Historical Evolution and Enlightenment of the Strategic Target System of Chinese-style Modernization(by LI Nasheng)

Abstract:Modernization is the common direction towards which countries in the world endeavor.Yet,the strategic target systems that they design and pursue vary.The pursuit of the Chinese people,under the leadership of the Communist Party of China(CPC)after a century of struggle,is the Chinese-style of modernization.The CPC’s exploration of the strategic target system of the Chinese-style modernization has evolved from industrialization to“five civilizations,”which is a process of incessant deepening and systemization.The five civilizations have formed a comparatively complete and systematic strategic target system for the Chinese-style modernization.They are an important component of the discourse system of Chinese-style modernization,greatly highlighting the Chinese characteristics,manner,and style of Chinese-style modernization.The historical evolution of the strategic target system of Chinese-style modernization gives the world a significant enlightenment:the establishment of a country’s strategic target system of modernization is process of persistent exploration and perfection,which should be based on the conditions of the country,with distinct national characteristics,and embody the ultimate value pursuits of the modernization subject.

Original Aspiration and Mission:The Historical Significance of the Communist Monthly(by DONG Lv)

Abstract:In different historical periods,the original aspiration and mission of Chinese communists vary in their historical connotations.The connotation of CPC’s original aspiration and mission in its founding period,“striving for the happiness of the people and the rejuvenation of the nation,”includes which road to take,what kind of political party to build,and how to establish it.The background in which the Communist monthly was launched is consistent with that of the CPC’s founding,that is,the founding of a Marxist political party.The contents of the monthly answered the questions of how to build the party,i.e。,how to fulfill the original aspiration and mission,from the aspects of Russian model,the basis of the belief,organizational construction,and others.These can also serve as a reference and provide mentality for China’s modern construction,which is the historical significance of the Communist monthly.

Centennial Evolution and Historical Experience of CPC’s Mass Line(by LIU Yuanquan)

Abstract:Marxist classical writers’ideology on people as the creator of history and the relationship between the proletarian party and the people has laid the theoretical foundation for the proposal of the CPC’s mass line.The evolution of the CPC’s mass line in a century has undergone an exploration and formation period,an enrichment and development period,a renewal and perfection period,and an expansion and deepening period,forming a complete theoretical and practical system.The mass line,also the lifeline of the CPC,is a treasured weapon for the success of Chinese revolution,construction,and reform.In a new era of building a socialist modern country in an all-round way and achieving the great rejuvenation of the Chinese nation,it is necessary to keep the flesh-blood relationship between the party and the masses,take the people’s longing for happy life as the goal of struggle,and lead the grand revolution of the society with the party’s self-revolution.

Problems of People’s Livelihood and Price Stability in the Enforcement of Anti-monopoly Law:Motivation and Implement Approach(by LIU Dahong,LIU Mouxin)

Abstract:The concern for people’s livelihood and price stability in the enforcement of anti-monopoly law is a response of the modern competition law to social public interests and values,reflecting how the law actualizes social public interests and values in addition to pursue targets of economical efficiency.The antimonopoly enforcement activities and the mechanism of stabilizing people’s livelihood and price in China are currently detached:in one period of time,anti-monopoly enforcement activities scarcely respond to problems of people’s wellbeing,resulting in the absence of the mechanism to stabilize people’s livelihood and prices;while in a period of emergency when all prices are rising,anti-monopoly enforcement is especially harsh out of the pressure of reality,resulting in the“offside”of the mechanism to stabilize people’s livelihood and prices.The experience and lessons of market surveillance learned in the pandemic period have provided a reform opportunity for inlaying a mechanism to stabilize people’s livelihood and prices in anti-monopoly enforcement.Firstly,contradictory provisions in the Price Law and the Anti-monopoly Law should be modified so that the legal bases of antitrust and stabilization of people’s wellbeing and price are better aligned.Secondly,for natural monopoly and public goods,antitrust guidelines and analytic reports should be introduced to clarify the competition order and operator’s compliance standard in the field of goods and materials concerning people’s wellbeing.Thirdly,a stable joint enforcement mechanism between antitrust enforcement agencies and price enforcement agencies to guarantee standardized and normalized law enforcement.

Application of Principle of Proportionality to the Unilateral Alteration and Cancellation Right of Administrative Body:From the Position of Judicial Adjudication(by ZHANG Fugang,WENG Chaofan)

Abstract:In practice,the abuse of the unilateral alteration and cancellation right of administrative bodies has become a major cause for administrative agreement disputes.The principle of proportionality has a profound theoretical and practical basis for restricting the unilateral alteration and cancellation right of administrative bodies.From the perspective of judicial adjudication,the court adopts the standard of legal public interest needs in judging public interests,and the review intensity of the proportionality principle maintains on a medium level.From the perspective of restricting power and protecting rights,specific situations of the proportionality principle should be reviewed.It is proposed that the defining standards of public interests should be revised,and that the review intensity of the proportionality principle should be adjusted in combination with related elements.

The Formation Path and Governance Strategy of Violence against Medical Personnel:A Qualitative Research Based on 12 Typical Medicine-related Criminal Cases(by SHI Long,NONG Sheng)

Abstract:Violence against medical personnel is on the rise in China in recent years which has brought about many negative effects to its medical and health system and needs to be addressed urgently.Using the qualitative analytic software,Nvivo12.0,the paper analyzes the texts of 12 typical medicine-related criminal cases published by the Supreme People’s Court,and formulates a diagrammatical figure of the evolution path of violence against medical personnel by extracting the causes and aims given by the patients and their relatives,as well as the means and harms.The finding is that the whole event is a dynamic evolutionary process:the cause determines,to a certain degree,the aim of the criminal act,which further determines the means that finalizes the detriment of the crime.Governance strategies are proposed from the following four aspects:guide patients and their relatives to treat medical liability attributions properly;reduce patients’and their relatives’dissatisfaction towards medical personnel;resolve the risk of patients’and their relatives’possible violent behavior in the process of claiming compensation;and alleviate the possible harm done to medical personnel.

New Intelligent Management Model for Household Garbage Clearance Based on“Internet+”(by XUAN Liang,HONG Wenxiong,GAN Tianxiang,ZHANG Yanhe,SHEN Yongkang)

Abstract:In order to meet the needs of a smart city for domestic waste sorting and effective clearance,the paper briefly analyzes the requirements of garbage disposal and management based on China’s current garbage classification policy,as well as the current garbage sorting situation and the four-category standards for household waste.By integrating the characteristics of“Internet+”,the paper discusses the management difficulty of classifying and clearing household waste,presents an intelligent plan for clearing household waste,and constructs a reasonable and effective new model for the clearance management of environmental sanitation garbage’s classification,intersection,and centralized processing.Via the big data management of clearance,the efficiency of clearance is improved and meanwhile,the chain of household waste classification and clearance can achieve intelligent classification management in the complete period.

Home RegionOrientation inInternational Expansion:Analysis Basedon ListedSubsidiary Corporations Following China’s“Going Global”Initiative(by JIANG Yunlong,ZHANG Yuting)

Abstract:Based on the business internationalization theory,data of listed subsidiary corporations following China’s“going global”initiative from 2008 to 2019 are examined to test the influence of marketing ability and institutional distance on home region orientation,as well as the correlativity between home region orientation and the performance of subsidiary corporations.The findings show the institutional distance between the two countries is positively correlated with home region orientation;the home region orientation of the subsidiary company can reduce its performance;the subsidiary’s performance has a significant negative influence on its home region orientation;and the subsidiary’s marketing ability has a non-significant influence on its home region orientation.

Research of Short-selling in the Governance Mechanism of Financial Fraudulence:A Case Study of Muddy Waters Research’s Short-selling of Luckin Coffee(by LIU Liyan,ZHOU Ying,YE Zhou,YANG Bo)

Abstract:An in-depth case study of the Muddy Waters Research’s short-selling of Luckin Coffee reveals that short-selling provides the investor with a channel to profit from negative information;the marketization mechanism of short-selling has the following advantages:it can timely discover a company’s fiscal malpractice and reduce information asymmetry;correct the mispricing of market and improve the mismatch of resources;and enormously increase the violation cost of the fraudulent company and its management through a plummet of the market value.In case that the internal governance mechanism of a company might be out of order and the independence of external audit institution might be inadequate,the short-selling mechanism can make up for the vacancy in corporate governance,intermediary institution,and legal mechanism.As an effective means for governing corporate fiscal fraudulence,short-selling can help to maintain the stable and healthy development of the capital market.The research can hopefully provide reference for the proper and comprehensive introduction of short-selling mechanism in China.

Spatial Effect Studies of the Development of Digital Financial Inclusion in Xinjiang:Analysis of Influence Factors Based on Spatial Econometric Model(by AN Bowen,HOU Zhenmei,BAI Zhe)

Abstract:On the basis of macroeconomic theory,the research constructs a multivariate analysis framework to explore the influence factors for the development of digital financial inclusion in Xinjiang.The influencing factors are studied from the dimensions of urbanization level,government fiscal intervention,urban-rural income gap,and features of geographical position by virtue of spatial econometric models.The empirical results are as follows:the development of digital financial inclusion in Xinjiang displays a spatial trait of high high-low low cluster;while the digital financial inclusion development level in the southern part of Xinjiang is a little higher than that in the northern region,the regional driving effect of digital financial inclusion development in the northern region of Xinjiang is better than that in the south;while the increase of urbanization level promotes local digital financial inclusion development,it restrains the digital financial inclusion development in the neighboring regions;and both reinforcing governmental fiscal intervention and reduce urban-rural income gap are beneficial to motivating the digital financial inclusion development in the local and neighboring regions.

Study on the Image Evolution of Primary and Middle School Teachers since the Founding of PRC:A Policy-text Based Analysis(by XU Fenghua,WANG Yao)

Abstract:The image of teacher reflects the requirement of China’s teacher policy on teachers in specific periods.Teacher image has become an important issue of contemporary education research.Most existing literature discusses teacher image speculatively or empirically,which is inadequate in the study of the expected teacher image in policies.A retrospective analysis of the descriptions of the image of primary and middle school teachers in policies since the founding of the People’s Republic of China finds the variation process falls into four stages:a revolutionary person of ideals and integrity“both red and professional”;a teaching craftsperson embodying knowledge;a professional of pluralistic development;and a high-quality professional and innovative talent.A summary and generalization of the evolution logic shows that in the logical evolution of change and immutability the development of teacher image in China follows closely the development of the times;the contents of teacher image is no longer singular and vague but plural and precise,and the value orientation has changed from instrumentalism to humanism.

A Theoretical Model for Online Education from the Perspective of Lifelong Learning:Target,Content,Approach,and Assessment(by QIAN Xiaolong,LI Wenjing,SONG Ziyun)

Abstract:The concept of lifelong learning has been widely recognized in recent years with the boost of economy and the improvement of people’s living standards.Meanwhile,online education has also developed quickly as the popular application of Internet technologies.The tendency of integrating online education with lifelong learning is reflected on national,social and personal levels.Hence,targets for online education should be formulated depending on the needs of lifelong learning.The contents of online education should be designed disparately to meet the needs of various lifelong learning purposes,which can be classified as acquiring a diplomat,professional development,and leisure and entertainment.Similarly,different online education approaches should be adopted to satisfy the needs of different forms of lifelong learning,including standard learning,non-standard learning,informal learning,and self-oriented learning.Testing the effects of lifelong learning is a necessary part of online education,and the assessment of online education in different stages of online education should not be completely the same.All in all,a theoretical online education model for lifelong learning is constructed on the four dimensions of target,content,approach,and assessment to provide guidance and support for the lifelong learning movement sustained by online education.
