20th CPC National Congress Drew Up the Blueprint for China’s Future Development

This October, the 20th National Congress of the Communist Party of China (CPC) was held in Beijing, attracting great attention from around the world. The Congress comprehensively summarized the significant achievements and valuable experience of China in the fields of reform and development, formulated action programs and major policies, and drew up a blueprint for Chinas future development based on the full understanding of the new requirements for China in the new development era and on the new journey of building a great modern socialist country.

Defining the roadmap for development

There have been hot discussions about the far-reaching impact of the 20th CPC National Congress in China and across the world. Bambang Suryono, Chairman of Indonesias think tank Asia Innovation Study Center, explained that the 20th CPC National Congress has scientifically defined Chinas objectives and major policies for the next five years and beyond, and decisions made at the Congress are of great significance for the CPC to lead the country to comprehensively advance the great rejuvenation of the Chinese nation along the path to modernization.

Mahinda Rajapaksa, former president and Leader of the Peoples Front Party of Sri Lanka, said that under the strong leadership of Xi Jinping, General Secretary of the CPC Central Committee, China has achieved its first centenary goal and is playing an increasingly important role in the happenings of the world today. The 20th CPC National Congress will become a new milestone in the building of socialism with Chinese characteristics.

“This landmark conference is of great importance not only for the Chinese people, but also for the rest of the world,” said Ronnie Lins, Director of the China-Brazil Center for Research and Business. He also believes that the 20th CPC National Congress will help to strengthen the leadership of the CPC, and guide the Chinese people to further advance along the Chinese path to modernization, accomplishing new achievements and bringing about new opportunities for the rest of the world.

Ismael Buchanan, a senior lecturer at the Department of Political Science at the University of Rwanda, has visited the many cities in China and has learned about the many success stories of poverty alleviation, development and prosperity. He was impressed by the remarkable development achievements and the happy life of the people in China, and is confident that the decisions and plans made at the 20th CPC National Congress will lead Chinas economic and social development to reach new achievements.

“The 20th CPC Congress demonstrated Chinas confidence in its own development, as well as in dealing with the complex and turbulent international situation.” According to Janna, a professor at St. Petersburg State University in Russia, China will accelerate the construction of a high-quality education system in the future, deepen the strategy of invigorating China through science and education, comprehensively improve the quality of independent training of talents, and enhance the capacity for independent innovation.

Conveying the certainty of the Chinese economy

The report of the 20th CPC National Congress not only put forward a series of new ideas and assertions, but also expressed stable expectations about Chinas economy.

It was mentioned in the report that“pursuing high-quality development is the first and foremost task when building a modern socialist country in all aspects”, while requirements such as “building a modern industrial system” and “accelerating the green transformation of development modes” mean that China will continue to perfect the economic development “formula” in response to the changing situation.

In the report, it was emphasized that China would “adhere to the path of reform towards a socialist market economy”. Over the last 10 years, China has launched more than 2,000 reform programs, covering all economic and social aspects including clothing, food, housing, transportation, education, health care, and pensions, generally completing the reform tasks set at the Third Plenary Session of the 18th CPC Central Committee, and promoting the new reform objectives deployed since the 19th CPC National Congress.

Most of the reform-related deployments in the report focus on the difficulties and details, such as “organically integrating the implementation of the strategy of expanding domestic demand and the deepening of the supply-side structural reform”,“accelerating the construction of a modern economic system”, “furthering the reform of the rural land system”, and so on.

In addition, the report further proposed “steadily expanding the institutional opening-up, for example, through rules, regulations, standards and other systems”,“creating a global leading market-oriented, law-based, and internationalized business environment”, and “deeply participating in global industrial division and cooperation”, in order to construct a higher-level and improved opening-up pattern.

Wei Jianguo, Vice President of the China Center for International Economic Exchanges (CCIEE), said that during the future reform and opening-up, China will actively introduce more initiatives which are conducive to strengthening mutual-benefiting cooperation with other countries in the world, especially in terms of rules and standards, as well as the interconnecting infrastructure construction in other countries. Besides this, China is believed to be planning to expand its cooperation with the world from trade and infrastructure to a wider range incorporating industry, economy and trade, science and technology, and humanities, etc., which should be the general trend and highlight the opening-up of China in the coming years.

Chinas new development pattern brings opportunities to the world

The 20th CPC National Congress has strengthened the confidence and determination of companies from all over the world to strengthen their presence in the Chinese market.

Sarah Anastasi, an executive of the high-tech multinational Oerlikon Group, considers “the Chinese market to be of great importance” since Chinese modernization will provide more opportunities, which not only means a bigger market, but also a more professional workforce and more advanced technologies.

“Chinese modernization with common prosperity for all,” as proposed in the report, drew extra attention from Hamdi Al-Tabbaa, President of the Jordanian Businessmens Association. He explained that China will continue to improve living standards for all of its people, namely by further promoting coordinated urban-rural and regional development, significantly expanding the middle-income group, and upgrading the consumption structure. China will play a greater role in promoting economic globalization and boosting world economic growth, and will also provide more development opportunities for enterprises in various countries and regions.

“We see certainty in the Chinese market amidst the uncertain global market,” said Woody Guo, Senior Vice-President and Managing Director of Herbalife Nutrition China, a U.S.-based global nutrition company. “For the global business community, China is and will remain a market of potential and an opportunity for growth.”

Wichai Kinchong Choi, Senior Vice President of Thai bank Kasikornbank, said: “The Report of the 20th CPC National Congress gave us a glimpse into the future development direction of China, allowing us to see that China will be more focused on the quality and sustainability, which is good for Thailand and other countries bordering China. Over the past few years, many Chinese high-tech companies have invested and built factories in Thailand, precisely meeting Thai demands to transform and upgrade the Thai economy and improve its competitiveness.”

In June this year, the Takeda Shanghai Development Center (TSDC) was established in Pudong, Shanghai. Shan Guohong, Senior Vice-President of Takeda and president of Takeda China, expressed the idea that China not only contributes to the world with its huge domestic market, but also continuously promotes the development of various industries through innovation, which is even more important.“In the future, we will cooperate more deeply and comprehensively with Chinese local innovative companies, to jointly create a more harmonious and synergistic ecosystem,” he said.

This August, the one millionth vehicle rolled off the production line at the Tesla Gigafactory Shanghai, meaning that the factory has output over one million vehicles in less than three years. Talking about the innovations emphasized in the report, Tao Lin, Vice President of Tesla, said: “By partnering with Chinese suppliers, we are continuously promoting innovation in the research and development of various key technologies, actively boosting the transformation of scientific and technological achievements into productivity, and popularizing advanced industrial concepts, processes and standards.”

Shan Guohong was expressive about the improvements in the business environment in China: “China is aiming for a high level of opening-up, which creates more and more development opportunities and has strengthened the determination and confidence of foreign investors in the Chinese market.”
