“重庆中法应急与灾难医学合作中心”成立:盘点重医与法国医学界的22年交流史

3月27日,由重庆市卫生和计划生育委员会与法国驻华大使馆主办、重庆医科大学附属第一医院(以下简称“重医附一院”)承办的第二届中国(重庆)—法国应急与灾难医学研讨会暨重庆中法应急与灾难医学合作中心签约仪式在重医附一院举办。在重庆市政协副主席吴刚、法国驻华大使馆卫生与社会事务参赞谢思珂、法国驻成都总领事馆总领事满碧滟、重庆市政府外事侨务办公室副巡视员王广成等嘉宾的共同见证下,法国驻华大使顾山与市卫生计生委书记盛娅农正式签约。
此次签约对重庆与法国在医疗方面的合作有着积极影响。法国方面将会为重医附一院提供卫生应急和灾难医学领域的培训,提高重庆地区卫生应急系统的质量和效率,同时也促进中法应急与灾难医学领域的交流与合作,支持和促进在卫生应急和急诊科运行的组织或适宜技术上的创新。
2017年2月,法国驻成都总领事馆总领事满碧滟接受本刊记者专访时曾表示,她来渝的一项重要行程便是到重医附一院交流访问。这次她出席并见证了重庆中法应急与灾难医学合作中心的签约,也印证了中法的友好关系与医疗领域的合作更进了一步。
“合作中心”平台的搭建有利于“走出去,请进来”的开展,学习借鉴法国应急与灾难医学经验,促进相关学科建设,提高我市卫生应急和急救能力。合作中心的建立立足重庆,服务整个西部在应急与灾难医学方面的需要,有利于巩固和扩大我市在西部、乃至全国应急与灾难医学领域的影响力,为今后重庆承担大型国家级以及国际性活动的急救服务和医疗保障作好充分准备。同时,通过“中心”平台,扩大中法在应急与灾难医学方面的合作交流,也有利于扩大重庆在法国的综合影响力和知名度。
据了解,重医附一院与法国医学院校和医院开展交流已有22年,是国内成功开展中法医学交流的典型代表,交流成绩在国内名列第二,是国内成功开展中法医学交流的典型代表。到目前,已累计派出重庆医生139人次赴法国学习和临床进修及94名医学生赴法临床实习,5位法国大使访问医院,邀请到133名法国专家教授来重庆讲学及手术示范。是西南地区唯一一家加入中国空中急救医院联盟的医院。“重庆中法应急与灾难医学合作中心”的成立,是在中法两国人文交流高层对话的框架下,根据《中华人民共和国国家卫生和计划生育委员会与法兰西共和国社会事务与卫生部卫生应急合作执行计划(2016—2020年)》,鉴于法国与重庆在卫生领域的长期友好合作关系而共同建立的。
达成合作协议的中法双方包含了重庆市卫生和计划生育委员会,重医附一院等,法国方面的医科院校和医疗机构包括斯特拉斯堡大学附属医院、斯特拉斯堡大学和其医学院、图卢兹大学附属医院等,双方在合作协议下,每年召开一次会议,通过关于应急与灾难医学的培训计划和年度报告。
在合作中心的建立的同时,2017年3月27日,第二届中国(重庆)—法国应急与灾难医学研讨会也在渝举办,是继2016年3月之后,重庆市卫生和计划生育委员会再次与法国驻华大使馆联合主办的学术活动。近20名法国应急与灾难医学领域的专家学者以及来自北京、上海、天津、湖北、湖南等11省市的代表,重庆市级医疗卫生单位和40个区县医疗单位250余工作人员参加了会议。大会围绕卫生应急领域面临的新挑战、卫生应急管理、传染病应急等内容,分享中、法两国经验,会议的召开将有助于学习借鉴法国的应急以及急救管理组织经验,提高了我市卫生应急和急救能力以及应急、急救系统管理水平,促进了中法两国医务人员进一步交流,也增加了我市在急救医学领域的影响力。
在2016年11月30日至12月2日举办的中法直升机紧急医疗救援培训班上,就有来自法国社会事务与卫生部、法国罗纳省直升机救援中心和法国院前急救73区的3名专家,采用理论授课和实地训练的方式,对来自全国8个省市的70余名学员进行了为期3天的直升机紧急医疗救援培训,此次培训包括直升机紧急医疗救援理论直升机安全程序、装载和卸载患者、海上营救及山地营救等实战训练,像这样扎实的实战训练在西南地区数首次。这个“请进来”的活动,展现了法国在急救方面的丰富经验,也丰富了我国医学队伍理论外的知识。
据悉,由法国中央政府统一领导、内政部门综合管理、专业部门协同参与、事件处置分级响应、重大危机时多部门联合应对的应急管理运作体制,运行良好的院前急救体系称为法国医院前急救医学系统的法文缩写名称为SAMU。SAMU是一种以医师为主的全国性服务,并且利用专科医师派出及现场急救服务。
另外,法国国航空医学救援体系健全。法国航空医学救援体系建立已有超过半世纪,法国有38个航空直升飞机救援中心,几乎覆盖法国所有的国土面积。法国是欧洲拥有医疗直升机最多的国家之一,医疗直升飞机大量参与创伤患者、胸痛患者和其他医疗事件的院前急救,是急诊医疗活动的重要组成部分。同时医疗直升飞机大量参与海上和山地的应急救援,积累了丰富的救援经验。法国应急与灾难医学培训中心设备先进,师资力量雄厚。主要设立在重要的医学院校附属医院,形成技术力量雄厚而又有不同侧重的完整体系。
法国在其急救系统拥有高度专业化、职业化的应急队伍,加上近年来在大型活动保障和恐怖袭击应对中的经验,这对重庆市乃至全国卫生应急工作都有借鉴和参考作用。

On March 27, The 2nd China (Chongqing)-French Emergency and Disaster Medicine Workshop and the Signing Ceremony of Cooperation Center of China-French Emergency and Disaster Medicine in Chongqing was held in The First Affiliated Hospital of CQMU, which was sponsored by Chongqing Municipal Health and Family Planning Commission and the French Embassy and hosted by The First Affiliated Hospital of Chongqing Medical University(abbreviated as The First Affiliated Hospital of CQMU).Witnessed jointly by guests including Wu Gang (Vice Chairman of Chongqing Municipal CPPCC), Benoit Sevcik (Counselor of health and social affairs of the French Embassy), Febienne Mansencal (Consul General of Consulate General of France in Chengdu) and Wang Guangcheng (deputy inspector of Foreign and Overseas Chinese Affairs Office of Chongqing Municipal People’s Government), etc., Maurice Gourdault-Montagne, the French Ambassador to China, formally signed with Sheng Ya’nong, Secretary of Chongqing Municipal Health and Family Planning Commission.
This signing has a positive impact on medical cooperation for Chongqing and France.France will provide the training of health emergency and disaster medicine for the First Affiliated Hospital of CQMU, which will improve the quality and efficiency of health emergency system in Chongqing, promote China-French communications and cooperation in emergency and disaster medicine, as well as support and facilitate the innovation in the organization of health emergency and the operation of emergency department as well as in the appropriate technology.
In February 2017, Febienne Mansencal, Consul General of Consulate General of France in Chengdu, said that the visit to the First Affiliated Hospital of CQMU was one of the important items in her trip to Chongqing when she accepted an exclusive interview by print journalist.This time, she had attended and witnessed the signing of Cooperation Center of China-French Emergency and Disaster Medicine in Chongqing, which also confirmed a further step of the China-French friendship and the cooperation in the medical field.
“Center” effect: based on Chongqing to serve West China
The building of “cooperation center” platform is conducive to the launch of “going out and bringing in”.To learn from the French experience in emergency and disaster medicine will improve Chongqing’s health emergency and first aid ability as well as promote the construction of related disciplines.Established in Chongqing, the cooperation center serves the needs of the west in emergency and disaster medicine, which will benefit the consolidation and expansion of influence of Chongqing in the field of emergency and disaster medicine in the west and evennationwide.All of those practices will make Chongqing fully prepared for undertaking the large national and international activities of emergency services and medical security.In the meanwhile, through the “center” platform to expand the China-French cooperation and communication in emergency and disaster medicine could also help to enlarge the comprehensive influence and popularity of Chongqing in France.
It is understood that the communications between the First Affiliated Hospital of CQMU and French medical schools and hospitals have been carried out for 22 years.As a typical representative of China-French medical communication, the results of communication rank second domestically.
According to statistics, 139 doctors in Chongqing have been sent to study and make clinical studies in France; 94 medical students to do clinical practice.Five French ambassadors have visited the hospital.And 133 French experts and professors have given lectures and surgical demonstrations in Chongqing.The First Affiliated Hospital of CQMU is the only hospital in the southwest China to join in the Alliance of China Air First Aid Hospital.Under the framework of China-French cultural exchanges and high-level dialogues and according to the “Implementation plan of health emergency cooperation(2016-2020) of National Health and Family Planning Commission of the People’s Republic of China and Ministry of Social Affairs and Health of the French Republic”, “Cooperation Center of China-French Emergency and Disaster Medicine in Chongqing” is set up jointly relying on the long-term friendly cooperation relationship between Chongqing and France.
The two sides include Chongqing Municipal Health and Family Planning Commission and The First Affiliated Hospital of CQMU.in Chongqing, and medical colleges and universities and medical institutions in France including the Affiliated Hospital of University of Strasbourg, University of Strasbourg and its medical school, the Affiliated Hospital of Toulouse University.According to the cooperation agreement, the two sides will hold a meeting annually to pass the training plan and annual report about emergency and disaster medicine.
On the same day, the 2nd China(Chongqing)-French Workshop of Emergency and Disaster Medicine was also held in Chongqing, which was the academic activity hosted jointly again by Chongqing Municipal Health and Family Planning Commission and the French Embassy since March 2016.This meeting was attended by nearly 20 French experts and scholars of emergency and disaster medicine, representatives from 11 provinces and cities including Beijing, Shanghai, Tianjing, Hubei and Hu’nan, etc.and more than 250 workers from Chongqing municipal health units and 40 rural medical units.The two sides’ experience was shared in the conference around the new challenges in health emergency, management of health emergency, emergency of infectious diseases and etc.The conference would help to learn from the organizational experience of France in emergency and management of first aid, improve the health emergency and first aid ability as well as the management of first aid system of Chongqing, facilitate a further communication of medical staff between China and France and enhance the influence of Chongqing in the field of emergency medicine.
French medical rescue system: professional experience as reference
From November 30, 2016 to December 2, 2016, there were three experts from French Ministry of Social Affairs and Health, French Rhone Helicopter Rescue Center and the 73 District of Pre-hospital Emergency in France in the training class of China-French helicopter emergency medical rescue.A three-day helicopter emergency medical rescue training was conducted on more than 70 students from eight provinces and municipalities in the country through theoretical lectures and field training.The solid training pioneered in southwest China including the theory of helicopter emergency medical rescue, security program of helicopter, the loading and unloading of patients, maritime rescue and mountain rescue and so on.This event of “bringing in” showed the rich experience of France in emergency and also enriched the knowledge besides the medical theory of our medical team.
It is reported that the emergency management system leaded by the French central government, managed comprehensively by the ministry of interior, participated coordinately by professional departments, responded according to the level of events and handled jointly by multi-departments in major crisis, and the well-running pre-hospital emergency system are named as “SAMU”, which is the French abbreviation of pre-hospital emergency medical system.SAMU is a physician-based national service, dispatching the diplomates and providing on-site emergency services.
In addition, the medical rescue system of national aviation in France is also perfect with a history of more than a half century.There are more than 38 rescue centers of aviation helicopter, almost covering all the area of France.As one of the countries who own the most medical helicopters in Europe, the medical helicopters, an important part of the emergency medical activities, have participated in the prehospital emergencies including the trauma patients, the patients with chest pain and other medical events.At the same time, since medical helicopters also have participated in the maritime and mountain rescue, a rich rescue experience is accumulated.The emergency and disaster medical training centers are usually equipped with advance equipment and powerful teachers.They are mainly set up in the affiliated hospitals of medical colleges, forming a complete system with strong technical force and different emphases.
With a highly specialized, professionalized emergency team of emergency system in France, coupled with the experience of protecting the large-scale activities and dealing with the terrorist attacks in recent years, the emergency system in France could be a reference for the health and emergency work in Chongqing and even nationwide.
