Lancang-Mekong Tourist Cities Cooperation Alliance Conference and Lancang-Mekong Mayor Forum on Culture and Tourism Held in Chongqing Sharing new opportunities of the land-sea corridor and jointly promoting great development of culture and tourism in the Lancang-Mekong region
10月21日,由文化和旅游部主办,重庆市文化和旅游发展委员会、重庆市九龙坡区人民政府共同承办的澜湄旅游城市合作联盟大会暨澜湄市长文化旅游论坛在重庆举行。此次大会采用线上线下相结合的方式,围绕“共享陆海通道新机遇·共促澜湄文旅大发展”主题,共商新冠肺炎疫情后澜湄区域文化和旅游业复苏提振办法,共促澜湄区域文化旅游高质量发展。
中国文化和旅游部副部长杜江、重庆市人民政府副市长蔡允革、外交部王福康大使,缅甸驻华大使苗丹佩、老挝驻华大使坎葆·恩塔万、柬埔寨驻重庆总领事尤索科出席活动并致辞。泰国驻华大使阿塔育通过视频致辞,柬埔寨旅游部部长唐坤为大会发来贺信,缅甸饭店和旅游部、老挝新闻文化旅游部、越南旅游总局等湄公河国家旅游主管部门代表通过线上出席。28个联盟成员城市和众多国内外专家学者、知名企业和行业协会代表等在线上线下出席活动。
旅游是澜湄合作的重要领域,根据世界旅游组织的预测报告,到2030年,澜湄次区域所在的东南亚地区入境旅游人数将排到全球第三位。开展澜湄旅游城市合作,对于促进区域旅游发展,发挥旅游中心城市引擎和经济增长极作用,具有重要意义。
澜湄旅游城市合作联盟是由各国旅游部门牵头搭建,该联盟的主要任务为形成务实合作框架;形成高层交流机制,定期召开联盟大会;搭建文旅合作平台,举办澜湄市长文化旅游论坛,并视情配套举办文化旅游主题展、旅游推介和企业洽谈会等活动,发布澜湄城市文旅产业竞爭力报告,建立文化和旅游投资项目库;推动友城建设,推动“一对一”“一对多”旅游合作与交流模式;推动联合营销,对外打造共同的旅游营销品牌。
大会研究并提出了《澜湄旅游城市合作联盟工作方案及五年行动计划》,联盟中方成员城市讨论通过《澜湄旅游城市合作联盟(中方草案)》,进一步完善联盟机制建设。
重庆作为联盟成员和大会承办城市发起《澜湄旅游合作重庆倡议》,倡议各联盟成员在充分借助国际陆海贸易新通道和西部陆海新通道,构建共商共享的务实合作新机制,搭建澜湄区域旅游城市高层旅游交流机制和合作平台。
本次大会是澜湄国家以城市为平台开展深化旅游合作的一次有益探讨。大会以平行分论坛的形式举办澜湄市长文化旅游论坛,28个联盟成员城市代表,世界旅游联盟、世界旅游城市联合会、中国—东盟中心、联合国世界旅游组织等国际组织代表,清华大学、重庆大学、北京联合大学、云南民族大学、西南大学、深圳大学、广西社会科学院等学术机构代表,中国旅游集团有限公司等企业代表,分别围绕“疫后旅游恢复与安全协调机制”“澜湄城市合作与内陆城市国际化”“旅游发展与乡村振兴”3个论坛主题展开深入研讨,为后疫情时代澜湄区域文化旅游快速恢复和高质量发展预作准备。
在下午举行的“同饮一江水·共叙澜湄情”澜湄旅游城市文旅推介会上,重庆推介人王梦园和柬埔寨驻重庆总领事尤索科先后推介了重庆、柬埔寨的文化和旅游,向大家展现了重庆“一城千面”的独特魅力和柬埔寨国家文化旅游发展情况。
当晚,还举行了“九龙之夜”文旅交流会,以“九龙九景”为主题,向嘉宾展现“九龙”风采,全方位、多角度地推介九龙坡。嘉宾沉浸式体验了九龙坡文旅的风采和“山水之城·美丽之地”的独特魅力。
大会期间,还举办了澜湄国家青年文艺交流汇演、澜湄文化和旅游主题图片展暨重庆与澜湄国家友好交流回顾展、澜湄旅游特色小商品展、重庆非遗精品项目互动体验展,并组织嘉宾实地调研重庆城市特色线路等。

On October 21, sponsored by the Ministry of Culture and Tourism and jointly hosted by Chongqing Municipal Development Committee of Culture and Tourism and People's Government of Jiulongpo District, Chongqing, Lancang-Mekong Tourist Cities Cooperation Alliance Conference and Lancang-Mekong Mayor Forum on Culture and Tourism was convened in Chongqing. Combining online with offline forms, and centering on the theme of "Sharing New Opportunities of Land-Sea Corridor and Jointly Promoting the Great Development of Culture and Tourism in the Lancang-Mekong Region", the conference discussed the rejuvenation measures for culture and tourism in Lancang-Mekong region, and strived to promote the high-quality development of Lancang-Mekong culture and tourism after COVID-19 jointly.
Du Jiang, vice minister of the Ministry of Culture and Tourism of China, Cai Yunge, deputy mayor of Chongqing Municipal People's Government, ambassador H.E. Wang Fukang of the Ministry of Foreign Affairs, Myanmar ambassador to China H.E. U Myo Thant Pe, Laos ambassador to China H.E. Khamphao Ernthavanh, and Sokhemrak Yos, Consul General of Cambodia in Chongqing attended the event and delivered speeches. Thailand ambassador to China H.E. Arthayudh Srisamoot gave a video speech, Thong Khon, Cambodian tourism minister sent a congratulatory letter to the conference, and representatives of tourism authorities of Mekong River countries such as Myanmar Ministry of Hotels and Tourism, Laos Ministry of Information, Culture and Tourism and Vietnam National Administration of Tourism attended the conference online. Numerous experts and scholars from 28 Alliance member cities and from home and abroad, representatives of renowned enterprises and industry associations attended the event online and offline.
Tourism is a key field of Lancang-Mekong cooperation. According to the forecast report of the World Tourism Organization, the number of inbound tourists in Southeast Asia where the Lancang-Mekong subregion is located will rank the third in the world by 2030. The unfolding of cooperation among Lancang-Mekong tourism cities is of great significance in promoting regional tourism development and giving play to the engine and economic growth pole roles of tourism center cities.
Led by the tourism departments of various countries, the Lancang-Mekong Tourist Cities Cooperation Alliance aims at forming the framework of practical cooperation; shaping a high-level communication mechanism and holding regular alliance meetings; building a culture and tourism cooperation platform, holding Lancang-Mekong Mayor Forum on Culture and Tourism, convening counterpart cultural tourism themed exhibitions, tourism promotion meetings and enterprise fairs as appropriate, releasing competitiveness reports on culture and tourism industry of Lancang-Mekong cities, establishing project library of culture and tourism investment; faciliating the construction of sister cities and promoting the "one-on-one" and "one-on-many" tourism cooperation and exchange modes; enhancing joint marketing and creating a joint tourism marketing brand externally.
The conference studied and proposed the Work Program and Five-Year Action Plan of the Lancang-Mekong Tourist Cities Cooperation Alliance, and the Lancang-Mekong Tourist Cities Cooperation Alliance (Chinese Draft) was discussed and approved by Alliance Chinese member cities to further improve the Alliance mechanism construction.
Chongqing, as an Alliance member and the conference host city, launched the Chongqing Initiative on Lancang-Mekong Tourism Cooperation, advocating a new mechanism of pragmatic cooperation for mutual consultation and sharing, and a high-level tourism exchange mechanism and cooperation platform for tourism cities in the Lancang-Mekong region among various Alliance members through full utilization of the new international land-sea trade corridor and the new western land-sea corridor.
The conference is a beneficial discussion on deepening tourism cooperation among Lancang-Mekong countries on the platform of cities. In the form of parallel forums, the conference held three Lancang-Mekong Mayor Forums on Culture and Tourism with themes of "post-epidemic tourism recovery and safety coordination mechanism", "Lancang-Mekong cities cooperation and internationalization of inland cities", and "tourism development and rural revitalization", during which representatives of 28 Alliance member cities, representatives of international organizations such as the World Tourism Alliance, World Tourism Cities Federation, ASEAN-China Centre and United Nations World Tourism Organization, representatives of academic institutions such as Tsinghua University, Chongqing University, Beijing Union University, Yunnan Minzu University, Southwest University, Shenzhen University and Guangxi Academy of Social Sciences, as well as representatives of enterprises such as China Tourism Group Co., Ltd. conducted in-depth discussions to prepare for the quick recovery and high-quality development of culture and tourism in the Lancang-Mekong region.
At the Culture and Tourism Promotion Conference of Lancang-Mekong Tourist Cities with the theme of "Shared River, Shared Lancang-Mekong feelings" held in the afternoon, Chongqing promoter Wang Mengyuan and Sokhemrak Yos, Consul General of Cambodia in Chongqing, successively promoted the culture and tourism of Chongqing and Cambodia, presenting the unique charm of Chongqing's "thousands of facets" and the development of Cambodian national culture and tourism.
On that night, the special promotion event of "Jiulong Night" Culture and Tourism Exchange Meeting of Lancang-Mekong Tourist Cities Cooperation Alliance Conference was held. Jiulongpo District took "Nine views of Jiulong" as the theme to show and promote "Jiulong" to guests in an all-round and multi-angle manner. Guests immersed themselves in experiencing Jiulongpo's culture and tourism and the unique charm of "A Land of Natural Beauty, A City with Cultural Appeal".
During the conference, Lancang-Mekong National Youth Cultural Exchange Performance, Lancang-Mekong Culture and Tourism Theme Photo Exhibition and Review Exhibition of Friendly Exchanges between Chongqing and Lancang-Mekong Countries, Lancang-Mekong Tourism Featured Commodity Exhibition, Chongqing Intangible Cultural Heritage Interactive Experience Exhibition, and the field promotion of culture and tourism quality products of Chongqing and Cambodia were held as well, and the guests were organized to survey the characteristic routes of Chongqing in the field.
