Abstract: While the energy revolution does not constitute the entirety of the low carbon revolution, it is an important part of it. Although institutional innovation does not constitute the entirety of disruptive innovation, it is the mainstay of low-carbon revolutionary innovation. Market systems are not the entire path to institutional innovation, but they constitute a necessary path to a low-carbon revolution. The energy law revolution is not the entirety of the institutional innovation of low-carbon revolution, but it is the fundamental system upon which it is based. China′s energy law should promote energy revolution to achieve a low-carbon revolution. The legal system should transform to adapt to carbon neutrality instead of carbon peaking, continuously through institutional evolution and innovation, and then to promote technological disruptive innovation. The establishment of the market economy system and the transformation of party politics are the prerequisites for the function of the energy law system.

Abstract: Curbing irrational energy consumption behavior is a realistic path to step up energy consumption strategy. It is clear that the lack of uniformity and stability in the scope of discretionary when local governments took relevant measures had brought about many negative effects, such as deviation from the connotation of energy consumption strategy, misinterpretation of the judgment of unreasonable energy consumption behavior, and difficulty in balancing the damage and benefit of "inhibit" behavior. By clarifying the uniformity and stability of the scope of discretionary from the three aspects,namely purpose, necessity and balance, energy consumption strategy should be carried out with the aim of achieving the carbon peaking and carbon neutrality" goal, with relatively less damaging regulatory instruments, and with a cost-benefit analysis of the regulatory instruments adopted. It provides the path for improving the realistic advancement of energy consumption strategy. Firstly, the "carbon reduction" orientation should be implemented. Secondly, the focus should be on curbing unreasonable energy consumption of coal. Finally, the continuity and stability of the regulatory instruments should be ensured.

Abstract: Under the policy scenario of " carbon peaking and carbon neutrality" goals, the low carbon transformation of electric power industry and the competitive transformation of electric power market have become the rational choice for the development and transformation of Chinese electric power industry, and the electric power regulation system should simultaneously incorporate the legal regulation connotation of diversified electric power competitive market system in the construction of industrial order and maintenance of competitive order. The value propositioning of competitive regulation in the electric power industry should start from distinguishing whether the relevant industrial sectors are competitive in the market or not, and, on this premise, clarify the value of the market order of the competitive sectors and the value of the industrial order of the natural monopoly sectors, so as to realize the effective regulation of the two negative externalities caused by natural monopoly, namely, market power and administrative monopoly. With this as the institutional rationale, the regulatory system of the electric power industry in the context of competitive transformation is coordinated and improved from three aspects: regulatory laws, regulatory agencies, and price regulation.

Abstract: The reform of national park system in China is facing the special situation of the close relationship between people and land, and the strong demand for survival and development of indigenous residents.Because the normative connotation of "ecological protection first" in national parks is not clear, there are conflicts between the construction of national parks and the needs of survival, development and cultural protection of indigenous residents in practice. According to the symbiosis theory, the natural relationship between national parks and aborigines is mutualistic symbiosis, not only to maintain the existing mutualistic symbiotic relationship, but also through the common pursuit of value and fair distribution of interests, to guide the non-mutualist symbiotic relationship between aborigines and national parks to evolve towards the ideal state of mutualist symbiosis. The specific way to realize the co-construction and sharing of national parks and indigenous residents is to establish the co-governance mechanism of national park legislation, policy and customary rules, and then through the coordination mechanism of traditional resource utilization and ecological protection, the fair and sustainable benefit distribution mechanism and the cooperative governance mechanism to realize the participatory development of indigenous residents. Promote the formation of interest community and emotional community between national parks and indigenous residents, and realize co-construction, sharing, symbiosis and co-prosperity.

Abstract: Asset management is a proposition that must be treated with caution in the national park system construction. The natural resource asset management system and the national park system were relatively independent in form at the beginning.In terms of value concept, asset management focuses on the realization of the economic benefits of natural resources, while the national park system emphasizes the protection of ecological values. In terms of management methods, there are also deviations between asset management and national park protection goals. The simple application of asset management methods in national parks is easy to fall into the traditional legal system that emphasizes the priority of the economic value of natural resources, splits the overall relationship of natural resources, and is not conducive to the realization of "strict protection, overall protection, and systematic protection" require.When constructing the national park natural resource asset management system, the value concept of "ecological value first" should be clarified. The design and operation of asset management methods should be coordinated and adjusted around the overall goal of national park construction.

Abstract: Promoting green consumption has become a key measure to realize the goal of "peak carbon dioxide emissions" and ensure the overall sustainable development in China. From the perspective of personality traits, based on the proactive motivation model and the theory of planned behavior, this paper discusses the internal mechanism and boundary conditions of the impact of consumers′ proactive personality on green product purchase intention. The research shows that proactive personality of consumers has a significant positive effect on green product purchase intention, and environmental self-efficacy plays a partially mediating role on the relationship. Green brand image plays a moderating role on the relationship between environmental self-efficacy and green product purchase intention, and moderating the mediating role of environmental self-efficacy. The conclusions have great practical significance. Both enterprises and the government should attach importance to the positive role of high-proactive personality consumer groups, and enhance citizens′ willingness to buy green products by promoting communication and guidance, providing favorable support, upgrading green brand image and so on.

Abstract: With the transformation of green development strategy of enterprises, the issue on how to promote green marketing with effective advertising demands has attracted high attention of business and academic circles. Based on the elaboration likelihood model (ELM) and impression management motivation theory, we study the relationship between green advertising appeal and consumers′ green purchase intention and its internal mechanism through three situational experiments. The results show that the appeal mode (egoistic vs. altruistic) and the type of product (practical vs. hedonic) interact with consumers′ green purchase intention, and green perceived value plays a part of the intermediary mechanism in this interaction effect. Advertising appeal also has a significant matching effect on green purchase intention under different buying situations (group VS independent), and face awareness plays a moderating role in this interaction effect. On the one hand, the research conclusion has certain reference value for enriching green advertising theory. On the other hand, it provides targeted advertising strategy for promoting green marketing practice.

Abstract: China′s Environmental Legislation in 2021 has made significant progress in such areas as the systematization of environmental law, the construction of legal system, and local environmental legislation. From the perspective of the historical development of environmental legislation, the environmental law promulgated in 2021 has promoted the systematization of environmental law in both form and substance. The new environmental law and administrative regulation have developed the environmental legal system under the dualistic framework of pollution prevention and control law and natural resources protection law. The environmental legislation at national level shows the direction of the systematic development of environmental law. In 2021, the local legislature has enacted 249 environmental regulations covering various areas of ecological and environmental protection, of which pollution prevention and control, ecological and natural resource protection are still the key areas of environmental legislation. Achievements have also been made in legislation in new areas such as climate change and the protection of human settlements. On the whole, the positioning and hierarchical structure of local environmental legislation are becoming more and more clear, and the regional coordinated legislation also shows the innovation of legislative mechanism. However, there are still some problems such as narrow space for innovation and homogeneity of legislation. The research on environmental legislation reflects the direction of its further development.
