Application of Statistical Technique in the Management of Power Supply Enterprises at County Level

Abstract:With the deepening of power industry reform,the market environment faced by power supply enterprises has also undergone great changes.For power supply enterprises,if they want to stand out in the fierce market competition,they should improve their internal management level.The application of statistical technology is helpful for power supply enterprises to timely grasp their own operating conditions and market operation.This paper will briefly introduce the statistical technology and deeply analyze its application in the management of county-level power supply enterprises,so as to provide reference for relevant workers.

For modern economic management of enterprises,statistical technology is the key to the level of enterprise management.As a basic part of the power supply industry,county-level power supply enterprises should attach importance to the application of statistical technology,help enterprises make decisions in line with the market development and company operation status during the business decision service process,and solve problems existing in the internal management of enterprises.Therefore,it is of great practical significance to study and analyze the application of statistical technology in the management of county-level power supply enterprises.

I.Overview of Statistical Techniques

The so-called statistical technology is a modern management technology that makes use of statistical methods to investigate,analyze and design the data and materials related to enterprise management,so as to help the relevant management personnel make better management decisions and improve the efficiency of enterprise operation and management.Its main characteristics are reflected in the following aspects.

(i)Wide range of use.Statistical technology can be used to collect all kinds of information and data related to the management of county-level power supply enterprises conveniently,including customers’electricity information,electricity data and electricity usage habits;information and data about potential competitors etc.The scope of statistical technology not only includes basic business data,but also covers various fields,including information flow,material capital flow,capital flow and other aspects of data information.

(ii)Informatization.Using computer technology and Internet technology to realize the information management of statistical technology can not only greatly improve the work efficiency of statistical information,but also realize the functions of dynamic accounting and centralized management,helping county-level power supply enterprises better grasp the actual situation inside the enterprise and market dynamics.

(iii)Comprehensiveness.Statistical technology can not only complete the collection,processing and analysis of information,but also help countylevel power supply enterprises realize the pre-forecast and control management of specific affairs in daily operation and management,help enterprise leadership better complete the management decision,improving enterprise management efficiency and quality.

II.Application of Statistical Technology in Management of Power Supply Enterprises at County Level

(i) Application in Business Management

In the daily operation and management process,county-level power supply enterprises need to set goals,work planning,organization and implementation to the whole operation process,and achieve the expected business objectives through the intermediate control management.In this process,on the one hand,statistical technology can be used to make business plans for county-level power supply companies,provide all kinds of real-time production and operation data,and improve the quality of business plan management;on the other hand,it can realize the reasonable and optimized allocation of energy,production capacity and equipment through the statistical analysis of input resource management,reducing the unnecessary cost expenditure of enterprises and improving the operation efficiency of county-level power supply enterprises.

In addition,in the operation and management process of county-level power supply enterprises,the production efficiency of enterprises can be objectively evaluated by comparing the input and output of enterprises,and find out the specific reasons that affect the business development to provide scientific basis for the next step of management measures.

(ii) Application of Quality Management

1.Multiple statistical methods such as regression analysis,variance analysis and test design can be used to help county-level power supply enterprises find the key factors affecting their quality management,and then take effective measures to improve the overall quality of power supply service.

2.Make a comprehensive statistical analysis of the whole service process and provide basis for quality control of county-level power supply enterprises.In addition,reliability analysis,sampling inspection and other methods can be used to evaluate the current quality management to ensure that the requirements of relevant standards are met.[1]

(iii) Application of Fixed Asset Investment Management

For county-level power supply enterprises,fixed asset investment is one of their important assets,and the level of fixed asset investment management of county-level power supply enterprises also determines the level of management of the whole leadership.

1.Complete the integration of investment statistics and investment plans:For county-level power supply enterprises,the use of statistical technology can achieve the whole process of closed-loop management that the fixed asset investment project starts from project,plan to statistics.

2.The management part of county-level power supply enterprises shall timely track and analyze the investment statistics,make a comparative analysis to the fixed assets equipment arrival condition,find out the differences,implement the specific reasons,and provide theoretical reference for the annual plan adjustment.

3.To realize the coordination and communication among investment statistics,finance,operation inspection,marketing and other departments is helpful for county-level power supply enterprises to grasp the progress of fixed asset investment plan in time,so as to improve the effectiveness of investment statistics.

(iv) Application in Special Investigation

Many county-level power supply enterprises have a large scope under their jurisdiction.When it is necessary to investigate the personnel and equipment within their jurisdiction,statistical technology can be used to realize the statistical analysis of relevant information,so as to improve the efficiency and quality of special investigation work.For example,when carrying out the investigation on the equipment of all voltage levels under the jurisdiction of the county-level power supply enterprises,it is necessary to complete the investigation of transmission and distribution of network lines(including length,operation and maintenance unit,model,etc.),substation equipment(including land use,operation and maintenance unit,quantity and capacity,etc.),reactive power compensation equipment(including capacitor,static reactive compensator,etc.)and other information.If the statistical investigation is carried out by traditional manpower,it is bound to cost a lot of time,energy and cost,whereas by using the combination of statistical technology and information technology,the above information in the target area can be quickly completed and can form the corresponding investigation report,providing complete and detailed basic information for the county power supply enterprises to carry out the next grid planning.

III.Examples about the Application of Statistical Technique in Management of Power Supply Enterprises at County Level

In order to meet the modern management needs of enterprises,a county-level power supply bureau actively introduces modern computer science and technology,and builds a comprehensive management system with county-level power supply bureau as the center,covering all towns and villages under its jurisdiction.By using statistical technology,it provides the county power supply bureau with modern marketing,production,office and enterprise information management,in order to improve customer service satisfaction,improve enterprise economic benefits.[2]

(i) Construction of County- Level Comprehensive Management Information System Based on Statistical Technology

According to the actual situation of the county power supply bureau,the system framework structure shown in figure 1 is formed by adding a small database to solve the huge data storage problem of power-related information.This integrated management information system is mainly composed of power marketing management information system,power supply enterprise management information system,office automation system and power rush repair system.Through statistics,analysis and processing of daily operation and management data,the management level and efficiency of county power supply bureau are effectively improved.

(ii) Information System of Power Marketing Management

This system covers all the business processes of the county power supply bureau,and realizes the unified data management of all business processes,links,processing processes and engineering construction,by providing relevant workers with data query,statistics and report printing functions,it can help the leadership of the county power supply bureau and departments at all levels to grasp the power marketing data at a glance,and provide auxiliary decision-making for the bureau leadership,which is conducive to improve the work efficiency and overall service quality of the power department.[3]

Such as business expansion management module of power marketing management information system,it can carry out statistical statistics according to actual situation of the power supply application and installation in the county level power supply bureau,as well as different industries,power consumption types and load properties,so as to help relevant workers to carry out statistical analysis on the number of power supply users,installation capacity and other data by month,quarter and year.The unified business module of the electric power marketing management information system realizes the classified statistical analysis of the information such as the application and installation condition about different time periods,different business projects,different voltage levels,etc.,business charges condition and the application for installation capacity.

(iii) Power Supply Enterprise Management Information System

The power supply enterprise management information system helps the power supply bureau realize the information management of equipment,safety supervision,planning,statistics,production,materials,engineering,personnel,labor and capital and other aspects,and helps the enterprise management improve the management level and management efficiency of various businesses.

Take the equipment management subsystem of power supply enterprise management information system as an example,it realizes the power generation,transmission,transformation,distribution and other equipment management in the power production process of the county power supply bureau,and realizes the management work such as the equipment fault repair and treatment,technical supervision and so on,which is helpful to help the related workers to improve the equipment management level.Through the statistics of all the equipment,the whole subsystem takes the equipment ledger as the core to expand the management modules related to prefabrication,as shown in figure 2.

(iv) Office Automation System

The so-called office automation system is to use modern computer technology and statistical technology to achieve rapid,comprehensive information collection,processing and analysis,providing a basis for the enterprise's office management and decision-making,it changes the traditional,complex and inefficient manual working mode and improves the county power supply enterprise office efficiency.The office automation system of the county power supply bureau has completed the daily office affairs such as file management,receipt and distribution management and meeting management.[4]

IV.Conclusion

In conclusion,with the development of social economy,people's demand for electric power resources is getting higher and higher,which also puts forward higher requirements for power supply enter-prises.As grass-roots power supply enterprises,county-level power supply enterprises shall actively introduce statistical technology in the daily management process,and give full play to their role in enterprise prediction,control and decision-making,improve the overall management level of countylevel power supply enterprises,raise the service quality of county-level power supply enterprises,reduce enterprise costs and expenditures,and realize the double harvest of social benefit and economic benefit.
