Abstract:Many speeches by General Secretary Xi Jinping and documents of the Party Central Committee have established a link between “Chinese modernization” and “a new form of human civilization”. The relevant formulation leaves the academic community with an important theoretical task of exploring, dissecting, and explaining the connection. This empirical task of interpretation requires a systematic and comprehensive investigation of Chinese modernization into the spatio-temporal coordinate of world history. As a dual movement that unifies the diachronic and the synchronic, there are two major indicative target objects as to whether or not Chinese modernization can usher in a new form of human civilization or whether or not it can be proved to have already ushered in such a new form: ancient Chinese civilization as an ontology in the vertical diachronic dimension and modern Western civilization as an Other in the horizontal synchronic dimension. To a large extent, the transcendence of Chinese modernization to ancient Chinese civilization has a certain self-evident nature, and the transcendence of modern China to traditional China has been included in the pursuit of the transformation of Chinese modernization. Given that western modernity is the cornerstone of modern civilization in capitalist societies, and that western civilization has long been the dominant style of modern human civilization, whether and how to transcend western modernity has become the key to the creation of a new form of human civilization by Chinese modernization.

Abstract: The establishment of a government chief data officer to comprehensively co-ordinate data operation and management, give full play to the value of data resources, and drive the high-quality development of China’s digital economy with data elements has now become an important initiative for China’s government to improve its data governance system. This study mainly uses the content analysis method to summarize the current framework of China’s chief data officer system as well as its characteristics by systematically combing the chief data officer pilot work programs issued by eleven cities, and finds that China’s government chief data officer system is still in the exploratory stage, and has yet to form a perfect system. And for the current status of the government’s Chief Data Officer system, it proposes to refine the framework of the Chief Data Officer system, to strengthen the construction of the data security protection system, and to optimize the operation mechanism of the Chief Data Officer system with three recommendations for improvement. It helps to provide reference for other provinces and cities to implement the government’s chief data officer system, so as to improve China’s public data governance system and promote the high-quality development of the digital economy.
