陈图川：扎根济南，谱写人工智能普及教育新篇章

在济南这片创新创业的热土上，海归专家陈图川正以其深厚的学术造诣和前瞻性的视野，引领着山东怀思人工智能与产业发展研究院勇攀高峰迈向国际舞台的前沿，更以第四届中国（济南）新动能创新创业大赛落地人才的身份，书写着自己的创业故事。

陈图川长期在海外学习、工作，因新冠疫情的爆发打乱了他的生活节奏，却也成为他回国发展的契机。恰逢第四届中国（济南）新动能创新创业大赛举办，陈图川带领团队报名参赛，与来自全球的2800多个项目同台竞技，最终取得了三等奖的佳绩。之后，便与济南这座城市结下不解之缘。

赛后，济南市政府向陈图川团队发出盛情邀请。这座历史文化名城的求贤若渴，让陈图川感受到了满满的诚意。回忆起来，陈图川感慨，我们团队认真比较了多地的支持政策，一直认为济南的政策更符合我们的发展需求。

选择在济南创业，是陈图川团队深思熟虑而又顺理成章的事情。

2021年9月，陈图川与济南本土创业者杨阳合作创办山东怀思人工智能科技有限公司，在济南市政府的支持下，公司落地济南的科研高地——国家超级计算济南中心科技园，甚至获得了一定期限内免费使用办公场地的利好政策。

其间，济南市政府给予了陈图川及其团队全方位的支持，贯穿落地注册、大赛政策落实、市场拓展、资金支持等各方面，为公司的快速发展提供了有力保障。尤其是公司注册时，正值国庆节放假前夕，陈图川又是外籍人士，手续办理方面多有不便。在团队一筹莫展时，济南市政府特事特办，由政府出函，工作人员与时间赛跑全程帮办，加快了审批进程，在国庆节放假前一天下午下班前，顺利完成了审批手续，为公司步入正轨赢得了宝贵的时间。

引进来，更要留得住、用得好。为帮助怀思科技在济南站稳脚跟、加快发展，济南市政府积极为公司引入资源，帮助公司对接学校和培训机构等优质客源，不仅缓解了公司在初创期的压力，更为公司的长远发展奠定了坚实的基础。全方位保姆式服务，使得陈图川在济南逐梦的决心更加坚定。

疫情结束后，怀思科技迎来飞速发展。公司凭借在人工智能机器人方面的技术实力和行业影响力，先后获得“高新技术企业”“山东省创新型中小企业”“科技型中小企业”等荣誉资质。同时与济南大学、马来西亚计算机科学与工程大学、山东交通学院等高等院校联合建设“济南大学——怀思人工智能与数字教育研究院”“中马人工智能学院”等科研教育平台。陈图川本人也在2022年入选国家级重点人才工程。

追本溯源，陈图川感慨当年参加新动能创新创业大赛是件正确的事情，“这个比赛具有很强的系统性，从比赛流程和时间安排等各方面，都给海外的人才提供了很大的便利，它照顾到了不同文化、区域和文化背景的参赛者，为不同人才平等地提供了一个展示自己才华的舞台。”

对于目前济南市正着力打造的“海右人才”城市品牌和“天下泉城 人来无忧”全生命周期人才服务体系，陈图川给予高度评价。他表示，作为来济南创业的外籍团队或个人，面临更多观念、语言、文化等方面的障碍，济南对创业人才的尊重和热情恰恰体现在这许多细节之中。全方位的服务体系不仅让海外创业者感受到了濟南的热情和包容，也让他们在这里找到了归属感和安全感。

陈图川的创业故事是济南市高层次人才引进和优待政策的一个缩影。在济南的大力支持下，在陈图川等外籍创业者的带动下，越来越多国外的优质资源“飞”到济南，为济南的经济社会发展注入新的活力和动力。

In this hot ground of innovation and entrepreneurship in Jinan， Chen Tuchuan， an overseas returnee expert， is leading the Shandong Wise Artificial Intelligence and Industrial Development Research Institute to new heights and to the forefront of international attention with his profound academic achievements and forward-looking vision. At the same time， he is writing his own entrepreneurial story as a talent emerging from the 4th China （Jinan） New Growth Drivers Innovation and Entrepreneurship Contest.

Chen Tuchuan and his team competed with more than 2，800 projects from all over the world and finally won the third prize. From that moment， he became inextricably bound up with the city.

In September 2021， Chen Tuchuan collaborated with Yang Yang， a local entrepreneur， to establish Shandong Wise Artificial Intelligence Co. Ltd. With the support of Jinan Municipal Government， the company landed in Jinans scientific research highland - Sci-tech Park of National Supercomputer Center in Jinan - and received the favourable policy of using office space for free for a certain period of time. The Jinan Municipal Government has also provided Chen Tuchuans team with comprehensive support， covering the entire registration process， competition policy implementation， market development， financing and other aspects for the companys rapid development. The all-round， nanny-style service makes Chen Tuchuan even more determined to pursue his dream in Jinan.

Chen Tuchuan speaks highly of Jinans talent brand building and lifecycle talent service system. He said that foreign teams or individuals coming to Jinan to start a business face more barriers in terms of concept， language and culture， and that Jinans respect and enthusiasm for entrepreneurial talent is reflected in the details.
