The Research Group of the Office of the Central Commission for Foreign Affairs Visiting Chongqing to Provide Guidance for Assistance Work中央外办调研组来渝开展帮扶指导

From July 19to 22, Li Nianping, Director-General of the Foreign Affairs Management Administration of the Office of the Central Commission for Foreign Affairs, led a research group to Pengshui County and attended a symposium on local foreign affairs held by the Office of Foreign Affairs Work Commission of the CPC Chongqing Municipal Committee. He also listened to opinions and suggestions on foreign affairs management from relevant municipal government departments and districts/counties. This visit served to: 1) implement important instructions from the central leadership; 2) further promote targeted assistance from the Office of the Central Commission for Foreign Affairs to Pengshui Miao and Tujia Autonomous County; 3) help Chongqing build the Center for International Exchanges in Central and Western China.

The research group visited households in villages despite the long journey to lend an ear to the voices of the public face to face and learn about the successful practices in Pengshui of the CPC Central Committee’s strategy of poverty alleviation and rural revitalization. They also heard opinions and suggestions and offered advice to relevant departments and localities to carry out work on foreign affairs according to their responsibilities.

为贯彻落实中央领导重要指示批示精神，进一步推动中央外办定点帮扶重庆市彭水苗族土家族自治县工作，助力重庆高质量建设中西部国际交往中心，7月19日至22日，中央外办外事管理局局长李念平率调研组赴彭水县调研，并参加重庆市委外办召开的地方外事工作座谈会，听取相关市级政府部门、区县对外事管理工作的意见建议。

调研组不顾路途劳顿，走村入户，面对面倾听群众声音，了解党中央脱贫攻坚和乡村振兴战略在彭水的成功实践，听取相关意见建议，并根据职责分工为相关部门和地方开展对外工作出谋划策、答疑解惑。

During the visit in Pengshui, the research group carried out the following work:

● having discussions with colleagues of the CPC Pengshui County Committee and the County Government to follow up progress,difficulties, and items requiring assistance for the rural revi alization;

● paying a field visit to Dongliu Village, Baojia Town, Pengshui to know about the work of the First Secretary assigned by the Office of the Central Commission for Foreign Affairs, e-commerce development, Chinese herbal medicine cultivation, and the improvement of people’s life;

● holding party branch co-building activities in Shiliu Township in Pengshui and offered stationery and sports goods such as skipping rope, basketball, and badminton to Shiliu Zhongxin Primary School,bringing the care and help of the Office of the Central Commission for Foreign Affairs to children in remote mountainous areas;

● witnessing the signing of the, which was signed by the Foreign Affairs Office of the Chongqing Municipal Government, Chongqing Municipal Administration of Rural Revitalization, and Pengshui County; and

● attending the donation event of the Office of Foreign Affairs Work Commission of the CPC Chongqing Municipal Committee to build a library for rural revitalization in Dongliu Village.

During the visit in Chongqing, the research group was also present at these events: 1) the meeting on the coordination of various sectors in the society for promoting rural revitalization in Pengshui;2) the unveiling ceremony of the signboard of “Zhixin Building” for Pengshui Anzi Primary School, a project of Dormitory Development Initiative participated by the Singapore Embassy in China and the Singapore Chamber of Commerce in China; 3) the symposium on local foreign affairs held by the Office of Foreign Affairs Work Commission of the CPC Chongqing Municipal Committee. They also visited Hongyan Revolutionary Memorial Hall for the historical exhibition of the Foreign Affairs Group of the Southern Bureau of the CPC Central Committee to learn more about the important historical moments and diplomatic events conducted by the elder generation of revolutionaries such as Mao Zedong, Zhou Enlai and Dong Biwu who led the CPC to carry out international exchanges. The group also held activities to review the admission oath of the CPC with representatives of the Office of Foreign Affairs Work Commission of the CPC Chongqing Municipal Committee.

Relevant events were also attended by Wang Wen, Director-General of the Office of Foreign Affairs Work Commission of the CPC Chongqing Municipal Committee, Shi Qiang, Secretary of the CPC Pengshui County Committee, Chen Qingsong, County Mayor of Pengshui, and colleagues of relevant departments.

在彭水期间，调研组与彭水县委、县政府负责同志座谈交流，了解彭水推动乡村振兴的工作进展、存在问题和希帮扶事项，并到彭水保家镇东流村实地了解中央外办派驻该村第一书记的工作情况，以及东流村电商发展、中药材种植、群众生活改善等情况；到彭水石柳乡开展党支部共建活动，为石柳中心校送去学生们喜爱的跳绳、篮球、羽毛球等文体用品，带去了中央外办对偏远山区孩子的关心和帮助。调研组还见证了重庆市政府外办、市乡村振兴局和彭水县三方关于《共建重庆市乡村振兴国际合作示范点合作协议》的签署、重庆市委外办为彭水保家镇东流村捐建乡村振兴图书室等活动。

在渝期间，调研组参加了社会力量助力彭水县乡村振兴协作交流会、新加坡驻华大使馆和中国新加坡商会在彭水鞍子小学的筑巢行动项目“知新楼”揭牌仪式，参加了重庆市委外办召开的地方外事工作座谈会，前往红岩革命纪念馆参观中共中央南方局外事组历史展陈，深入了解毛泽东、周恩来、董必武等老一辈革命家带领中国共产党开展国际交往的重要历史时刻和重要外交外事活动等大量外交外事史实，并与重庆市委外办党员代表共同举行重温入党誓词等活动。

Dame Caroline Elizabeth Wilson, Ambassador of United Kingdom to China, Visited Chongqing

From July 12to 15, Dame Caroline Elizabeth Wilson, Ambassador of United Kingdom to China, paid her second visit to Chongqing after her inauguration. On the morning of July 14, Dan Yanzheng, Vice Mayor of Chongqing Municipal Government, held a formal meeting with the UK delegation, introducing the latest information of Chongqing in terms of its epidemic prevention and control as well as economic and social development. Vice Mayor said that Chongqing and the UK have carried out extensive cooperation and exchanges in many fields including trade and investment, science and technology and education. This year also marks the 50anniversary of the establishment of ambassadorial-level diplomatic relations between China and the UK.Against this backdrop, further steps should be taken to strengthen the pragmatic cooperation in the development of industries and international consumption center cities, drive forward cultural and people-to-people exchanges and promote regional ties.

According to Ambassador Wilson, Chongqing is an important partner for the UK in economic and trade cooperation and people-to-people exchanges. The UK appreciates the firm supports from Chongqing Municipal Government to the Consulate-General of the UK in Chongqing and hopes to advance cooperation in green finance, hydrogen energy,education, digitalization, modern services and sports industry.

During her visit in Chongqing, Ambassador Wilson, with the accompany of Stephen Ellison, Consul-General of the UK in Chongqing, paid visits to Chongqing Medical University, Chongqing No.1 Secondary School and Chongqing Comprehensive Economic Research Institute.

英国驻华大使吴若兰来渝访问

7月12至15日，英国驻华大使吴若兰来渝访问。这是其就任驻华大使后第二次到访重庆。14日上午，市政府副市长但彦铮会见吴若兰一行，简要介绍重庆统筹推进疫情防控和经济社会发展最新情况。他表示，重庆与英国在贸易与投资、科技、教育等诸多领域开展了深入交往。今年是中英建立大使级外交关系50周年，愿在此背景下，进一步加强重庆与英国在产业、国际消费中心城市建设、人文、地方友好等领域友好交流与务实合作。

吴若兰表示，重庆是英国在华重要经贸、人文合作伙伴，感谢重庆市政府相关部门对英国驻重庆总领事馆的大力支持，希望推动英国与重庆在绿色金融、氢能、教育、数字化、现代服务业、体育等领域合作。

访渝期间，吴若兰访问了重庆医科大学、重庆一中、重庆市综合经济研究院。英国驻重庆总领事史云森陪同访问。

On July 13, Wei Xiaodong, Deputy Director-General of the Department of Consular Affairs of Ministry of Foreign Affairs held work symposium with Consuls-General and representatives of 11 foreign Consulates-General in Chongqing. Director-General Wang Wen and Deputy Director General Li Mingquan of the Chongqing Municipal Government Foreign Affairs Office attended the event

Wei Xiaodong highly recognized the contributions of consulates in Chongqing to the solid progress in economic and trade cooperation, people-to-people exchanges and bilateral relations. He said that since the onset of the epidemic, putting the health and safety of our people as priority, Chinese government fought against COVID-19 while maintaining economic and social development and minimizing the impact of COVID-19. China has always attached great importance to the production, operation,work and life of foreign companies in China and our own people, and carried out COVID-19 prevention and control measures for overseas arrivals in a scientific and targeted manner, thus ensuring a healthy, safe and orderly exchanges between people from China and overseas. Department of Consular Affairs of Ministry of Foreign Affairs would like to work with all consulates in Chongqing to promote the cooperation and exchanges, thus driving relations between the two sides into a higher stage.

Wang Wen said that Chongqing Municipal Government Foreign Affairs Office would take in and learn from all the suggestions and opinions during the symposium so as to further improve its work and provide better work and life services to those who are working in consulates in Chongqing. 7月13日，外交部领事司副司长魏晓东与11国驻重庆总领事或代表在渝举行工作座谈会。市政府外办主任王雯、副主任李明全参加座谈会。

魏晓东高度肯定各国领馆为促进派驻国与重庆的经贸人文合作和双边关系健康发展所作的积极贡献。他表示，疫情以来，中国政府始终把人民群众的生命安全放在首位，统筹推进疫情防控和经济社会发展，最大限度减少疫情影响。中方高度重视保障外国在华企业和民众的生产经营和工作生活，科学精准优化入境防疫措施，积极构建健康、安全、有序的中外人员往来秩序。外交部领事司愿与各国驻渝总领事相向而行，共同努力，促进派驻国与重庆友好交流合作，推动双边关系迈向更高水平。

Zhang Yaxi, Deputy Director-General of Chongqing Municipal Government Foreign Affairs Offi e, Had Dialogues with Zhou Hong, Representative of Western Division of Hong Kong Trade Development Council

On July 21, Zhang Yaxi, Deputy Director-General of Office of the Affairs of Hong Kong and Macao of the Municipal Government, held a meeting with Zhou Hong, the representative of the Western Division of the Hong Kong Trade Development Council. The two sides conducted in-depth communications on further leveraging Hong Kong’s resources to add impetus to the Chengdu-Chongqing Twin-Hub Mega-Region.

Zhou Hong, witnessing and participating in many important moments of Chongqing-Hong Kong exchanges, expressed a deep affection for Chongqing as the first representative of the HKTDC Representative Office in Chongqing.After taking office as the representative, he has worked to further promote the cooperation between the HKTDC and Chongqing, build a platform and expand channels for the development and growth of businessmen in Chongqing and Hong Kong, and build platforms for IP with international market potential and local enterprises to “go global”. Zhang Yaxi expressed her hope to leverage the exhibition platforms and globalization resources of the Hong Kong Trade Development Council (HKTDC)to attract more capital, technology, and talents to Chongqing, and to improve the international importance of and expand the international market for Chongqing products, especially intangible cultural heritage products. The Hong Kong and Macao Affairs Office of the Chongqing Municipal Government stands ready to work with HKTDC to build a platform to carry out joint exchange activities among Hong Kong, Chongqing, and Sichuan.

7月21日，市政府港澳办副主任张娅茜与香港贸发局西区代表周宏一行会谈，双方就进一步用好用活香港资源助力成渝地区双城经济圈建设等进行深入交流。

周宏表示，作为香港贸发局驻重庆代表处第一任代表，他见证并参与了渝港交流的很多重要时刻，对重庆感情很深。就任西区代表后，希望能进一步推进香港贸发局与重庆的合作，为在渝港商发展壮大、为渝企“走出去”和打造具有国际市场潜力的IP搭建平台，拓展渠道。下一步，将致力于加强与成渝地区双城经济圈互动，促进与粤港澳大湾区的跨区域合作。

Consular Communities Attended the Culinary Event Tasty Chongqing in Wulong

From July 9to 10, the Foreign Affairs Office of the Chongqing Municipal Government organized consular officials from Canada,Hungary, Cambodia, and other countries in Chongqing to visit Wulong for the Culinary Event Tasty Chongqing to taste local delicacies and enjoy captivating scenery in the World Natural Heritage Site. The event was co-sponsored by the Publicity Department of the CPC Chongqing Municipal Committee, Chongqing Municipal Education Commission, Chongqing Municipal Commission of Commerce, Chongqing Municipal Commission of Culture and Tourism Development, and the Foreign Affairs Office of the Chongqing Municipal People’s Government. It was also attended by representatives of international students from seven countries, including Bangladesh,Congo (Brazzaville), Ghana, Liberia, Gabon, Senegal, and Cote d’Ivoire.

7月9日至10日，市政府外办组织加拿大、匈牙利、柬埔寨等国驻渝领事官员走进武隆，参加感知重庆·渝味传五洲武隆专场活动，品味“舌尖上的武隆”，领略世界自然遗产地武隆风光。该活动由重庆市委宣传部、市教委、市商务委、市文化旅游委和市政府外办共同主办。来自孟加拉国、刚果（布）、加纳、利比里亚、加蓬、塞内加尔、科特迪瓦等7个国家留学生代表参加活动。

During the event, the unique flavored local dishes of Wulong such as crispy roasted pork and mutton soup won the praise of foreign guests.The consular communities also went to Lanba Art Town to explore the world of art; watched, a large-scale live-action show to experience the unique Bayu customs; and took in the magnificent landscape of the World Natural Heritage Site at Tiansheng Three Bridges.

China (Chongqing)-Indonesia Business Investment Promotion Video Conference Was Convened

On July 4, Chongqing, together with the Embassy of Indonesia in China and Bank Indonesia Representative Office in Beijing,held China (Chongqing) - Indonesia Business and Investment Promotion Video Conference, where heads of relevant enterprises in West Java, North Sulawesi, and Lampung provinces in Indonesia promoted projects and conducted friendly exchanges and cooperation in multiple fields

Zhou Yi, Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal Government, said that Chongqing is thoroughly implementing the consensus on cooperation reached by President Xi Jinping and President Joko, and contributing to building the China-Indonesia community with a shared future. Li Mingquan, Deputy Director-General of Chongqing Municipal Government Foreign Affairs Office, Met with Jimmy Ray,Consul-General of Nepal in Chengdu

On July 11, Li Mingquan, Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal Government, met with Jimmy Ray,Consul-General of Nepal in Chengdu, and his wife during their visit to Chongqing. The two sides exchanged views on the communication and cooperation between Chongqing and Nepal.

Li Mingquan introduced the latest socioeconomic developments in Chongqing.He said that Chongqing is the only centrally administered municipality in central and western China and enjoys the Yangtze River Golden Shipping Route and welldeveloped river-sea transportation, thus it makes strategic importance in China’s opening-up and regional development. Nepal is our friendly neighboring country,and there is vast space for cooperation between Chongqing and Nepal on corridor construction, business, culture & tourism, vocational education, poverty reduction,etc. He also expressed his hope to further interact with Consul-General Jimmy Ray and the team of the Consulate-General of Nepal to jointly promote Chongqing-Nepal exchanges and cooperation in various fields to a new level

Jimmy Ray said that this is his first official visit to Chongqing and he admires Chongqing for its great achievements in the past 25 years as the youngest centrally administered municipality in China. 7月11日，市政府外办副主任李明全会见来渝拜访的尼泊尔驻成都总领事吉米雷和夫人一行，双方就重庆与尼泊尔交流合作情况交换了意见。

李明全介绍重庆社会经济发展的最新情况。他说，重庆是中国中西部地区唯一的直辖市，拥有长江黄金水道，江海联运发达，在中国对外开放和区域发展格局中，重庆占有重要的战略地位。尼泊尔是我们的友好邻邦，两地在通道建设、经贸、文旅、职业教育以及减贫等方面有着很大的合作空间，期待与吉米雷总领事及尼泊尔总领馆团队加强互动，共同推动重庆与尼泊尔在各领域的交流合作迈上新台阶。

The Consulate-General of Belarus in Chongqing Held Celebration of the Independence Day

On July 5, the Consulate-General of Belarus in Chongqing commemorated Belarus’ Independence Day at E’Ling Park. Li Mingquan, Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal People’s Government, and Dzmitry Yemelyanau,Consul-General of Belarus in Chongqing, jointly laid wreaths at the tombs of Storf and Katnov, paying homage to the martyrs who sacrificed in the worldAnti-Fascist War.

According to Li Mingquan, 2022 not only marks the 30anniversary of the diplomatic ties between China and Belarus,but also the year of China-Belarus sub-national cooperation as well as the 5anniversary of the friendship between Chongqing and Minsk. Early in this year, the photo exhibition for the 30anniversary of China-Belarus diplomatic relations was held and a Chongqing-Minsk TV Week was launched,unveiling the prologue of Chongqing’s participation in a series of activities related to the China-Belarus Year of Regions and commemoration of the 5anniversary for bilateral ties between Chongqing and Minsk. We look forward to more cooperation activities in economy, trade and cultural exchanges with the Consulate-General of Belarus in Chongqing for closer interactions between Chongqing and Belarus with the aim of mutual benefit

Dzmitry Yemelyanau said the Consulate-General of Belarus in Chongqing opened in 2021. In 2022, it attained achievements in many sectors. Through the 30anniversary of the diplomatic ties and the Belarus-China Year of Region, both countries opened up new prospects for horizontal cooperation,and the potential of regional structures has been incorporated into bilateral relations. It is good to see that Chongqing is playing a momentous role in the development of friendly relations between Belarus and China.

白俄罗斯驻重庆总领事馆在渝举行独立日纪念活动

7月5日，白俄罗斯驻重庆总领事馆在鹅岭公园举行白俄罗斯独立日纪念活动。市政府外办副主任李明全与白俄罗斯驻重庆总领事叶·德米特里共同为司托尔夫、卡特诺夫烈士之墓敬献花圈，缅怀在世界反法西斯战争中牺牲的英雄。

李明全表示，2022年既是中白建交30周年，也是中白地方合作年，又恰逢重庆与明斯克州结好5周年。年初举办中白建交30周年图片展并启动重庆—明斯克电视周，揭开了重庆参与中白地方合作年和纪念重庆与明斯克州结好5周年纪念系列活动的序幕。期待与白俄罗斯驻渝总领馆联合举办更多经贸人文交流合作活动，持续深化重庆与白俄罗斯互利友好合作。

叶·德米特里表示，2021年白俄罗斯在重庆开设总领事馆，2022年在众多方面都值得庆祝。白中建交30周年、白中地方合作年，两国开启了横向合作的新前景，区域结构的潜力被纳入双边关系。很高兴看到，重庆在白俄罗斯和中国的友好关系发展中发挥着巨大作用。

Feng Zimin, Deputy Director-General of the Chongqing Municipal Government Foreign Affairs Office, Led a Field Visit about the Standardization of Foreign Language Signs in Public Space and the Building of International Communities

On July 1, Feng Zimin, Member of the Leading Party Members’ Group and Deputy Director-General of the Foreign Affairs Office led a field visit about the standardization of foreign language signs in public space and the building of international communities. He also exchanged ideas with persons-incharge from the Foreign Affairs Office in 12 pilot areas

During the meeting, all participants were required to thoroughly learn and apply Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Xi Jinping Thought on Diplomacy. Guided by the guidelines of the 6Municipal Congress of the CPC and the arrangement of the CPC Chongqing Municipal Committee and Chongqing Municipal People’s Government, each one should enhance political consciousness, act proactively, apply a pragmatic approach, make steady progress, draw experience, interact and learn from each other. In this way,we could accelerate the standardization of foreign language signs in public space and the building of international communities, boost the development of the Center for International Exchanges in Central and Western China, thus supporting national diplomacy on the whole as well as the socioeconomic growth of Chongqing.

冯子敏副主任调研公共场所外语标识标牌规范化设置和国际化社区建设工作

7月1日，市政府外办党组成员、副主任冯子敏带队调研公共场所外语标识标牌规范化设置及国际化社区建设工作，并与12个试点区外办负责同志座谈交流。

会议要求深学笃用习近平新时代中国特色社会主义思想和习近平外交思想，认真贯彻落实市第六次党代会精神，按照市委市政府部署，提高认识、积极作为，求真务实、稳步推进，总结经验、交流互鉴，加快推进公共场所外语标识标牌规范化设置和国际化社区建设工作，助推中西部国际交往中心建设，更好地服务国家总体外交和全市经济社会发展。

在座谈中，各试点区就工作推进情况、存在问题、下步打算及建议意见等进行了充分沟通交流。

On July 8, Wang Guangcheng, Member of the Leading Party Members’ Group the Level-II inspector of Chongqing Municipal Government Foreign Affairs Office met the team led by Eric Yip Chee Hang, General Manager & Head of China Division of BEA.

Wang Guangcheng introduced the economic and social development of Chongqing and the exchanges between Chongqing and Hong Kong in full aspects. He said that the two cities had a long history of interconnection and Hong Kong is actively integrating into the national development strategy.The cooperation between Chongqing and Hong Kong will be closer and closer. In recent years, Chongqing has made every effort to promote the joint development of open economy in the Chengdu-Chongqing Twin-Hub Mega-Region, the Guangdong-Hong Kong-Macao Greater Bay Area and other regions, build a Center for International Exchanges in Central and Western China, advance the construction of open channels, platforms,customs clearance, industries and the environment on all fronts, thereby upgrading, broadening and deepening Chongqing’s role as the leader of opening-up in inland China. In terms of finance, Chongqing and Hong Kong have formed a multi-dimensional, wide-ranging and high-level fi ancial cooperation structure. It is hoped that the Bank of East Asia will further its business in Chongqing, strengthen mutual exchanges and expand cooperation fields in the future

Eric Yip Chee Hang briefed on the development of the Bank of East Asia in recent years. According to him, Hong Kong’s companies have a robust market and are sharp to the industrial trend. These companies will seize the opportunity to be part of the national development strategy. At present, many Hong Kong companies are optimistic about the prospects of Chongqing, hold firm confidence in their development in this city and expand their business here continuously. The Bank of East Asia is ready to utilize its financial advantages in Hong Kong, continue to push forward cooperation between Chongqing and Hong Kong, and further broaden its financial business scope in Chongqing to complement each other with comparative advantages for common development.

7月8日，市政府外办党组成员、二级巡视员王广成在外事大楼会见了东亚银行有限公司总经理兼中国业务部主管叶志衡一行。

王广成全面介绍了重庆市经济社会发展情况及渝港交流情况。他表示，渝港两地有很深的渊源，香港正积极融入国家发展大局，渝港两地合作将越来越紧密。近年来，重庆全力推进成渝地区双城经济圈、粤港澳大湾区等区域开放型经济联动发展，大力建设中西部国际交往中心，全方位推动开放通道、平台、通关、产业和环境等建设，拓展内陆开放高地的高度、广度和深度。金融方面，渝港两地已形成多维度、宽领域、高层次的金融合作格局。希望未来东亚银行能深耕重庆业务，加大交流力度，拓宽合作领域。

叶志衡简要介绍东亚银行近年的发展情况。他表示，香港企业具有很强的市场及产业发展敏锐性，将抓住机遇，融入国家发展大局。如今许多香港企业看好重庆的未来发展，坚定在渝发展的信心，在渝业务不断拓展。东亚银行愿意利用在香港的金融优势，继续致力于推动渝港合作，进一步扩大金融领域在重庆的业务范围，实现优势互补、共同发展。
