Marking the New Level of Chinese-style Modernization Theory—Study the Spirit of the Report to the 20th CPC National Congress

Abstract:The theory of Chinese-style modernization was nurtured in the process of reflecting on and criticizing the western theories of modernization, was created in the process of exploring Chinese modernization and putting it into practice, and surpassed the western capitalist modernization in the competition with it.The Report to the 20th CPC National Congress profoundly explained the theoretical framework of Chinese-style modernization from the aspects of Chinese characteristics, essential requirements, major principles, etc., marking the new level of Chinese-style modernization theory, and providing fundamental guidance for building China into a modern socialist country in all respects and for achieving the second centenary goal.

The Security Orientation of Chinese Modernization

Abstract:The report to the 20th National Congress of the Communist Party of China put national security to a new height, which is "the foundation of national rejuvenation" and explained it in a specific chapter, highlighting the enormous importance of national security in the overall work situation of the party and state in the new era and new journey, reflecting our party's deep understanding of the rules of Chinese modernization, marking the new level of national security theory with Chinese characteristics and the new stage of protecting the national security through Chinese modernization.National security is the main aspect of Chinese modernization, which is determined by the governance logic of a modern country, by the realistic prerequisite for the development of Chinese modernization, and by China's strategic choice to deal with security risks and challenges.The security implication of Chinese modernization is not static, but is a China's practice-based issue related to epistemology and theoretical framework.Its connotation needs to be changed, extended and innovated as the strategic situation changes.The key to grasping the methodology of the overall national security concept is to understand the "overall" logic.

40-year Constitutional Supervision System in China: Review and Reflection

Abstract:China's constitutional supervision system, with the highest representative organ and its permanent organs as the main body of supervision, was formally established in the 1982 Constitution.According to the constitution, China's constitutional supervision system belongs to the broad legality review system, and is specified and institutionalized by the Legislative Law, the Measures for Record View of Regulations and Judicial Interpretations, and the local normative documents formulated by provinces, autonomous regions, and municipalities directly under the Central Government, thus forming a constitutional review system with Chinese characteristics.In Constitution Amendment(2018), the Constitution and the Legal Committee of the National People's Congress is established as a special organ for constitutional supervision, promoting the improvement of China's constitutional supervision system.In the future, we should further expand the scope of constitutional review objects, strengthen the specificity, unity and standardization of constitutional review procedures, and focus on giving play to the responsibilities and functions of state organs in constitutional review, thus strengthening the legal effect of decisions related to constitutional review, so as to effectively protect civil rights.

The Effect of Digital Development on the Distribution of Labor Incomes—Empirical Evidence based on micro-labor individuals’ experience.

Abstract:Digital technology has been widely integrated into people’s production and life, becoming a new engine to promote high-quality economic development, but it hasn’t benefited all labor groups.Authors in recent-published articles began to pay attention to the impact of emerging technologies such as artificial intelligence and robots on the income gap between labors with different skills, in regions or industries, but in general, they ignored the possible impact of digital development on the distribution of labor incomes among different income level labor groups and the mechanism of its impact.By analyzing the data of China Labor Dynamic Survey(CLDS)and the empirical study of the impact of digital development on the distribution of labor incomes and its internal mechanism, we found that digital development can not only improve the overall level of labor incomes, but also reduce the labor income gap between high-income and low-income groups, thus improving the current situation of the distribution of labor incomes in China.The heterogeneity of industry and gender exists in the effect of digital development on the distribution of labor incomes: In wholesale and retail trade, catering industry and among female labor groups, digital development plays a more significant role in improving the distribution of labor incomes.The mechanism test shows that digital development mainly improves the distribution of labor incomes by promoting the service transformation of industry, improving labor productivity and boosting social capital accumulation, but skill-biased effects formed by it will aggravate the labor income inequality among high-income and low-income groups.

Abstract:In order to cater for the folk’s worship and deification of Guan Yu, Emperor Huizong of the Song Dynasty granted Guan Yu the title of "King Wu'an of Yi", which was widely recognized by later generations."Righteousness", "bravery" and "toughness" represents the core characteristics of Guan Yu's image.The Popular Romance of the Three Kingdoms not only describes Guan Yu's "righteousness", "courage" and "toughness", but also defines his "power", which is another characteristic of his image and an important factor of its complexity.Guan Yu's personality image is composed of "righteousness", "courage", "toughness" and "power".He not only upholds morality and justice, follows traditional ethics, assesses the situation and changes power, but also adapts measures to local conditions and acts according to circumstances.He is adept at using "power", which is an important factor why Guan Yu differs from Zhang Fei, Ma Chao and other brave characters and is widely respected and recognized by people from all social walks.It reflects the ancient people's recognition of the personality of a man and the image of a great hero, which is full of national characteristics, and reflects their national cultural psychology of attaching equal importance to principle and flexibility.
