High Purity Graphite And Multiple Aluminum Products Are Selected in the Key New Materials Application Demonstration List by MIIT

On Dec., 26, 2018, Ministry of Industry and Information Technology released the announcement of printing and distributing Guidance List of The Application Demonstration of The First Batch of Key Materials (Version 2018). Based on the announcement, the printing and distributing of Guidance List of The Application Demonstration of The First Batch of Key Materials (Version 2018) is to further improve the pilot insurance compensation work of application demonstration of the first batch of key materials. The day when this announcement is released is the day when it is put into force and when Guidance List of The Application Demonstration of The First Batch of Key Materials (Version 2017) (MIIT Original (2017) No. 168) is abolished.

In Guidance List of The Application Demonstration of The First Batch of Key Materials (Version 2018), 166 types of new materials including advanced steel material, advanced nonferrous material, advanced chemical material and membrane material make their presence. Among them, high purity graphite is present as mineral functional material. 8 types of aluminum materials are also selected including Large specification 7050 aluminum alloy predrawn thick plate, large specification 7B50 aluminum alloy pre-drawn thick plate, large specification aluminum alloy pre-drawn plate, Sc-containing aluminum alloy material, profiles for aerospace support frames, damage-resistant aluminum alloy pre-drawn plate, high-performance auto-used aluminium alloy plate, Al-Si-Sc wielding wire and Al-Li wielding wire.

From the perspective of application fields, selected aluminum products are mainly for industries like aviation, auto, high-end equipment and ship, where our aluminum processing technologies are less-advanced. Currently, our aluminum processing industry has problems of excess capacity for general products while insufficient capacity for high-tech, high-precision and high-quality products. 90% of our high-performance aluminum products rely on importing, which is a leading cause of relatively underdeveloped manufacturing technologies of high-performance aluminum alloy in international community.

It is known that Application Demonstration Guidance List of The First Batch of Key Materials is a policy document co-released in 2017 by MIIT and Ministry of Finance and the former CIRC (China Insurance Regulatory Commission). The document is dedicated to utilizing market force to make institutional arrangements for the risk controlling and sharing of new materials application and demonstration. It helps to break the bottleneck in early stage of new materials application, lead downstream clients to actively applying new materials, thus accelerating the achievement transformation and application of new materials.

The distribution of Application Demonstration Guidance List of The First Batch of Key Materials (Version 2018) is an accelerator for the development of Chinese high-performance aluminum products and will enhance our R&D strengths and competitiveness of related technologies.
