响了‘海右人才的名气。”中国青年报记者邢婷如此评价。

人才节并非济南首创，“海右人才节”为何能熠熠生辉？

“1200多年前，33岁的杜甫挥笔写下‘海右此亭古，济南名士多的千古佳句。1200年后的今天，我们以海右之名为人才喝彩、为梦想加油！”中共济南市委常委、组织部部长，市委人才办主任陈阳的这句话，让人们看到这座“名士之城”的人才观。

济南“懂人才”，将敬才爱才做到极致，持续擦亮“天下泉城，人来无忧”全生命周期人才服务品牌。人才节前后，济南聚焦青年人才“身边琐事”和“人生大事”，面向全国大学生率先推出免费乘坐公交地铁、免费游园、免费观演、青年人才交友会等系列优厚政策。目前，全国在校大学生累计申领免费公交卡67万张、免费乘坐地铁超过255万人次、免费观演6000余人次，让广大青年人才充分感受到“泉城礼遇”。济南让人才“读懂城市”，在沉浸式体验中“选择济南”。人才节精心策划一批沉浸式体验活动和高品质服务项目，让人才来到济南，进园区、进企业，真正了解济南机遇，感受济南前景。比如，济阳区开展“百名博士家乡行”活动，成立博士联盟，与就职全球92所高校院所的150名济阳籍高层次人才、170名博士人才建立了广泛联系。

这次盛会，让“海右人才”成为济南的又一城市名片，它与“名士之城”的历史荣耀交相辉映，成为招引人才的重要砝码、彰显城市包容与温度的重要平台、增强城市美誉度与吸引力的重要倚仗。美国医学与生物工程院院士文学军参加了人才节多项活动，他表示，深刻感受到了济南的热情和美好，希望未来与济南合作共赢，研发出更多科技成果。俄罗斯自然科学院外籍院士欧阳晨曦讲道：“‘海右人才节对人才的重视和欣赏程度让我们感到非常‘震惊，也经常去全国各地的人才招聘会或人才引进会，感觉都没有济南这么盛大，济南活动安排得非常周全，有宾至如归的感觉。”

这次盛会，让敬才爱才的理念成为城市共识，让人们看到了济南与人才共舞的摇曳多姿，向世界传递出“天下泉城聚天下英才”的博大襟怀。很多市民代表对全市浓厚的节日氛围感触颇深，他们认为，济南对人才的重视和支持力度前所未有，让人看到了这座城市的希望和未来。

这次盛会，让“奔赴济南”的想法更加坚定，41名院士成为济南首批“海右伯乐”，当好济南的“引才大使”“引才顾问”，达成院士专家工作站、人才联合培养、技术攻关等各类意向合作协议55项。作为“海右伯乐”，中国工程院院士、山东大学校长李术才说：“我将努力当好济南发展的‘人才伯乐，吸引带动更多天下英才选择济南、共赢未来。”

2000余名人才参加济南人才引进类活动，500余人达成初步合作意向。齐鲁制药引进的北大博士于越说：“毕业后我选择回济发展，济南有温度的人才环境让我感受到了家的温暖。”中国工程院院士于金明表示，40年前，自己作为一个名不见经传的医学院毕业生来到济南，在济南这片热土上逐渐成长为中国工程院院士，对济南充满了感激之情，有信心有决心为这片沃土而奋斗。

人才工作，既彰显着城市的纳贤胸襟，也传递着城市的用人气魄。首届“海右人才节”，将成为济南人才高地崛起的一个标志性事件。

（四）在一座城市的发展道路上，总有一些重大事件会成为全市人民的集体记忆。这些事件的过程和结果，将对城市未来发展走向产生深远影响。

当下的济南，正加快建设强省会，比以往任何时候都更渴求人才，也比以往任何时候都更能成就人才。“海右人才节”，给济南带来的影响是重大而深远的，必将在强省会建设的征程中矗起一座新界标。

这次盛会给强省会建设注入新动能。此次人才节，邀请来自新一代信息技术、人工智能、数字经济等领域的100余位知名院士专家参加专题活动，助力产业技术水平提升。此外，法国鲁昂高等电子工程工程师学院山东校区、可信互联网产业研究院等184个发展潜力好、市场前景广阔的项目达成初步合作意向，实现签约114项，为全市科技创新、载体提升、产业升级注入了强劲动力。

这次盛会探索出人才经济的新模式。人才节的举办，让济南更加坚定了人才引领发展的理念，依托人才和人才节赋能产业、培育项目、促进创新、拉动消费、助推发展的效能更加凸显。一方面，随着“天下泉城，人来无忧”叫响全国，越来越多的人了解济南、选择济南、奔赴济南，在人才政策的加持下，“人才+消费”“人才+旅游”“人才+创意”的赋能效应会逐渐凸显。不少商家表示，与以往相比，人才节期间来济旅游、消费的青年人明显增多。另一方面，越来越多的高端人才来到济南发展，为产业发展特别是高技术产业发展赋能，将涌现更多“引进一个人才、带来一个团队、兴办一个企业、带动一个产业”的佳话。

这次盛会讲述了精彩济南的新故事。这故事，让人们看到了一个日新月异、文明靓丽的济南。在这里，大家等待超然楼亮灯瞬间；泛舟大明湖体验“船在画中游，人在画中留”的美景；走过不是江南却胜似江南的新晋网红起凤桥……济南宜居宜业宜游的城市形象更加深入人心。这故事，让人们看到了一座实力雄厚、活力十足的城市。天下英才来到济南，参观交流会、政策宣传会、成果推介会，进区县、进园区、进企业活动，直观而深入地了解济南，感受济南活力。这故事，让人们看到一座诚意厚道、充满温度的城市。正如《致海右人才的一封感谢信》中所言：“正是因为您选择济南、扎根济南、建设济南，这座城市得以焕发勃勃生机……谨向您表示崇高的敬意和衷心的感谢。”饱含真情的话语，让人们深切体会到济南的诚意。

（五）首届“海右人才节”的举办，塑造了校地合作新典范。

2023年7月10日，以“梦响海右赢在济南”为主题的“大学生追夢济南”暑期实训营正式开营。这是济南连续第5年举办此类活动，让青年人才感受济南发展成就和发展机会。

于此而言，首届“海右人才节”的成功举办，在于用足用活用好高校院所资源优势，在校地企合作、科技成果转化、青年人才引进等方面取得明显成效。其间，打造了一批校地企合作平台，在我市与全国120家高校设立人才工作联络站和签订战略合作协议的基础上，首次在北京大学、清华大学、中国科学院大学3家国内顶尖高校设立人才工作联络站，上海交通大学、南京大学等50所知名高校与重汽、浪潮等29家企业成立“济南市校地企合作联盟”。落地了一批成果转化项目，举办14场成果转化类活动，其中科技成果校企对接会发布了78项企业关键技术需求和128项高价值成果，实现签约14项。举办长清大学城首届科研成果转化大赛，已吸引高校教师、博士后等高层次人才报名项目200余个。

近期，陈阳带队到驻济高校调研座谈，在人才培养、科技成果转化、产学研合作、平台载体建设等方面进一步深化校地合作，推动城市发展与高校建设共荣共生、互融互促。驻济高校负责同志纷纷表态：济南为人才干事创业提供了广阔的发展空间，校地合作更加紧密了，一定会为济南发展尽心竭力、贡献才智。

（六）“海右人才节”是首次举办，济南用怎样的智慧，书写打动天下英才的故事、留下开创未来的财富？

必须要有“大”的格局。大格局方能成就大事业，人才节高点站位、高点谋划，主动融入全国人才战略布局，立足强省会建设全局，打造同频共振、共融共生的城市人才新格局，这也是办好人才节的关键所在。倾力打造“天下泉城，人来无忧”品牌，体现了济南的雄心与壮志，充分展现了省会大人才观，从人才到人力再到人口，济南发出盛情邀约，欢迎广大人才，欢迎有识之士，欢迎青年朋友，不论是谁，不论来自何方，只要愿意来济南发展，济南都将提供最好的发展空间。

必須要有“好”的创意。济南坚持守正创新，在人才节的名字、logo、主题曲、文创产品等方面既融入海右亭、泉水等本土标识，又兼具现代科技时尚元素，拉满人才节氛围。比如，人才节形象标识由象征海右亭、泉水、人才的三大元素组成，奔跑的“人”代表活力迸发、充满梦想的四海英才；由“人”汇聚成“泉”，寓意济南人才如泉涌，城市与人才同发展、共进步，共赢美好未来。

必须要有“真”的感情。真感情才能打动人。济南真诚待才，真心聚才，真情爱才，以真诚、真心、真情与广大人才共鸣共赢，发自内心地尊重人才、关心人才，以一座城的真情向人才致敬，让广大人才“此心安处是吾乡”。持续加大人才支持力度，拿出“千金市骨”的魄力，舍得投入、舍得孵化，为广大人才茁壮成长提供充足的阳光雨露。

（Ⅰ） The City of Springs， adjacent to the Mount Tai and the Yellow River， has recently written an unforgettable memory in the history of talent.

From June 12 to 30， Jinan held the first "Haiyou Talent Festival" under the theme of "The City of Springs Gathers Talents from All Over the World - Realizing Dream and Winning in Jinan"， and launched 206 activities. （Ⅱ） The first "Haiyou Talent Festival" is the largest， highest level and most comprehensive talent festival held in Jinan in recent years.

"We will further open up， become more inclusive and provide more attentive services to invite all kinds of talents to work together for a shared future in Jinan.” Yu Haitian， deputy secretary of the CPC Jinan Municipal Committee and mayor of Jinan， said at the opening ceremony.

This is an event to innovate the mechanism of attracting and retaining talents， making them stay here due to industrial， career， environmental and emotional advantages， and creating a harmonious atmosphere between talents and the city.

The “Haiyou Talent Festival” is a creative initiative of Jinan to create a national-level platform for talent attraction and gathering in Jinan and Qingdao， and to accelerate the establishment of a talent gathering highland in the Yellow River Basin. It is an active practice to take the leading position in the "2+N" Talent Goose Queue Structure of Shandong Province， and a positive exploration of accelerating the construction of a “strong， innovative， excellent， prosperous， beautiful and advanced” socialist modernized provincial capital in the new era.

And today， in the name of Haiyou Talent， we cheer on talents and their dreams." Chen Yang， member of the Standing Committee of the CPC Jinan Municipal Committee， director of the Organizational Department， and director of Talent Office of Jinan Municipal Committee said. It showcases the concept of talent work of the city of scholars.

This event has turned "Haiyou Talent" into a brilliant calling card for Jinan， echoing the honourable title of "City of Scholars"， and serving as an important weight to attract talent， a significant platform to highlight the citys inclusiveness， and a major path to enhance the citys reputation and attractiveness.

This event has made the concept of respecting and nurturing talents a consensus of the city， and sent the message that Jinan is determined to develop with talents， conveying the open-mindedness of "the City of Springs recruiting talents from all over the world".

This event has helped to solidify talents determination to "go to Jinan". 41 academics are invited to become the first batch of "Haiyou Bole"， who take on the role of talent scout and talent attraction ambassador. 55 agreements are reached on academician expert workstations， joint talent cultivation， technology research and other forms of cooperation.

At the festival， more than 100 renowned academics and experts in the fields of new-generation information technology， artificial intelligence， digital economy， etc. were invited to participate in thematic activities to help raise the level of industrial technology.

（Ⅴ） The first "Haiyou Talent Festival" has created a new model of school-city cooperation.

On July 10， the Summer Training Camp for University Students to Pursue Dreams in Jinan， themed "Following Our Dreams， Winning in Jinan"， was officially opened. Jinan has held this event for five consecutive years， giving young talents a chance to experience the achievements and development opportunities in Jinan.

The success of the first "Haiyou Talent Festival" is attributed to the all-round effective utilization of the resource advantages of colleges and institutes， which achieved remarkable results in school-cityenterprise cooperation， transformation of scientific and technological achievements， and introduction of young talents. A number of school-city-enterprise cooperation platforms have been created.

Based on the establishment of talent work liaison stations and the signing of strategic cooperation agreements between the city and 120 colleges and universities across the country， its the first time that three top domestic colleges and universities， namely Peking University， Tsinghua University and University of Chinese Academy of Sciences， have set up talent work liaison stations. 50 renowned colleges and universities， such as Shanghai Jiaotong University， Nanjing University， etc.， have jointly established the "Jinan School-City-Enterprise Cooperation Alliance" with 29 enterprises， such as SINOTRUK， Inspur， etc.

（Ⅵ） As "Haiyou Talent Festival" is held for the first time， what kind of wisdom Jinan uses to impress the talents from all over the world and provide inspiration for the future？

There must be a big vision. Dedicated to building "the city of springs， making talent carefree" brand， Jinan shows the ambition and aspiration， and fully demonstrates a great vision of talent work of the provincial capital.
