The 2nd Wanshou Dialogue on Global Security-- Global Security in the Age of Major Changes

The 2nd Wanshou Dialogue on Global Security organized by the Chinese People’s Association for Peace and Disarmament(CPAPD)was held in Beijing from July 1 to 3,2019.With the theme of “Global Security in the Age of Major Changes” , the Dialogue had four panels, which were “New Changes within Security Relations among Major Countries”,“New Adjustments in the Regional Security Order”, “New and Emerging Technologies and Global Security” and “Evolution of Security Concepts and Global Security Governance”.Mr.Ma Biao, President of the CPAPD and Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference delivered a keynote speech at the opening ceremony which was moderated by Mr.Song Tao, Minister of the International Department of the CPC Central Committee(IDCPC).Mr.Wang Yajun, Advisor to the CPAPD and Vice Minister of the IDCPC made concluding remarks at the closing ceremony.Some 60 participants at home and broad including political leaders, former dignitaries,experts of security think tanks, peace organization representatives from Russia, the Unite States, the United Kingdom, France,Austria, Sweden, Japan, the ROK, India,Pakistan, Vietnam, Laos, Thailand, the Philippines, Brazil, Argentina, South Africa,and United Nations Institute for Disarmament Research, the Secretariat of Shanghai Cooperation Organization and Secretariat of the Conference on Interaction and Confidence-Building Measures in Asia, as well as renowned Chinese scholars from Chinese Academy of Social Sciences, China Institute of International studies, China Academy of Engineering Physics, National Defense University, Peking University, Tsinghua University, National University of Defense Technology, University of International Relations and Jinan University, etc.attended the Dialogue.

Participants had heated discussions focusing on the theme and reached some consensus: although there are some unstable and uncertain factors existing in the current international and regional security situations, to promote peace and seek security and development is the strategic goal and interests appeal of most countries; major countries should actively shoulder international responsibilities, enhance coordination, manage differences, build more inclusive and constructive partnerships, and create peaceful and stable, healthy and harmonious,cooperative and win-win international security environment; countries in their own regions should promote strategic mutual trust, and work hard to establish regional security architecture which conforms to reality and meets the demands of all parties; all parties should follow closely the leading edge of scientific and technological development, draw on the advantages and avoid the disadvantages, thus dealing better with security risks caused by new round of scientific and technological revolution;various countries should strengthen exchanges and mutual learning of different civilizations,take a clear-cut stand to oppose Cold War mentality and zero-sum game, and practice the new security concept which is common,comprehensive, cooperative and sustainable.

The theme and panel topics of the 2nd Wanshou Dialogue on Global Security accorded with concerns of the international community about global security.The consensus of participants fully reflected mainstream views on current international security situation by different regions and major countries.Meanwhile, the Dialogue also introduced Xi Jinping thought on diplomacy to foreign delegates and realized the purpose of promoting mutual understanding, contributing wisdom and power to building a world of lasting peace and universal security, and a community with shared future for mankind.The CPAPD will continue to make efforts to forge the Dialogue to be an internationally well-known brand of security studies and dialogue which is pragmatic and efficient,professional and high-end.
