Abstract: There is a coupling and coordination relationship between water use efficiency and industrial structure. Taking 11 provinces in the Yangtze River Economic Belt from 2010 to 2020 as research samples, this paper uses the coupling coordination degree model to measure the coupling coordination relationship between water use efficiency and industrial structure, and uses the geographically and temporally weighted regression (GTWR) model to determine the factors affecting the coupling coordination relationship between the two systems. The results are as follows. From 2010 to 2020, the coupling coordination degree of most provinces in the Yangtze River Economic Belt fluctuated and increased, and formed a spatial agglomeration state of “high in the east and low in the west”, with Shanghai and Chongqing as the “core”. From 2010 to 2020, the center of gravity of the coupling coordination degree of the upstream, middle and downstream shows a trend of migration to the south, north and northwest, and the agglomeration of different watersheds is also different. The influence of various factors on the coupling coordination degree has significant temporal and spatial non-stationarity and heterogeneity. Among them, the dependence on foreign capital, technological innovation, residents’ education and water resources possession are the leading influencing factors of the coupling coordination of the Yangtze River Economic Belt.

Abstract: Based on the super-efficient SBM model and GML index, the temporal and spatial differences and dynamic evolution trend of agricultural green water utilization efficiency in the Yangtze River Economic Belt from 2011 to 2019 were analyzed. On this basis, the Tobit regression model was used to empirically test the influencing factors of agricultural green water utilization efficiency. The research results show that the overall time series of agricultural green water utilization efficiency in the Yangtze River Economic Belt from 2011 to 2019 changed steadily, but the internal spatial differences were significant. The technical efficiency level in most regions did not keep up with the pace of industrial technological change. And the level of government control and the level of farmland and water conservancy construction have a significant positive impact on the utilization level of agricultural green water resources. The paper proposes that the regions of the Yangtze River Economic Belt should improve their agricultural water resources utilization status by innovating agricultural water use methods and exploring the potential of water saving and emission reduction.

Abstract: Under the background of rigid constraints of water resources, it is of great significance to grasp the opportunities of new-type urbanization in order to promote the coordinated development of water resources and economy. Based on the provincial panel data of the Yangtze River Economic Belt from 2007 to 2020, the coupling coordination degree model, the mediation model and the spatial econometric model were comprehensively used to explore the impact of new-type urbanization on the coordinated development of water resources and economy and the mediating effect of water use efficiency. The results show that the new-type urbanization promotes the coordinated development of regional water resources and economy, and water use efficiency plays an intermediary role. And the promotion effect of the new-type urbanization has spatial spillover. Accordingly, policy recommendations are put forward such as promoting the construction of new-type urbanization in the region, steadily promoting the improvement of water use efficiency, strengthening regional connections, and promoting regional coordinated development.

DecouplinganalysisofwaterresourcesandeconomicgrowthinShanxiProvincefromtheperspectiveofwaterfootprint/MA Hailiang, YUN Haonan, LI Yifan(Business School, Hohai University, Changzhou 213022, China)

Abstract: Based on the water footprint method, the water consumption of Shanxi Province from 2009 to 2020 is calculated, and the decoupling analysis of agricultural and industrial water footprint and economic growth is carried out, so as to find out the main factors affecting water consumption. The results are as follows. The water footprint of Shanxi Province increased rapidly in recent ten years, from 21.49 billion m3in 2009 to 31.022 billion m3in 2020, with an annual increase of 794 million m3. Agriculture accounted for 89.28% of the water footprint in Shanxi Province, while corn, fruit and pork accounted for 30.17%, 20.77% and 12.67% respectively. The decoupling between water use and economic growth in recent ten years was weak in most years, and the decoupling between agricultural water use and agricultural economy had the greatest impact on the overall decoupling state. Therefore, it is proposed that efforts should be made to control the growth rate of water footprint in Shanxi Province, focusing on the improvement of water saving in the production process of corn, pork and fruit in agriculture.

Abstract: The fundamental reason for the externality of river basin environmental governance is market failure. The government led ecological compensation mechanism can effectively internalize the externality, which is one of the methods to solve the environmental problems of river basin. This paper takes the basin system composed of the upstream local government and the downstream local government as the research object, and considers that the central government subsidizes the upstream pollution control cost and the downstream local government subsidizes the environmental protection publicity, so as to study the cooperation between the upstream and downstream local governments in pollution control and environmental protection publicity. Then, based on the differential game theory, three game strategies are constructed. The conclusions are drawn as follows. The subsidy policy of the central government can effectively stimulate the enthusiasm of the upstream and downstream local governments to cooperate in pollution control and public environmental protection publicity. It is necessary to make scientific and reasonable distribution contract to balance the interests of the indemnifiers and the indemnitees. The central government can formulate differentiated subsidy schemes according to different game strategies and income distribution agreements, combined with relevant parameters, so as to better improve the effect of basin environmental governance.

Abstract: The top-level governance of megaprojects refers to the governance level of government side and project entity, which affects all kinds of transaction governance. In order to solve the problem that the behavior of the project entity changes with the situation, and the top-level governance mechanism of the project using agency theory or steward theory alone can neither adapt to the complex and changeable environment, nor adapt to the characteristics of the complex person of the project entity, a solution combining the two theories is proposed. Two questions are answered at the theoretical level. First, the project entity is complex person between the agent and the steward. Second, integrating agency theory and stewardship theory with trust as the bond, so as to optimize the current top-level governance mechanism of projects dominated by agency theory. The top-level projects governance mechanism after integration of the two theories includes communication, risk sharing, spiritual incentive, authorization, material incentive and control supervision under the guidance of agency theory and stewardship theory, and plays a role of guiding the stewardship behavior and restraining its opportunistic behavior from different angles of the project entity.

Abstract: With the frequent flooding and pollution of the water environment in China, the comprehensive treatment of the water environment in specific watersheds is a matter of urgency. Generally, such projects have huge quantities, complex and cumbersome contents, and are easy to be concerned by all sectors of society, so it is particularly important to take whole life cycle control. This paper analyzes the case of Maozhou River Basin Integrated Water Environment Treatment Project, takes different measures for different stages of the whole life cycle, and summarizes a set of advanced water environment treatment experience, including the pioneering treatment mode, the “five in one” water-based treatment concept of water resources, water security, water environment, water ecology and water culture, advanced water control technology, intelligent water affairs and multi-party coordinated governance pattern, which can provide reference for the national comprehensive treatment project of water environment.

Abstract: Facing the unfavorable situation of double restriction of water quantity and quality, China has put forward the new concept of ecological priority and green development, and at the same time has made it clear to adopt the market-oriented trading mechanism to control the water environment pollution. However, there are many shackles in the current market-oriented trading mechanism, and the effectiveness of policies on individual trading of emission rights cannot be judged. Therefore, based on the analysis of the real pollution control dilemma, the concept of water emission trading under the total amount control is introduced, and the trading logic of the multi-agent emission trading system is expounded. At the same time, a simulation model of the emission trading system is built based on the multi-agent system to simulate the dynamic game relationship between the government’s policy regulation and the emission enterprises in the process of emission trading. The simulation results show that the emission trading system under the total amount control can effectively encourage and punish the emission subject, and guide the emission enterprises to actively reduce emissions. The results also show that in the free competition market with weak regulation, the traders of water emission rights tend to collude against the rules and conceal the real price. However, when the government carries out strong control and effective supervision, and the superior government departments can take effective supervision over the subordinate departments, the water emission rights traders can reduce the phenomenon of violation and collusion.

Abstract: In the new era, promoting high-quality development has become the theme of China’s economic and social development. Based on the high-quality development connotation of national water park, this paper constructs an evaluation index system of high-quality development of national water park, including 23 main contents and 52 evaluation indexes, from the six aspects of distinctive characteristics of water conservancy, excellent ecological environment, rich cultural atmosphere, strong development momentum, safe and efficient management, and significant comprehensive benefits. Using the Delphi method, the evaluation results are divided into three grades, thus forming a high-quality development evaluation system for national water park. The evaluation system has been preliminarily applied to the collection and selection of 30 typical cases of high-quality development of national water park, and has achieved good application results.

Abstract: The game of water right between China and India in the development and utilization of the Yarlung Zangbo River (the Brahmaputra River) shows that the national sovereignty is threatened, the regional order is disturbed, and the national image is stigmatized as “water hegemony”. Therefore, the economic game has become a prominent contradiction in the relationship between the two countries. Under the structure of power dimension, India plays the role of soft power, which causes soft balancing on the development of water rights in China’s basin and hinders the effective cross-border water cooperation between the two countries. Through the analysis of dynamic game economic model, China and India should achieve long-term benefits through basin development cooperation. But India’s soft power role hinders effective cross-border water cooperation between the two countries. China should adhere to the principle of sovereignty to carry out rational development and utilization, promote political mutual trust under the promotion of pragmatic cooperation between the two sides, and enhance the international discourse power to give full play to the role of soft power. In this way, the basis and model of cooperation in the Yarlung Zangbo River (the Brahmaputra River) basin itself will be constructed, and a positive symbiotic relationship will achieve common prosperity for all countries in the basin.

Abstract: From realizing the importance of building water conservancy because of his personal experience of flood disaster and, to learning and researching the theory and technology of water conservancy, to integrating water conservancy into the economy and people’s livelihood, and finally to developing the economy under the premise of ecological protection, the industrialist Zhang Jian continued to form and improve his water conservancy economic thought. Based on his rich water conservancy practice foundation, Zhang Jian created a precedent for our country’s water conservancy economic thought and was a pioneer of modern water conservancy economic thought in China. From a scholar-bureaucrat to an industrialist, he not only completed his role change, but also realized his ambition to save the country through industry. Under the background of the new era, the awareness of people’s livelihood and ecological protection in Zhangjian’s water conservancy economic thought is still shining. On the basis of inheritance and innovation, contemporary water conservancy economic development should adhere to the water conservancy economy to achieve the improvement of the well-being of people’s livelihood and make contributions to promoting economic development.

Abstract: As the founder of China’s modern water conservancy, Zhang Jian’s thoughts and propositions on water conservancy have a profound impact on the development of modern water conservancy, and there are many enlightenments for the governance of rivers in China. Zhang Jian put forward the famous theory of “three theories of river governance” when governing the Yangtze River Basin and promoted the reform of water administration system. This was also the initial embryonic form of modern river basin management institutions. In response to Zhang Jian’s practice of governance of the Yangtze River Basin, combining with the current status and problems of China’s governance of the Yangtze River Basin in recent years, we proposed to strengthen inter-governmental coordinated governance, promote multi-subjects consultation and co-governance, and deepen the reform of the river chief system in the Yangtze River Basin to promote the coordinated development of river governance.

Abstract: With the deepening of the “the Belt and Road” construction, China’s water conservancy international engineering companies and the host country have an ever-expanding gap for international talents. The key to attract and retain international talents and make them have the intention to stay lies in providing them with international competitive and attractive environment. Based on field theory and commitment theory, according to the theoretical logic of “environment-attitude-behavior”, taking the regional talent attraction of the host country representing the environment of the host country as an external factor and the regional commitment reflecting the positive attitude of international talents towards the region as an individual factor, this paper explores the mechanism of the influence of regional talent attraction of the host country on talents’ intention to stay through regional commitment. Based on the paired samples of 63 international water conservancy engineering project locations and 392 overseas employees of China’s water conservancy international engineering companies, the cross-level analysis method is used to conduct empirical tests. The results show that regional talent attraction of the host country has a positive impact on talents’ intention to stay, and this effect plays a role through the intermediary mechanism of regional commitment, which means that good host country environment and positive individual attitude are conducive to improving the intention of international talents to stay. This research enriches the content research of talents’ intention to stay, and also provides a reference for China’s water conservancy international engineering companies to formulate effective international talent retention measures in the construction of “the Belt and Road ”.

Abstract: In order to solve the problems such as untimely policy learning, lack of responsibility awareness, lagging performance behavior and insignificant performance results of the member units of China’s Electric Power Market Management Committee when performing their duties, improve the operation efficiency of Electric Power Market Management Committee, and promote the sustainable development of the electric power market, the method of combining analytic hierarchy process with fuzzy comprehensive evaluation is adopted. This paper constructs and applies the performance evaluation system of member units of Electric Power Market Management Committee from the four dimensions of performance policy, performance ability, performance behavior and performance effectiveness, analyzes the performance level of member units of a provincial Electric Power Market Management Committee, and puts forward suggestions for relevant departments to improve the construction of performance evaluation system of member units, strengthen the sense of responsibility of member units, and improve China’s electric power market supervision system.
