A Comparative Study of High-quality Urban Manufacturing Industry in the Guangdong-Hong Kong-Macao Greater Bay Area 6

Abstract:This paper constructs the high-quality development evaluation system of urban manufacturing indus‐try in the Guangdong-Hong Kong-Macao Greater Bay Area(GBA)from six dimensions,including economic ef‐fectiveness,structural optimization,innovation ability,social value,international influence and green develop‐ment,with objective evaluation of the development level of manufacturing industry in each city.It is found that the comprehensive development quality of manufacturing industry in 9 mainland cities in the GBA obviously differentiates with wide gaps.Compared with other advanced urban agglomerations and regions,the manufac‐turing industries in the GBA still faces prominent challenges,such as inadequate industrial scale,insufficient in‐put of innovation factors,insufficient support for emerging industries and uneven development of regional econ‐omy and innovation indicators.This paper puts forward relevant countermeasures and suggestions to improve the overall development quality of manufacturing industries in the GBA.

Research on the Impact of Manufacturing Service Industries Development on Technological Innova‐tion in the Guangdong-Hong Kong-Macao Greater Bay Area 23

Abstract:Using the urban panel data of 11 cities in the Guangdong-Hong Kong-Macao Greater Bay Area(GBA)from 2007 to 2019,this study empirically tests how the development of manufacturing service industries can en‐hance the level of scientific and technological innovation.Results show that the development of manufacturing services in the GBA has a positive impact on the level of technological innovation,and the spatial spillover effect is obvious.In terms of the development of subdivided manufacturing services,information services have the greatest impact on GBA’s technological innovation,followed by R&D and other technical services,and finally fi‐nancial services.The influence mechanism test shows that it is related to the absorptive capacity of local enter‐prises and the value chain position of the host city:the stronger the local absorptive capacity and the higher the position of local value chain,the more obvious the effect of the development of manufacturing service industries on scientific and technological innovation.Therefore,the introduction and implementation of relevant policies to accelerate the high-quality development of manufacturing service industries is an effective way to enhance the level of technological innovation in the GBA.

Abstract:As the Outline of the Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area(GBA)is being put into practice,Guangzhou plays an increasingly leading role in the high-quality development of GBA’s industries as it continuously promotes the development of manufacturing industry.The paper analyses GBA’s current spatial distribution of and Guangzhou’s position in China and GBA’s manufacturing industries.It discovers Guangzhou’s problems and adjusting methods,which is optimizing local development space and cooperate with other members within the GBA to construct into a manufacturing base of global competitiveness.

Abstract:As socialism with Chinese characteristics has entered a new era,people’s ever-growing demands for better lives have raised new demands for the Communist Party of China and the Chinese government.The accel‐erated and deepening social transformation makes it imperative to innovate in the forms of organization and governance at the community level.The concept of“people’s city for the people”reflects that the community,as the organizational structure of grassroots governance and people’s living space,is undergoing a transformation from satisfying residential functions to providing services for residents’lives,and then to meeting diversified liv‐ing needs.It has become the main frontline of urban development and competition.This paper mainly analyzes urban areas densely populated,having a large amount of migrant population,enjoying high-quality develop‐ment and undergoing future-oriented innovation,under different times and facing with different problems,in‐cluding resilient community,children-friendly community,whole community and future community,to meet dif‐ferent hierarchy of needs,such as security,love and belongingness,respect and self-fulfillment.

Research on Crowdsourcing Mode of Urban Governance Under the Concept of City for the People75

Abstract:To firmly grasp the concept of city for the people is the basic principle of urban governance.Crowd‐sourcing of urban governance aims to gather and utilize the power of the people to help social governance of the city.It connects the technological innovation of urban digital transformation with the institutional innovation of the new pattern of urban diversified co-governance,and provides an innovative plan for accelerating the mod‐ernization of urban governance and building an urban governance innovation system.Taking the Application“Woodpecker-Foshan City Management”,which interprets crowdsourcing in urban governance under the con‐cept of city for the people,for example:it sets up a contracting theoretical model of the three parties including the outsourcer,the outsourcee and the platform,and attempts to solve the“black box”of crowdsourcing in ur‐ban governance.In order to tackle the risks and conflicts during the process,the paper proposes countermea‐sures such as improving incentive mechanism,carrying out regulations strictly,repairing management loop‐holes,attaching importance to offline communication,improving approval efficiency and promoting platform connections.

The Role of Local Community in Public Health Emergencies and Its Capacity Improvement 86

Abstract:Local community is the most basic social governance unit in China.Its scientific and accurate position in public health emergencies is not only important to improve people’s livelihoods and innovate social gover‐nance methods,but also a difficult problem that attracts both theoretical and practical attentions.Using the PPRR model of crisis management,it is found that communities should play the roles of risk screening and warning,risk identification and refinement of emergency plans,resource mobilization and diversified coordination,and follow-up and review in public health emergencies.On this basis,the paper analyzes what hinders community to function well in practice,and proposes to strengthen the leading role of the Communist Party of China and provide comprehensive guarantee mechanism.To stimulate the endogenous power of community multi-subject collaborative governance,emphasize the technology empowerment under the guidance of people-oriented devel‐opment concept,and improve the flexibility and refinement level of community follow-up work,in order to pro‐vide reference for promoting the modernization of community governance system and governance capacity,and building cities for the people.

Spatial and Temporal Pattern Evolution Analysis of Production,Living and Ecology in the Yangtze River Economic Belt 96

Abstract:The paper takes the Yangtze River Economic Belt as the subject region under study and ArcGIS as the technical platform.It applies standard deviation ellipse as the spatial analysis method to identify the production,living and ecological spaces of the Yangtze River Economic Belt,and analyzes their spatial and temporal pattern evolution.Results show that:the production spatial pattern is mainly in the flatlands,i.e.,Chengdu Plain on the upper reaches and other plain regions on the middle and lower reaches;the living spatial pattern varies between the Yangtze River Delta urban agglomeration and regions in the upper and middle reaches,with provincial capi‐tals being the cores and spreading outwards by nodes;the ecological spatial pattern mainly scatters on the upper reaches and on the southern bank of the Yangtze River.The production space is generally stable and slightly shrinking;the core of living space in the upper reaches is shifting towards Chongqing and Guizhou;and the ecol‐ogy space is transforming mildly.

Abstract:As the largest human settlement,cities have become the center of social and economic activities.In re‐cent years,however,extreme weather occurs frequently around the globe,and the vulnerability of cities is gradu‐ally emerging.How to enhance the resilience of cities and build resilient cities has become a hot and focal issue in today’s global urban research.Based on 5,868 urban resilience relevant literature from 2003 to 2022,the paper applies visual software like HistCite and VOSviewer to depict the general picture of urban resilience,the chronol‐ogy and thesaurus aggregation,and the research timeline and hotspots.Results show that there are two research direction:physical and social resilience;four hotspots:ecological,infrastructure,governance and sustainability;and some new trends:social,cultural,ecological and economic resilience.The paper proposes suggestions for ur‐ban resilience studies.

Abstract:Computing power,algorithms and data are the three key factors driving the development of digitaliza‐tion.From the dimension of the city,computing power consists of computing facilities,computing networks,computing technologies and computing services,and its development is showing the characteristics of high-ener‐gy,diversified,ubiquitous,ecological and industrial trends.As the national and regional leaders of digital econo‐my development,the first-tier cities of a digital economy should give full play to the advantages of leading com‐puting infrastructure,gathering computing resources and huge computing market,and speed up building into the hub integrating the computing network.The main path to achieve this goal is to keep track of cutting-edge computing power such as quantum and brain-like computing,actively build new computing power such as intel‐ligent and edge computing,improve efficiency and activate superior computing power such as supercomputing and cloud computing,and transform and upgrade backward computing power such as high-energy but low-effi‐ciency computing.The main breakthrough is to explore and formulate policies to promote the development of computing power,and strive to become the leader in the fields of cultivating computing industry clusters,pro‐moting regional computing power co-construction,promoting computing platform collaboration,and improving computing power service market.

Abstract:Having youths from Hong Kong and Macao SARs integrate into the overall development of China is one of the main policy objectives under the Outline of the Development Plan for the Guangdong-Hong Kong-Ma‐cao Greater Bay Area(GBA).Behavioral public policy is a feasible and effective paradigm.From the perspective of behavioral public policy.By studying the characteristics of behavioral structure of the psychological integra‐tion,which is the core content of the evaluation of integration policy,scientific and accurate decision-making ref‐erence can be drawn for the policy formulation of the integration of Hong Kong and Macao youths into the GBA development.The paper studies Hong Kong and Macao college students in Chinese mainland,constructs an in‐dex system with policy-oriented psychological fusion,and compares students from both SARs to find the under‐lying differences between their cognitions in order to enhance the integration effect of policies.
