渝洽会上 外宾们对“渝新欧”很期盼

5月15至18日,2014年重庆渝洽会在重庆国际博览中心举行。会场内外, 外宾们对“渝新欧”很期待。
兰渝铁路2015年运营,重庆到兰州只需6.5小时,届时“渝新欧”全程运行时间有望缩短至12天。
兰渝铁路是甘肃兰州至重庆北的双线铁路,总长818.71公里,重庆境内总长132.5公里。火车从兰州开到重庆合川渭沱火车站后,货客列车分线行驶。货车开往兴隆场进行解编,客车驶入重庆北站。
记者在本次渝洽会上获悉,2008年动工的兰渝铁路,重庆境内路基土石方已完成了99%,今年内将完成合川渭沱站至兴隆场编组站的全部建设,预计在2015年底,兰渝铁路将全线投入运营。届时,重庆到兰州的时间将会缩短到6.5小时,渝新欧的运营时间也会更短。
兰渝铁路有限责任公司副总经理蔡碧林介绍,兰渝铁路经过甘、陕、川、渝四省(市),客车方面,兰州至四川广元段行驶160公里每小时,广元至重庆段行驶200公里每小时。货车全线时速则在120-160公里每小时之间。
渝新欧(重庆)物流公司总经理周树林在渝洽会论坛上透露,兰渝铁路全线贯通后,“渝新欧”国内段将缩短700公里。此外,沿线各国也将提速,最快运行时速将达到120公里,“提速后,“渝新欧”每天的运行距离都将超过1000公里,加上吊装换轨,12天就能运行完全程。”
“提升‘渝新欧’竞争力的当务之急,是解决回程货源问题。”俄罗斯驻华商务代表处经济处处长佩列瓦洛夫·亚历山大在演讲中称,要组织到充足货源,首先得提高铁路的运行效率。他表示,一旦缩短现有运行时间,同时在欧洲开展“门对门”配送服务,“渝新欧”的回程货客户将会大幅增加。
德国驻成都总领事馆副总领事马晏子表示,“渝新欧”开通后,为中德商贸互动提供了硬件基础。不过,目前德国还有不少企业并不知晓这条便捷的国际大通道。要提高班列的开行频率,增加运量,组织回程货源,还需要继续广而告之,让更多有对华出口需求的欧洲企业知晓。
来自周边的匈牙利、意大利、法国、荷兰等国的嘉宾,也对渝新欧抛来橄榄枝。
“要实现外贸货物无边界流通,从而在全球配置生产资源,实现生产效率最大化,便捷的物流通道至关重要。”匈牙利驻重庆总领事馆总领事海博说,从这一角度看,“渝新欧”远远超越了物流通道的意义。他表示,虽然不是“渝新欧”途经国,但匈牙利位于欧洲中心,辐射能力强,如果能在此建立分拨点,将有更多欧洲企业愿意通过匈牙利中转,搭乘“渝新欧”通过“新丝路”到重庆,再通过长江经济带到达中国的广袤市场。
意大利驻重庆总领事馆总领事马非同、荷兰外商投资促进局驻华总代表纪维德、法国欧朗集团全球副总裁格蕾丝•科林,都表达了希望借“渝新欧”东风,与重庆乃至中国扩大经贸往来的愿望。
他们认为,随着今年“渝新欧”回程货班列的常态开行,重庆有望成为欧洲对华贸易的分拨中心,并建议重庆在产业转型升级中,将“渝新欧”作为输送管道,更快地引进欧洲先进技术和高端装备制造业。
Foreign Guests Excited about “Chongqing-Xinjiang-Europe”Railway during CCISF
From May 15 to 18, the 2014 CCISF was held in Chongqing International Exposition Center. In and outside of the venue, foreign guests are quite enthusiastic about Chongqing-Xinjiang-Europe Railway.
Lanzhou-Chongqing Railway will be operated in 2015 by running 6.5 hours. At that time, the whole operation time of Chongqing-Xinjiang-Europe line might be shortened to 12 days.
Lanzhou-Chongqing line is a double-track railway from Lanzhou, Gansu province to Chongqing with a total length of 818.71 km, in which 132.5 km is in Chongqing. While the train travels from Lanzhou to Weituo station, Hechuan, Chongqing, the cargo and passenger trains split to different tracks. The cargo train head for Xinglongchang for marshalling and the passenger train enters into Chongqing North Station.
It is learnt from the CCISF that 99% subgrade earthwork of the Chongqing section, Lanzhou-Chongqing line, which initially started in 2008, has been completed. This year, all the construction of Hechuan Weituo Station to Xinglongchang marshalling yard will be completed. It is predicted that by the end of 2015, the whole Lanzhou-Chongqing Railway will be launched into operation. At that time, the travelling time between Chongqing and Lanzhou will be shorted to 6.5 hours, thus also shortening the journey of Chongqing-Xinjiang-Europe train.
According to Cai Bilin, vice general manager of Lanzhou-Chongqing Railway Co., Ltd, the railway cuts across Gansu, Shaanxi, Sichuan and Chongqing. The passenger train travels at the speed of 160 km per hour from Lanzhou to Guangyuan, Sichuan and 200 km per hour from Guangyuan to Chongqing. The speed for the cargo train throughout the journey is between 120 to 160 km per hour.
Zhou Shulin, general manager of Chongqing-Xinjiang-Europe (Chongqing) Logistics Corporation said during a CCISF forum that after the fi nal launch of Lanzhou-Chongqing Railway, the mileage of the domestic section of Chongqing –Xinjiang-Europe Railway can be shortened by 700 km. In addition, countries along the line will also accelerate their railway speed up to 120 km per hour, after which the daily travelling distance of the train will exceed 1000 km per day. Together with hoisting and track switching, the train can fi nish the journey in 12 days.
Foreign guests enthusiastic about Chongqing-Xinjiang-Europe Railway
“The priority to raise competitiveness of Chongqing-Xinjiang-Europe Railway is to find the backhaul cargo,”said Perevalov Alexander, head of economic section, Russia-China Trade Offi ce, “ in order to organize suffi cient cargo, the operation efficiency of the railway must be raised first.” He also added that once the current running time is shortened and door-to-door delivery offered in Europe, the backhaul customers will greatly increase.
Jens Kraus-Masse, deputy consul general of Germany in Chengdu said that after the launch of Chongqing-Xinjiang-Europe Railway, a hardware foundation is rendered to China-German trade interaction. Many German companies, however, are still unaware of this convenient international channel. To inform more European companies exporting to China, the train frequency and cargo volume shall be increased, and more backhaul cargo must be organized through further publicity.
Guests from Hungry, Italy, France and Netherlands also expressed their interest toward the railway.
“Convenient logistics channels are vital to realize boundless circulation of cargo, allocate production resources in the world and realize optimized production efficiency,” said Haiba Tamas, consul general of Hungary in Chongqing. From this perspective, Chongqing-Xinjiang-Europe Railway has far exceeded the signifi cance of a mere logistics channel. He said that hough not a country along the line, Hungary is situated in the center of Europe with strong infl uence to other countries. If a distribution center is set up here, more European companies are willing to transit via Hungary and reach Chongqing through this new “Silk Road” and then reach the vast Chinese market through the Yangtze River economic belt.
Sergio Maffettone, consul general of Italy in Chongqing, Guy Wittich, head of Netherlands Foreign Investment Agency and Grace Colin, global vice president of French Colang Group all expressed interest to expand trade ties with Chongqing and the rest of China with opportunities of the railway.
They believed that as the backhaul trains are normalized in this year, Chongqing might become a distribution center of European goods to China. They also suggested that during the industrial upgrading of Chongqing, the Chongqing-Xinjiang-Europe Railway can be the pipeline to bring in advanced European technologies and high-end equip manufacturing industry faster.
