Abstract: Since its foundation, the Communist Party of China has attached great importance to the inheritance and development of excellent traditional Chinese culture. Throughout the hundred years of the Party’s inheritance of the excellent traditional Chinese culture, the Party has put forward many advanced cultural views in each historical period. From critically inheriting the culture to vigorously developing the culture, from “making the past serve the present” to “creative transformation and innovative development”, from “developing new democratic culture” to “developing a culture of socialism with Chinese characteristics”, from “building socialist moral civilization” to “cultivating and practicing socialist core values”, the Party, in promoting traditional culture from theory to practice, reflects the same characteristics while advancing with the times, and gradually developing into self-consciousness and maturity. Sorting out and studying the centennial history and valuable experience of the Party’s work is of great significance to the development of excellent traditional Chinese culture in the new era.

Abstract: Philosophy, as the essence of the spirit of the times and the living soul of civilization, always shapes or guides the new spirit of the times. Marxist philosophy, as the worldview with which the Communist Party of China (CPC) is founded, is the ideological foundation that ensures the Party’s advancement and purity. Xi Jinping thought on socialism with Chinese characteristics for a new era has utilized the scientific worldview of Marxist dialectical materialism to make many original achievements: the important ideas on grasping the initiative of history and better adhering to and developing socialism with Chinese characteristics in the new era has opened up a new realm for the development of Marxist philosophy in the new era; the important ideas on adherence to and strengthening the Party’s all-around leadership has realized innovations of Marxist theories on political parties; and the important ideas on strengthening the leadership of the Party in the new era has realized theoretical innovations of the Party in the new era. These ideas have not only enriched the theoretical treasury of Marxism, but also made significant original contributions to the innovation and development of Marxist philosophy.

Abstract: Over the past hundred years, the women’s work of the Communist Party of China has focused on the theme of the times and determined the development direction of women’s work, with revolution, socialist construction, reform and opening up, and the pursuit of the Chinese dream as the themes in four stages. A unique path to women’s liberation has been explored.The tremendous changes in the status and appearance of women have proved that this path is successful and suitable for China’s national conditions. The basic experiences of the Party in pioneering the path to women’s liberation mainly include the following: always regarding women’s work as an important part of the Party’s work, always adhering to the theoretical guidance of the Chinese Marxism women’s perspective, and always pursuing the goal of women’s liberation and gender equality in women’s work. Abstract: The Chinese Communist Party’s definition and clarification for the concept of the Chinese nation as a “state nation” is not only a process of deepening its understanding of the multi-ethnic situation, but also an important matter that the Chinese revolution had to deal with. Furthermore, it was accompanied by the introduction of adapting Marxism to the Chinese context and the exploration of the correct path to solve the national question with Chinese characteristics. The adapting of Marxism to the Chinese context naturally and inherently includes the way to deal with and solve the national question in China. In this historical process that is not achieved overnight, it involves not only the arduous exploration and continuous deepening of autonomous practice by the Communist Party of China, but also the inseparable strategic shifts of the Communist International, external assistance, and strong support at critical junctures. Based on the historical documents of the Communist International and the CPC, this paper re-examines the history from the Wayao Fort Conference to the Sixth Plenary Session of the Sixth Central Committee of the Communist Party of China, which “decided the fate of China”.

Abstract:The sense of community for the Chinese nation is a cohesive emotion born of thousands of years in Chinese history and practice, and its inner structure is a subjective reflection of the inner structure of the Chinese nation, the two being isomorphic. The historical legacy received by the new China is not only the inheritance of ethnic relations at the level of social existence, but also the inheritance of ethnic consciousness at the level of social consciousness. Therefore, the sense of community for the Chinese nation is both historical and realistic, and the consolidating of the sense of community for the Chinese nation depends fundamentally on the smooth and healthy development of the social and productive life of the Chinese nation, the resistance to the influence of narrow national consciousness, and the gradual elimination of the soil where the national problems arise. Guided by the sense of community for the Chinese nation, efforts should be made to improve current relationships, understand historical relationships, and break through boundaries through relentless efforts at micro, meso, and macro levels in various fields such as the economic, political, cultural, and social fields. Abstract:The all-round embedding of all ethnic groups and the construction of the Chinese community contain the problem of community order construction. In view of the basic logic of the study of order in China and the West, the study of order in the community of the Chinese nation should be compatible with the logic of “how order is possible” and “what order there should be”, thus forming a systematic analytical framework. Exploring the internal regulation of the Chinese community’s order construction of all ethnic groups’ all-round embedding from three aspects: respecting the subjective status of the masses of all ethnic groups, effectively integrating them in spatial, cultural, economic, social, and psychological aspects, and building a shared spiritual home. The tension of order in the connection between new and old social cultural values the expression and diffusion of ethnic identity arising from a lack of social public spirit, and the solidification of ethnic social structures caused by the ethnic differences, we must confront the tensions and dilemma of the construction of the order of the Chinese community. Then, with the promotion of “commonality” as the internal foundation, the institutional norms as the basic driving force, and the harmonious and unified aspects of national emotion to maintain order, we can open up the internal channels embedded in all aspects of each ethnic group and the construction of the community order of the Chinese nation, so as to consolidate the order foundation of the community for the promotion of the cohesion of the Chinese nation.

Abstract:In real life, to build a good inter-ethnic ecology means to develop the relationship of mutual benefits and win-win cooperation, harmonious sharing, co-governance and equality among the ethnic ecosystems, which provides a new way of thinking for consolidating a strong sense of community for the Chinese nation. From the perspective of practical paths, the establishment of orderly unified mechanism of division of labor and cooperation mechanism with balanced resources, strengthening the construction of communication platform and common culture, promoting integration of the spatial structure and social structure, respectively are helpful for creating mutual benefit and win-win , harmonious sharing, co-governance and equality ecology, and consolidating a strong sense of community for Chinese nation from the economic, cultural and social levels. At present, the study on the sense of community for the Chinese nation from an interethnic ecological perspective aims to promoting the establishment of a holistic Chinese ethnic ecosystem. Meanwhile, in practice, it is necessary to correctly grasp the relationship between commonality and difference, and to establish a multi-body collaborative support system.

Abstract: With the development of urbanization in China and the migration of ethnic minorities to cities, urban ethnic affairs have gained increasing attention from academia and practical sectors, making it an important area in regional social governance and the construction of rule of law. The governance and legalization process of urban ethnic affairs has gone through the stages of incubation, initial establishment, and development. Although significant achievements have been made in the legalization of urban ethnic affairs governance, there are still deficiencies and issues in legislation, judicature, law enforcement, and compliance due to the complexity, interdependence, and comprehensiveness of urban ethnic affairs. It is necessary to improve the legal framework of urban ethnic affairs, consolidate the foundation of rule of law by combining moral principles with legal principles. The functionality of customary law should be recognized and integrated with formal and informal systems to promote judicial justice. The enforcement of services should be strengthened by establishing a participatory and collaborative law enforcement model to facilitate the governance of urban ethnic affairs. It is also crucial to strengthen the normalization of governance mechanisms that combine top-down and bottom-up approaches at the national, social, and individual levels to promote the legalization of urban ethnic affairs governance.

Abstract: Popularizing the standard spoken and written Chinese language in China's border areas is of fundamental and long-term strategic significance in maintaining social stability and ensuring ideological security. T county is located in the western border area of our country, and the level of the standard spoken and written Chinese language of the local farmers and herdsmen generally remains at a rather poor condition. For the long-lasting security at the border, there is an urge to provide targeted training to farmers and herdsmen and to integrate patriotic education in schools, combining the popularization of the standard spoken and written Chinese language with the development of the local economy, so as to consolidate a strong sense of community for the Chinese nation among the people in the border areas.

Abstract: Rural living museums are a new type of museum that actively responds to the rapid urbanization and modernization in rural areas in China. They serve as a pilot project for museums to provide public cultural services and contribute to the national strategy of rural revitalization. From a theoretical perspective, the cultural heritage of traditional villages forms the cultural gene of rural living museums, and the expansion of the social service of museums serves as the theoretical foundation. Empowering the strategy of rural revitalization is the practical goal of rural living museums. A rural living museum is an open museum that does not have walls while covering the whole village. It encompasses collective memory, public cultural space, and rural residents as three essential elements. Its essence lies in promoting rural revitalization and features active preservation, people-oriented approach, and experiential thinking. The current multidimensional realities faced by rural areas in China determine the long-term and complex nature of achieving the rural revitalization strategy. The practical path of rural living museums includes promoting the construction through innovative organizational models and the participation of diverse stakeholders, establishing a new type of rural ecological museum through paradigm shifts, and empowering rural revitalization by improving the sustainable mechanism of rural living museums.

Abstract:Gai Tu Tui Liu (bureaucratization of native officers) is not only a policy of national governance, but also a system norm. The chieftain system was established in the Yuan Dynasty, and further developed, standardized and improved in the Ming Dynasty. Previous studies on bureaucratization of native officers have mostly focused on aspects such as abolishing the chieftain system, social reforms, and the end of the chieftain system, lacking a multidimensional examination and micro-level investigation of historical contexts. By examining the methods, characteristics, and significance of bureaucratization of native officers in the Ming Dynasty, it can be argued that compared to later periods, the Ming Dynasty used bureaucratization of native officers as a punitive mechanism within the operation and development of the chieftain system, aiming to regulate chieftain governance rather than completely abolish the system. The relationship between the Ming Dynasty and the chieftains was one of mutual dependence, with elements of control and being controlled. In specific historical periods and regions, bureaucratization of native officers did not necessarily develop in opposition to the chieftain system. On one hand, bureaucratization of native officers in the Ming Dynasty regulated the chieftain system and improved its functioning. On the other hand, it weakened the power of the chieftains, paving the way for future measures for bureaucratization of native officers and providing valuable experiences.

Abstract:The concept of “social governance community” is an expansion and deepening of the understanding of social governance laws.It is generated in the context of the transformation of major contradictions in Chinese society and the increasingly complex risks and challenges faced by humanity, while inheriting Marxist social governance ideas and drawing from the excellent traditional governance culture of China. The concept of “social governance community” inherently incorporates the idea that everyone has a responsibility in governance, everyone is accountable in the governance process, and everyone enjoys the benefits of governance achievements. Currently, building a social governance community requires comprehensive strategies from various aspects, such as facilitating the participation of governance subjects, accelerating the top-level institutional design of the community, regulating the value orientation of the community’s governance goals, and strengthening digital technology support for the social governance community.

Abstract: There is an irreconcilable tension between the individualistic position of legal responsibility of the post-relief mode of individual cases and the group characteristics of cyber violence. The institutional inevitability of the accountability for the tolerable behavior in the group, the uncertainty of the victim's starting of legal relief, and the difficulty of determining the constitutive elements of the responsibility determine that it is difficult to distribute the legal responsibility fairly among the group, which leads to the failure of the forward-looking illegal prevention function of the model. The “risk prevention model of harming group behavior”, which takes the promotion of public interests as the logical starting point, contains the risk prevention in advance and the collective restraint of group behavior, so it is quite applicable. With this mode, the network platform is subject to the risk prevention obligation of network violence, and the construction of dynamic and differentiated obligation fulfillment mechanism and the supervision mechanism of “case plus overall performance” is of great significance to the governance of network violence.

Abstract: In the new era, foreign-related legal talents should have two aspects to participate in the practice of rule of law. One is the domestic aspect, which focuses on improving the modernization of national governance; the other is the international aspect, which focuses on the participation in the reform of the global governance mechanism. Foreign-related legal talents shoulder the task of national governance capacity and governance system in the rule of law in foreign-related relations, and undertake the important task of building good foreign-related laws and shaping foreign-related good governance. At present, there are serious shortages in the cultivation of foreign legal talents. Insufficient attention is paid in higher education to foreign legal talents. And there is a lack of practical teaching in the cultivation of college talents. Innovative mechanism for cultivating foreign-related rule of law talents in universities needs to be led by Xi Jinping’s thought on rule of law to lay out the cultivation of foreign-related rule of law talents. It is important to strengthen the top-level design of the training program for foreign-related legal talents in the context of the construction of New Liberal Arts. At the same time, a collaborative innovation path for the cultivation of foreign-related legal talents should be constructed.

Abstract: Promoting cultural trade between China and the countries along the Belt and Road is an important part of the Belt and Road Initiative. Based on the "Belt and Road" Initiative, this paper proposes a quasi-natural experiment, and uses PSM-DID method to evaluate the impact of the initiative on cultural trade between China and the countries along the road for the first time, and analyzes the channel of the impact from the aspects of trade and culture. The results show that: firstly, the "Belt and Road" Initiative has significantly promoted the cultural trade between China and the countries along the route, and the promoting effect is increasing year by year; secondly, the initiative promotes cultural trade through the channels of "unimpeded trade" and "people-to-people bonds", but the former has limited effect; thirdly, the results of heterogeneity analysis show that the closer the cultural distance, the stronger the promotion effect of the initiative on cultural trade. This paper provides an empirical evidence for an objective evaluation of the effectiveness of the Belt and Road Initiative, and also provides policy implications for how to promote the development of cultural trade, thus enhancing the cultural influence and soft power of China.

Abstract: Rural tourism can effectively promote the upgrading of rural industries, contribute to ecological environment protection and cultural inheritance, and promote common prosperity in rural areas. Ethnic areas possess natural, geographical, ecological, and cultural resources that make them favorable for the development of rural tourism. Rural tourism in ethnic areas can be categorized into scenic area-driven, health and wellness-oriented, festival and holiday-based, and industry-integrated types. It can promote rural revitalization and common prosperity in multiple aspects, including establishing new forms of collective economy through large-scale cooperatives, improving rural transportation and tourism service infrastructure, cultivating local tourism talents, developing rural tourism through a “pro-poor” mode, as well as cultivating and developing distinctive “cultural homestays”.

Abstract:The emergency language service system should be constructed in an all-round way around the multi-lingual prevention and warning before the event, multi-lingual emergency rescue during the event and multi-lingual psychological comfort reconstruction after the event. The capacity of emergency language service mainly includes the coordination capacity of the main body of emergency language service, the practical and supporting capacity of products and technologies, the completeness of infrastructure and the guarantee of relevant legal system. In view of the current problems and deficiencies, it is necessary to enrich the systematized products of emergency language service, construct think-tanks of emergency language service, promote the development and application level of emergency language service information technology, improve the evaluation index system of emergency language management service and strengthen relevant talents’ cultivating system, normative standards, emergency joint prevention and control working mechanism at all levels, regulations and system construction, etc. It will comprehensively promote the modernization of China’s emergency language service system and capacity in the new era.

Abstract:Landscape literature of the Northern Dynasties revolves around the theme of landscapes, with a foundation in depicting scenery and a characteristic of collective memory writing. Firstly, ceremonial texts express the “respect” and “seeking” of mountains and rivers through rituals, depicting the collective cultural memory of landscapes since ancient times, thus establishing the aesthetic tone of landscape literature in Northern Dynasties. Secondly, it often portrays the forms of landscapes from collective aesthetic memory while incorporating individual experiences of landscapes. Thirdly, it frequently incorporates profound thoughts to convey contemporary values through the collective memory of ancient philosophers. Fourthly, it describes human-built structures within natural landscapes, aiming to obtain collective recognition for various developments in landscapes. Lastly, it advocates for literary activities in the midst of landscapes, emphasizing coexistence with landscapes as a way of remembering through landscape literature. These aspects provide the creative drive for landscape literature, reflecting the ethnic spirit of harmony, symbiosis, shared contemplation, and co-creation with nature.

Abstract: “Yutai Xinyong” collects over two hundred performance texts of Southern Dynasty Gongti poetry, which mainly include musical genres such as zaju songs, xianghe songs, and qingshang tunes. Typically, through the use of melancholic and mournful music melodies, silk-stringed and bamboo-woodwind instruments, and gentle and graceful dance movements, these texts portray the longing and separation of women in the lyrics, reflecting the aesthetic form of unity between music, dance, and lyrics in the performance texts of Gongti poetry. These performance texts were formed through the interaction between rulers, court literati, concubines, and palace female performers, exhibiting a creative characteristic of "performance-emperors acceptance-revision - performance.” They were usually performed in court banquets, showing distinct differences in artistic functions compared to folk song performances and ceremonial court music performances.

Abstract:The national honor system is the highest level reward system for citizens, groups, or individuals in accordance with the Constitution and relevant laws. It is an important way to enhance the cohesion of the nation and the country and conduct patriotic education. At present, the academic research on the national honor system has mainly focused on the connotation and characteristics of the national honor system, the political and social significance and important role of its construction, the reference of foreign national honor systems, the challenges faced and the path to improvement, and other aspects of basic research and exploration, with emphasis on the analysis of the urgency and necessity of the era of building the national honor system. However, since most of the research was conducted around the promulgation and implementation of the “The Law of National Medals and National Honor Titles” in 2015, it can be said that it is still in the initial stage, and the construction and improvement of the national honor system in the new historical period need to be paid due attention, to issues such as the lack of research on national identity, patriotism, and honor incentives.In the future, improving the national honor system with Chinese characteristics should expand the research field, enrich research perspectives, enrich research methods, and improve research content.
