10月13日,重慶全面融入共建“一带一路”十周年成果暨蓝皮书新闻发布会举行。重庆市政府外办副主任、新闻发言人张娅茜介绍了重庆发挥外事资源优势,促进共建“一带一路”的经验做法。
举办高规格国际会议
张娅茜表示,在共建“一带一路”倡议框架下,重庆先后举办、承办了重要国际会议50场,其中,承办了中国共产党与世界对话会、纪念中国-东盟建立对话关系30周年特别外长会等国家交办的重要国际会议近20场,积极争取了“一带一路”陆海联动发展论坛机制性在渝举办。
此外,重庆创设了智博会、西洽会、中新金融峰会、陆海新通道国际合作论坛等国际会议,日益成为对外交流合作的重要平台。
张娅茜透露,接下来,“一带一路”科技交流大会、川渝地区-湄公河国家地方合作论坛等重要国际会议将在重庆举办。
服务“请进来”“走出去”
“请进来”方面,重庆先后接待了新加坡总理李显龙、柬埔寨国王西哈莫尼、老挝国家主席通伦、尼泊尔总理普拉昌达等近40位副国级以上政要来渝访问,还邀请了沿线国家驻华使节、友城代表、商协会和企业代表、外媒记者到访重庆,推动取得了一系列合作成果。
“走出去”方面,市领导率团出访新加坡、斯里兰卡、尼泊尔、泰国、白俄罗斯等国家,深化政治交往、经贸对接、人文交流。全市各领域对外交流合作也日益活跃,成果丰硕。
拓展国际交往朋友圈
积极吸引外国来渝设立代表机构。截至目前,已有13个国家在渝设立总领馆,其中包括乌拉圭、白俄罗斯、缅甸等共建“一带一路”国家。重庆还争取共建“一带一路”国家越南来渝设立了贸易代表机构。
积极扩大友城交往朋友圈。重庆与共建“一带一路”国家友好城市、友好交流城市分别增至29个和84个,国际“朋友圈”越来越大。
积极培育国际交流平台。新设立中希文明互鉴中心、中国南亚国家减贫与发展合作中心,重庆特色国际交流平台近20个。
积极邀请外媒参访报道。邀请共建“一带一路”国家多批次外媒记者来渝采访报道,讲好中国故事、传递重庆声音,促进共建共享。
张娅茜表示,将以加快中西部国际交往中心建设为契机,着力提升国际事务参与度、国际要素集聚度、对外交往活跃度、开放环境舒适度、城市品牌知名度,深化重庆与共建“一带一路”国家交流合作,推进共建“一带一路”高质量发展。

Chongqing Bolstering Global Ties with “Bringing-In” and “Going-Global” Initiatives
On October 13, a press conference on the achievements of Chongqings full integration into the Belt and Road Initiative over the past decade and Blue Book was held. Zhang Yaxi, Deputy Director-General and spokesperson for the Chongqing Foreign Affairs Office of the Chongqing Municipal Peoples Government, introduced the citys experience and practice in promoting the Belt and Road Initiative by capitalizing on its advantages in foreign affairs resources.
Hosting High-Level International Conferences
Zhang Yaxi highlighted that guided by the framework of the Belt and Road Initiative, Chongqing has organized and hosted 50 significant international conferences, including nearly 20 important international conferences mandated by the central government, such as The CPC in Dialogue with the World and the Special ASEAN-China Foreign Ministers Meeting in Celebration of the 30th Anniversary of Dialogue Relations. Forums, such as the Belt and Road Forum for Interconnected Land-Sea Development, have been held in Chongqing on a regular basis.
Moreover, Chongqing has initiated international events like the Smart China Expo, the Western China International Fair for Investment and Trade (WCIFIT), the China-Singapore (Chongqing) Connectivity Initiative Financial Summit, and the CCI-ILSTC International Cooperation Forum, which are increasingly becoming crucial platforms for global exchanges and collaborations.
Zhang Yaxi also disclosed that important international conferences such as the Belt and Road Conference on Science and Technology Exchange and the Sichuan-Chongqing Region & Mekong Countries Sub-National Cooperation Forum will be held in Chongqing.
Contributing to “Bringing-In” and “Going-Global” Initiatives
In terms of the “Bringing-In” initiative, Chongqing has received nearly 40 foreign dignitaries above the Vice-Ministerial level, such as Prime Minister Lee Hsien Loong of Singapore, King Norodom Sihamoni of Cambodia, President Thongloun Sisoulith of Lao PDR and Prime Minister Pushpa Kamal Dahal ‘Prachanda of Nepal. Chongqing also invited diplomatic envoys from Belt and Road partner countries and representatives of sister cities, associations and enterprises, and foreign press to visit Chongqing, witnessing fruitful cooperation achievements.
In terms of the “Going-Global” initiative, the municipal leaders have led delegations to pay visits to countries like Singapore, Sri Lanka, Nepal, Thailand, and Belarus, fostering political exchanges, economic and trade matchmaking, and cultural exchanges. The citys international exchange and cooperation in various sectors have grown more dynamic and productive.
Expanding the International Network
Chongqing has proactively encouraged other countries to set up representative offices in Chongqing. Up to now, 13 countries have set up consulates general in Chongqing, including Uruguay, Belarus, Myanmar, and other Belt and Road partner countries. With Chongqings facilitation, Vietnam, a Belt and Road partner country, has set up a trade representative office in Chongqing.
Chongqing has extensively expanded its network of sister cities. There are 29 sister cities and 84 cities with friendly cooperative relations in Belt and Road partner countries. Thus, Chongqing is having more and more friends in the world arena.
Chongqing has actively fostered platforms for international exchanges. There have been nearly 20 international exchange platforms with unique Chongqing features, such as the Center of Chinese and Greek Ancient Civilizations and the China-South Asian Countries Poverty Alleviation and Cooperative Development Center.
Chongqing has invited international media coverage. Chongqing has invited several groups of press from Belt and Road partner countries, offering them opportunities to visit and report on the city, so as to tell Chinese stories in an intriguing way, convey Chongqings voice, and promote joint contribution and shared benefits.
Zhang Yaxi said that by seizing the opportunities to speed up the development of the Center for International Exchanges in Central and Western China, Chongqing aims to improve its involvement in global affairs, attract international resources, stimulate its international engagement, enhance its opening-up environment, and boost its global visibility. All of these efforts will deepen cooperation with Belt and Road partner countries and contribute to high-quality Belt and Road cooperation.
