市政府外办召开疫情防控专题会议持续筑牢疫情防控严密防线

8月8日，市政府外办党组书记、主任王雯主持召开全办疫情防控专题会议，深入学习贯彻陈敏尔书记在8月7日市疫情防控工作调度会议上的重要讲话精神，传达近期全市疫情防控有关会议精神，进一步研究部署外防输入和办内防疫工作。全体在家办领导，防疫各工作组、各处室和直属事业单位负责人参会。

会议指出，当前境外疫情输入风险仍处于高位，同时市内疫情呈现多点散发态势。市政府外办要深入贯彻落实疫情防控各项安排部署，一手抓外防输入，一手抓办内防疫，统筹推进各项防控措施落实落地。始终保持高度警惕和头脑清醒，加快补齐短板漏洞，持续筑牢疫情防控严密防线。

会议强调，一要深入贯彻落实疫情防控各项安排部署，严格对标对表，细化贯彻执行措施，确保各项防控政策执行不打折扣，落实到位。二要坚决守住“决不能发生源头性疫情”的底线，严格落实入境人物环境全流程闭环管理，切实加强高风险岗位工作人员管理、入境转运处置、隔离点防控等重点环节风险管控，严防交叉感染和风险外溢，持续织密织牢外防输入网络。做好新增和恢复国际航班服务保障工作，为全市高效统筹疫情防控和经济社会发展提供坚实保障。三要抓好办内人员疫情防控，严守防疫纪律，规范执行请销假制度，加强对来渝返渝人员排查，严格执行不同风险人员分类管理要求。切实履行主体责任，加强环境消杀和风险排查，加强防疫物资储备，确保防疫措施执行到位，防疫要求落实到位。四要严格外事活动审核把关，健全完善应急处置机制，强化应急保障，认真落实疫情防控预案，做好人员、物资等准备，不断提升应急处置能力，为智博会等系列重大活动顺利举办营造良好条件。五要压紧压实疫情防控责任，全办上下要始终保持“时时放心不下”的责任感，各司其责、各负其责，基层党组织要发挥战斗堡垒作用，党员要充分发挥先锋模范作用，迎难而上、担当作为。

Zhong Yongxi, Chief Representative of Hong Kong Trade Development Council (HKTDC) in Chinese Mainland and Delegation Visited Chongqing

From July 31to August 4, Zhong Yongxi, Chief Representative of Hong Kong Trade Development Council (HKTDC) in Chinese mainland paid an inspection tour to Chongqing with his delegation.Lu Kehua, member of the Standing Committee of the CPC Chongqing Municipal Committee and Executive Vice Mayor of the Chongqing Municipal Government met with the delegation led by Zhong Yongxi.

During his stay in Chongqing, Zhong Yongxi and his delegation had extensive discussions with the Hong Kong and Macao Affairs Office of the Chongqing Municipal Government, Chongqing Municipal Development and Reform Commission, Chongqing Municipal Commission of Commerce,Chongqing Municipal Commission of Culture and Tourism Development and other departments on deepening cooperation. They visited the Chongqing Planning Exhibition Gallery and Dazu District and had a meeting with Hong Kong businessmen in Chongqing to learn about their demands.

Zhong Yongxi said that this visit to Chongqing was very rewarding. Apart from gaining an in-depth understanding of the planning and development of the Chengdu-Chongqing Twin-Hub Mega-Region, he also had a clearer vision of the directions for Chongqing-Hong Kong cooperation in areas such as trade and economy. HKTDC attaches great importance to its cooperation with Chongqing and will serve as a bridge for connection and a window for openness. It will fully leverage international and domestic resources, strengthen cooperation in trade, culture, logistics, sci-tech innovation, and finance, contribute more to the high-quality development and high-level opening of Chongqing, expand cooperation fields, create new cooperation models, and strive for more fruits.

Wang Wen, Director-General of the Hong Kong and Macao Affairs Office of the Chongqing Municipal Government, said that HKTDC had made great efforts to boost exchanges between Chongqing and Hong Kong. She hoped HKTDC could support Chongqing continuously to improve its business environment, bring more international and domestic resources to Chongqing,provide more platforms and channels for Chongqing industries and enterprises to “go global”, participate in the “Belt and Road” initiative, and proactively engage in national development. The Hong Kong and Macao Affairs Office of the Chongqing Municipal Government will coordinate with municipal departments and districts/counties to maintain close ties with the HKTDC and promote project-oriented and list-based cooperation.

香港贸发局中国内地总代表钟永喜一行来渝考察

7月31日至8月4日，香港贸易发展局中国内地总代表钟永喜一行来渝考察，市委常委、市政府常务副市长陆克华会见钟永喜一行。

在渝期间，钟永喜一行分别与市政府港澳办、市发展改革委、市商务委、市文化旅游委等部门就深化合作进行充分交流，参观市规划展览馆，考察大足区，并与在渝港商座谈，了解发展需求。

钟永喜表示，此次来渝收获很大，不仅深入了解了成渝地区双城经济圈的规划发展与建设情况，也进一步明确了渝港在经贸等领域合作方向。香港贸发局高度重视与重庆的合作，将发挥桥梁窗口作用，充分运用国际国内资源，加强与重庆在商贸、文化、物流、科创、金融领域的合作，深度参与重庆高质量发展和高水平开放，拓展合作领域，创新合作模式，力争取得更多合作成果。

市政府港澳办主任王雯表示，一直以来，香港贸发局为促进渝港交流做了很多工作，希望能继续支持重庆持续提升营商环境，把更多的国际国内资源带到重庆，同时为重庆产业、企业“走出去”提供更多平台和渠道，合作参与“一带一路”建设，积极融入国家发展大局。市政府港澳办将协同市级部门和区县等，与香港贸发局保持密切联系，项目化、清单化推进合作。

Ann Derwin, Ambassador of lreland to China Visited Chongqing

In late July, the Irish Ambassador to China Ann Derwin visited Chongqing.During her meetings with Chongqing University, Chongqing Medical University, Chongqing China Three Gorges Museum, Sichuan Fine Arts Institute, Chongqing Academy of Animal Sciences and Agricultural Investment Group (Tianyou Dairy Co., Ltd.), she introduced Ireland’s advantages in immunology,pharmacy, nutrition, animation and films, etc., and learned about Chongqing’s resources for opening-up. In-depth discussions and preliminary cooperation intentions were reached to strengthen the cooperation between Chongqing and Ireland in joint education programs, school disciplinary joint programs, drug innovation, medical equipment R&D, professional talent training, museum data exchange, digital art,fashion design, sculpture workshop, hog disease prevention and control, vaccine production, agricultural product trade, raw materials for caw and dairy product supply, dairy brand expansion and other areas.

In addition, Ann Derwin also visited Chongqing’s opening-up projects such as the Municipal Planning Exhibition Hall, Chongqing BOE Display Technology Co., Ltd.,Chongqing Haifu Medical Technology Co., Ltd., Chongqing Jinkang Seres Automobile Company, and Chongqing Cuntan International Cruise Home Port Terminal. A full and direct experience of Chongqing’s development was delivered.

Cultural exchange is one of the highlights of Ann Derwin's visit. The Embassy of Ireland in China and the Chongqing Library donated books to each other and presented a collection of poems by Yeats, a famous Irish poet and Nobel Prize Laureate for Literature in 1923, to Yongli Village of Bayang Town in Yunyang County, the recipient of support from CQFAO, in the hope that literature will add impetus to the rural revitalization endeavors of Chongqing.

爱尔兰驻华大使安黛文一行7月下旬来渝访问。在渝期间，安黛文分别与重庆大学、重庆医科大学、重庆中国三峡博物馆、四川美术学院、市畜科院和市农投集团（天友乳业有限公司）座谈，详细介绍爱尔兰在免疫学、制药、营养学、动漫和电影等领域优势，了解重庆对外开放资源，就加强重庆与爱尔兰在合作办学、学科共建、药品创新、医疗器械研发、专业人才培训、博物馆文献互通、数字艺术、时装设计、雕塑工坊、生猪疾病防控、疫苗生产、农产品贸易、奶牛饲养原材料和奶制品供应、乳业品牌拓展等领域的合作方式进行深入探讨，形成初步合作意向。

此外，安黛文还参访了市规划展览馆、重庆京东方显示技术有限公司、海扶医疗、重庆金康赛力斯汽车公司、寸滩国际邮轮母港等重庆对外开放项目，全面直观感受重庆的发展。

文化交流是安黛文此访行程中的亮点之一。爱尔兰驻华大使馆与重庆图书馆互赠图书，并向市政府外办帮扶对象云阳县巴阳镇永利村赠送爱尔兰著名诗人、1923年诺贝尔文学奖得主叶芝的诗集，希望用文学的力量助力重庆乡村振兴工作。

Wang Wen, Director-General of the Foreign Affairs Office of the Chongqing Municipal Government Bade Farewell to Wolfgang Rudischhauser, Consul-General of German in Chengdu via Video

On August 24, Wang Wen, Director-General of the Foreign Affairs Office of the Chongqing Municipal Government (CQFAO),bade farewell to Wolfgang Rudischhauser, Consul-General of German in Chengdu via video and awarded him a “Certificate of Friendship Envoy of Chongqing”, appreciating his contribution to propelling friendly exchanges and cooperation between Chongqing and Germany in areas such as economy and trade, investment, culture, education, and tourism.

This year marks the 50anniversary of the establishment of diplomatic relations between China and Germany, said Wang Wen. Over the past 50 years, win-win cooperation has become the main theme of China-Germany relations, and sub-national cooperation has been an important part and driving force between the two countries. Based on existing cooperation,Chongqing is looking forward to building more bridges with sister cities in Germany on all fronts for mutually-beneficial cooperation and peopleto-people bonds. She extended hopes that Wolfgang Rudischhauser will continue to promote and support Chongqing in the future and help to advance friendly exchanges and cooperation between Chongqing and Germany. Chongqing will keep supporting all the endeavors of the German Consulate-General in Chengdu for new achievements made from friendly cooperation in various fields.

Wolfgang Rudischhauser thanked the Chongqing Municipal Government and all communities of Chongqing for their support and assistance to the German Consulate-General in Chengdu and to himself,especially to Director-General Wang Wen and the CQFAO team in communication and cooperation with the German Consulate-General. He said that although international exchanges and cooperation were greatly stricken by the raging COVID-19 soon after he took office, the German Consulate-General in Chengdu and CQFAO have always maintained efficient communication and cooperation, explored new cooperation models, and made new progress in industry cooperation, economic and trade exchanges, people-to-people relations, cultural exchanges, and friendly city relations. In the future, he will continue to pay attention to and support Chongqing’s development from a new perspective.

王雯主任与德国驻成都总领事鲁悟刚视频话别

8月24日，市政府外办主任王雯与即将离任的德国驻成都总领事鲁悟刚视频话别，向其颁发“重庆友好使者证书”，感谢鲁悟刚总领事为推动重庆与德国在经贸、投资、文化、教育、旅游等领域友好交流与合作所作出的积极贡献。

王雯说，今年是中德建交50周年。50年来，合作共赢成为中德关系的主基调，地方合作是中德关系的重要组成部分和推动力量，重庆期待与德国各友好城市及各领域在已有良好合作的基础上，共同为促进两国互利合作、民心相通搭建更多友谊与合作的桥梁。希望鲁悟刚总领事今后继续宣传、支持重庆，继续为推动重庆与德国的友好交流与合作发挥作用。重庆市将一如既往地支持德国驻成都总领事馆的各项工作，继续推动重庆与德国各领域的友好合作不断取得新成果。

鲁悟刚感谢重庆市政府及重庆各界对德国驻成都总领事馆及他本人的支持与帮助，特别感谢重庆市政府外办王雯主任及工作团队与德国领馆团队的良好沟通和出色合作。他表示，尽管上任不久就遇上新冠肺炎疫情在全球蔓延，国际交往、交流及合作受到了较大影响，但是德国驻成都总领事馆与重庆市政府外办始终保持着良好的沟通与合作，共同探索新的合作模式，推动产业合作、经贸往来、人文交流、友城关系取得了新的进展。今后他将换一种身份，继续关注、支持重庆的发展。

Western and Central China Branch of Academy of Translation and lnterpretation of China lnternational Communications Group (ClCG) Established in Chongqing.

On July 28, 2022 Yuelai Forum: Cities for International Communication was held in Chongqing. Themed by “Cities and International Communication”,the forum is supported by the China International Communications Group (CICG) and is co-hosted by the Publicity Department of the CPC Chongqing Municipal Committee (Information Office of Chongqing Municipality), the Foreign Affairs Office of Chongqing Municipal Government, the Academy of Contemporary China and the World Studies, the CICG Academy of Translation and Interpretation,the CPC Jiangbei District Committee and the Jiangbei District Government

At the opening ceremony, the Foreign Affairs Office of Chongqing Municipal Government signed an agreement on strategic cooperation framework with CICG Academy of Translation and Interpretation. The Western and Central China Branch of the CICG Academy of Translation and Interpretation was inaugurated.

Jointly established by the CICG Academy of Translation and Interpretation, the Foreign Affairs Office of Chongqing Municipal Government, and Jiangbei District of Chongqing, the Central and Western China Branch of the CICG Academy of Translation and Interpretation will introduce more national foreign affairs resources to Chongqing and carry out extensive, pragmatic, and mutually beneficial cooperation. The Western and Central China CATTI Test Center will be built to provide exclusive examination services for ASEAN languages and contribute to building Chongqing into a pioneer for international talent exchanges. The institution will also host international conferences in Chongqing so that Chongqing Foreign Affairs can play a greater role in serving China’s overall diplomacy. A language service export base will be established to provide diversified professional language service for the international market, especially ASEAN countries, promote technology empowerment, and build a “smart translation brain” for Chongqing.

中国外文局翻译院中西部分院在渝成立

“近者悦，远者来”—2022悦来城市国际传播论坛7月28日在重庆举行。以“城市与国际传播”为主题，由中国外文局支持，重庆市委宣传部（市政府新闻办）、重庆市政府外办、当代中国与世界研究院、中国外文局翻译院，以及重庆市江北区委、区政府共同主办。

开幕式上，重庆市政府外办与中国外文局翻译院签署战略合作框架协议。中国外文局翻译院中西部分院揭牌。

中国外文局翻译院中西部分院由中国外文局翻译院、重庆市政府外办、重庆市江北区三方共建，将向重庆引入更多国家外事资源，广泛开展务实、互利合作，共同建设全国翻译专业资格（水平）考试（CATTI）中西部考评中心，以东盟语种为独家语种，助力重庆打造国际交往人才高地；共同在渝举办国际会议，助力重庆地方外事服务国家总体外交发挥更大作用；共同申报并建设语言服务出口基地，面向以东盟为主的国际市场，提供多样化专业语言服务；推动实现技术赋能，打造重庆“智能翻译大脑”等。

Zhou Yi, Deputy Director-General of Chongqing Foreign Affairs Office, Meeting with Luke, Chief Commercial Officer of Village Roadshow (Hong Kong)

On August 12, Zhou Yi, Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal Government, had a work meeting with Luke, Chief Commercial Officer of Village Roadshow (Hong Kong) Co.,Ltd. The two sides exchanged views on the cooperation between Chongqing and Village Roadshow in related fields including theme parks and film industry.

Zhou Yi said that Chongqing has fully implemented the important instructions and requirements delivered by General Secretary Xi Jinping that Chongqing should promote high-quality development and create high-quality life. Chongqing and Australia have close economic cooperation and trade exchanges. In the first half of this year, the total import and export volume between Chongqing and Australia reached RMB11.504 billion, a year-onyear increase of 12.6%. Chongqing welcomes the discussions on cooperation between Chongqing and Village Roadshow in related industry chains such as theme parks and film production.

Luke introduced the business of Village Roadshow, including theme parks, film production, film distribution, cinema chains,etc., and expressed their willingness to discuss with relevant departments in Chongqing to further cooperation.

Village Roadshow is one of the top theme park operators in the world, running theme parks in Australia, the United States and Asia. Village Roadshow has landed two projects in China, Wild Water World in Haikou and Lionsgate Entertainment World in Zhuhai.

周毅副主任与澳大利亚威秀集团（香港）首席商务官鲁凯工作会谈

8月12日，市政府外办副主任周毅与澳大利亚威秀集团（香港）有限公司首席商务官鲁凯工作会谈。双方就重庆与威秀集团在主题公园、电影产业等相关领域的合作进行交流。

周毅说，当前重庆全面贯彻落实习近平总书记对重庆提出的系列重要指示要求，推动高质量发展，创造高品质生活。重庆与澳大利亚经贸合作交往密切，今年上半年重庆与澳大利亚进出口总额115.04亿元，同比增长12.6%。欢迎威秀集团与重庆探讨在主题公园、电影制作等相关产业链的合作。

鲁凯介绍了威秀集团业务板块，包括主题公园、电影制作、电影发行、电影院线等，表示愿与重庆相关部门沟通对接，寻求合作机遇。

威秀集团是全球顶尖主题公园运营商之一，在澳洲、美国和亚洲开发运营主题公园。威秀现已在中国落地两个项目，分别是海口的狂野水世界和珠海的狮门娱乐天地。

Li Mingquan, Deputy Director-General of Chongqing Foreign Affairs Office Meeting with Guests from Slovakia and Belgium

Li Mingquan, Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal People’s Government, held work meeting with the delegation led by Dusan Bella, Ambassador of Slovakia to China, and the delegation led by Eva Verstraelen, Commercial Consul at the Consulate-General of Belgium in Guangzhou respectively during their visits to Chongqing to attend the 4Western China International Fair for Investment and Trade (WCIFIT). During the discussions, two sides exchanged views on the future cooperation between Chongqing and Slovakia as well as between Chongqing and Belgium in various fields.

Li Mingquan introduced the socioeconomic development of Chongqing and said that the participation of Ambassador Dusan Bella and Consul Eva Verstraelen at the WCIFIT in Chongqing was a demonstration of their strong support for the development of Chongqing, creating opportunities for continuously deepening the economic and trade cooperation between Chongqing and Slovakia and Belgium. Chongqing stands ready to continuously deepen understanding, enhance mutual trust, and seek win-win cooperation with Slovakia within the framework of Cooperation between China and Central and Eastern European Countries. It is also hoped that Chongqing will strengthen communication and contact with Belgian institutions in China to jointly promote friendly exchanges and pragmatic cooperation in fields such as economic and trade cooperation and people-to-people exchanges.

It was the first time for both Ambassador Dusan Bella and Consul Eva Verstraelen to visit Chongqing, and they were both amazed at the beautiful natural scenery and rich historical heritage of this mountain city. According to Dusan Bella, Chongqing and Slovakia are both strong in automobile and motorcycle production. It is hoped that the two sides could make good use of the advantages brought by the China-Europe Railway Express to explore opportunities for industrial cooperation. Slovakia stands ready to enhance mutual understanding and strengthen exchanges and cooperation with Chongqing in the fields of traditional Chinese medicine, culture and art, education, and subnational friendship ties. Eva Verstraelen expressed her willingness to facilitate more Belgian companies to focus on Chongqing, hoping to have more opportunities to visit the city in the future to discuss and promote cooperation.

市政府外办副主任李明全与应邀来渝出席第四届中国西部国际投资贸易洽谈会（简称：西洽会）的斯洛伐克驻华大使杜尚·贝拉一行，以及比利时驻广州总领事馆商务领事费夏娃一行分别进行工作会谈，就重庆与斯洛伐克、比利时未来各领域合作前景充分交换意见。

李明全介绍了重庆经济社会发展情况，并表示，杜尚·贝拉大使和费夏娃领事此次来渝出席西洽会，体现出对重庆发展的高度关注与支持，也为持续深化重庆与斯洛伐克、比利时经贸合作创造了机遇。重庆愿与斯洛伐克在中国—中东欧国家合作框架内，持续深化了解，增进互信，共谋合作共赢；希望与比利时驻华机构加强沟通与联系，共同推动在经贸、人文等领域友好交流与务实合作。

杜尚·贝拉大使和费夏娃领事都是首次到访重庆，对山城美丽的自然风光、厚重的历史底蕴赞叹不已。杜尚·贝拉表示，重庆与斯洛伐克有共同的优势产业汽车、摩托车生产制造，希望双方利用好中欧班列等优势便利，深挖产业合作机遇。斯方愿与重庆在中医药、文化艺术、教育、地方友好等领域增进相互了解，加强交流合作。费夏娃表示，愿意引导比利时企业更多关注重庆，希望未来有更多机会访问重庆，共商共促合作。

Chongqing Making All-Out Efforts to Develop a Center for lnternational Exchanges in Central and Western China

On August 3, Feng Zimin, Member of the CPC Leading Party Members’Group and Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal People’s Government, presided over a work meeting of the liaison officers of the member departments of the Leading Group for the Building of a Center for International Exchanges in Central and Western China.The meeting put forward requirements of learning and practicing Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era and Xi Jinping’s Thought on Diplomacy, implemented the guidelines of the Sixth CPC Municipal Party Congress, summarized the work progress in the first half of the year so as to shore up weak spots, optimize shortcomings, consolidate the foundation, and strengthen advantages. Earnest efforts should be made to ensure progress on various work items in the second half of the year. The building of a center for international exchanges in central and western China should be fully promoted to serve the overall picture of foreign affairs work in China and promote the socioeconomic development of the city, so as to celebrate the upcoming 20National Congress of the CPC with practical achievements.

During the meeting, the guidelines of relevant documents of the central government were conveyed, and the participants exchanged and discussed the relevant work items of various departments.

重庆全力推动中西部国际交往中心建设

8月3日，市政府外办党组成员、副主任冯子敏主持召开市中西部国际交往中心建设工作领导小组成员单位联络员工作会议。要求深学笃用习近平新时代中国特色社会主义思想和习近平外交思想，贯彻落实市第六次党代会精神，梳理总结上半年工作进展情况，补短板、强弱项、固底板、扬优势，切实做好下半年各项工作，全力推动中西部国际交往中心建设，服务对外工作大局，推动全市经济社会发展，以实干实绩迎接党的二十大胜利召开。

会议传达了中央相关文件精神，参会人员结合各部门有关工作事项进行了交流讨论。
