2013年天津市财政科技拨款统计调查分析

根据天津市地方财政科技拨款调查提供的数据显示，2013年天津市财政科技支出为92.81亿元，较上年增加 16.16亿元，其中科技交流与合作、基础研究支出增长最快。全市财政科技投入用于 R&D经费 30.41亿元，较2009年增加了17.35亿元。

天津市 财政拨款 科技支出

根据2013年天津市地方财政科技拨款调查提供的数据，2013年全市财政科技支出 92.81亿元，较上年增加 16.16亿元，增长 21.08%，占财政一般预算支出的比重为3.64%，比上年提高0.07个百分点。天津市各区县财政科技支出快速增长，9个区县超亿元。

1 2013年天津市财政科技支出情况

2013年，全市财政科技支出 92.81亿元，比上年增加 16.16亿元，增长了 21.08%，占全市财政一般预算支出的比重为3.64%，比上年提高 0.07个百分点。市本级财政科技支出为44.78亿元，比上年增加5.93亿元，增长了 15.26%，占本级财政一般预算支出的比重为4.30%(见图1)。

2 天津市各区县财政科技支出快速增长

2013年，天津市有 9个区县地方财政科技支出过亿元，除滨海新区外，15个区县平均年科技投入达到 10,915万元，比上年提高 45.30%。天津市地方财政科技支出增速超过40%的有5个区县。

地方财政科技支出强度比上年提高的有10个区县，其中，滨海新区的支出强度为各区县最高。投入强度超过 2%的有滨海新区、北辰区、南开区、和平区、津南区、东丽区和河西区。

3 天津市财政科技支出按类别分大都有不同程度增长

从全市财政科技支出的类别看，大都有不同程度增长。2013年全市财政科技支出中科技交流与合作、基础研究增长最快(见表1)。

4 天津市财政科技投入用于R&D经费情况

2013年，我市财政科技投入用于 R&D经费30.41亿元，较 2009年增加了 17.35亿元，年均增速33%，占全市财政科技投入比重为 32.77%。市本级财政科技投入用于R&D经费为13.53亿元，较2009年增加了5.61亿元，年均增速18%，占本级财政科技投入比重为30.21%。

According to a survey of local financial allocations for science and technology sector in Tianjin，science and technology expenditures in Tianjin in 2013 totaled RMB 9.281 billion，a yearly increase of RMB 1.616 billion.Among the expenditures，items of science and technology communications and cooperation and basic researches grew with the fastest speed. Besides，expenditures for R&D were RMB 3.041 billion，an increase of 1.735 billion compared with those in 2009.
