Over 2000 years ago，the industrious and talented people on the Eurasian continent opened the ancient Silk Road，connecting the Asian，European and African civilizations.The Silk Road was both a trade route and a road of friendship.It heralded friendly exchanges among different peoples and promoted close interaction and flourishing of different civilizations for over two millennia.The Silk Road symbolizes peace and cooperation，openness and inclusiveness，mutual learning and win-win outcomes for all，a vision that has steadily enhanced human progress.

Dunhuang is a shining pearl on the ancient Silk Road where the Eastern and Western civilizations met and embraced each other.The Dunhuang culture，an outstanding example of mingling of civilizations，is the shared heritage of mankind.

Amity among nations derives from friendship among their peoples，which，in turn，is based on opening hearts to each other.Dialogue，exchanges and cooperation of diverse cultures underpin friendship among different countries and peoples.By intensifying people to people and cultural exchanges and building a Silk Road Economic Belt and the 21stCentury Maritime Silk Road，we can make significant contribution to the common development of all countries，promote human progress and uphold global peace.

Taking note of the Universal Declaration on Cultural Diversity and with the goal to promote cultural exchanges and jointly pursue cooperation and development，we have reached the following consensus on the basis of full discussion:

----Stay committed to cultural diversity，equality and inclusiveness.We should respect the cultural tradition and values of different countries and nations.We should endeavor to overcome bias and prejudice，defuse tension，resolve disputes and conflicts，and reduce misunderstanding.We should enhance exchanges and dialogue on the basis of equality，be open minded and inclusive so as to draw on each other's strength，and we should deepen mutual trust so as to pursue shared development.

----Protect the historical and cultural heritage of all countries.We should cherish the time honored achievements of civilization and cultural creations of all countries and protect their traditional cultures.We should intensify exchanges and cooperation among all countries in protecting tangible and intangible cultural heritage and promote the creative interaction and development of the fine traditional culture of all countries.

----Increase cultural dialogue and cooperation at various levels.We should hold more high level forums，conducthigh levelgovernmentalculturaldialogue，putin place aframework ofgovernmentalcultural cooperation through consultation and adopt programs of action.Such institutional arrangements will ensure regular and effective governmental cultural dialogue.We should expand non-governmental exchanges and exchanges between the academic community and think tanks.We should extensively conduct cooperation and exchanges in literature and art，press and publication，broadcasting，film and television as well as in social sciences.We should host various colorful cultural events with distinctive features and jointly launch major projects of cooperation.

----Boost cultural trade and cooperation in cultural industries.While respecting concerns of various countries about cultural security，weshould fully leveragetheroleof themarket to promotecross-borderand inter-regional flow of cultural products and cultural elements.We should strengthen exchanges and cooperation among various countries in creative cultural industries，promote the integrated development of culture and tourism and support cultural enterprises in pursuing international business cooperation.
