Research on Forming an Internationally Competitive Financial Clustering in the Guangdong-Hong Kong-Macao Greater Bay Area 4

Abstract:Financial clustering has become an important organization mode of financial industries in recent years.Forming a high level and high efficiency financial clustering could promote the development of a country’s financial industries and even boost its economy.The Guangdong-Hong Kong-Macao Greater Bay Area has been enjoying an increasingly complete and modernized transportation network system,strong economic strength,highly complementary resources and complete industrial chains.The paper first analyzes the advantages of financial clustering in the Greater Bay Area,calculates and analyzes the competitiveness of the financial industries in the core cities of the GBA,and then refers to the characteristics of the world’s three major bay areas to summarize their experience in common in developing into world-class bay areas.Finally,relevant countermeasures and suggestions are put forward by drawing lessons from the three major bay areas in order to build the GBA into a major financial clustering with international competitiveness.

Efficient Market,Promising Government and Capital Flows in the Guangdong-Hong Kong-Macao Greater Bay Area 20

Abstract:The new structural economics advocates that in the process of economic development,both an effective market and a promising government should be in place.Under the background of one country,two systems,and three customs zones and currencies,the flows of capital and other factors in the Guangdong-Hong Kong-Macao Greater Bay Area require the government to play a guiding role to nurture,supervise,protect and complement the“invisible hand”of the market.Using the data of 11 cities in the Greater Bay Area from 2016 to 2019,this study theoretically and empirically analyzes the impact and mechanism of efficient market and promising government on capital flows of the GBA.Results show that implementing favorable policies in line with local comparative advantage can promote capital flows in the GBA.The higher the degree of marketization,the larger the scale of capital flows.Efficient market alone,however,can not be the sole driving factor.The GBA relies on a syn-ergy between promising government and efficient market to facilitate capital flows.

Abstract:Starting from the overall planning,management system and mechanism and multi-party participation in the preservation and utilization of Guangzhou’s waterfront industrial heritage,this paper focuses on exploring the difficulties and solutions to the coordinated promotion of high-quality development of the waterfront areas and the preservation of industrial heritage.Due to the complexity and comprehensiveness of the industrial heritage types in the waterfront industrial areas in Guangzhou and other megacities,it is necessary to carry out classified discussions and exploration on the remains of the heavy and light industries and their transportation facilities in order to keep pace with the times.Based on the experience of and comparison with the case-studies of Shanghai,Beijing and Chengdu,this paper puts forward planning management and policy suggestions concerning the overall preservation of waterfront industrial heritage from the perspectives of the overall level of waterfront areas as well as the differences in the types of industrial buildings and structures.

Detailed Designs of Sustainable Transportation in Historic Conservation Areas:A Case Study of Baoyuan Road in Guangzhou’s Xiguan Area 47

Abstract:The textures and patterns of historic conservation areas record people’s means of transportation,living forms and how they act in different eras,constituting the important carrier for urban historic culture and development.Its study and utilization is related to local identity and value orientation,and is critical to maintaining cultural identity and enhancing social cohesion.Due to the large demand for right of way in urban transportation in China,i.e.,adapting to motor vehicle travels,the traditional urban texture patterns have been suffering from irreversible destructions gradually.Sustainable transportation is people-oriented,and the travel methods it advocates are highly consistent with the patterns of historic conservation areas built over the times.Revitalizing these areas is therefore the most“cost-effective”measure to activate the neighborhoods.This article clarifies the importance and major bottleneck of promoting the development of sustainable transportation in historic conservation areas.Taking Baoyuan Road in Guangzhou’s Xiguan area as an example,and combined with the prediction of travel flows and demands,it proposes to optimize the efficiency of utilizing street space and detailed design strategies to help realize the people-oriented goal of urban transportation planning.

Park Complex in Historic Urban Areas:Reflections on the Optimization of Guangzhou Cultural Park 54

Abstract:Park city is a new mode of city running in the new era of ecological civilization and the new stage of high-quality development.Guangzhou Cultural Park is a rare public green open space in the historic urban areas,which is an important pathway to build Guangzhou into a park city.This paper proposes to use the concept of“park complex”to carry out systematized design,adaptive renewal and comprehensive improvement of Guangzhou Cultural Park,and introduces the specific upgrading means of regional linkage,interface improvement,cultural preservation,functional augmentation and transportation optimization.Through summarizing the lessons and reproducible characteristics of the“park complex”transformation of Guangzhou Cultural Park,the author concludes four construction principles including cultural empowerment,functional enhancement,capacity control and space expansion,in order to provide a concrete and feasible implementation path for the construction of park city in historic urban areas.

The Characteristics of Interprovincial Flows of Highly Skilled Human Resources in China and Its Impacts on Local Innovation 66

Abstract:Highly skilled human resources is not only the core force to promote regional high-quality development,but also an important core factor for urban and regional innovation and development.Based on the descriptive analysis of the characteristics of interprovincial flows of highly skilled human resources in China,the local innovation level represented by the number and structure of patents and the numbers of influx and outflux of highly skilled human resources are brought into the model for analysis using the two-way fixed effects model.It is found that the influx of highly skilled human resources will lead to a significant increase in local innovation output.Such influx gathers talents in terms of space,provides more opportunities for face-to-face communications and learning,facilitates knowledge sharing and spillover,and improves regional innovation ability.The outflux of highly skilled human resources would not,within a five-year period,reduce the local innovation output level.The main reasons for such outflux are the redundancy and low utilization efficiency of human capital and the imperfect guarantee system and mechanism,and the inability of highly skilled human resources to give full play to their value.Finally,from the three aspects of increasing investment in education,improving the labor market and registered residence system,and formulating regional strategies of attracting qualified talents,this study puts forward some countermeasures and suggestions for the improvement of local innovation level.

A Comparative Policy Study of Human Resources in Science and Technology in Urban Agglomerations Based on a Three-dimensional Framework:A Case Study of the Yangtze River Delta and the Chengdu-Chongqing Urban Agglomerations 80

Abstract:Human resources is the core element of urban innovation and development.With the rapid development of urban agglomerations,the competition for talents has gradually changed from intercity to among urban agglomerations.This paper adopts the content analysis method to construct a three-dimensional analysis framework with“basic policy instruments-policy attractiveness-policy objectives”as its analyzing elements.The study codes and econometrically analyzes 154 pieces of policy texts on human resources in science and technology(HRST)in the Yangtze River Delta and the Chengdu-Chongqing urban agglomerations from 2014 to 2020.Results show that the Yangtze River Delta urban agglomeration has made full use of basic policy instrument,mainly supply tools,and paid attention to the introduction and training of HRST and the construction of the platform for their development.The policies in the Chengdu-Chongqing urban agglomeration are more attractive,and more planning policies have been promulgated,focusing on attracting talents at all levels.Both agglomerations have problems,though,such as low adaptability in policy portfolios and insufficient attention to the policy objective of regional coordination in terms of human resources.

Spatial Assessment Method and Planning Paradigm Optimization of Resilient Green Space in Coastal Areas:A Case Study of the Resilient Water-sensitive City in the Shenzhen-Shanwei Special Cooperation Zone 97

Abstract:Based on the uncertainty adaptive design and water-sensitive urban design with theoretical analysis,giving full consideration to the characteristic of high-density coastal city and the objective status-quo of the fragility of the urban agglomerations,and using LCSA on the social performance of rural and urban green space envi-ronment,the paper studies urban resilience evolution and establishes a series of measures including indicator screening,scenario setting,simulation and verification,and planning paradigm optimization to evaluate green space resilience.The Shenzhen-Shanwei Special Cooperation Zone is selected for case study of water-sensitive city to verify and discuss the spatial planning transformation paradigm from macro,meso and micro perspectives.

Practice and Thinking on the Three-dimensional Control of Territorial Space Planning:A Case Study of the Gully Region of the Loess Plateau 111

Abstract:The territorial space planning and control system platform takes“one-map”as a fundamental platform which combines remote sensing monitoring and natural resources survey results monitoring,dynamically monitors the construction and conservation activities according to classification of utilization.It focuses on the early warning of control boundary and binding indicators.In practice,because of the complexity and different altitudes of the terrain,especially at the town level scale,there are wide gaps between control and the actual spatial utilization,while different types of spatial utilization and their impacts on ecological environment could not be manifested,hindering refined management and achieving the ultimate goal of sustainable development of territorial space.With the improvement of the new surveying and mapping technologies,a three-dimensional“one map”of natural resources has been set up,and the transformation from two-dimensional to three-dimensional map management is in urgent demand.This paper puts forward the“horizontal+vertical”three-dimensional control concept,trying to construct and optimize the three-dimensional control of territorial space planning.It explains how to practice differentiated control according to different physiognomy types,and combines with protection guidelines to facilitate the transformation of territorial space planning from decentralized management to all-factor integrated management including mountains,rivers,forests,fields,lakes,grasslands and deserts,building a new model integrating overground,ground-surface and underground management and control in order to effectively enhance the capacity and level of modernized national governance.

Research on Public Cognitive Image and Design Application of Urban Landmarks Based on the“Image Word Bag”Model 120

Abstract:Spatial cognition is the basic research content of urban and rural planning.Identifying public cognitive image of urban landmark space and its formation mechanism is helpful to better establish the dialogue and communication between the users of urban space and the objects of landmark system,so as to effectively guide the“people-oriented”design and renewal of urban landmark space.To this end,and based on the“word bag”model theory,the paper constructs the“attribute dictionary”with six kinds of landmark attributes,including landmark identification,space characteristics,commemorative culture,public functions,central location and social visibility,with image word bags construction,generating word bags,image quantitative characterization and cognitive logic analysis as its analytic steps,and simplicity-complex,regulation-free creation,practical-manifestative,large scale-small scale,traditional-fashionable,and concrete-abstract as its analytic method.Based on the UGC data sample of the public’s perception of Shanghai’s urban landmarks,this paper discusses the gap in the cognitive images of landmarks among different situations and people,and proposes a“people-oriented”response strategy for the application of urban landmark design from five aspects:location layout,figure design,spatial design,exterior decoration and interior decoration.The methods and conclusions from this paper may provide reference for the research of public cognitive image of urban landmarks.

Abstract:City brand value is the main embodiment of a city’s competitiveness.Based on the internal viewpoint of locals and external viewpoint of non-locals,the paper builds a urban brand value system with economic strength,cultural tourism,residents livelihood,administrative management,city reputation and talent innovation as its primary indexes.It investigates the perception of urban brand value with locals and non-locals by questionnaire surveys,analyzes the specific scores of each dimension of Guangzhou’s city brand value,and finds out its weakness,and puts forward niche suggestions for Guangzhou’s city brand construction.

Abstract:It is an important and fundamental for Quanzhou,one of China’s earliest-designated historic conservation cities,to protect and make the best out of its ancient heritage and timely organize and establish the city’s digital archives to extend its culture.Based on the existing foreign literature on old arcades,temples streets and traditional folk techniques,etc.,this paper analyzes the difficulties and key points in Quanzhou’s archiving work in order to improve its level of archive management and utilization,constantly enhance people’s cultural consciousness and cultural self-confidence,and better promote its urban construction.
