LONDON—England will join the growing list of places that dont allow smoking in public buildings, taxis and other places that includes even Buckingham Palace with a strong law.

Pubs, clubs and restaurants will all be smoke-free places. Taxi drivers have been warned that they could be fined(罚款)50 pounds, or about $100, if they are caught lighting up inside work taxis.

Experts say the bans have become unchangeable because of increasing health costs and public worry over second-hand smoke. Some of the strictest smoking bans are in some of the United States states, such as New York and Florida, which include bars and restaurants as smoke-free places.

Spain, Italy, Iran, Norway, Sweden, Singapore, South Africa, Uruguay and New Zealand have made laws to limit smoking. France banned smoking in many public places in February and cafes and restaurants will become non-smoking places next year. Finland will introduce a ban, too.

Bans are spreading among countries, and the World Health Organization supports them, but it said that by 2030 there will be “at least another two billion smokers in the world” and an expected decrease in male smokers “will be offset(抵消)by an increase in female smoking rates, especially in developing countries”.

In advance of the English ban, anti-smoking ads have coated bus stops and the government prepares to pay some money to help people give up smoking. The rest of Britain—Scotland, Wales and Northern Ireland—already have smoking bans ready.

There are many ways of defining(界定)success. In other words, each of us has our own opinion on success that each of us can set our own goals and determine whether we have met these goals satisfactorily. Many people think that light pollution is just a problem for spacemen. This is simply not true. People do not even realize it. However, that doesnt reduce its effect a bit.

Light pollution wastes unbelievable amount of money nationwide. While the cost to the typical homeowner might be between 150 and 250 per year, the cost to the nation is almost 10 billion. Light pollution pollutes our environment. By wasting electricity, we force our companies to use more energy and therefore send out more harmful materials into the environment. Many breathing problems are caused by or made worse by these materials.

Light pollution is a danger to human health. Recent studies show that light at night disturbs our body immune system(免疫系统). A study printed by The Journal of Neuroscience discusses how light shining into your bedroom can disrupt(扰乱)the clock in your body. There are even links between light pollution and certain forms of cancer, including breast cancer.

Light pollution is a threat to wildlife. Many types of wildlife are unable to deal with such disruption of their night time environments. For example, millions of birds die each year because of light pollution. They rely on the stars to navigate. When they fly over light polluted areas, they lose their sense of direction.
