【摘要】为切实提升城市气象服务水平,各地纷纷加入气象防灾减灾示范社区的建设当中,但对于示范社区建成效果与城市气象服务满意度以及服务效益的定量定性分析结果仍无法给出明确结论。对此,本文从气象防灾减灾示范社区的设计入手,给出系统总体框架、技术路线、功能组成和安全保障设计。基于此,建立服务效益模型,展开实证分析。通过实证研究发现,示范社区建成效果将直接影响城市气象服务效益提升水平,同时,与城市气象服务满意度息息相关。由此说明,在建设气象防灾减灾示范社区中,要搭建企业与城市气象服务间的桥梁,提高城市科学管理水平。

Feasibility Analysis of Urban Meteorological Service Standard in Disaster Prevention and Mitigation Demonstration Community

Abstract:In order to effectively improve the level of urban meteorological services,various places have joined in the construction of meteorological disaster prevention and mitigation demonstration communities,but the quantitative and qualitative analysis results of the demonstration communitys completion effect,urban meteorological service satisfaction and service efficiency still cannot give a clear conclusion. In this regard,this paper starts with the design of meteorological disaster prevention and mitigation demonstration in the community,and gives the overall framework,technical route,functional composition and safety guarantee design of the system. Based on this,a service benefit model is established and an empirical analysis is carried out. Through empirical research, it is found that the completion effect of demonstration community will directly affect the improvement level of urban meteorological service benefits. At the same time,it is closely related to the satisfaction of urban meteorological services. This shows that in the construction of meteorological disaster prevention and mitigation demonstration communities,it is necessary to build a bridge between enterprises and urban meteorological services to improve the level of urban scientific management.

氣象防灾减灾示范社区建立是城市化发展的有力途径,在政策和相关制度支持下,各地就当前城市气象服务提升作出回应。通过建立示范社区,设计智能化气象信息播报与展示平台,居民能够直接获取天气、出行等直观信息数据,便于合理安排个人生活。经研究表明,示范社区的建立在一定程度上对居民提升城市气象服务依赖感起到积极作用。但尚未从定量分析角度,衡量气象防灾减灾示范社区建立对城市气象服务的认同感和依赖性提升的可行程度。为此,文章就此展开研究。
1.1系统总体框架
气象防灾减灾示范社区气象服务平台包括数据访问层、业务逻辑层和界面展示层,并且逻辑结构中包含应用层、功能层、服务层和数据层。基于B/S传统架构,引入多层架构模式,通过定制Web服务,支持上层结构。此平台的功能库随开发领域拓展而不断丰富,具备二次开发、统一管理维护的特点,可应用于实际气象服务中[1],系统架构如图1所示。
