当一个意气风发的人来到泉城济南,越来越多的人用这句话鼓励他,言外之意就是“济南这个地方,人来无忧”。
其实,人来无忧是一道证明题——并非“你生来就无忧”,而是“你在什么地方才无忧”。
济南在这道证明题上,答得认认真真,做得勤勤恳恳,写得满满当当。
4月22日,济南召开市委人才工作领导小组办公室专题联席会议,研究部署全年人才工作……这是在答题。
4月19日,在“第三届山东人才创新发展大会暨第十三届中国·山东海内外高端人才交流项目洽谈会”的专场新闻发布会上,济南官宣要举办首届高层次人才招引大会等一系列丰富多彩的人才活动……这也是在答题。

你能想到的问题,济南是否都能给你解决了?想必,很多人才慕名而来济南时,心里都有这样的疑问。
疑问之一,可能就是:听说济南有人才政策“双30条”,会不会“轮到我享用时,过时了”?
看看济南是怎么答这道题的。
济南十项特色人才工作的其中之一就是:持续推动人才政策“双30条”动态完善和落实落地。
也就是说,一共60条的人才政策不是一成不变的,而是根据人才的实际需要动态改进的。
换句话说,济南的人才政策,坚持的是在“最优上还要加一点”。
60条人才政策,由专业第三方全面评估,充分结合深圳等先进城市经验做法和济南人才工作实际,按照“更有含金量、更接地气、更好落实”的原则,对其中的28条政策进行了修订完善,形成了人才政策“双30条”(2024版)。
这些将近一半的变动,都已通过“海右人才政策宣传月”活动,通过进企业、进高校、进园区、进科研院所、进新型研发机构,通过发放人才政策微词典,力求达到“人尽皆知”。
我的青春我做主,我的激情我激荡。
在“如何让人才的青春飞扬”这道考题上,济南给出的标准答案是:高标准举办首届“海右人才节”。
2023年,济南以“梦响海右、赢在济南”为主题,高标准举办了首届“海右人才节”,以整座城市的名义和专属节日的方式,向人才致以最高礼遇。
人才节可谓是照顾了人才的方方面面,既有人才节开幕式,也有大学生毕业典礼,既有雅俗共赏的文艺汇演,也有高精尖的41名院士受聘“海右伯乐”。
首届海右人才节,活动分为5大类,大大小小举办了206场。中央、省级新闻媒体报道550余次,网络点击量超过3亿次,初步实现了“办一次节、聚一批才、兴一座城”。
而据4月19日的新闻发布会透露,济南今年还将于6月12日—7月12日,举办第二届“海右人才节”。
今年的节日,以“人才经济”为主线,聚焦推动发展“校友经济”,系列活动持续聚焦人才交流、人才引进、人才服务、科技成果对接转化、文化艺术体育演出、招商引资等。
“济南这么大一个城市,我的琐事她能上心?”
面对这一考题,济南的回答相当有底气——擦亮“天下泉城、人来无忧”人才服务品牌。
这也是济南十项特色人才工作的重要一项。
济南始终关心人才的“关键小事”和“人生大事”。
比如,面向全国在校大学生推出免费乘坐公交地铁、免费游览景区、免费观演、低成本住宿、名企开放日等系列政策;
比如,每个季度都会举办“情定泉城 ‘缘来是你”海右青年人才交友会,策划举办济南市青年人才集体婚礼。
琐事最抚凡人心。相关活动上线后,抖音热度超过1000万,一度成为微博同城热搜榜第一。
截至目前,全国在校大学生累计在济南申领免费公交卡106万张、免费乘坐地铁550余万人次、免费观演2万余人次。
济南,通过叠加“硬政策”与“软服务”,构建起了全生命周期的人才服务体系,让人才创业无忧、安居无忧、发展无忧、生活无忧、内心无忧。

目前,济南已建设电磁推进试验设施等5个大科学装置,引进王秋良等院士团队20个,集聚各类科技人才2000余人,突破多项核心技术,为产业发展提供了关键支撑。

济南用“连续6年举办中国(济南)新动能创新创业大赛”这一特色人才工作告诉你:只要你足够优秀,济南就有你的超级秀场。
2023年的第6届双创大赛,不仅聚焦大数据与新一代信息技术、智能制造、生物医药等济南重点产业,还创新增设了“先进电子新材料与应用领域”和“乡村振兴优秀人才创新创意创业创富”两个特色赛道,让各路人才都有赛可参。
为了便捷广纳全球英才,第6届大赛在法国、匈牙利、北京、上海、广州等科创资源密集区设置了5个海外赛区和11个国内赛区,“天下泉城聚天下英才”的开放胸怀让人心生向往。
前6届大赛,累计落地项目580余个,引进院士团队36个、各类人才3600余人。这些数据充分说明人才对济南大舞台的认可。
人才的信心需要培养,人才的身份需要认可。
“我是人才吗?我在济南够格吗?”
面对这种困惑,济南“创新推动人才评价认定办法改革”,让其成为一大特色人才工作。
不唯论文、不唯职称、不唯学历、不唯奖项,济南在全国率先出台了《新就业形态高层次人才分类认定办法》和《哲学社会科学、文化艺术和体育高层次人才分类认定办法》。
根据这两个办法,济南先后2批认定了234名高层次人才。
这些人才,凭借创新价值、能力、贡献、实绩脱颖而出,凭借专家举荐、企业自评、行业推荐、一事一议等多种渠道崭露头角。
网络主播、快递小哥、网络作家等新兴职业人,都在济南找到了自己的人生方位。

为此,济南“组建校地人才引育联合体”的创新举措,入选十项特色人才工作。
在这个联合体里,985高校——山东大学是理事长单位,会员单位达190余家。
联合体涵盖了高校院所、龙头企业及人才服务机构,采取人才梯次推荐和校企共引共育模式,搭建起人才引育共享机制,构建了全市“一盘棋”的人才引育格局,实现了人才资源全域流转。
乡村振兴是国家战略,如何让人才乐于投身乡村、能在乡村大展拳脚?
济南制定出台了动员激励广大人才投身乡村振兴的实施意见。
这是首个以动员激励人才返乡下乡为主题的乡村振兴人才政策,聚焦“引得来”“干得好”“沉得下”“留得住”4个方面,提出21条具体措施。
在人才招引上,是开放型的;在人才培育上,是多渠道的;在人才服务上,是组团式的;在人才保障上,是精准化的。
再好的政策,落地为上;再好的成果,转化才佳。
为了不让人才的心血束之高阁,济南实施科技成果转化倍增计划,这也是十项特色人才工作的其中一项。
济南出台了《济南市科技成果转化“倍增计划”行动方案(2023-2025年)》等专项政策,加快建立以企业为主体、市场为导向、产学研深度融合的科技成果转化全链条体系。
济南搭建了科技成果转化“1+6+N”平台,2023年平台挂牌科技项目1169宗,成交金额11.16亿元,评估技术成果项目1276项。
济南与山东大学等97家高校院所签署了科技成果转化服务协议,免费评估科技成果7266项,加快打造科技成果转化高地、产研融合人才集聚高地。
十道考题,十个高分选项,在关心、关爱、关系人才的方方面面上,济南始终抱着“只有更好”的服务心态。

Jinan has a long history of attracting notable scholars and esteemed individuals. This rich heritage offers a compelling reason to embrace the citys unique charm. When a spirited individual arrives in Jinan, they are likely to be inspired by the citys vibrant energy and sense of community.
Question 1: Is my policy outdated?
One of the ten characteristics of Jinans talent work is that it will continue to promote improvement and implementation of the "Double 30 Articles" of Talent Policy. In other words, the total of 60 talent policies is not static, but can be dynamically improved in line with actual needs. That is to say, Jinans talent policy will always strive to excel itself.
We are pleased to announce that nearly half of these changes have been made known to all through the "Haiyou Talent Policy Publicity Month" activities, the activities of going to enterprises, colleges and universities, industrial parks, research institutes, new R&D organisations, and the distribution of the Micro Dictionary of Talent Policy.
Question 2: How does my youth soar high?
Jinan is striving to make the youth in high spirits by holding the first "Haiyou Talent Festival" to the highest possible standard.
The Talent Festival was an all-encompassing event. It includes an opening ceremony, a graduation ceremony for students, elegant and popular cultural performances, and the appointment of 41 academics as "talent scouts". We are pleased to report that the initial goal of "holding a festival, gathering a group of talents and making a city flourish" was achieved with the publication of more than 550 reports in the central and provincial news media and more than 300 million hits on the Internet.
We are also delighted to announce that the second "Haiyou Talent Festival" will be held in Jinan from June 12 to July 12 this year. This years festival will focus on promoting the development of the "alumni economy" with the main theme of "talent economy". In addition, a series of activities will be launched to promote talent exchange, talent attraction, talent service, the transformation of scientific and technological achievements, cultural, artistic and sporting performances, and investment promotion.
Question 3: Is my "trifle" important?
Jinan has always placed great importance on the seemingly insignificant details and significant life events of talents. It is often said that trifles soothe mens hearts. Related activities have received around 10 million hits on the Tik-Tok, and have been ranked No.1 in the Hot Search List of microblogging platform Sina Weibo.
We are delighted to announce the establishment of a complete lifecycle talent service system through a combination of "hard" and "soft" policies. This system is designed to provide a worry-free guarantee for starting, settling, growing and well-being of talent.
Question 4: Is high level platform far away from me?
In response to this question, Jinan has created the Talent Innovation Ecosystem of the Chinese Academy of Sciences (CAS) Jinan Science and Innovation City. The CAS Jinan Science and Innovation City is an integrated, largescale and comprehensive project specializing in four ecosystems: R&D and innovation, talent attraction, performance transformation, and livability and business.
Currently, Jinan has constructed electromagnetic propulsion test facilities and five other major scientific facilities, welcomed 20 academicians teams, gathered more than 2,000 personnel of various kinds, and made progress in a number of core technologies, which has provided valuable support for industrial development.
Question 5: Wheres my stage?
Jinan has been proud to organize the New Growth Drivers Innovation and Entrepreneurship Contest for six consecutive years, which demonstrated that Jinan is a super stage for talent, as gold will always shine brightly.
Over the first six sessions of the competition, we have been delighted to welcome more than 580 projects and 36 academicians teams, as well as over 3,600 talented individuals. These figures demonstrate the high regard for the city.
Question 6: Am I good enough in Jinan?
We are proud to say that Jinan was the first in the country to introduce the Measures for Classifying and Recognising High-level Talents in New Employment Patterns and the Measures for Classifying and Recognising Highlevel Talents in Philosophy, Social Sciences, Culture, Arts and Sports.
Talented personnel are identified through a variety of channels, including professional selection, company selfassessment, industry recommendation and case-by-case discussion. These channels focus on innovation, capacity, contribution and performance.
Question 7: What if I dont have money to start a business?
It is common for talents to encounter financial challenges during the start-up, R&D or promotion phases. In view of that, Jinan has introduced the "Ten Measures" of financial support for talents. These initiatives have created an entire service system of financial support for talent, innovation and entrepreneurship.
Question 8: How are the resources of the universities in Jinan used?
Jinan has taken the initiative to launch a creative measure called the "school-city talent attraction and education consortium". This has been done with the support of Shandong University, which is acting as the lead unit, and more than 190 other member units. The consortium, which includes colleges and universities, leading enterprises and talent service agencies, has adopted the talent layered recommendation and school-enterprise cooperated education model to build an integrated talent attraction and education sharing mechanism. This is designed to form a whole pattern for talent cultivation and to facilitate the flow of talent resources throughout the region.
Question 9: Where are the opportunities for the countryside?
Jinan has issued an implementation opinion on mobilizing and inspiring talent for rural revitalization.
This is the first rural revitalization talent policy that encourages and motivates talent to return to their hometowns, and sets out 21 specific actions to encourage talent to come, stay, grow and thrive .
Question 10: Are my results going to be mothballed?
Jinan has put forth the "Doubling Plan" Action Programme for Science and Technology Achievement Transformation (2023-2025) and other special policies with the aim of fostering the establishment of a whole-chain achievement transformation system that is enterprise-driven, market-oriented and deeply integrated with industry, academia and research.
Jinan has established a "1+6+N" platform, and in 2023, the platform facilitated the listing of 1,169 science and technology projects with a transaction value of 1.116 billion yuan, and evaluated 1,276 technical achievement projects.
Jinan has entered into a service agreement with Shandong University and 97 other universities and institutes on the transformation of scientific and technological achievements. This has enabled the free evaluation of 7,266 scientific and technological achievements, thus accelerating the transformation of scientific and technological achievements and the integration of production and research.
Jinan has sticked to its approach to answer the ten questions, and it has continued to adhere to the attitude of"theres no best, only better" in serving talent. Jinan is a city where everyone can find a place for themselves.
