律

古代法律形式。通过国家正式立法程序制定、颁布、实施的法律文件，具有稳定性、规范性和普遍性的特点。从源流上来看，“律”具有“法律”“法令”含义，至晚不会迟于商。战国商鞅改“法”为“律”后，使之成为法典名称。除宋、元两代外，中国历代均称法典为“律”。“律”是古代最基本、最重要的法律形式。
